Agencies Failure to check the malfunctioning of a sewage water treatment plant has led to the famous Dal Lake here being polluted. The sewage treatment plant was built near the lake in 2006 to ensure that pol- luted water in the adjoining areas could be treated and used. The urban lake is the second largest in the state, and is integral to tourism and recre- ation in the Kashmir Valley. Nazir Ahmad, a businessman, blamed the authorities for the deteriorating condition of the lake. “There is so much of grass in the Dal Lake as of now because the water which reach- es the lake here acts as a fertilizer which helps it to grow further. Tourists too are affected by this and they don’t want to stay in the houseboats,” said Ahmad on Friday. The government had spent huge money on the project aimed to control the pol- lution with the help of sewage treatment plant which was made under the super- vision of qualified engineers. Unfortunately due to leakage in the pipes of the sewage treatment plants the lake is shrinking in size and during rainy season the life of the dwellers on the lake becomes miserable due to bad odour. Mohammad Yusuf Chapri, a houseboat owner, also lamented the poor state of the lake. Kashmir was once dubbed the Switzer- land of the east. It was once a Mecca for climbers, skiers, honeymooners and filmmakers drawn to the state’s soaring peaks, fruit orchards and timber house- boats bobbing on Dal Lake in Srinagar. Police used tear smoke shelling and lathi-charge in which several Hurriyat leaders got injured. Reports said soon after Friday prayers scores of youth assembled in Nowhatta and Gojwara area and resorted to heavy stone pelting on police and Para- military trooper de-ployed on roads in strength. Police resorted to cane charge and tear gas shelling to dis-perse the protestors. Police and the protesters pelted stones at each other and the violent clashes erupted which lasted for hours. Locals alleged that police used excessive force to quell the protests and freely used pellet guns. Nowhatta and Khan-yar area covered with thick layers of smoke due to tear gas shelling. During the clashes in old city two scribes, Ajaz Ahmed Khan from Press TV and Tawseef Ahmed, AFP photographer were injured who were rushed to nearby hospital. Amid restrictions and strict curfew, processions were tak-en out from many places in South Kashmir’s Shopian town. A large procession was taken out from Markazi Jamia Masjid Saidpora, Shopian in which hundreds of people participated. The procession was headed by JKLF leader Javid Ahmed Mir who managed to reach Shopian. Mir visited the house of slain youth Muhammad Rafiq and paid his condolences. Processions were also taken out from Palhalan area of Pat-tan and Kulgam town. Palhalan remained shut for the third consecutive day against the death of two militants in Gosh-bug area a few days ago. All the separatist leaders, including Syed Ali Geelani, Mir-waiz Umar Farooq, Shabir Ahmed Shah and others were placed under house arrest.

India to help Cuba develop

Renewable En-ergy resources

India has offered to help Cuba develop its renewable energy resources. This was con-veyed by Dr. Farooq Abdullah, Minister of New and Renewable Energy to Marino Murillo, Vice president of the Republic of Cuba at Havana. Dr. Farooq Abdullah is visiting Cuba along with a high level delegation of experts to explore greater opportunities for cooperation and collabora-tion between the two countries. Dr. Abdullah also held detailed discussions with Alfredo Lopez Valdes, the Cuban Minister of Energy and Mines.

Dr. Abdullah briefed his counterpart on the energy situ-

ation in India and India’s ambi-tious plans in renewable energy. He explained that India current-ly has over 29 GW of grid-con-nected installed capacity using

renewable sources of energy and that it has plans over to add over 30 GW more capacity by 2017. He also dwelt on the suc-cess of India’s wind programme as well as the significant cost re-ductions in solar energy through the Jawahar Lal Nehru National Solar Mission (JNNSM).

Both Murillo and Valdez informed the Indian Minister of Cuba’s strong desire to diversify

its energy mix by exploiting its renewable energy resources, especially in wind and bagasse-based cogeneration projects. They sought India’s support and expertise in helping Cuba achieve this objective. Dr. Ab-dullah recalled India’s long standing and traditionally warm relations with Cuba and said that India has always sup-ported the Cuban nation and its people. He offered India’s support and expertise in set-ting up renewable projects as well as in capacity building and project preparation. He also urged the Cuban side to take advantage of the Lines of Cred-it offered by India in setting up renewable energy projects.Earlier Dr. Abdullah was given a brief on the achievements of Cuba in universalizing health care resulting in significant reductions in infant mortality and increase in life expectancy. He also visited the local poly-clinic to understand first-hand the health systems and had de-tailed discussions there.

In order to conduct the Police Public Mela in a be-fitting manner, efficient ar-rangements have been made at different levels by various committees, constituted for the event. The one day Mela is being held in SrinagarSat-urday on 22nd September, 2013 (Sunday) at Bakshi Sta-dium here.

In this connection heads of different committees vis-ited the venue to take stock of arrangements made for the Mela. They received brief about the measures taken to make the Mela event a suc-cess.

Meanwhile, Additional Director General of Police (Armed), S. M. Sahai, accom-panied by other senior police

officers also visited the venue to take stock of the arrange-

Proposal for Eco-Sensitive Zones approvedSRINAGAR, SEPTEMBER 20: The State Level Committee headed by Chief Secretary Mohammad

Iqbal Khandey Friday finalized and approved the draft proposal prepared by the State Wild Life Depart-ment for declaration of areas around National Parks, Wild life Sanctuaries and Conservation Reserves situated in Jammu, Kashmir and Ladakh as Eco-Sensitive Zones.The proposal envisages creation of Eco-Sensitive Zones to act as buffer or shock absorber for the protected area against any non-forest activity by way of regulating, managing and prohibiting such activities around ecologically fragile areas. The width of the Eco-Sensitive Zone differs from Protected Area to Protected Area and is meant to protect precious areas from any negative impact and to refine the environment around these areas.The proposal will be forwarded and submitted to the Union Ministry of Environment and Forests for further processing and notification under the Environment (Protection) Act, 1986 in order to conserve the State’s forests.

POONCH, SEPTEMBER 20Minister for Roads & Build-

ings Abdul Majid Wani, who was on tour of Poonch District, conducted an extensive tour of various areas of the district and took stock of the pace of developmental activities.

Minister of State for Health Shabir Ahmad Khan, besides legislators, Ajaz Ajan, Dr. Shahnaz Ganai and Jehangir Hussain Mir also accompanied the Minister during the tour.

At Poonch, the Minister inspected District Hospital Building coming up at an es-timated cost of Rs. 18 crore. The three storey building is being constructed by R&B Department for which Rs. 10 crore have been released so far.

The Minister directed the executing agency for timely completion of the project to avoid needless cost escala-tion.

Wani also visited Chak-kan-Da-Bagh Trade Centre and took stock of the pace of construction work on the centre. The double-storey complex comprising Godown, X-ray cabin, Sentry posts and Administrative block is com-ing-up at an estimated cost of Rs. 5.45 crore.

The Minister was in-formed that a proposal amounting Rs. 10 crore has been submitted to the Union Government for installation of large scanner and con-struction of compound wall and allied works of the cen-tre.

At Khanater Tanda, the Minister laid foundation of Suka Chua-Charoon road. The 12 kilometres road would be constructed at an estimated cost of Rs. 7.73 crore under NA-BARD, RIDF-XVI which would provide road connectivity to the people of three Panchayats of the area. He also directed the district administration for immediate construction of a small bridge over Khantar Nalla at Tanda in loving mem-ory of the students who were washed away in flash flood while going to attend their school.

economic policies and the weaknesses of the economic field to sustain any economic crunch which is bound to happen in such a big country. There is already a moratorium on the recruitment of certain categories of posts in the central government and some years back a cut of 10-20 percent was affected to reduce the expendi-ture. However these measures particularly on the employment front result in a lot of disillusionment and disappointment in the unemployed youths who see their chances of getting employment bleak with every such decision made at centre or state level. The 10% cut announced by the finance minister in the recruitment and also a harsh decision not to fill up those posts which are vacant for the last one year is really a stumbling block in the way of lacs of unem-ployed youth particularly in a state like Jammu & Kashmir where the chances of getting employment is wholly and solely dependent on the government sector in the absence of corporate sector. There are no big industrial houses in the state where the intake of human resources is on large scale and because of that the dependence on the government jobs is very less. Jammu & Kashmir has peculiar problems as the state cannot allow heavy industries which pollute the atmosphere because such a decision will cost heavily on the state environment and natural beauty. It is because of this that the industrial sector is almost non-existent in the state. The recent decision of the government of India will have immediate effects on the educated unemployed of this state because their share in the central govt. services is already very low and it is only for the last some years that they have been opting for central services. Instead of this decision the central government could have reduced the expenditure on many unproductive things which is going on unabated. Crores and crores of rupees are being spent on the foreign trips of ministers, politicians and bureaucrats besides huge amounts on the luxuries of central ministers . in addition to this the organization of useless and unproductive conferences within and outside the country and above all the subsidies given to affluent business class in many areas which are eating our economy and proving white elephants should be dispensed with instead of destroying the future of lacs of unemployed educated youth whose talent could be very beneficial for the country.

unlock its growth potential. In addition, it strives towards a more inclusive growth by making financing available to the poor in particular. The Prime Minister in his Independence Day speech this year had announced that “it will be our endeavour to ensure that all households benefit from bank accounts in the next 2 years”. Keeping in view the banking facilities being extended under “Swabhimaan” and the campaign launched that every household has at least one bank account, it is expected to achieve the target by August, 2014.Bank Branch NetworkThere are 93,659 branches of Scheduled Commercial Banks (SCBs) functioning in the country as on 31st March, 2012, out of which 34,671(37.02%) branches are in rural areas, 24,133(25.77%) are in semi-urban areas, 18,056(19.28%) in urban areas and 16,799(17.93%) are in metropolitan area.Opening of Bank BranchesIn view of the continued need for opening of branches in rural areas for increasing banking penetration and financial inclusion, the Government had issued detailed strategy and guidelines on financial inclusion in October 2011, advising banks to open branches in all habitations of 5,000 or more population in under-banked districts and 10,000 or more population in other districts. By end of June 2012, 1,237 branches (including Ultra Small Branches) have been opened in these areas.Branch Expansion Plan of RRBsWith a view to make Financial Inclusion Plan effective and expand the outreach of banking services in unbanked/under banked rural areas, the RRBs were required to work out branch expansion plan for 2011-12 and 2012-13 with 10% increase over previous year. The RRBs had fixed targets of 1247 branches to be opened during 2011-12. RRBs opened 913 branches against this target. This was short

of target but was a sharp increase compared to 521branches opened during 2010-11 and 299 in 2009-10. For 2012-13, a target of 1845 new branches has been fixed. Policy For Opening RRB Branches LiberalisedReserve Bank of India vide its circular dated 1st August, 2012 has liberalised the Branch Licensing policy of RRBs and has allowed RRBs to open branches in Tier 2 to, 6 centres (with population up to 99,999 as per Census 2001) without the need to take permission from the Reserve Bank in each case, subject to reporting, provided they fulfil the certain conditions. RRBs not fulfilling the conditions will have to continue to approach RBI / NABARD, as hitherto. Opening of branches by RRBs in Tier 1 centres (centres with population of 100,000 and above as per Census 2001) will also continue to require prior permission of Reserve Bank of India.“Swabhimaan” - The Financial Inclusion Campaign In order to further extend the reach of banking to the rural hinterland, banks were advised to provide appropriate banking facilities to habitations having population in excess of 2000 by March, 2012 using various models and technologies including branchless banking through Business Correspondent Agents (BCAs). This Financial Inclusion Campaign named “Swabhimaan” was formally launched by the Government in February, 2011. Banking facilities to 74,194 such villages have been provided and about 3.16 crore financial accounts have been opened under this Campaign by end of March, 2012. Further, in terms of Finance Minister's Budget Speech 2012-13 it has been decided to extend the “Swabhimaan” campaign to habitations with population of more than 1000 in North Eastern and hilly States and to other habitations which have crossed population of 2,000 as per census 2011. Accordingly about 45,000 such habitations have been identified to be c o v e r e d u n d e r t h e e x t e n d e d “Swabhimaan” campaign.

Establishment of Ultra Small BranchesConsidering the need for close supervi-sion and mentoring of the business correspondent agents by the respective banks and to ensure that a range of banking services are available to the residents of such villages, it has been d e c i d e d t h a t U l t r a S m a l l Branches(USBs) be set up in all villages covered through BCAs. These USBs would comprise of a small area of 100-200 sq. feet where the officer designated by the bank would be available with a lap-top on pre-determined days. While the cash services would be offered by the BCAs, the bank officer would offer other services, undertake field verification and follow up the banking transactions. The periodicity and duration of visits can be progressively enhanced depending upon business potential in the area. Banking Facilities in Unbanked BlocksWith a view to provide banking facilities in unbanked blocks, the Government in July, 2009 identified 129 unbanked blocks, of which 91 blocks were in North East States and 38 in other States. With the persistent efforts of the Government, the number of unbanked blocks were brought down to 71 as on 31.3.2011, and by March 2012, banking facilities have been provided in all the unbanked blocks either through Brick and Mortar Branches or Business Correspondents Model or mobile banking, etc. Opening of One Bank Account Per FamilyIn order to ensure electronic transfer of cash subsidies directly into the accounts of the beneficiaries under the various Schemes of the Central Government and State Governments, it is important that the beneficiaries have an account in the service area bank. Accordingly, banks have been advised that the service area bank in rural areas and banks assigned the responsibility in specific wards in urban area ensure that every household has at least one bank account.Advisory CommitteeThe Reserve Bank has constituted a high

level Financial Inclusion Advisory Committee (FIAC) to spearhead the efforts toward greater financial conclu-sion. The collective expertise and experience of the members of the committee is expected to explore issues, such as developing viable and sustainable banking services delivery models focusing on accessible and affordable financial services, developing products and processes for rural as well as urban consumers presently outside the banking network and suggest appropriate regulatory framework to ensure that financial inclusion and financial stability move in tandem. The Committee is to be chaired by Dr. K.C. Chakrabarty, Deputy Governor, Reserve Bank of India and will comprise eleven members, from banking and finance sector, including Shri D.K. Mittal, Secretary Department of Financial services, Ministry of Finance, Government of India. The Committee, if necessary, would call other market players like corporate business corre-spondents, technology vendors etc., as special invitees to the meetings. Since the financial inclusion model selected in India is primarily bank-led, the Financial Inclusion Advisory Committee may also invite the chairperson managing directors of banks to each of its meetings to gather the perspective of banks.There has been a significant, albeit slow, progress towards greater financial inclusion. However, ensuring accessible and affordable financial services in all the 6 lakh villages in India is a herculean task and given the enormity of the task, a lot of ground still needs to be covered. This calls for a partnership of all the stakeholders-the Reserve Bank, other sectoral regulators like the Securities and Exchange Board of India, the Insurance Regulatory and Development Authority, the Pension Fund Regulatory and Development Authority the National Bank for Agriculture and Rural Development; banks; governments; civil society and non-governmental organisa-tions (NGOs) etc.

Technological progress and globalization have profoundly changed the way our data is collected, accessed and used. “Data is a precious thing and will last longer than the systems themselves,” say Tim Berners-Lee. As we know that India- EU relations go back to the early 1960s. India was among the first countries to establish diplomatic relations with the (then) European Economic Community (EEC). India-EU relations have grown exponen-tially from what used to be mostly a trade and economic issues driven relationship to one covering all areas of interaction. The two sides have agreed on a Strategic Partnership and adopted a Joint Action Plan. Today, EU is one of our largest trading partners, and an important source of technology and home to a large and influential Diaspora. While trade and investment still continue to be an important aspect of our bilateral relationship, the relations stand qualitatively transformed as signified by our bilateral efforts to develop common approaches to addressing new and emerging challenges. On 25th January 2012, the European Commission proposed a comprehensive reform of the EU's 1995 data protection rules to strengthen online privacy rights and boost Europe's digital economy. The 27 EU Member States have implemented the 1995 rules differently, resulting in divergences in enforcement. A single law will do away with the current fragmentation and costly administrative burdens, leading to savings for businesses of around €2.3 billion a year. The initiative will help reinforce consumer confidence in online services, providing a much needed boost to growth, jobs and innovation in Europe.India stated facing problems dealing with the multiplicity of laws and getting its

human resources into overseas to work especially in Euro zone. India is perceived as service economy. The high growth rate achieved by the Indian economy over the last decade has much to owe to the growth of services sector in the country. The services sector contributes around 30% of India’s total trade, around 40% to exports, and 25% of our imports. It accounts for more than 50% of FDI into the country. Internationally, India has registered the highest growth rate of service exports in recent years, averaging around 27% during 2000-08 as against the world average of 14%.In light of the above mentioned strengths we have positioned ourselves as a ‘demanders’ in Services negotiations at the WTO as well as in the bilateral FTA negotiations. The objective behind these negotiations is to secure maximum and effective market access for our services exports. Based on our comparative advantage our critical requests in the services areas have focused on getting meaningful commitments in Cross Border Supply (Mode 1) and Movement of Natural Persons (Mode 4). One of the areas of crucial interest to India is development of disciplines in Domestic Regulations involving qualifications and licensing requirements and procedures, without which Mode 4 access gets severely impeded. In November 2012 a bilateral meeting with the European Commissioner for Taxation and Customs Union, Audit and Anti-Fraud Mr. Algirdas Semeta, the Union Minister for Commerce, Industry & Textiles Shri Anand Sharma, highlighted the need for an early conclusion of ambitious and balanced Bilateral Trade and Investment Agreement (BTIA) between India and EU. Shri Sharma stressed the agreement needs to be balanced and should address areas of core interest to India such as services through Mode 1 and Mode 4, agricultural market

access and disciplining of Sanitary and Phyto-sanitary (SPS) and Technical Barriers to Trade (TBT) for translating concessions into effective market access. He said that this is important both in terms of optics as well as for obtaining the requisite balance in the India-EU BTIA. Shri Sharma emphasized that in mode-1, India would need to be declared as data secure in order to provide access. The European Union is in the process of undertaking a study to assess whether India’s laws meet the EU directive. “It is our clear analysis that our existing law does meet the required EU standards. We would urge that this issue is sorted out quickly and necessary comfort in declaring India data secure in overall sense needs to be given as almost all the major Fortune -500 companies have trusted India with their critical data”, said Shri Sharma. With a number of recent reform measures in India, which includes, opening of multi-brand retail trading sector to foreign investors; introducing flexibility in conditions for FDI in single brand product retail trading; allowing FDI in power exchanges; increasing the limit of FDI in Broadcasting sector; allowing FDI through foreign airlines in Civil Aviation sector, Shri Sharma emphasized India’s attractiveness as investment destination in a whole range of sectors from infrastructure to food processing, renewable energy, clean technology, bio-technology, health care, among others. He also highlighted that EU being a union of over 20 countries has strengths in almost all areas in which India needs investment. “Many countries of the EU are particularly strong in state-of-art technology development including green and clean technology for manufacturing industry. Although, the EU accounts for close to 50% of the technical collabora-tions approved but there is scope for enhancing technology transfer in a range of manufacturing activities,” Shri Sharma,

added. The cumulative FDI inflows from EU to India are around USD 44.31 billion (April 2000 to July 2012), while on the other hand, the Indian direct investments in EU are of the order of about USD 20 billion (April 2004 –October 2009). It should also be noted that the FDI inflows from April 2011- March 2012, which stood at USD 46.8 billion, showed an increase of around 35 per cent over the last year.The Minister also expressed happiness at the growing bilateral relations with the European Union, which is bound by common values based on a commitment to democracy, individual rights and sustainable development. While in 2010, the total trade between India and EU was USD 83.372 billion, it rose to to USD 110.268 billion in 2011. During January-September 2012 the bilateral trade stood at USD 76.511 billion. Generating data to secure regulatory approval in sectors, such as pharmaceuticals and agricultural chemicals in which product safety and efficacy is paramount, has become ever more extensive and expensive. There is thus a need to provide an incentive to undertake such data-generation efforts by protecting the investment in them against free riding. In a new study, researchers have shown the combined effect of neuro-protective therapies - voluntary physi-cal exercise and daily intake of mela-tonin, against Alzheimer's in mice.According to a group of researchers from the Barcelona Biomedical Re-search Institute (IIBB), in collabora-tion with the University of Granada and the Auton-omous University of Barcelona, daily voluntary exercise and daily intake of melatonin, both of which are known for the effects they have in regulating circadian rhythm, show a synergistic effect against brain deterioration in the 3xTg-AD mouse, which has three mutations of Alzheimer's disease."For years we have known that the combination of different anti-aging therapies such as physical exercise, a Mediterranean diet, and not smoking adds years to one's life," Coral Sanfe-liu, from the IIBB, told SINC."Now it seems that melatonin, the sleep hormone, also has important anti-aging effects," Sanfeliu said.For the study, the experts analysed

the combined effect of sport and me-latonin in 3xTg-AD mice which were experiencing an initial phase of Al-zheimer's and presented learning diffi-culties and changes in behaviour such as anxiety and apathy.The mice were divided into one control group and three other groups which would undergo different treatments: exercise -unrestricted use of a running wheel-, melatonin -a dose equivalent to 10 mg per kg of body weight-, and a combination of melatonin and vol-untary physical exercise. In addition, a reference group of mice were included which presented no mutations of the disease."After six months, the state of the

mice undergoing treatment was closer to that of the mice with no mutations than to their own ini-tial pathological state. From this we can say that the disease has sig-nificantly regressed," Sanfeliu said.The results show a general improve-ment in behaviour, learning, and mem-ory with the three treatments.These procedures also protected the brain tissue from oxidative stress and provided good levels of protection from excesses of amyloid beta peptide and hyperphosphorylated TAU protein caused by the mutations. After reviewing the law and order situation in a meeting, Manipur govern-ment has decided to inten-

sify security at Imphal and greater Imphal areas with immediate effect, official sources said today.

The meeting, chaired by the Deputy Chief Minister, Gaikhangam who also holds

the Home portfolio last night, discussed in detail the last Friday’s bomb blast here that killed nine labourers from outside the state and injured 12 others.

“We have taken a deci-sion to intensify the secu-rity measures in Imphal and greater Imphal areas to prevent recurrence of such incident (Friday incident),” sources said quoting a senior

police officer who attended the meeting.

Manipur DGP Mrinal Kanti Das, Principal Secre-tary (Home) Suresh Babu, Inspector Generals of Police, Superintendents of Police, top security officials from Assam Rifles and other para military forces attended the meeting, sources said.

Speaking at the meeting, Gaikhangam stressed the need to develop good rela-tions between the public and police, sources said adding that all the security officials have been instructed to in-tensify security measures including patrolling to detect movement of militants with-in their jurisdiction.

The meeting also dis-cussed the lack of infra-structe at various police sta-tions in the state and steps would be taken to improve the infrastructural facilities at these places, sources said.

Rural Development Minister Jairam Ramesh on Friday accused Gujarat Chief Minister Narendra Modi of “single-handedly” de-railing the ambitious tax reform — GST — a brainchild of the NDA government, and championed by his Bihar party colleague Sushil Modi.

“The man who is the most powerful proponent of Goods and Services Tax (GST) today is Sushil

Modi. But the most powerful op-ponent of GST is Narendra Modi.

“In many ways GST owes a lot to Sushil Modi. But the other Modi did not allow GST to happen. (It did not happen because of) single-handed opposition of Narendra Modi to GST.

CBI probe likely into functioning of secret unit set up by former Army chief

NEW DELHI:

The government is likely to order a CBI inquiry into the alleged unauthor-ized operations and financial wrong-doings by a top secret intelligence unit set up by former Army chief Gen

VK Singh. Sources said that the gov-ernment has taken serious note of the report of a board of inquiry into the functioning of Technical Services Division (TSD) alleging misuse of po-sition by Gen Singh and is likely to or-der a CBI probe into the matter soon.

Information and broadcasting minister Manish Tewari told reporters here on Friday that the facts brought out in the report are “extremely sen-sitive” and if any person — retired or serving — is found involved in the matter, action will be taken.

“The contents of the report which

have been mentioned in a newspaper are under active consideration of the government. If any malfeasance is found against any serving or retired officer, appropriate action would be initiated. “...The government has also put in place measures to ensure that

there is never ever a repeat of some of the things which have allegedly been mentioned in the report,” Tewari said.

TSD allegedly illegally tapped phones of senior defence ministry officials. The Army report, which was submitted to the defence ministry recently, has recommended a probe into the functioning of the intelli-gence unit, sources said here.

A newspaper quoting the report said Gen Singh had misused the se-cret service funds to destabilize the Omar Abdullah government in Jam-

mu and Kashmir, to pay off an NGO to try change the line of succession in the Army top brass, to buy off-air in-terception equipment and to conduct “unauthorized” covert operations.

Replying to a question on possible action against the retired Army chief and his team involved in this mat-ter, Tewari said this is not a question of being individual- specific but it is more of a systemic and structural issue “wherein there are alleged ac-tions which impinge upon the larger ambit of national security”.

It’s been a month since the brutal day-light murder of rationalist Narendra Dab-holkar in this Maharashtra city. The police, however, continue to grope in the dark for the killers.

Police released sketches of a couple of suspects and questioned dozens of people, but have yet to make any significant break-through in their investigations.

Dabholkar, a campaigner against super-stition and witchcraft, and a mild-mannered medical doctor, social worker and journal-ist, was shot at close range and killed while out on a morning walk near his residence in Pune, near the Omkareshwar Temple, Aug 20, around 7.30 a.m. The murder created a nationwide furore.

Of at least four bullets fired, two found their target in Dabholkar’s neck and back. He succumbed shortly afterwards at the government-run Sassoon Hospital.

A stunned Chief Minister Prithviraj Cha-van immediately announced a reward of Rs.10 lakh for information on the killers but still there has not been any breakthrough.

Soon after the incident, Home Minister R.R. Patil vowed that the killers would be nabbed at the earliest.

Dabholkar’s funeral was attended by top dignitaries including Chavan, Deputy Chief Minister Ajit Pawar, R.R. Patil and top offi-cials.

A rationalist, known for his boldness for

over three decades, Dabholkar had rubbed many the wrong way and had reportedly even received threats, which his son said he refused to complain about, claiming that he needed no weapons in his cause.

In 1989, he founded the Maharashtra Andhashrad-dha Nirmoolan Samiti (MANS), with a few like-minded people and raised cudgels against all types of superstition, irrational practices, blind faith and beliefs, confronting dubi-ous tantriks, babas and buas - people who claim to have supernatural power - who preyed on gullible masses.

Dabholkar was instru-mental in pushing the state government to frame an anti-superstition law, finally approved and passed as an ordinance a day after his murder.

The new law seeks to eradicate black magic, blind faith, superstitious beliefs, rituals and sacrifices to drive out evil spirits or ensure a male progeny - perpetrated by self-styled godmen, witchcraft and wizard-ry practitioners - often with the intention of cheating gullible and unsuspecting people.Dabholkar was instrumental in pushing the

Someone opened fire late in a Chicago park leaving 11 people, including a 3-year-old child, injured, police said.

Chicago fire department officials said the child

was in critical condition. Two other victims were also in critical condition, officials said.

Officer Amina Greer said the shooting occurred shortly after 10pm on Thursday in Chicago’s Back of the Yards neighborhood. According to Greer, at least 10 ambulances responded to the scene, trans-porting victims to several area hospitals.

A witness, Julian Harris, told a Chicago newspa-per that men fired at him from a grey sedan before turning toward Cornell Square Park and firing at people in the area. He said his 3-year-old nephew was wounded in the cheek.

“They hit the light pole next to me, but I ducked down and ran into the house,” he said. “They’ve been coming round here looking for people to shoot every night, just gang-banging stuff. It’s what they do.”

38 troops killed by al-Qaeda in

YemenA Yemeni military official said

coordinated attacks by al-Qaeda militants in a southern province have killed at least 38 soldiers and wound-ed dozens.

Major Raed Mohammed Nasser said the attacks took place at dawn on Friday in Shabwa province. He said the militants, taking advantage of heavy fog, surprised the troops in barracks in bases in the Maysaa and Kamp areas.

Major Nasser said heavy clashes are still underway near a third mili-tary encampment, in the al-Ain area, where militants detonated a car bomb outside the barracks.

Jaywant Lele, the former BCCI sec-retary, has died of a heart attack aged 75 in Baroda on Thursday. Lele took over the post in 1996 and it was dur-ing his tenure when the match-fixing scandal broke out in 2000.

In that period, the board first set up the Justice Chandrachud Commission to probe the match-fixing charges and then asked the CBI to step in after the former South African captain Hansie Cronje admitted to fixing. The inves-tigation led to life bans on the former India captain Mohammad Azharuddin and batsman Ajay Sharma.

Lele lost his post as secretary to Niranjan Shah during the 2001 board elections. He was gearing up for a re-turn to cricket administration in the forthcoming Baroda Cricket Associa-tion (BCA)

A former engineer with Sarabhai Chemicals, Lele became the honor-

ary secretary of the BCA in 1969. In 2003, he was expelled from the BCA, along with two other administrators, for alleged financial irregularities and

administrative lapses.The outspoken Lele was never short of a colourful quote. Before India’s tour of Australia

in 1999-2000, a journalist overheard a private conversation in which Lele had predicted that India would lose 3-0. India did lose 3-0. Two years ago,

he penned a memoir titled I Was There - Memoirs of a Cricket Ad-ministrator.

Lele was also a qualified um-pire.Malcolm Speed, the former chief executive of Cricket Australia and the ICC, said that Lele was “en-ergetic and reliable”. “I thoroughly enjoyed working with him when I was the chief executive of Cricket Australia. He would always make sure that the relationships between various cricket boards remained cordial,” Speed said. “There are so many special memories that I have of him. The National Rifle As-sociation of India (NRAI) suspended a junior shooter was by for misbehaving with a woman in the hotel staff during a training camp in Italy. The 17-year old, who was preparing for the ongo-ing World Shotgun Champi-onships in Lima, Peru, along with his team-mates, has been withdrawn from the event.The incident comes just a couple of months af-ter the NRAI handed two shooters one-year and six-month bans respectively for mentally harassing a female shooter even though they were absolved of charges of sexual harassment.

“We received the report and action has been taken against him immediately.

The shooter has been made to apologise to the foreign national and to the Indian team for letting them down,” NRAI President Raninder Singh said.

“The matter has been referred to the athletes com-mission. He has been sus-pended by the management from the time of the incident that was reported to us,” said Singh. Incidentally, the shooter was reprimanded just one and half months ago by the NRAI president.

“The government has been told and I have already spoken to Sports Secretary and SAI, informed them about what action we have taken.” The said shooter had won a medal in an interna-tional competition in Europe early this year.The police also got involved in the case but

charges were not framed against the shooter as he is a minor. “Since he is a minor, he is still staying with the team but not part of it. Had it been a senior, he would have been sent to India immedi-ately,” Singh informed.

In July, another two shoot-ers were slapped bans for “mental harassment involv-ing incidences of abusive and indecent language” during a junior shooting competition at Suhl, Germany, in June.They had been banned from all international and national tournaments till their sus-pension period ends. Acting on the recommendations of the six-member probe com-mittee headed by ace shoot-er Anjali Bhagwat, the NRAI then had also reprimanded three other marksmen for “abetting the wrongdoings”.

Jamaican sprint star Usain Bolt has left open the possibility of continuing his career beyond the Rio 2106 Olympic Games.

The six-time Olympic gold medallist earlier this month said the 2016 Games would likely be his last competitive appearance.

But the 27-year-old said on Thursday he could be convinced to race until 2017 at the age of 31.

“I am definitely reconsidering (retiring after 2016), I think my fans have voiced their con-cern about me retiring,” Bolt said.

“They think I should carry on and so do my sponsors. I have discussed it with my coach and he says it is possible.

We will see what happens but it’s on the cards that I will extend it by one more year.”

Bolt won the 100m, 200m and 4x100m gold at Beijing 2008 and London 2012 Games.
