1. EXECUTIVE SUMMARY

This Final Status Survey (FSS) Release Record for survey unit 00101B, the “Primary Water Supply Header T-095 and T-102 Buried Pipe,” has been generated for the Zion Station Restoration Project (ZSRP). The release record was developed in accordance with ZionSolutions procedure ZS-LT-300-001-005, “Final Status Survey Data Reporting” (Reference 1) and satisfies the requirements of Section 5.11 of the “Zion Station Restoration Project License Termination Plan” (LTP) (Reference 2).

FSS Sample Plan S3-00101AF was developed in accordance with ZionSolutions procedure ZS-LT-300-001-001, “Final Status Survey Package Development” (Reference 3) the ZSRP LTP, and guidance from NUREG-1575, “Multi-Agency Radiation Survey and Site Investigation Manual” (MARSSIM) (Reference 4).

Following completion of this FSS, the survey unit numbers for the eight (8) buried pipe survey units listed in the Attachment 4, “Survey Units for Structures” from ZionSolutions procedure ZS-LT-300-001-002, “Survey Unit Classification” (Reference 5), were changed. The eight (8) different piping systems for survey unit 00101A were changed to 00101A through 00101H to allow for a clear distinction between these pipes in the FSS database.

The Class 2 buried waste pipe from the 570 foot elevation of the Auxiliary Building was initially given the designation of 00101B. However, during the course of the decommissioning, the waste pipe was completely removed and disposed of as waste. Consequently, the Primary Water Supply pipe was given the 00101B survey unit number.

FSS was conducted to demonstrate that the concentrations of residual radioactivity are equal to or below site-specific Derived Concentration Guideline Levels (DCGL) corresponding to the dose criterion in 10 CFR 20.1402. The Primary Water Supply Header piping (pipe nos. T-095 and T-102) was initially classified as MARSSIM Class 3 in accordance with Attachment F of Technical Support Document (TSD) 14-016, “Description of Embedded Piping, Penetrations, and Buried Pipe to Remain in Zion End State” (Reference 6). Prior to performing the survey, the classification was changed to Class 2 in response to the discovery of detectable residual radioactivity during the removal of the Primary Water Storage Tank (PWST), which was serviced by the Primary Water Supply Header pipe.

The Primary Water Supply Header pipe was surveyed with a Ludlum Model 2350-1 Data Logger paired with a Ludlum Model 44-157 sodium iodide (NaI) gamma detector. One-minute static measurements were taken to quantify the activity in the pipe. Each measurement had a calculated Field of View (FOV) of 1.57 ft2. A minimum of one hundred (100) measurements were necessary to provide for 50% areal surface coverage for a Class 2 survey.

For the FSS of the Primary Water Supply Header pipe, 253 measurements were obtained. Of the 253 measurements taken, 53 exceeded an Operational Sum of Fractions (OpSOF) of one (1) when compared against the Operational DCGL for buried pipe (OpDCGLBP) with the mean

OpSOF result of 0.784. This SOF equates to a dose of 5.652 mrem/yr. This value is the dose assigned to the survey unit based on the average of the systematic measurements adjusted for the dose contribution of elevated areas.

2. SURVEY UNIT DESCRIPTION

The Primary Water Supply Header consisted of two (2) sections of 6-inch Internal Diameter (ID) pipe that run under the Turbine Building basement floor slab. The pipe supplied water to the PWST. The length of the T-095 section was approximately 118 feet, running from the penetration in the Oil Room to a vertical through the Turbine Building basement floor slab. The length of the T-102 section was approximately 78 feet. During the removal of the PWST and the associated piping, the pipe was cut at the 588 foot elevation above the elbow into the penetration though the Oil Room wall at the 556 foot elevation. The total length of the two pipe sections that made up the Primary Water Supply Header was approximately 196 linear feet. The entire area of the interior surfaces of the two pipes combined was 308 ft2.

The pipes were cut inside the Turbine Building basement prior to the demolition and basement backfill. As they were not capped or isolated, there was unobstructed groundwater intrusion into each pipe. Sections for both the T-095 pipe and the T-102 pipe became inaccessible due to groundwater flooding into the pipe. Since the sections of the T-095 and T-102 pipe, as well as the sections of pipe located above the 588 foot elevation slated for removal were part of the same system, it was determined that measurements taken within the removed sections of pipe would be representative of radiological conditions within the two (2) pipes obstructed by groundwater intrusion. See Figure 1 below which is reproduced from TSD 14-016, Revision 0, Figure 26.

3. CLASSIFICATION BASIS

Survey unit 00101B was initially classified as Class 3 based on information taken from the “Zion Station Historical Site Assessment” (Reference 7) and documented in Attachment F of TSD 14-016. The survey unit was reclassified as Class 2 in accordance with ZionSolutions procedure ZS-LT-300-001-002.

During the FSS of the Turbine Building and Crib House basements, radiological surveys were performed in several sections of Service Water Piping associated with the Circulating Water Intake Pipe and Circulating Water Discharge Tunnels. No plant-derived radionuclides were positively identified during the performance of these surveys. Radiological surveys were also performed to support the segmentation and removal of Condensate and Service Water pipe that was connected to the sections of end-state buried pipe. No gross radioactivity greater than background was identified during the scanning performed as part of those surveys.

During demolition of the PWST, detectable contamination was identified in the tank interior. Due to this discovery, the classification of the Primary Water Supply Header was conservatively changed to Class 2.

Based upon completion of Survey Unit Classification Basis for final classification, which included a review of the historical information, the results of the survey data and, completion of a final Survey Unit Classification Worksheet, it was concluded that there was a probability for the presence of residual radioactivity in these pipes, however at concentrations less than the OpDCGL for buried pipe, justifying a FSS unit classification of Class 2.

4. DATA QUALITY OBJECTIVES

FSS planning and design hinges on coherence with the Data Quality Objective (DQO) process to ensure, through compliance with explicitly defined inputs and boundaries, that the primary objective of the survey is satisfied. The DQO process is described in the ZSRP LTP in accordance with MARSSIM. The appropriate design for a given survey will be developed using the DQO process as outlined in Appendix D of MARSSIM.

The DQO process incorporated hypothesis testing and probabilistic sampling distributions to control decision errors during data analysis. Hypothesis testing is a process based on the scientific method that compares a baseline condition to an alternate condition. The baseline condition is technically known as the null hypothesis. Hypothesis testing rests on the premise that the null hypothesis is true and that sufficient evidence must be provided for rejection. In designing the survey plan, the underlying assumption, or null hypothesis was that residual activity in the survey unit exceeded the release criteria. Rejection of the null hypothesis would indicate that residual activity within the survey unit does not exceed the release criteria. Therefore, the survey unit would satisfy the primary objective of the FSS sample plan.

The primary objective of the FSS sample plan is to demonstrate that the level of residual radioactivity in survey unit 00101B did not exceed the release criteria specified in the LTP and that the potential dose from residual radioactivity is As Low As Reasonably Achievable (ALARA).

The residual radioactivity in buried piping located below the 588 foot grade that will remain and be subjected to FSS is discussed in LTP Chapter 2, section 2.3.3.7 and TSD 14-016. The dose assessment methods and resulting DCGLs for buried piping are described in detail in TSD 14-015, “Buried Pipe Dose Modeling & DCGLs” (Reference 8) and LTP Chapter 6, section 6.12.

ZionSolutions TSD 11-001, “Technical Support Document for Potential Radionuclides of Concern During the Decommissioning of the Zion Station” (Reference 9) established the basis for an initial suite of potential radionuclides of concern (ROC) for the decommissioning of the Zion Nuclear Power Station (ZNPS). LTP Chapter 2 provides detailed characterization data

that described contamination levels in the Containments and Auxiliary Building, which were the primary source of radioactive contaminants. ZionSolutions TSD 14-019, “Radionuclides of Concern for Soil and Basement Fill Model Source Terms” (Reference 10) evaluates the results of the concrete core analysis data from the Containments and Auxiliary Building and refines the initial suite of potential ROC by evaluating the dose significance of each radionuclide.

The final ROC for the decommissioning of Zion are Co-60, Cs-134 and Cs-137 (as well as Eu-152 and Eu-154 for Containment), which are gamma emitters, and Ni-63, Sr-90 and H-3 (applicable only to Containment), which are Hard-to-Detect (HTD) radionuclides. LTP section 5.1 states that HTD concentrations will be inferred using a surrogate approach and the maximum ratios from LTP Chapter 5, Table 5-15, unless area-specific ratios as determined by actual survey data are used in lieu of the maximum ratios.

LTP Chapter 6, section 6.5.2 discusses the process used to derive the ROC for the decommissioning of the ZNPS, including the elimination of insignificant dose contributors from the initial suite consistent with the guidance in Section 3.3 of NUREG-1757. Based upon the analysis of the Auxiliary Building mixture in TSD 14-019, Table 19, it was determined that Co-60, Ni-63, Sr-90, Cs-134 and Cs-137 accounted for 99.5% of all dose in the contaminated concrete mixes. Table 1 presents the ROC for the decommissioning of Auxiliary Building structural surfaces and the normalized mixture fractions based on the radionuclide mixture.

At ZNPS, compliance is demonstrated through the summation of dose from four distinct source terms for the end-state (basements, soils, buried pipe and groundwater). Each radionuclide-specific BcDCGL is equivalent to the level of residual radioactivity (above background levels) that could, when considered independently, result in a Total Effective Dose Equivalent (TEDE) of 25 mrem per year to an Average Member of the Critical Group (AMCG). To ensure that the summation of dose from each source term is 25 mrem/year or less after all FSS is completed, the BcDCGLs are reduced based on an expected, or a priori, fraction of the 25 mrem/year dose limit from each source term. The reduced DCGLs, or Operational DCGLs, can be related to the BcDCGLs as an expected fraction of dose based on an a priori assessment of what the

expected dose should be based on the results of site characterization, process knowledge and the extent of planned remediation. The OpDCGL is then used as the DCGL for the FSS design of the survey unit (calculation of surrogate DCGLs, investigation levels, etc.). Details of the OpDCGLs derived for each dose component and the basis for the applied a priori dose fractions are provided in ZionSolutions TSD 17-004, “Operational Derived Concentration Guideline Levels for Final Status Survey” (Reference 11). TSD 17-004 states: “For radionuclides with site-specific data the media with the lowest measured Kd was selected to provide this lower bound. For radionuclides without site-specific data the literature was reviewed to determine the range of Kd values typically found in soils and found in cementitious (high pH) environments. These Kds will be used for initial DUST-MS runs to determine groundwater concentrations at potential well locations. Depending upon the outcome they may be further refined with more site specific or literature data.”

The Base Case and Operational DCGLs for Buried Pipe are listed in Tables 5-9 and 5-10 of the LTP, and are reproduced in Table 2.

5. SURVEY DESIGN

The level of effort associated with planning a survey is based on the complexity of the survey and nature of the hazards. Guidance for preparing FSS plans is provided in procedure ZS-LT-300-001-001.

The DQO process determined that Co-60, Ni-63, Sr-90, Cs-134 and Cs-137 would be the ROC in survey unit 00101B. During FSS, concentrations for HTD ROC Ni-63 and Sr-90 are inferred using a surrogate approach. Cs-137 is the principle surrogate radionuclide for Sr-90 and Co-60 is the principle surrogate radionuclide for Ni-63. The mean, maximum and 95% Upper Confidence Level (UCL) of the surrogate ratios for concrete core samples taken in the Auxiliary Building basement were calculated in TSD 14-019, and are presented in Table 3. The maximum ratios will be used in the surrogate calculations during this FSS. The results of the surrogate calculations are listed in Table 4.

An adjusted gross gamma OpDCGL was also calculated by applying the normalized gamma mixture from Table 1 to the surrogate OpDCGL for Co-60, the surrogate OpDCGL for Cs-137 and the OpDCGL for Cs-134 from Table 2. The adjusted gross gamma OpDCGL for buried pipe was 2.49E+04dpm/100cm2.

The Primary Water Supply Headers are Class 2 buried pipe. Consequently, approximately 50% areal interior surfaces were required to be covered by the survey. For the survey of pipe internal surfaces, areal coverage is achieved by the “area of detection” for each static measurement taken. Scanning, in the traditional context, is not applicable to the survey of pipe internal surfaces. For the survey of these pipes, the pipe detector was calibrated for the specific geometry of the 6-inch ID Primary Water Supply Headers pipes. The most likely geometry for activity in this pipe is for the activity to be collected in the bottom of the pipe. To obtain an efficiency for this geometry, a mock-up of the lower half of the inner diameter of this pipe was created. The source was positioned on the bottom of the pipe. The detector was placed on the bottom of the pipe and the calibration readings obtained. This geometry covers a Field of View (FOV) of 1.57 ft2. The entire area of the interior surfaces of the two pipes combined was 308 ft2; therefore a minimum of 100 measurements were required to meet an areal surface coverage of 50%.

The survey design called for the use of a Ludlum Model 44-157 NaI detector. Background was initially not subtracted from the readings.

Investigation levels are specified in LTP Chapter 5, section 5.6.4.6, Table 5-25. If a direct measurement for a Class 2 embedded pipe exceeded the OpDCGL, then an investigation was to be performed. The gross gamma OpDCGL calculated in survey design was 2.49E+04 dpm/100cm2. This was the Action Level used for the FSS of survey unit 00101B.

In compliance with ZS-LT-01, “Quality Assurance Project Plan (for Characterization and FSS)” (Reference 12), replicate measurements were to be performed on 5% of the static measurement locations.

6. SURVEY IMPLEMENTATION

Survey instructions for this FSS were incorporated into and performed in accordance with FSS Sample Plan S3-00101AF, which was developed in accordance with ZionSolutions procedure ZS-LT-300-001-001. The FSS unit was inspected and controlled in accordance with ZionSolutions procedure ZS-LT-300-001-003, “Isolation and Control for Final Status Survey” (Reference 13).

The two pipes (T-095 and T-102) that constitute this survey unit were situated below the level of ground water. Due to constant groundwater intrusion into these pipes (T-095 and T-102), the approximate 308-foot length of these pipe sections located below groundwater level (approximately 571 foot elevation) were considered obstructed. Also, due to their physical configuration and depth, the complete removal of pipe sections T-095 and T-102 was deemed not feasible. However, the sections of pipes T-095 and T-102 located above the groundwater elevation were available for removal and for survey. Approximately 253 feet of Primary Water system pipe that was located above the 571 foot elevation was cut into sections and placed on the ground to the northeast of the Turbine Building. Due to the fact that the interior surfaces of these pipe sections contained the same media at the same pressure and temperature as the remaining portions of the Primary Water Supply Headers pipes, the removed sections of pipe were deemed to be radiologically representative of the obstructed pipe. Consequently, 100% of the interior surfaces of the removed Primary Water pipe were surveyed to compensate for the pipe that remained obstructed. The pipe was surveyed in sections laying on the ground to the northeast of the Turbine Building and adjacent to the Waste Water Treatment Facility (WWTF). Visual inspections of the piping sections were performed prior to the start of the survey.

Surveys were started on May 16, 2017 with Ludlum Model 2350-1 #304708 coupled with 44-157 #PR327900. Static measurements were taken at one (1) foot intervals over the complete length of each pipe. The detector was inserted using a ¾” fiber rod. The surveys were completed on May 17, 2017 with the same instrument/detector. A single 1-minute static measurement was acquired for every linear foot of pipe that was removed and staged for disposal for a total of 253 measurements representing 253 feet of pipe. The total length of the two pipe sections that remained buried from the Primary Water Supply Header was approximately 196 feet. If the 253 measurements had been collected in the inaccessible portion of the system, they would have constituted more than one measurement every linear foot, or greater than 100% coverage.

Daily, prior to, and following use, each detector was subjected to an Operational Response Check in accordance with procedure ZS-LT-300-001-006, “Radiation Surveys of Pipe Interiors Using Sodium/Cesium Iodide Detectors” (Reference 14). The Daily Operational Response Check compares the background response with the response to check source ranges established for normal background and detector source response to ensure that the detector was working properly.

Background Study

In August, 2019, a background study was performed on various clean pipe jigs transported to and placed at the location on the ground where the buried pipe FSS was performed. This area is located adjacent to the now-removed WWTF and Northeast of the Turbine Building footprint. The reason for the performance of this background study was to assess the impact of

radioactive commodity removal, which was occurring at the time of the FSS on the ambient background at this location. During the time when the pipe surveys were performed in May, 2017, large amounts of known radioactive commodities were removed from the Unit 2 Containment and staged in a tent for eventual loading into railcars and proper shipment and disposal as radioactive waste. The radioactive material staging and load-out area for the railcars was located approximately 806 feet from the FSS location.

Sample plan number S3-001101A-C was developed and implemented to quantify the background levels associated with the survey of piping at the surface. A section of clean 6-inch ID piping was staged adjacent to the now-removed WWTF and Northeast of the Turbine Building footprint in open land survey unit 12102. A Ludlum Model 44-157 pipe detector, attached to a Ludlum Model 2350 data logger, was inserted approximately two (2) feet into the mock-up pipe and a series of 1-minute measurements were conducted. The results of the background study indicated that the average of the twenty (20) background measurements was 1,752 cpm. The maximum and minimum values were 1,805 cpm and 1,693 cpm respectively.

The results of the background study are discussed further in section 9 of this report.

7. SURVEY RESULTS

The SOF or “unity rule” is applied to the data used for the survey planning, data evaluation and statistical tests for basement surfaces since multiple radionuclide-specific measurements will be performed or the concentrations inferred based on known relationships. The application of the unity rule serves to normalize the data to allow for an accurate comparison of the various data measurements to the release criteria. When the unity rule is applied, the DCGLW (used for the nonparametric statistical test) becomes one (1). The BcDCGLB are directly analogous to the DCGLW as defined in MARSSIM. The use and application of the unity rule was performed in accordance with section 4.3.3 of MARSSIM.

As described in LTP Chapter 5, section 5.10.3.2, the Sign Test was used to evaluate the measured residual radioactivity against the dose criterion. The OpSOF for each measurement was used as the sum value for the Sign Test. The Sign Test then demonstrated that the mean activity for each ROC was less than the OpDCGLB at a Type I decision error of 0.05.

For buried pipe, areas of elevated activity were defined as any area identified by measurement (systematic or judgmental) that exceeded the OpDCGL but were less than the BcDCGL. Any area that exceeded the BcDCGL would have required remediation. The OpSOF for a systematic or a judgmental measurement/sample could exceed one without remediation as long as the survey unit passed the Sign Test and the mean OpSOF for the survey unit did not exceed one (1). Once the survey data set passed the Sign Test (using OpDCGLs), then the mean radionuclide activity (dpm/100cm2) for each ROC from systematic measurements along with any identified elevated areas from systematic and judgmental samples was used with the

BcDCGLs to perform a mean BcSOF calculation. The dose from residual radioactivity assigned to the FSS unit is the mean BcSOF multiplied by 25 mrem/yr.

After completion of the FSS measurements in the pipe, the sample plan was reviewed to confirm the completeness of the survey and the survey data was validated in accordance with procedure ZS-LT-300-001-004, “Final Status Survey Data Assessment” (Reference 15). Data processing includes converting measurement data into reporting units, validating instrument applicability and sensitivity, calculating relevant statistical quantities, and verifying that all DQO have been met. In accordance with the procedure, a preliminary Data Assessment was prepared.

The results of the data assessment for the Primary Water Supply Header are provided in Attachment 2. A statistical summary of the data is presented in Table 6.

The data collected passed the Sign Test. The result of the Sign Test is provided in Attachment 3.

During the FSS of the Primary Water Supply Header, fifty-three (53) measurements exceeded the OpDCGLBP but were less than the BcDCGLBP. As previously stated, the OpSOF for a systematic or a judgmental measurement/sample may exceed one without remediation as long as the survey unit passes the Sign Test and the mean OpSOF for the survey unit does not exceed one. Once the survey data set passes the Sign Test (using OpDCGLBP), the mean radionuclide activity (dpm/100cm2) for each ROC from systematic measurements along with any identified elevated areas from systematic and judgmental samples will be used with the BcDCGLBP to perform a BcSOF calculation for each elevated area, in accordance with the following equation (from LTP Chapter 5, Section 5.5.4, Equation 5-6). The mean BcSOF for the survey unit will then be adjusted by adding the BcSOF from the elevated areas to the mean to account for the additional dose attributed to the elevated areas.

The surface area of the Primary Water Supply Header FSS unit (SASU) is 308 ft2 or 29.011 m2. The surface area of each of the elevated areas is 1.57 ft2 or 0.146 m2, equating to the FOV of the individual NaI measurement, which is a conservative assumption. Table 7 presents the elevated concentration and the calculated BcSOF for each ROC in each of the 53 identified elevated areas. The individual elevated BcSOF for each elevated ROC were than summed to provide a total BcSOF adjustment to the mean BcSOF for the survey unit.

The sum of the BcSOFTOTAL for each of the fifty-three (53) elevated measurements equals 0.026. This value is then added to the mean BcSOF for the Primary Water Supply Header FSS unit of 0.201 resulting in an adjusted total BcSOF for the Primary Water Supply Header of 0.227. This SOF equates to a dose of 5.652 mrem/yr. This value is the dose assigned to the survey unit based on the average of the systematic measurements adjusted for the dose contribution of elevated areas.

8. QUALITY CONTROL

In compliance with ZS-LT-01, replicate measurements were performed on 5% of the survey locations chosen at random. Seventeen (17) replicate measurements were taken. Using the acceptance criteria specified in section 4.1.2 of ZS-LT-01, there was acceptable agreement between the replicate readings and the original readings. Refer to Attachment 4 for quality control analysis results.

9. INVESTIGATIONS AND RESULTS

The Primary Water Supply Header FSS unit was classified as a Class 2 buried pipe. Of the 253 measurements taken inside of the pipe, 244 exceeded 50% of the Action Level of 1.24E+04 dpm/100cm2 and fifty-three (53) exceeded an OpSOF of one (1). In accordance with LTP Chapter 5, section 5.6.4.6, encountering these measurement results in a Class 2 FSS unit would prompt the acquisition of additional measurements to bound the elevated areas of concern and, to reclassify the survey unit as Class 1. Reclassification would then prompt the requirement for 100% areal coverage which, in a pipe, is achieved by taking one measurement every foot of pipe. However, even though the Primary Water Supply Header FSS unit was classified as Class 2 during survey design, the FSS was performed as if the pipe was Class 1. One measurement was taken for every foot of pipe that was accessible, achieving 100% areal coverage. In addition, the measurements taken clearly bound the areas of elevated activity and

the dose from measurements that exceeded an OpSOF of one was added to the mean BcSOF for compliance.

License Termination Plan Chapter 5, section 5.6.4.2 states, “The Sign Test is the most appropriate test for FSS at Zion, as background is expected to constitute a small fraction of the DCGLw based on the results of characterization surveys. Consequently, the Sign Test will be applied when demonstrating compliance with the unrestricted release criteria without subtracting background.” During the performance of data assessment on the survey data taken in survey unit 00101B, the cognizant Radiological Engineer (RE) postulated that the elevated activity detected by the FSS measurements was not due to residual radioactivity inside the pipe but rather from increases in ambient background due to the storage, movement, packaging and shipment of radioactive waste from the Unit 2 Containment and the Auxiliary Building in an adjacent survey unit. A review of the survey data shows that the measurements taken inside of the pipe were consistent for the first nine (9) measurements (representing 9 minutes) and then, an approximate 50% increase in activity over the next two (2) measurements (representing 10 minutes). The activity again stayed consistent over the next nineteen (19) measurements (representing 19 minutes), and then decreased again over the next four (4) minutes to the originally observed levels. This occurred several times, indicating the possible movement of a radioactive material package or packages through the area adjacent to where the pipe FSS was performed.

To investigate this possibility, a background study was performed in August of 2019 on clean 6-inch ID steel pipe jigs transported to and placed at the location on the ground where the buried pipe FSS was performed. This area is located adjacent to the now-removed WWTF and northeast of the Turbine Building footprint. The reason for the delay in performing this study until after the completion of the FSS of the Primary Water Supply Header was due to waiting for removal of potential contributors to background from the area in question. This background study was performed to assess the impact of radioactive commodity removal on the ambient background.

Sample plan number S3-001101A-C was developed and implemented to quantify the background levels associated with the survey of piping at the surface. A Ludlum Model 44-157 pipe detector, attached to a Ludlum Model 2350 data logger, was inserted approximately two (2) feet into the mock-up pipe and a series of 1-minute measurements were conducted. The results of the background study indicated that the average of the twenty (20) background measurements obtained was 1,752 cpm. The maximum and minimum values were 1,805 cpm and 1,693 cpm respectively.

Once the background assessment was complete, ZSRP assessed the impact of the background gross levels observed in the study on the data reported during the FSS. The mean background level of 1,752 cpm was subtracted from the gross gamma result from each of the 253 systematic measurements and the OpSOF for each was recalculated. When subtracting the

current background, the mean OpSOF was adjusted from the original value of 0.784 to a value of 0.117. The max observed OpSOF changed from the original value of 1.506 to 0.308. Therefore none of the 253 measurements would have exceeded the OpDCGL for buried pipe.

10. REMEDIATION AND RESULTS

No remediation was performed in this piping survey unit.

11. CHANGES FROM THE SURVEY PLAN

There were no changes to the survey plan.

12. DATA QUALITY ASSESSMENT

In accordance with procedure ZS-LT-300-001-004, the DQOs, sample design, and data were reviewed for completeness, accuracy, and consistency. Documentation was complete and legible. The FSS unit was properly classified as Class 2. All measurement results were individually reviewed and validated. The number of measurements was sufficient to meet 10% areal surface coverage of accessible surfaces. The instrumentation used to perform the FSS was in calibration, capable of detecting the activity with an adequate minimum detectable concentration and successfully response checked prior to and following use. An adequate number of replicate measurements were taken and the results meet the acceptance criteria as specified in the QAPP.

13. ANOMALIES

With the exception of the issues discussed in section 9 of this Release Record, no other anomalies were observed during the performance or analyses of the survey.

14. CONCLUSION

Two hundred fifty-three (253) one-minute static measurements were taken in the Primary Water Supply Header buried piping. Several feet of the two (2) pipes (pipe nos. T-095 and T-102) that constitute this survey unit were situated below the level of ground water. Due to their physical configuration and depth, as well as constant groundwater intrusion into pipes T-095 and T-102, these sections of the pipes were considered as “obstructed” and were not physically surveyed. The pipe sections of pipes T-095 and T-102 above the obstruction were removed and made available for survey. These pipe sections contained the same media at the same pressure and temperature as the obstructed pipe sections and were deemed to be radiologically representative. Consequently, 100% of the interior surface of the 253 feet of pipe removed was surveyed to compensate for the pipe that remained obstructed. The pipe was surveyed in sections laying on the ground to the northeast of the Turbine Building and adjacent to the WWTF. The 253 measurements are representative of the total area of the two (2) obstructed pipes that remained below the 571 foot elevation.

The average OpSOF for the survey unit was 0.784. Fifty-three (53) of the 253 measurements taken exceeded an OpSOF of one. The survey was designed with the Primary Water Supply Header buried piping classified as Class 2, however the survey unit was surveyed as a Class 1 buried pipe with one measurement taken per every foot of pipe that was accessible. This resulted in 100% areal coverage of the accessible pipe surveyed. The Sign Test was passed, and the Null Hypothesis was rejected. The requirements for a Class 1 survey unit have been met.

The mean BcSOF for this survey unit is 0.227, including adjustment for dose from measurements that exceeded the OpDCGL. The dose contribution from survey unit 00101B, “Primary Water Supply Header T-095 and T-102 Buried Pipe,” is 5.652 mrem/yr TEDE, based on the average concentration of the ROC in samples used for non-parametric statistical sampling.

Survey unit 00101B, “Primary Water Supply Header T-095 and T-102 Buried Pipe” is acceptable for unrestricted release.
