WHY REGISTER?...CONTINUED Engineering Risk:

Engineering activities have potentially adverseconsequences and therefore must be carried out-

• Responsibly and ethically

• Economically• Using available resources efficiently

• Safeguarding health and safety

• In an environmentally sound and sustainable way

• Managing risks throughout the entire lifecycle of a

system.

• Engineering is th erefore a regulated profess ion

PROFESSIONAL REGISTRATION :

ENGINEERING

Worldwide - Based on two requirements:

- Academic entry level qualification(Educational

standard).

- Three years of practical / technical post qualification

training at the appropriate Engineering level for the

category of registration concerned (Experiencestandards for category of registration concerned).

•  Activities that are essentially intellectual

•  Analysing and solving complex problems

• Developing and applying new technologies

creatively and innovatively

• Exercising Professional judgement

• Managing resources

HOW AND WHEN TO REGISTER

Step 2: Training and Professional Developmentwhile employed

(Current system in place for the engineer and technologist categories only)

Commitment and Undertaking (CU)

• Employer CEO/Chief Engineer registers CU

• Undertakes to train “candidate” persons in accordance

with ECSA’s policy and discipline specific guidelines

• Ensures internal training programme is in place andbeing implemented

9

Page 10: YPF Workshop - ECSA Registration.pdf

10

During the post graduate period of training

and experience, the candidate is in

employment and works with and under the

supervision of qualified engineeringsupervisors and mentors.

The training process may involve structured

activities, including induction and training

courses on specific skills or technologies.

DEVELOPING PROFESSIONAL

COMPETENCE

11

Main learning process is through working

with competent Engineering personnel:

therefore develop a cordial relationship with

your supervisors and mentors.

Candidate is under direct or indirect

supervision of an Engineering Professional.

A mentor guides the candidate’s professionaldevelopment ( with assistance of an

Engineering supervisor).

PROCESS OF TRAINING AND

EXPERIENCE

Training is a process of learning specific practical

knowledge, skills, attitudes and values under the

direction of competent persons. The majority of

training time is spent in engineering work.

Experience is a process of gaining competence

by active involvement in the work environment,

gaining overtime, the emphasis on training, thatis , learning by doing engineering work and

reflecting on observations and achievements,

that is experience.

http://slidepdf.com/reader/full/ypf-workshop-ecsa-registrationpdf 13/42

GOAL OF TRAINING PROGRAMME

The goal of the training programme is to allow the

candidate to develop his/her competency to thepoint of being able to demonstrate the outcomes at

the required level on a sustained basis and to take

responsibility for the work performed.

Candidate’s role

Candidates should appreciate that the onus rest on

him – or herself to ensure that the training received

will culminate in the competency defined in thestandards

SUPERVISOR

The supervisor is the person who directs andcontrols the engineering work of the candidate and

who takes responsibility for the work in terms of

section 18 (4) of the Engineering Profession Act.

The supervisor is expected, together with thementor and candidate, to plan the training task by

task to develop the candidate’s competence and to

review the achievements of each task.

REGISTRATION PROCESS

•   Registration process for all categories of

registration basically the same and will

become even more uniform when the new

system is implemented.

•   Exception: Pr Eng category which has a

compulsory professional review.

•   All other categories have the discretion to

call applicants in for an interview

ECSA PROFESSIONAL REVIEW

INTERVIEW15 Min. formal presentation by CE on Project report

Reviewers ask questions to assess whether CE has met the

standards:

- Did CE acquire an understanding of the professional

environment

• (including moral and ethical issues)?

- Did CE develop the ability to exercise engineering judgment?

• (responsible decisions, communicate accurately, find solutions to

problems and implement these solutions)

- Did CE achieve an acceptable level of technicalknowledge?

ATTRIBUTES TO BE DISPLAYED

Technical competence (analysing of eng problems, and solutions; demonstration of technical responsibility

and independent judgement)

Contract knowledge (SAICE General Conditions of

Contract and others like FIDIC) Financial awareness (realisation of cost of resources

which are managed; how cost is built up)

Safety awareness (OHS Act and Environmental

Conservation Act)

Demonstration of professionalism (awareness of

ethical and legal responsibilities, understanding of

prof. society structures, proof of project management

experience)

To be implemented in April 2013 for the

Engineer category and not before July 2013 forthe Technologist and Technician categories

New policy guideline documents will substitute

current documents.

Moving towards electronic system of applying

for registration after 1 April2013.

NEW REGISTRATION SYSTEM AS

FROM APRIL 2013To attain registration in a professional

category a candidate must demonstrate that

he or she:

• Meets the Educational competency

requirements for the category;

•  Achieved competent performance against

competency standards laid down forregistration in the category.

TRANSITION TO NEW

REGISTRATION SYSTEM

The new system for the engineer category will be phasedin over a period of two years, commencing as from April

2013 up to the end of March 2015.

Candidate engineers who trained under the currentregistration system will be allowed to apply in terms of the

current requirements/ documentation. However, the

current requirements for civil candidates of writing two

essays at the professional review and mechanical

candidates to hand in a design report would then still

apply.

Page 28: YPF Workshop - ECSA Registration.pdf

http://slidepdf.com/reader/full/ypf-workshop-ecsa-registrationpdf 28/42

28

TRANSITION PHASE continued…

•  The two systems would therefore be runconcurrently for a period of two years to phase out all

“previous system” applicants.

•  All applicants submitting after 1 April 2015 would

therefore have to provide New Registration Systemevidence of competence and will be assessed

against Competency Standard R-02-PE.

29

NEW REGISTRATION SYSTEM AS

FROM APRIL 2013The paper format for the new registration

system will be available as from January

2013.

At this stage it is envisaged that the “Going

Live Date” (GLD) for the new on-line IT

system providing for electronic submission

of applications will be after 1 April 2013.

WHAT IS A COMPETENCY

STANDARD?

A com petency standard  defines a number of

outcomes that a person must achieve, at a

stated level , which can be measured in order to

be judged competent to register in a category.

The standards are differentiated by the insertion

of level desc rip to rs (level) between Engineer,

Technologist and Technician categories.

Engineers –

 Complex

Technologists  – Broadly defined

Technicians  – Well defined

Page 31: YPF Workshop - ECSA Registration.pdf

31

ELEVEN OUTCOMES ARE DEFINED

Grouped into five sets:
