ZAMBOECOZONE GUIDELINES AND PROTOCOLS FOR THE MANAGEMENT AND CONTROL OF COVID-19 AND OTHER INFECTIOUS DISEASES I. BACKGROUND/ LEGAL BASIS The Zamboanga City Special Economic Zone Authority and Freeport - ZAMBOECOZONE, as stated in Republic Act No. 7903 Section 78 - The laws of the Philippines concerning the public health and the protection of humans from diseases subject to International Health Regulations promulgated by the World Health Organization and dangerous communicable disease and pestilence shall be applied in the ZAMBOECOZONE Quarantine. The inspection of persons, baggage, carriers, and merchandise containing possible human disease-carrying vectors arriving in the ZAMBOECOZONE directly from foreign countries will be conducted in accordance with the International Health Regulations promulgated by the World Health Organization. If the inspection of such vessels and aircraft is undertaken, it will be done before immigration and customs clearance except for those vessels and aircraft issued with radio pratique or controlled free pratique by the Director of Quarantine. Section 7 of RA 7903- Powers and Functions (a) shall operate, administer and manage the ZAMBOECOZONE according to the principles and provisions set forth in the Republic Act. Specifically, in CHAPTER X OTHER PROVISIONS A- SECURITY Sections 108 states that access into and departure from the ZAMBOECOZONE shall be fully controlled by the Authority’s security agents and Section 110 Search and Inspection of Persons and Vehicles subjects all persons and vehicles entering into and exiting from the ZAMBOECOZONE for inspection. FOR THE MANAGEMENT AND CONTROL OF COVID-19 AND OTHERINFECTIOUS DISEASES

I. BACKGROUND/ LEGAL BASIS

The Zamboanga City Special Economic Zone Authority and Freeport - ZAMBOECOZONE,as stated in Republic Act No. 7903 Section 78 - The laws of the Philippines concerning thepublic health and the protection of humans from diseases subject to International HealthRegulations promulgated by the World Health Organization and dangerous communicabledisease and pestilence shall be applied in the ZAMBOECOZONE Quarantine. The inspection ofpersons, baggage, carriers, and merchandise containing possible human disease-carryingvectors arriving in the ZAMBOECOZONE directly from foreign countries will be conducted inaccordance with the International Health Regulations promulgated by the World HealthOrganization. If the inspection of such vessels and aircraft is undertaken, it will be done beforeimmigration and customs clearance except for those vessels and aircraft issued with radiopratique or controlled free pratique by the Director of Quarantine.

Section 7 of RA 7903- Powers and Functions (a) shall operate, administer and manage theZAMBOECOZONE according to the principles and provisions set forth in the Republic Act.Specifically, in CHAPTER X OTHER PROVISIONS A- SECURITY Sections 108 states thataccess into and departure from the ZAMBOECOZONE shall be fully controlled by theAuthority’s security agents and Section 110 Search and Inspection of Persons and Vehiclessubjects all persons and vehicles entering into and exiting from the ZAMBOECOZONE forinspection.

II. OBJECTIVE

These guidelines and health protocols are issued to assist the ZAMBOECOZONE, to operateduring the Enhanced Community Quarantine (ECQ), General Community Quarantine (GCQ)and Modified General Community Quarantine (MGCQ) in developing the minimum healthprotocols and standards to prevent the spread of COVID-19 as directed by the City and IATF.

III. WORKPLACE SAFETY AND HEALTH PROTOCOL

The following safety and health measures shall be implemented in all workplaces aligned with theobjectives of the minimum health standards of the Department of Health.

1. The organization shall strictly implement the No Face Mask, No Face Shield, No EntryPolicy at specific identified places in the zone.

2. Disinfectant foot baths shall be provided at the key entrance points of all buildings. 3. Equipment and vehicles entering the premises of the economic zone shall be

disinfected.4. In observance of the health protocols, roving guards and other security personnel shall

remind clients in a queue to observe physical distancing of one meter or more. TheAuthority shall provide stickers/painted markers on designated areas. Social distancingmust be observed during small gatherings, relevant meetings and the implementation ofmakeshift barriers when necessary in the workplace shall be observed.

5. The Authority shall distribute face masks, sanitizers and disinfectants to all divisions andunits of the ZAMBOECOZONE. Sanitizers shall be made available in strategic places inthe building.

6. Thermal screening among all guests and employees upon inspection at the lobby of themain building and main gate shall be conducted. All guests shall be logged in (name,contact number, address, temperature and travel history for contact tracing) at all times.Employees should also fill-up the declaration form. Those exhibiting temperatures37.6oC or greater will be brought to the temporary isolation area.

7. To ensure required distance between client and frontline personnel and communication,a demarcation line shall be placed before approaching windows for all frontline services.

8. Monitoring of the number of clients per day shall be done to ensure social distancingthrough limited seating capacity in respective waiting areas. Queuing numbers shall beissued where applicable.

9. All washrooms and toilets shall have sufficient clean water and soap for hand washing.Employees shall avoid touching eyes, nose and mouth.

10. During GCQ/MGCQ there shall be no eating in a communal area. It is best to eat inindividual work areas, and all waste shall be disposed of properly. If eating in individualwork areas is not possible, ensure that physical distancing is maintained in dining areas.Tables and chairs shall be disinfected after every use. Canteens located inZAMBOECOZONE shall be open with 50% customers.

11. The ZAMBOECOZONE COVID Task Force may develop and utilize a system formanaging online appointments, as well as social media platforms for announcementsand inquiries.

12. Aside from the standard practice of 6S in each workplace, each staff is required toconduct regular disinfection before and after every work shift. All work areas andfrequently handled objects such as doorknobs and handles shall be cleaned anddisinfected regularly. “Clean-as-you-go” principle shall be applied at all times.

13. The ZAMBOECOZONE COVID19 Task Force shall oversee the production of an AudioVideo Presentation on how to combat COVID-19. For viewing at the LED Wall andAdministrative Building waiting area.

IV. PERSONAL SAFETY AND HEALTH PROTOCOL

All employees are enjoined to practice healthy living to increase physical and mental resiliencethrough proper diet, good rest and exercise, regular medical check-ups and for PersonnelManagement Administrative Division(PMAD) to establish guidance and counseling.

V. MINIMIZING CONTACT RATE

Due to the COVID-19 pandemic, the Civil Service Commission(CSC) issued a MemorandumCircular No. 10 s. 2020 implementing an alternative work arrangement such as working-hourshifts, work from home scheme where feasible and on-rotation basis where a prolonged face-to-face discussion between staff and clients are discouraged. The employees at all times mustfollow the required health protocols such as the arrangement of desks, the usage of stairwaysand the elevator in order to maintain proper physical distancing, unidirectional movement inaisles, corridors and walkways.

The organization highly encourages the usage of videoconferencing for lengthy discussionsamong employees that includes but not limited to MANCOM and Board meetings.

v.1 ZAMBOECOZONE Office Arrangement

In compliance to the prescribed guidelines and protocols on the safety of our office in theprevention of the spread of COVID19, visitors are allowed only in designated meeting places. Inthe offices ZAMBOECOZONE employees will observe a one chair/desk per staff only.Unidirectional 1entry – 1 exit.

VI. DUTIES OF MANAGEMENT AND EMPLOYEES

The management shall:

1. Provide the necessary office policies for the prevention and control of COVID-19 inconsultation with employees. Advocacy and IEC programs should be taken fromDepartment of Health(DOH), World Health Organization(WHO) and reliable sources ofinformation on COVID-19;

2. Re-activate the ZAMBOECOZONE clinic with adequate medical supplies and assigningof identified key personnel with medical background. Focal: ZAMBOECOZONEEmergency Medical Team(ZEMT). Indoor(4th floor) and outdoor clinic to be temporarilylocated near the isolation tent – also acts as processing area.

3. Identify and recommend temporary isolation facility (for those manifesting covid-19symptoms from Employees or visitors). Focal: Project Management and DevelopmentDivision(PMMD)

4. Identify in-house quarantine facility for at least 14 days quarantine process.(Condotel)Focal: Property Management, Maintenance and Supply Division(PMMSD)

5. Require all buildings inside the ZAMBOECOZONE Area of Responsibility to have a foot-activated alcohol dispenser and foot-activated water dispenser before the entrance.Focal- (PMMSD) and Business Development Center(BDC)

6. Provide resources and materials needed to keep the employees healthy and a safeworkplace (soap, sanitizer, disinfectant, foot baths, thermal scanner). Focal- (PMMSD)

7. Designate an Officer of the Day(OD) to act as Safety Marshall to monitor the COVID-19preventive and control measures as well as coordinate with the onsiteZAMBOECOZONE Security. Focal- (MANCOM)

8. Enhance health insurance provision for employees. Focal- Personnel ManagementAdministrative Division(PMAD)

9. Provide clean, sanitized and safe shuttle services. Focal- Department Manager forAdministration (DMA)

10. Set-up a COVID-19 Hot-line and Call Center for employees to report if they aresymptomatic, and to serve as a monitoring channel of a “suspect” employee condition.Focal- Security/(PMMSD)Radio & Communications Operator(to be filled up)

11. All employees must strictly comply with all workplace protocols measures for the prevention and control of COVID-19, such as, regular hand-washing, wearing of masks, social distancing, observing proper respiratory etiquette and regular disinfection of handsafter a cough or sneeze.

VII. HIGH-RISK WORKERS AND VULNERABLE GROUPS

The following are identified as vulnerable and at high-risk:

Above sixty years old, or of any age with co-morbidity or pre-existing illness (i.e.,hypertension, diabetes, cancer or with immunocompromised health status, high-riskpregnancy, on community lock-down and those recuperating from major surgery);

These workers are highly encouraged or allowed to work from home. Workarrangements should be developed to detail the deliverable from these employees andshall have no diminution in wages or benefits;

VIII. NONE COMPLIANCE TO PROTOCOLS

1. When any employee of ZFA encounter’s a person who is non-compliant to theguidelines, he or she shall notify the guard on duty, the OD or any member ofMANCOM. In such cases, the guard on duty, OD or any member of theMANCOM may politely request the person to adhere to the ZFA healthguidelines.

2. If the person refuses to comply, access to zone services will be denied and he orshe will be escorted out of the authority’s premises.

3. In case the violator is an employee of the zone, he or she will be required toexplain show cause order. Failure to justify the act will result to the assessmentof appropriate penalties as per PMAD.

4. In case the violator is a ZFA Stakeholder the case will be reported to BDC forproper disposition.

5. Violent reactions will be dealt with by the proper authorities(security).

IX. ESTABLISHMENT OF AN EMERGENCY MANAGEMENT AND INCIDENTCOMMAND TEAMThe Emergency Management and Incident Command Team (EMICT) is basicallyresponsible in evaluating information from various sources during the progress of anevent and advise the Chairman and Administrator on appropriate actions requiringhis decision. The Emergency Management and Incident Command Team isresponsible for the preparation of policies, procedures/processes and organizationalstructure for response to emergencies that are of sufficient magnitude to cause asignificant disruption to ZAMBOECOZONE’s organization. The basic emergencyprocedure are designed and intended to protect lives and property through theeffective use of ZAMBOECOZONE’s existing resources.

X. EMICT STRUCTURE AND RESPONSIBILITIES

1. Chairman and Administrator EMICT Head Approves the establishment of the Emergency Management and Incident

Command Team (EMICT) and its activation. Approves all policies, guidelines, protocols and procedures/processes

generated by EMICT and its implementation. The authority for the Go / No-Go decisions in the zone.

2. MANCOM Checks and recommends to the Chairman and Administrator all policies,

guidelines, protocols and procedures/processes generated by EMIT.Recommends the same for board presentation.

Ensures all policies, guidelines, protocols and procedures/processes arestrictly followed.

Alternately makes available a MANCOM member to be the Officer-of-the-Day(OD) as an alter-ego of the Chairman and Administrator in ensuring thesmooth proceedings of all policies, guidelines, protocols andprocedures/processes.

Checks and evaluates the daily reports of the OD’s on MANCOMmeetings.

MANCOM commits and makes certain the requirements of the approvedpolicies and its programs are met.

3. SAFETY COMMITTEE Members of the Safety Committee are ZAMBOECOZONE personnel

trained in the ‘Basic Occupation Safety and Health’ (BOSH) training and/orthe ‘Construction Occupational Safety and Health’ (COSH) training andsome with ‘Training of Trainers on OSH’ (TOT).

The Safety Committee prepares and recommends to MANCOM all Safetyand Health policies, guidelines, protocols, procedures/processes andpreventive measures.

Works with other members of the team in enforcing of the approved Safetyand Health policies; guidelines; protocols; procedures/processes;preventive measures; and ensures the safety of all incident personnel.

Advises the EMICT on issues regarding safety and health incident. Has the authority to stop any unsafe activity that may pose danger to one’s

safety or health.

4. EMERGENCY MEDICAL TEAM Must posses capabilities to save lives and meet the basic human needs

during an incident and after an incident has occurred. Uses knowledge and skills to prevent injuries. Promotes and encourages healthy behaviors. Responds to disasters and assists in the recovery efforts. Assures the quality and accessibility of health services.

5. COMMUNICATION CENTER Serves as the conduit for information and communication to internal and

external stakeholders, including the PIO in case there’s a need for mediacommunication.

Serves as the primary contact for supporting agencies. Works under the Security Team and compiles the day-to-day reports of the

OD and submits the weekly-compiled report to MANCOM.

TASKS BY EMERGENCY MANAGEMENT AND INCIDENT COMMAND TEAM

1. MANCOM Designate an Officer of the Day(OD) to act as Safety Marshall to monitor the COVID-19 preventive

and control measures as well as coordinate with the onsite ZAMBOECOZONE Security and Safety Committee.

2. ZAMBOECOZONE Safety Committee Prepare and submit guidelines and protocols for the management and control of COVID-19 and

other infectious diseases.Focal person: Ramil R. Rojas

3. ZAMBOECOZONE Emergency Medical Team (ZEMT) Re-activate the ZAMBOECOZONE clinic with adequate medical supplies. Assigning of identified key personnel with medical background as members of ZEMT. Retrofit an outdoor clinic to be temporarily located near the isolation tent – also acts as processing

4. Project Management and Development Division (PMMD) Identify and recommend temporary physical isolation facility (for those manifesting covid-19

symptoms from Employees or visitors). Identify and recommend temporary clinic facility near / beside the isolation facility.Focal Person: Arch. Eugene F. Pacio

5. Property Management, Maintenance and Supply Division(PMMSD) Identify existing in-house quarantine facility for at least 14 days quarantine. Require all buildings inside the ZAMBOECOZONE Area of Responsibility to have a foot-activated

Processes:

1. Dont go to work

1.1 COVID-19 affects different people in different ways. Most infected people willdevelop mild to moderate illness and recover without hospitalization. Whenexperiencing one or a combination of the following, stay at home and rest.

Most common symptoms:feverdry coughtiredness

Less common symptoms:aches and painssore throatdiarrhoeaconjunctivitisheadacheloss of taste or smella rash on skin, or discolouration of fingers or toes

If symtoms persists or gets worse in the next three(3) days, please consult a doctor or call the City Health Office or local IATF.

1.2 Exposure within the last 14 days.

The following exposures should have happened 2 days before or within 14 days from onset of symptoms of a confirmed or probable case:

1.2.1 Face-to-face contact with a confirmed case within 1 meter and for more than 15 minutes.

1.2.2 Direct physical contact with a confirmed case (i.e. within the household)

1.2.3 Direct care for a patient with probable or confirmed COVID-19 disease without using proper personal protective equipment

1.2.4 For symptomatic employees with relevant travel history or exposure:

•If symptomatic on the date of work resumption, they will not be permitted to physically report for work and must consult their doctor•If symptomatic within the last 14 days before the date of work resumption, a Medical Certificate will be required

1.2.5 For asymptomatic employees within the last 14 days before the date of work resumption, they will be allowed to return to work.

In addition to screening returning employees, refer to “COVID 19 Manifestation Process”for employees who will develop symptoms.

2. Visitor ingress/egress process at the gate.

2.1 Walk-in visitors (with quarantine pass or government pass)

2.1.1 Check for proper appointment. (written or verbal, by confirmed call)

2.1.2 If no prior appointment has been made, check if it is important and urgent,then assist with appointment setting.

2.1.3 Face shield and face mask are required inside the zone.

2.1.4 Persons visiting the zone must observe social distancing while on queue.

2.1.5 The guard on duty will take the person’s temperature before entering the zone.

2.1.6 If the temperature reads below 37.6oC, he/she will be given a contact-tracingdocument to fill up.

2.1.7 If the temperature reads 37.6oC or greater; or the person answers/checks‘YES’ to any question in the contract tracing document, the person is turned over tothe temporary isolation area, otherwise, the person will be processed prior to entry.

1.2 Visitors with vehicles(with quarantine pass or government pass)

1.2.1 Check for proper appointment(written or verbal, by confirmed call).ZAMBOECOZONE employees will be checked at the Admin Building.

1.2.2 If no prior appointment has been made, check if it is important and urgent, thenassist with appointment setting.

1.2.3 During ECQ only the driver will stay in the vehicle will undergoing the vehicledisinfection process and the passengers will have to queue-in with the walk invisitors for proper contact tracing.

1.1.4 Face shield and face mask are required inside the zone.

1.2.5 Persons inside the vehicle should observe social distancing. 1 person per rowduring ECQ, While 2 persons per row will be allowed during GCQ/MGCQ.

1.2.6 For motorcycles no passenger will be allowed during ECQ, plus 1 rider onlyduring MGCQ/GCQ.

1.2.7 Excess passengers will be required to disembark. Failure to comply with theinstruction will result to no-entry of the occupants and vehicle.

1.2.8 Refer to 1.2 for processing of the passengers and driver.

1.2.9 All Radials will be sprayed with disinfecting solutions.(creolina)

1.3 ZAMBOECOZONE EMPLOYEES

1.3.1 Face shield and face mask are required inside the zone.

1.3.2 Employees must observe social distancing.

1.3.3 The guard on duty will observe employees’ temperature before entering.

1.3.4 If the temperature reads below 37.6oC, he/she will be given a contact-tracingdocument to fill up. To avoid congesting the lobby area, the contact-tracingdocument may be surrendered to the guard at noon(time out-in).

1.3.5 Employees who goes out of the zone must undergo temperature check uponreturn. If the employee refuses, he/she will not be allowed to go inside the building.

1.3.6 If the temperature reads 37.6oC or greater; or the person answers/checks‘YES’ to any question in the contract tracing document, the person is turned over tothe temporary isolation area, otherwise, the person will be processed prior to entry.

1.4 LOCATORS and LOCATOR EMPLOYEES

1.4.1 Locators must secure clearance from the Chairman and Administrator for theiremployees to be allowed entry without filling up the ZFA contract tracing documentat the gate.

1.4.2 Face shield and face mask are required inside the zone.

1.4.3 Locator employees must observe social distancing.

1.4.4 The guard on duty will check for proper Identification and take the employees’temperature before entering.

1.4.5 If the temperature reads below 37.6oC the employee is allowed entry.

1.4.6 If the temperature reads 37.6oC or greater; the employee is turned over to thetemporary isolation area, and his superiors is immediately notified regarding thesituation.

3. COVID 19 manifestation process.

2.1 If a person answers ‘yes’ to any of the ‘contact tracing’ questions, The person will immediately be sent to temporary isolation area.

2.2 If a person manifests COVID 19 symptoms such as:

Most common symptoms:

feverdry coughtiredness

Less common symptoms:

aches and painssore throatdiarrhoeaconjunctivitisheadacheloss of taste or smella rash on skin, or discolouration of fingers or toes

The person will immediately be sent to temporary isolation area.

2.3 If the temperature reads 37.6oC or greater, the person is turned over to thetemporary isolation area.

3. Temporary Isolation Process

3.1 If the person admitted is due to high temperature(37.6oC or greater), let the personrest for 5 minutes then retake the temperature.

3.2 If the temperature is normal the person will be allowed to continue with his/herbusiness.

3.3 If the temperature is still 37.6oC or greater, safety marshals will record the date ofobservation, complete the contact tracing form and call the proper authorities.

3.4 If the person admitted is due to manifestation of covid19 symptoms or answers ‘yes’to any of the ‘contact tracing’ questions, report and turn over the patient/s to the properauthorities for swabbing and processing.

3.5 Disinfect the Temporary Isolation room after using.

4. 14-day Self-quarantine process

4.1 Stay Home – you should restrict activities outside your home, except for getting medical care. Do not go to work, public areas and do not use public transportation or taxis.

4.2 Separate yourself from other people in your home – As much as possible, you should stay in a different room from other people in your home. Also, you should use a separate bathroom, if available.

4.3 Monitor your temperature three times per day

4.4 Call ahead before visiting your doctor- if you develop fever (temp of 37.6 C or higher)or respiratory symptoms, call the Emergency Department (ED) to inform them that you will be going to the ED for assessment.

4.5 Wear a face mask – you should wear a face mask when you are in the same room with other people and when you visit a healthcare provider. If you cannot wear a face mask, the people who live with you should wear one while they are in the same room with you.

4.6 Cover your coughs and sneezes – Cover your mouth and nose with a tissue when you cough or sneeze, or you can cough or sneeze into your sleeve. Throw used tissues in a lined trash bin, and immediately wash your hands with soap and water for at least 20 seconds.

4.7 Wash your Hands – wash your hands often and thoroughly with soap and water for at least 20 seconds. You can use an alcohol-based hand sanitizer if soap and water are not available and if your hands are not visibly dirty. Avoid touching your eyes, nose, and mouth with unwashed hands.

4.8 Avoid sharing household items- you should not share dishes, drinking glasses, cups,eating utensils, towels, bedding, or other items with other people in your home. Afterusing these items, you should wash them thoroughly with soap and water.

4.9 Monitor your symptoms- Seek prompt medical attention if your illness is worsening (e.g difficulty breathing). Before going to the ED, call ahead to tell them that you are on home quarantine for monitoring of symptoms of COVID-19. This will help the ED preparefor you arrival.

4.10 Cleaning and Household Hygiene – Use Zonrox/Clorox 10 tsp or 3 tbsp. in 1 liter of water for surface disinfection (e.g. table top, bathrooms, doorknobs, doorstep, floors) 2x a day.

5. Officer of the day(OD) ToDo process(Checklist).

5.2 Coordinate with Security

5.3 Proceed to the gate and observe the conduct of inspections and other processes by the ZAMBOECOZONE COVID Task Force and Guards on duty.

5.4 Check the functionality of the temporary Isolation area. Check the following:

5.4.1 Oxygen tank and its components

5.4.2 Bed, tables and chairs

5.4.3 Disinfectants (alcohol, hand sanitizer, water supply, drinking water, sanitizers)

5.4.4 PPE(Disposable gown, face shield, mask, gloves)

5.4.5 Check logbooks.

5.5 Check the functionality of the 14-day self quarantine building.

5.5.1 Oxygen tank and its components

5.5.2 Bed, tables and chairs

5.5.3 Disinfectants (alcohol, hand sanitizer, water supply, drinking water, sanitizers)

5.5.4 PPE(Disposable gown, face shield, mask, gloves)

5.5.5 Check logbooks.

5.6 Proceed to the Admin lobby and observe the conduct of inspections and other processes by the ZAMBOECOZONE COVID Task Force and Guards on duty.

5.7 Be in control for any eventuality.

5.8 Submit a written report to ZFA COVID 19 Call center and post the same on the MANCOMM messenger page.

6. ZFA COVID 19 Call Center process

6.1 Receive calls regarding any medical emergencies.

6.1.1 Relay messages to proper authorities.

6.1.2 Record/log in incoming calls.

6.2 Compile all written reports from OD.

6.3 Coordinate with security and ZFA EMT.

7. ZFA EMT( Emergency Medical Team) Process

7.1 The team is composed of on-call ZFA Employees.

7.4 In charge of providing medical attention to patients.
