Applicants must submit the application form to Zero Waste SA with all sections and supporting information attached by 5pm on Monday 30 April 2012.

Grant program guidelines

About Zero Waste SAThe South Australian Government established Zero Waste SA to promote waste management practices that as far as possible eliminate waste or its consignment to landfill, and advance the development of resource recovery and recycling. For more information about Zero Waste SA please refer to the web site at www.zerowaste.sa.gov.au.

South Australia’s Strategic PlanSouth Australia’s Strategic Plan has a target of reducing waste to landfill by 35% by 2020 with a milestone of 25% by 2014 (based on 2002-03 baseline).

South Australia’s Waste StrategyThe Zero Waste SA School and Community Grants Program supports the goals of South Australia’s Waste Strategy 2011-2015. A copy of the strategy is available from the Zero Waste SA website www.zerowaste.sa.gov.au

The objectives of the strategy are to:

maximise the useful life of materials through re-use and recycling; and

avoid and reduce waste.

Amongst the Strategy’s objectives are a range of targets for reduction of waste on a state-wide basis. Achievement of these targets will require an increase in waste avoidance and reduction initiatives at a community level.

Who are these grants for? The School and Community Grants program targets 2 main groups:

Charities, community groups, progress associations, service clubs and/or other not for profit organisations - that are involved in waste minimisation initiatives and the recovery or recycling of re-usable resources. The waste/recycling initiative need not be the core function of the organisation.

Schools (including kindergartens and high schools) - that have been involved in the Wipe Out Waste (WOW) program, i.e that a representative has attended a Zero Waste SA/KESAB WOW workshop.

Schools and community groups that have previously applied and received funding under any previous round of the Zero Waste SA School and Community Grants or the Zero Waste SA Social Enterprise Grants ARE ELIGIBLE to reapply.

Zero Waste SA developed the grants program because community-based organisations and schools play an important part in the collection of materials for recycling or re-use. These organisations are often very small scale, yet have a significant impact at a community level.

Social enterprise/community and not for profit organisations fall into this category as do a number of very small enterprises, especially those that undertake projects involving avoiding, reducing, reusing and recycling of materials.

Zero Waste SA defines a social enterprise/community organisation as any organisation whose primary purpose is to serve the community. The primary purpose of the organisation’s existence may not revolve only around waste minimisation; however the grant requested must be for waste minimisation and sustainable resource recovery initiatives.

If revenue is raised, the purpose must be to support the organisation’s social mission to benefit the South Australian community.

State Government agencies (with the exception of schools), Local Government and individuals are NOT ELIGIBLE to apply for these grants.

Eligible SchoolsEligibility of schools depends upon whether a representative from the applicant school has attended a WOW workshop as a representative from that particular school.

Schools that have not attended a workshop will not be eligible to apply under this round and are encouraged to contact Jo Hendrikx at KESAB environmental solutions (8234 7255) to determine when the next WOW workshop will be offered in your area.

What is WOW?Zero Waste SA, in partnership with KESAB environmental solutions, provide support to all schools through the Wipe Out Waste (WOW) program (www.wow.sa.gov.au). Commencing in 2006, the WOW program is the first program in Australia which spans kindergartens, primary and secondary schools. WOW aims to educate students about waste, and encourages them to develop good waste reduction and recycling habits that they can retain for life.

The WOW program is a whole school community approach to waste minimisation and learning. It aims to:

Encourage schools to reduce waste to landfill

Increase opportunities to learn about waste and waste processes

Improve systems to reduce waste and recover resources in schools

Monitor progress and continually improve waste outcomes in schools

Reduce the environmental impact of schools

Encourage and influence people to adopt more sustainable behaviour.

What are these grants for? All eligible project applications must demonstrate that they will divert materials/waste from landfill whilst encouraging more sustainable waste management and recycling practices. Grants will be provided for projects that:

Reduce the amount of waste going to landfill

Increase resource recovery/recycling initiatives

Encourage more sustainable methods of managing waste and recycling

Support improvements in the efficient and safe storage and/or handling and/or

processing of the target waste streams

Will benefit a community/school community

Build capacity and lead to empowerment within the community

Demonstrate links with other environmental programs such as Sustainable

Schools, Landcare, Solar Schools etc.

Projects that target water, energy, biodiversity and green transport will not be funded. The focus of these grants is on recycling and reuse of solid materials/waste.

What kinds of materials are targeted?

Target waste materials include, but are not limited to:

10 cent deposit beverage containers

Non deposit beverage and other packaging containers (e.g milk cartons etc)

Newspaper/white office paper/cardboard

Household whitegoods such as refrigerators, freezers, washing machines,

dishwashers

Household goods, furniture and bric-a-brac

Electronic waste such as personal computers, printers, televisions,

VCRs/DVDs, telephones

Food waste/scraps and green waste

Soft plastics such as plastic film, agricultural plastic

Clothing and textiles

Used lead acid batteries and other batteries

Scrap metal (all types).

Applicants should indicate how these material(s) will be collected, recycled and reused.

In addition, processes and technologies that can demonstrate efficiency gains such as reduced contamination and/or improved recovery of materials from the public will be considered.

What kinds of projects can be funded?General examples of eligible projects could include:

Recovering re-usable materials and goods either for transportation to markets

for sale or for reprocessing locally

Developing or supporting a facility within a region to which the community

could take unwanted goods for re-sale or donation, possibly creating

employment and training opportunities for people within the local community

Purchasing or establishing infrastructure such as recycling bins, storage sheds

or trailers to reduce waste going to landfill.

Specific examples of eligible projects for schools (including kindergartens/high schools) could include:

Establishment of a recycling shed, dedicated to sorting and storing recyclables

from school grounds, including paper, deposit containers, plastics etc

Purchase of composting equipment such as Bokashi systems, worm farms or

compost bins to complement teaching about composting and food waste

reduction

Purchase or construction of school yard recycling bins/cages

Purchase of trailers for the transport of materials to recycling facilities

(especially rural areas)

Establishment of chicken coops or agricultural systems to utilise food materials

Purchase of a mulcher (including appropriate training) for shredding garden

materials for the use on schools grounds – or within the community

Purchase of paper making kits.

What types of projects are ineligible?Grants will NOT be provided for:

Activities intended to provide the body with private profit or gain with the

proceeds to benefit individuals rather than benefit the community

Projects that have already begun (retrospective funding) or have budget

deficits (works must not have commenced before applications have been

approved)

Interstate or overseas travel, conference tours

Day to day costs associated with running an organisation

Research and development activities

Purchase of curriculum materials and staff training, books, CD’s and software

Motor vehicles, trucks, forklifts other than trailers

Studies, investigations or data gathering projects

Land purchase, power, water and other general service provision

Costs to dispose or process material

Salaries of any kind

Costs associated with running an excursion unless excursions are directly

related to purchase of related infrastructure/equipment

What about other ‘Sustainability and Environmental’ Projects?The concept of sustainability can cover a number of environmental initiatives; however the Zero Waste SA School and Community Grants are focused on waste minimisation, recycling and resource recovery projects. In this round, projects that target water, energy, biodiversity and transport sustainability will not be funded.

How much grant funding can be applied for?Grants will be allocated in the range of $1,100 to $22,000 (GST inclusive). Zero Waste SA proposes to allocate the funds across as many worthy projects as possible in order to maximise the program’s potential community benefits.

To acknowledge the importance of behaviour change and community engagement and education, applicants can apply for a maximum of $200 for a

promotional/education component for materials to promote the project including the production of information brochures, signage and DVD’s.

Is matching funding required?

Matching funds from either the organisations seeking funding or a third party sponsor are not required.

What criteria will the application be assessed against?The project will be assessed against the following areas.

To what extent will the project:

Support improvements in the efficient and safe storage and/or handling and/or

processing of the target waste streams to reduce waste to landfill

Support improvements that will benefit a community/school community and

lead to community empowerment

To what extent does the application:

Provide evidence of sufficient project management/commitment to deliver

outcomes within the intended timeframe for completion (someone to manage

and lead).

What is the assessment process?Eight weeks have been allowed for submission of applications. The grant call period is from 5 March 2012 to 30 April 2012.

All applicants will be notified by Zero Waste SA within two weeks of submission to confirm receipt of application.

Zero Waste SA staff will determine eligibility and completeness and will screen applications.

Following this initial screening, eligible applications will be evaluated against the assessment criteria.

To assist in that process and in order to ensure that the assessment is as complete and as fair as possible, Zero Waste SA may request additional information from the applicant or include third party evaluations as part of the assessment process.

Projects may be referred to other government agencies for comment.

Funding agreements will be established between the applicant and Zero Waste SA once all necessary approvals have been provided (e.g. development approval).

Funding decisions are final.

Funding AgreementSuccessful applicants will be required to enter into a funding agreement with Zero Waste SA. This agreement will set out the terms of the grant, any conditions and reporting requirements and other matters. Note: The funding agreement will require the applicant to provide Zero Waste SA with information to verify that the project has proceeded and is demonstrating progress in achieving what it set out to do.

All funds provided by Zero Waste SA must be spent within one year of signing the funding agreement. A final report will be required on completion of the project. Reporting requirements include the completion of the Income and Expenditure form, completed Final Report template and evidence of project completion (including invoices, photos and any newspaper/newsletter articles).

Zero Waste SA must be acknowledged in all media and promotional activities relating to the project; the statement ‘this project has been funded by Zero Waste SA’ or similar, would satisfy this requirement. Publicity must be approved by Zero Waste SA before publication. If possible, photos of the completed projects are to be forwarded to Zero Waste SA.

Privacy and Commercial-in-Confidence ConsiderationsAll applications will be treated as commercial-in-confidence. Zero Waste SA reserves the right to include third party evaluations as part of the assessment process. Zero Waste SA has the ultimate discretion in relation to publicity for applications. Applicants are not permitted to publicise, promote or announce their projects prior to the receipt and signing of the funding agreement and a ministerial announcement has been made.

Insurance – Please Read CarefullyAll responsibility for people working on the project will reside with the organisation that employs or engages these people. This responsibility will include any claim arising out of the project including, but not limited to, a workers compensation claim or a claim made by a third party. The organisation shall at its own expense, effect and maintain necessary insurance during the term of the grant agreement to cover the risks relating to the services and people, commensurate with that which a responsible entity would put in place. The organisation will provide evidence of these insurance arrangements when requested to do so in writing by Zero Waste SA.

Certificates of current insurance should be included with the application.

Please include as much supporting information as possible, including detailed quotes for the purchase of any goods. All quotes must include supplier details including ABN and any GST component. For any individual purchase over $5000, you will need to provide a minimum of 3 quotes. If these quotes are not included, your application is unlikely to proceed to the assessment stage; however this is at the discretion of Zero Waste SA.

If successful in obtaining a grant, DECD schools and kindergartens will need to contact their Facilities Managers to assist with the management of the project. Liaison prior to submission is advised.

Timeframe for assessment Applications must be submitted to Zero Waste SA according to these guidelines.

All applicants will be notified by Zero Waste SA within two weeks of the submission date to confirm receipt of their proposals.

Applications will be reviewed by a panel comprising Zero Waste SA staff and external specialists. The panel will assess all eligible applications against the assessment criteria.

If required, additional written information may be requested from the applicant by a panel member to assist with the assessment.

The panel will recommend projects to be funded and funding amounts to the Board of Zero Waste SA.

The Board determines decisions on the provision of project grants.

It is anticipated that all applicants will be advised of the status of their funding application by mid July 2012
