FRANCIS GONSALVES

Aprofessor visiting a vil-lage was braggingabout his brains.

Crossing a river with an adi-vasi, he asked: “Do you knowabout geology?” The boatmansaid, “No! What’s that?” Heexplained, “Geology is aboutrocks. You’ve wasted a quar-ter of your life knowing no ge-ology.” Later, the professorasked: “Know about zoolo-gy?” The adivasi said, “No!”and the professor explained,

“It’s knowledgeof animals.Half your life iswasted withoutknowing zoolo-gy.” Then, theboatman asked,“Saheb, d’you

know swimology?” Puzzled, professor inquired: “What’sthat?” The adivasi said,“Know how to swim?” Theprofessor said, “No!” The adi-vasi said: “Your whole life iswasted. My boat has a holeand you must swim to saveyourself.”

We know many “-logies”but are often ignorant of thedo-or-die down-to-earth wis-dom of indigenous peoples.Today on the “InternationalDay for Indigenous Peoples”,we commemorate their contri-butions to society and cele-brate the cultural, linguistic

diversity they gift us. We of-ten disparagingly label indige-nous peoples as “primitive”,judged by the so-called “de-velopment” in science andtechnology.

But they teach us valuablelessons in our relationshipwith: (a) mother earth; (b) theDivine Being; and (c) the self-in-community. In 1854,American President FranklinPierce reportedly offered tobuy a large tract of “Red Indi-an” land from Chief Seattle.Reluctant to sell, the chiefreplied, “How can you buy orsell the sky, the warmth of theland? Every part of this earthis sacred to my people. Everyshining pine needle, everysandy shore, every mist in thedark woods and every hum-ming insect is holy to us.”How do we treat mother-earth? Our insatiable greed

has led us to destroy herforests, defile her gentlebreezes, deplete her ozonelayer and purge her of innerresources — deifying “devel-opment”. Moreover, the “adi-vasi” or “original inhabitant”is now reduced to being iden-tified as a “vanvasi”: a nonde-script jungle-man.

Mother earth being sa-cred, her Divine Creator isalso breathtakingly beautiful, overseeing the welfare of allcreatures. Indigenous concep-tions of deity — eg. Dharmesand Singbonga of the ChotaNagpur adivasi belt and Uc-chaliyo-Dev and Varle-Dev ofwestern India — are benevo-lent grandfatherly deities whoensure the common, cosmicgood. Interestingly, much aswe depend on the Divine Be-ing, tribals hold that the Di-vine Being needs us, too.

YUGMARG, CHANDIGARH, SATURDAY, AUGUST 10, 2019

Prime Minister Narendra Modi reportedly appealed to hisministers on Monday not to exult and see the constitu-tional changes in J&K only as correcting a “blunder”

from history. He cautioned his colleagues that the “heavy lift-ing” would begin now as problems were expected to arise. ThePM was evidently more farsighted than his dyed-in-the-woolRSS colleagues whose triumphalism emerges from the com-munal belief that a Muslim-majority state can’t enjoy specialstatus in Hindu India? The anticipated problems are alreadycropping up. Pakistan and China are showing their hand. TheUnited States, other Western powers and the UN too can besucked into the debate. The constitutional changes brought onAugust 5 are being challenged in the Supreme Court. Also, there is a strong view among experts that Article 370 is a partof the “basic structure” of the Constitution and cannot be tam-pered with.

Besides these complex issues of a juridical or historical na-ture, or having a bearing on international relations, it is evidentthat at the popular level, much turns on the description of Arti-cle 370 being a part of Chapter XXI of the Constitution, whichdeals with “temporary” or transitional questions. It appearsmany in the Congress at the leadership level have also accept-ed that special provisions should go as they were envisaged tobe “temporary”, and this would lead to national integration.

This is erroneous in the extreme. The integration of J&Kwith India in October 1947 (after Independence) happened inunique circumstances, and the need for Article 370 is best ap-preciated in the words of Gopalswami Ayyangar, the former di-wan or PM of Maharaja Hari Singh, and minister without port-folio in the first Nehru government, in the Constituent Assem-bly debate on the compelling need for the provision. In partic-ular, he was answering the doubts of Maulana Hasrat Mohani(aka “Red Maulana”).

Ayyangar had fundamentally argued that parts of the statewere in the hands of “enemies”, despite the ceasefire, and itwas not business as usual. “Temporary”, thus underscores thatno firm date could be placed on when a historical period wouldend. To take another example, according to Article 334 of theConstitution, the SC/ST reservations should have ended in1960, but has carried on being extended every 10 years. Whichmember of the BJP, Congress, BSP or any other party can chal-lenge this?

Except for denial of property rights for outsiders in J&K(as is the case in many other states too), and the inability of theCentre to impose internal emergency without the consent of theJ&K Assembly, all laws of Parliament can be applied to J&Kif the Centre so desires. It is false and erroneous to think oth-erwise. By making J&K a Union territory, the Centre hasgained absolutely nothing. It could already do as it pleased. What has been lost is the trust of Kashmir.

EditorialIntegrating India, or

losing J&K’s trust?

The draft of the New Ed-ucation Policy suggest-ing a three-language

formula, and suggesting Hin-di teaching be compulsory innon-Hindi states released re-cently set off an old “Hindi-imposition” storm in TamilNadu. As a means of damagecontrol after the protests, thecommittee dropped the refer-ence to Hindi in the draft.

Since 2014, this is thesecond time when the debateover Hindi has sparked con-troversy in the southernstates, especially in TamilNadu. A 2014 order by thehome ministry urged govern-ment officials to prioritiseHindi as a medium of com-munication on the social me-dia. All Tamil parties protest-ed against the order andtermed it to be against thespirit of the Official Lan-guage Act 1963. The protestsensured the continuation ofEnglish for official purposes.

The idea that Hindishould be our first languageand that it can act as a unify-ing agent dates long back inhistory. On December 10,1946, R.V. Dhulekar, a mem-ber of the Constituent As-sembly, said: “People whodo not know Hindi have noright to stay in India. Peoplewho are present in the Houseto fashion a Constitution forIndia and do not know Hindiare not worthy to be mem-bers of this assembly. Theybetter leave.”

For long, there weren’tmany ardent buyers ofDhulekar’s argument, espe-cially in the south. In TamilNadu, the demand for a sep-arate nation called DravidaNadu was born as oppositionto this “one nation, one lan-guage” discourse. However, since the historic mandate of2014 and the even biggermandate of 2019, the issue ofthe National Register of Cit-izens has taken prominence, which may bring the genie ofhyper-regionalism versus hy-per-nationalism to life again.

We can take lessons fromhistory about the efforts to-wards bringing about nation-al integration from ourneighbours. Pakistan de-clared Urdu as its sole na-

tional language in 1952,which sparked violent agita-tions all across East Pakistan. They strongly rejected theimposition of Urdu in theBangla majority area. Whatstarted as a reaction to thebrutal killing of the studentsof Dhaka University on Feb-ruary 21, 1952 ended withthe birth of a new linguisticnation called Bangladesh in1971. Around 100 km fromwhat could have been Dravi-da Nadu, we have Sri Lanka, which became a battlegroundfor decades due to a civil warbetween the LTTE and theSri Lankan Army on the is-sue of the imposition of theSinhalese language and theundermining of the minorityTamil culture. The national-

ist idea neglects the fact thatin post-independent India, one of the basis for recognis-ing states is based on linguis-tic identity. This is quiteproblematic. States in Indiahave largely been a success-ful exercise as measured onthe parameters of growth andalso in sustaining democracy, with some exceptions. Theunrest witnessed is only incases where the linguistic orsocial identity has been dis-regarded. Even states likeUttarakhand, Chhattisgarhand Jharkhand, which wereformed in the last twodecades, were based on theidea of distinct geographical, tribal, linguistic and socialidentities. Telangana, the lat-est addition, was carved outfrom Andhra Pradesh in 2014following the same trend.

In India, there are social, economic, cultural, religiousand numerous regional di-versities. We doubt that thesediversities have ever come inthe way of the social andeconomic development ofIndia. While one has alwayswished for unity-in-diversity,but this desire for having uni-ty has never been imposedand whenever it has been im-posed it has not been wel-comed by the people in gen-eral.

The powerful Centre hasto accept the fact that multi-ple identities and diversitycan exist and flourish at thefederal level, and these iden-

tities do not harm the nation-al character. National inte-gration aims at developing asense of belonging, a feelingof togetherness and unity. The evidence suggests thatthe people of India are notaverse to having nationalistsymbols deemed to be neces-sary for the national charac-ter of India. People take asense of belonging in uni-form symbols which are real-ly national like the nationalflag or the national anthem. However, at the same time, the same set of people alsolike to cherish their own re-gional, linguistic and socialidentities.

A Lokniti-CSDS-APUsurvey points out that 81 percent of people in Karnatakaagree that states should pun-ish those who do not stand upfor the national anthem whileMadhya Pradesh, UttarPradesh and Chhattisgarhstand on 74 per cent, 69 percent and 68 per cent respec-tively. The states protestingagainst Hindi imposition donot lack the Indian nationalcharacter. For instance, in thestate of Tamil Nadu, thenumber is also as high as 62per cent.

At the same time, a sig-nificant number of Indianscherish their regional identi-ties more than the nationalidentity. The same surveysuggests that 46 per cent ofpeople in Tamil Nadu wouldlike to be identified only with

their state identity while 25per cent respondents identifythemselves by their nationalidentity, while 25 per centpeople identify themselveswith both identities equally.About 505 people in Naga-land and J&K like to be iden-tified only with their stateidentity.

National integration isessential, but it cannot be at-tempted at the cost of localcultures, identities and ofcourse the Constitution of In-dia.

The call for a UniformCivil Code and the abroga-tion of Article 370 are excel-lent election promises buttaking these forward for na-tional integration may not bean easy task for India as aquasi-federal country thathas always believed in thelongstanding concept of“unity in diversity”. Any stepto impose a singular symbolof the nation as the only sym-bol should be properly delib-erated upon. India may notlike to rekindle the memoryof a separate Dravida Naduagain in the name of nationalintegration.

The words spokendecades ago by T.T. Krishna-machari in the ConstituentAssembly comes into mindwhere he asked his friendsfrom Uttar Pradesh, the peo-ple in the Hindi lobby tochoose between the Indiathey want, the whole of Indiaor Hindi India.

Integrating India: Diversity, many identities rule

How ignorant we are of indigenous wisdomWe know many “-logies” but are often ignorant of the

do-or-die down-to-earth wisdom of indigenous peoples By the time the weekendended, it was the dead-liest the United States

had ever seen. Around 10amon Saturday morning, as par-ents took excited children toWalmart ready to buy schoolsupplies (the official schoolyear in the US begins in lateAugust or early September), agunman opened fire, first inthe parking lot and then insideWalmart itself. As his mani-festo, uploaded before the at-tack, revealed, he knew howto strike a “soft target” (Wal-mart stores are cavernous, large and without any real se-curity or police presence) andhe was rebelling against theHispanic “invasion” of theUS.

Nor was that enough dur-ing America’s weekend ofterror. Across the country inDayton, Ohio, hundreds ofpeople milled around a bar ina district known for itsnightlife. After one in themorning, a white man in hisearly 20s, armed with hun-dreds of rounds of explosives, opened fire on people on thestreet before trying to get intothe bar itself. In about 30dreadful seconds, he shot ninepeople and injured 15. After30 seconds, police in the arearesponded and shot him. Oneof the dead was his own sis-ter, a fact that has particularlybaffled those who have beeninvestigating the matter.

It is odd to see Americansgo through what Pakistanishave already endured. The

memory of the dark winterday when the Army PublicSchool was attacked, leavingyoung bodies and exercisebooks littered all over theplace, is one that continues tohaunt the country. Then therewere the losses of so manyvaliant leaders, from BenazirBhutto and Salmaan Taseer tomany more who had to con-tend with the same sort of ex-tremism, albeit presented in areligious garb. Many week-ends of mourning and of cer-tainty, of blocked mobilephone signals and bannedYouTube, postponed weddingcelebrations, cancelled examsand so much more, came withthe fight against the PakistaniTaliban. Another less dis-cussed consequence also ac-companied Pakistan’s “waron terror”. “Pakhtun” became

conflated with “terrorist”,freedom of speech began tobe considered pointless, andreligion was elevated as notsimply the central but theonly aspect of meaning inlife. In fighting the Taliban,Pakistanis — as if to reclaimtheir beliefs from the Tal-iban’s barbarism — becamemore “pious”, began to enactstricter judgements on neigh-bours and family memberswho did not pray or did notfast, or did not in their viewmake sufficient shows ofpiety. Even as the Taliban be-gan to be relegated to the pe-ripheries. If the Taliban ob-jected to men and womenstudying together at universi-ty, vigilante student groupsoperating on Pakistani cam-puses today carry forwardtheir legacy. If they wanted

women to be completely cov-ered in public places, it hasbecome the rule in most of thecountry, save the areas ofKarachi and Lahore.

The central point of draw-ing these comparisons is sim-ply to illustrate that in fight-ing militancy, some terror, some of its language, some ofits techniques, its penchantfor dogma, for a lack of toler-ance, for the flagrant showingoff of piety, has all stuck withPakistan. This shadow of ter-ror is harder to fight, to isolateand to condemn.

Countries like Pakistan,post-colonial countries, arecontinually (and incorrectly)often seen as inhabiting theWestern past. This is ofcourse a colonial frame, where the West is alwaysahead and the rest are always

gasping to catch up. In thiscase, however, Pakistan hassomething useful to say to theAmericans. In the Americanfight against white suprema-cy, the language of race andthe tribalism of cliques basedon skin colour are both goingto make their home within ageneration’s imagination. Theinanity of mass violence, thesheer inhumanity of it, willseep into their bones andharden then in ways that onlythose stricken with grief —the large inchoate sadness ofa collective rather than indi-vidual sadness — can under-stand. It is clear that the US ison the cusp of a race war. The“war on terror” that it im-posed on others, that it used tojustify the killing of hundredsof thousands of people, hasnow turned inwards and isgreedily claiming Americanlives. So deep is the divisionthat the two sides have be-come calcified in their posi-tions; the white supremacistssee everyone who is not whiteand even those whites whoare not white supremacists, asa threat, as unpatriotic and (atleast for a murderous few)worthy of being killed.

Like the young men at-tracted to extremist religiousideology in Pakistan, Ameri-ca’s terrorists are young whitemen who seem unsure of theirdirection in life, left out of theartificial intelligence and au-tomation-led economy inwhich immigrants and othersseem to thrive.

FROM FIXING TO SIGNALING, HOW CHINA MANAGES THE YUAN

The U.S. accused Chinaof manipulating its cur-rency after the yuan tum-

bled to an 11-year low in earlyAugust -- a hefty charge. Mon-itoring how the People’s Bankof China handles its “managedfloat” system for the yuan isn’teasy; the central bank has var-ious tools at its disposal, somepublic, some hidden. Its think-ing is essentially unknowableto outsiders. But there are waysto observe some of the levers itpulls to influence the currency. These are some of the most-watched:

The most obvious way thePBOC influences the currencyis by setting a reference rateeach trading day at 9:15 a.m.,known as the daily fixing. Theyuan is then allowed to move2% in either direction. The

rates are calculated with for-mulas that take into accountsuch factors as the previousday’s official close at 4:30 p.m,the yuan’s move against a bas-ket of currencies and themoves in other major ex-change rates.

In 2017 the PBOC intro-duced a so-called “counter-cyclical factor” to avoid a fix-ing that it deems as excessive-ly weak or strong. That was in-terpreted as a step back fromChina’s oft-stated pledge togive markets a key role in de-termining the exchange rate.Driving up the cost of bettingagainst the yuan offshore haslong been seen as a favoredtactic to curb a decline. Thekey is to mop up liquidity --Hong Kong is by far thebiggest market -- so that

traders have to pay higher in-terest rates to borrow the yuanthey need for their bets. Thatcan be achieved by havingagent banks buy the currencyor decline to lend their supplyto other banks. The PBOC canalso sell Chinese governmentbills in Hong Kong to vacuumup yuan. The cost for banks toborrow yuan overnight, knownas Hibor, surged to more than20% on several occasions inthe past few years, most no-tably in January 2016 when itclimbed to almost 67%. (Therate was at 1.8% on Aug. 8.)Another squeeze came in Au-gust 2018, when the cost ofbetting that the yuan wouldweaken soared amid specula-tion that China was restrictingdomestic banks’ ability to lendyuan offshore.

"I think they [the selectors] have definitely gone a different way to 2015 and I think that's purely because of how tight the Tests are [scheduled]. That's why we've got six [quicks] here and any one can do a job on any given day. We've got three guys with proper air speed and three guys who seam and swing a little bit. I think that's what they [selectors] have got six quicks for, to have all bases covered," ICC quoted Hazlewood as saying. Apart from Hazlewood, the notable absentee from the playing XI in the first Ashes Test was Mitchell Starc. Australia played Hazlewood, Pat Cummins, and James Pattinson. Sports lawyer, doctor welcome BCCI into NADA foldNEW DELHI: The National Anti-Doping Agency must exercise utmost caution while collecting samples from cricketers as big reputations will be at stake, sports lawyer Parth Goswami said on Friday after the BCCI came under the NADA's purview. Goswami, along with sports medicine expert PSM Chandran, welcomed the landmark move, which makes Indian cricket's governing body a sports federation as per government norms despite being financially autonomous. "This move of bringing cricketers under NADA will definitely ensure a clean-up in the sport but at the same time, NADA must ensure the highest levels of professionalism as they have always done to safeguard cricketers," Goswami told a news agency. He said that utmost care should be taken by the agency while handling the samples of names as big as Virat Kohli, Rohit Sharma, Shikhar Dhawan and Jasprit Bumrah.
