AS PART of its continuing effort to improve customer service, theUS Embassy in Manila is pleased to announce its Visa Reissu-ance Program (VRP), to expedite visa renewals for Philippine visaapplicants who have previously been issued multiple entry visas tothe United States valid for five years or longer.

Under this new program, a Philippine citizen holding an eligibleUS tourist visa (B1/B2) can apply for re-issuance of the visa within12 months of its expiration date.

Visa reissuance applicants will be given a priority appointmentdate.

In most instances applicants will need only to appear at theConsular Section of the Embassy at the designated appointmenttime to submit a valid passport and application confirmation page,

and to have their fingerprints digitally scanned. No interview with a consular officer will normally be needed. Visa

reissuance applicants can usually expect to receive their passportcontaining a new US visa within a week of successfulapplication. The cost of a US visa remains $140, and there is noadditional cost for VRP appointments.

This new procedure will dramatically reduce the time involved inprocessing applications for visa reissuance at the Embassy.

Quick – and stinging – was the riposte of the Honorable VicenteSotto III, Senate majority floor leader: “Ngayon sila dada nang dada,eh nung 2004, puro sila ‘noted’ (Now they’re babbling, when in2004 all they said was ‘noted’).”

Yeah, on national television then was Pangilinan, as member ofthe national board of canvassers, ejaculating “Noted” to every motionof the opposition to scrutinize election returns allegedly fraughtwith fraud. Thereby earning him the infamous moniker “Mr. Noted”which successfully blotted out his “Mr. Sharon Cuneta” politicallybeneficial persona.

“They’re too late the hero. I hate to say this,but I told you so.” So was Sotto quoted in thePhilippine Daily Inquirer, furthering that“Pangilinan’s action came seven years late—longafter Gloria Macapagal-Arroyo had completed herpresidency and her closest opponent, actorFernando Poe Jr., had died.”

Rued Sotto over Pangilinan’s statements: “Ifonly that was also his attitude when I was askingfor the opening of just one, just one, just onemeasly election return…But they were blockingus every step of the way.”

Calling a spade a spade, Sotto said of hisdeclarations.

So look who’s talking, Pangilinan in effectretorted: “The public should be reminded that hehas no moral ascendancy to comment on theissue of fraud for the simple reason that he flip-flopped on the issue and embraced the cheaterin the end. Yes, by all means let’s call a spadea spade. He who lives in a glass house shouldnot throw stones.”

And onto a soliloquy: “When the evidence ofcheating and irregularities in 2004 became moreconvincing with the Hello Garci exposé, insteadof condemning GMA and calling for herresignation, (Sotto) did the exact opposite,suddenly developing amnesia by joining heradministration’s ticket in 2007 and embracingthe administration he had earlier accused ofmassive cheating.

“Dapat sagutin niya ang tanong: ‘Ano angnangyari sa kanyang paninindigan laban sapandaraya ni GMA dahil bumaligtad siya atsumirko papunta kay GMA noong 2007 matapos

niyang akusahan ito ng pandaraya noong 2004(He should answer this question: Whathappened to his stand against Arroyo’s cheatingwhen he flip-flopped and joined GMA, even afterhe accused her of cheating in 2004]?)”

“I, on the other hand, out of principle, refusedto accept both the administration and oppositionoffers to be part of their tickets, and instead ranas an independent in 2007 and won.”

“Kung sa kanyang palagay ay ‘di katanggap-tanggap ang mga kilos natin noon, eh mas lalonamang ‘di kapani-paniwala ang pagbabaligtadniya noong 2007. Wala siyang karapatangpumuna. Ayon nga sa kasabihan, tingnan munaniya ang uling at putik sa mukha niya (If he thinksmy actions back then were unacceptable, thenhis somersaulting (to the GMA camp) back in2007 is even more unbelievable. Indeed, a sanctimonious Pangilinan there.Nonchalantly dismissed by Sotto as:

“Baryang issue lang yan. (Cheap issue). Don’tchange the topic.” That, to him, is the 2004cheating and not the 2007 elections.

Incidentally, the comedic actor and TV hostSotto is godfather to Pangilinan’s wife “megastar”Cuneta who is the niece of Sotto’s wife, formeractress-singer Helen Gamboa. The plot, likeblood over water, thickens there.

As in a badly scripted two-cent telenovela.Really barya-barya. A very cheap disruptive

sideshow to the epic 2004 election fraudinquiry.

Fiscal stabilityA WHOPPING P40 million.

That is what Angeles City has beendeprived of in its internal revenue allotmentarising from the Supreme Court decisionupholding the establishment of 16 morecities in the country.

Yeah, the new cities get their cut in theIRA pizza, making the shares lesser thanthey used to be.

A whopping P40 million. But MayorEdgardo Pamintuan is the least worried ofits loss and its effect on the programs,projects and services to his constituency.

Unperturbed, that’s Pamintuan. Securedin the financial stability of the citygovernment: “Our daily cash balance hasnever gone below P100 million, our cashposition totals to P297 million. This despitethe inherited debt of P17 million in electricbills alone.”

Not to mention the P64-million debt theprevious administration incurred with theKalangitan landfill resulting to a stoppage inthe collection of city garbage. WhichPamintuan has likewise solved viarenegotiation, that even accrued to savingsof up to P600,000 monthly for the city.Garbage fees have been reduced fromP1,500 to P1,300 per ton.

The city’s “significant turnaround” in itsfiscal management included revenue-raisingprograms, and the exorcism of ghostemployees from the city’s JO (for job order)workforce, reaching up to 65 percent.Greater confidence in the Pamintuanadministration has resulted to greaterinvestments too.

With an actual income of P967 million,including P410 million worth of local taxesgenerated from July last year up to last May,there indeed is the least cause to mournover the P40-million loss from the IRA.

If only for this, Pamintuan stands tallestamong the country’s city mayors.

THE THEME for the 2011 Nutri-tion Month is “Isulong angBreastfeeding – Tama, Sapat,at Eksklusibo”. This is to pro-mote, protect and support cor-rect breastfeeding practices inthe country.

The Department of Educa-tion (DepEd) is aggressivelysupporting the Department ofHealth’s (DOH) campaign ineducating mothers about thenumerous benefits of breast-feeding.

DepEd has urged everyschool, whether private or pub-lic, to conduct various programsand activities in celebrating Nu-trition Month last July.

We in Talimundoc Elemen-tary School fully supports theDOH and DepEd in advocatingbreastfeeding, stressing its im-portance and benefits to infants.

To promote this program, weteachers, parents and our stu-dents conducted various pro-

grams last July 29 headed bythe school head, Mr. EdilbertoD. Gonzales. These includetree planting, essay writing con-test, poster making contest,cooking contest for parents,and of course, a feeding pro-gram for pupils especially theundernourished kids.

As an educator who has theability to influence the youngminds of our children, let us in-culcate into them that breast-feeding is the safest and a nat-ural way of feeding their babieswhich is beneficial to them.

Auction,hits and misses

MY SUNDAY afternoon was occupied by cheers and jeers as Iparticipated in the auction sale conducted by HMR Auctions inDau Exit, Mabalacat, Pampanga. The last time I went there wasduring the construction of my resort, July of last year.

The auction site/warehouse is not hard to find. It is on the rightside of the highway after you exited DAU from the NLEX. The areais not air-conditioned but is well ventilated. What I hate is the comfortroom: you cannot stay there for 10 seconds, full of cobwebs, itstinks, and no lights. It should have been appropriately calledUncomfortable Room.

A day before the Sunday auction, I searched the 2000 squaremeter auction warehouse for possible items that I need for theoffice building that I am now constructing. Yes, it would be anadvantage if you take a look on the items for auction a day or twobefore the Sunday auction. I found a lot: brand new office tablesand chairs with side cabinets; fluorescent light fixtures; post lamps;Stanley cylindrical knobs, dead bolts, and door closers; coffeemakers, toasters and microwave ovens; book shelves, cabinets,drawers, and a lot more.

The auction started at 11 A.M. As I was notinterested on the first 200 items, I decided to gothere at 2 PM. The auction would usually lastuntil 6 PM as there are more than 400 lots(containing several units/items per lot) to beauctioned. There were about 40 bidders present.

The items ranged from home appliances (flatscreens, refrigerators, freezers, coolers, washingmachines, ipod docks, electric fans, toasters,ovens, etc.); home furniture (beds, dining tables,kitchen utensils and wares, chairs, lamps,cabinets, garden sets); office furniture, electronics,toys. Most are second hand items, others arebrand new or slightly used. There will surely bean item appropriate to one’s needs. Be careful,though in buying electronic products. Some are110 volts, not appropriate to our 220 lines. Someare not working or have incomplete parts. Butsome are really good buys, like the electric fans,microwave ovens, toasters and coffee makers thatI bought before.

How does the auction go? Very easy.First, youhave to register and pay P5,000, refundable orconsumable. Then you will be given your bid cardwith particular number. All you need to do is toraise this card when you want to bid.

Each lot consisting of one or more items hasa corresponding number. The auctioneer wouldannounce the Lot No. for auction and the lowestbid price for each lot or each unit per lot. Each lotmay contain 1 or more units. For example, Lot 1consists of 3 units of electric fans. If the offer tobid at P1,000.00 is for the whole lot, that meanssaid price is for the 3 electric fans. But if the offerwas P1,000 per unit, the bid price is only for 1electric fan. Hence, if there are 20 units in a lotand the bid was per unit, you can choose to buy1 or more or all the items on said lot. Rememberthat the bid price has an additional 15% premiumfor the auctioneer.

If there are no bidders for the stated price, theauctioneer has the option to lower the price. Mostof the times, he lowers the price to almost halfand people start to bid. But if you are indeedinterested in the item and feel that the staringprice is reasonable, you have to raise your card

and bid. As per my experience, the anticipationthat the auctioneer would lower the starting priceproved negative. If there are no bidders, he wasquick to announce failure of bid and would go tothe next item, thus losing my chance to bid forthat lot.

There are really items with so many bidders,that you ended up buying the item at a higherprice, but still reasonable. Sometimes, you wouldshout in joy when no other bidder emerged andyou got the item at such a very low bid price.Then, you would lose some to other bidders whoare more than willing to bid higher. And of course,bid only for the items that you need or else, youwould end up buying things that would onlyoccupy too much space in your garage.

When I, my wife and brother arrived at theauction site, we already missed the photocopymachine. A brand new machine would costP80,000.00 but it was sold to the highest bidderat only P6,000.00. It is a working machine. Afterregistration, I was given a bid card.

I ended up the highest bidder for 4 brand newunits of office tables with side cabinets at onlyP2,000 per unit; 8 units of fluorescent light fixturesfor only P3,000; 2 junior billiard swivel tablesslightly used for only P1,000 per unit; 2 units offamily tents for P1,200 per unit; big microwaveoven for P800; two toasters for P600.00; 14-cupcoffee-maker at only P800.00; Stanley door knobs(18 units), door closers (5 units) and doordeadbolts (12 units) for an average of P150 perunit; and to my wife’s delight - various items ofcasserole, kettle, coffee grinder and brewer,electric griller, glasses, and mats,all at onlyP1,000. My brother got his heavy duty electricdrill for P1,200.

You don’t have to pay the items at the end ofthe bid. You just need to get your bid statementand can pay and get the items after 3 days,otherwise, you would be charged with storagefees. We also made friends with some of thebidders, most of whom have their surplus shops,some are personal buyers like us. We celebratedour victory at Jollibee along the NLEX on our wayhome. It was a cheerful Sunday afternoon.

Zambales Vice Gov.Ramon Lacbain said theresolution was unani-mously approved by theboard members amid ear-lier formal oppositions al-ready filed by the city gov-ernment of Olongapo andthe Olongapo-ZambalesCivil Society Organization(OZCSN) which areagainst the project “forhealth and environmentalreasons.”

Alex Corpus Hermoso,lead convenor of OZCSN,said the project, now un-der construction, was ini-tially junked by local offi-cials of the Department ofEnvironment and NaturalResources (DENR) whowere overturned by thenEnvironment and NaturalResources Sec. LitoAtienza.

Hermoso noted thatthe project “is opposed bymajor tourism-related lo-cators such as the OceanAdventure, Zoobic Safari,local resorts and hotels,as well as major civil soci-ety groups, non-govern-

Lacbain said the 300-megawatt project is alsoopposed by municipal gov-ernment of Subic wherethe project is located inSitio Naglatore in Baran-gay Cawag.

Lacbain said thatscores of families have al-ready been evacuatedfrom the project site inNaglatore after they weregiven a compensation to-talling about P3 million,without offering them alter-native relocation site. Thefamilies, he noted, havestarted to squat along thehighway in BarangayCawag.

Hermoso said that“aside from the objection-able proposal on the ba-sis of the danger to envi-ronment, hazard andthreat to the growing tour-ism industry, we are alsoquestioning the joint ven-

ture between Aboitiz Pow-er Corporation and the Tai-wan Cogeneration Corpo-ration (TCC) otherwiseknown as the RP Energy,Inc. on the basis of gover-nance and socio-econom-ic issues.”

The Subic Bay Metro-politan Authority(SBMA) and TCC signed amemorandum of under-standing (MOU) on theproject way back in July2006.

Both the Zambales pro-vincial board and the OZC-SN insisted the projectwas unacceptable to localenvironment and thehealth of local folk.

OZCSN cited mercuryand selenium as well-known contaminants ofcoal burning for power gen-eration and these arelinked to neurological anddevelopmental problemsand birth defects.

Hermoso also notedthat the MOU on theproject specifically stateda lease rate of US$3.50per square meter for thewhole 50 year period pay-able in long term.

He said, however, thatthis MOU was shelved bya lease and developmentagreement (LDA) signedbetween the SBMA andthe RP Energy Inc. on June10, 2010. Under the LDA,the power project ceasedto be a joint venture andestablished a mere lessor-lessee pact.

He said the RP Ener-gy Inc. given a rate of$3.50 or about p125 persquare meter for 50 yearsin an area where NeocoveResorts recently offered tolease for P500 per squaremeter.

Lacbain noted that de-spite mounting objectionsto the project, RP EnergyInc. was given businesspermit by the SBMA Busi-

ness and InvestmentGroup on October 2 lastyear. Last April 18, theSBMA Ecology Depart-ment gave the firm a clear-ance to construct.

But Hermoso notedthat SBMA Ecology De-partment had failed to sub-mit a complete environ-mental standard for coalpower plants “notwith-standing the five yearssince the MOU wassigned, and it is thereforein no position to approveand recommend theproject.”

A resolution passed bythe OZCSN againstproject noted that “one ofthe main concerns asidefrom pollution effects andthe threat to health and

tourism industry is theamount of water draw-outrate that according to ex-pert opinion will reach1,600 cubic meters of wa-ter a day.”

“If this is way above thenatural recharge rate ofthe Redondo Peninsula,the damage to the sourc-es of water is a seriousenvironmental concern.Other locators in thesame area that includeHanjin Industries needwater as well,” the reso-lution said.

This, even as Lacbainsaid that the DENR failedto comply with the LocalGovernment Code on theproject amid lack of con-sultation on its accep-tance by local folk.

Happy daw si Lotlot sa pag-uwi ng ina at may mga taong tumutulong sa pagbabalik nito, tuladnina German ‘Kuya Germs’ Moreno, Suzette Ranillo at Boy Palma (na minsan nang nakatulong kayGuy).

“Nagkita naman kami noong nasa Amerika ako. That was 2009. ‘Yun ‘yung huli naming pagkiki-ta. Isang linggo ako sa kanya, sa bahay niya. Doon ako nag-Pasko noong 2009. Magkasamakami. I left December 31. Dumating ako dito, January 1, 2010. Three months ako doon, nag-muni-muni,” kuwento ni Lotlot.
