Hall of Fame

In the History of the then, Parramatta District and Northern Line, now known as Zone 10, we’ve had some of the greats represent our clubs.

It’s hard to set perfect criteria for inducting a member into the Hall of Fame, but there can be no argument with the person we chose as our 2nd member inducted into the Zone 10 Hall of Fame in November 2017.

Our inaugural inductee, Cameron Curtis was on hand to pass the baton to Dennis Harmer from Club Merrylands. Dennis is a life member of Zone 10 and a much loved and respected member of the zone 10 bowling community.

Dennis played for Club Merrylands & Wenty Leagues and represented Parramatta District & Zone 10. Being a champion at sport requires extraordinary focus, discipline, drive and dedication, to become the best, the obsession to improve and the mental conditioning required to become the best.

Dennis has played a significant role in Zone 10’s success and he is a role model for others to follow. He will always be a very special part of Zone 10 history.

Congratulations to Merrylands and Wenty Leagues Bowling Clubs for sponsoring Dennis during his early days in the game in Sydney

President – Brett Hughes

Hi everyone, it is a pleasure to present my 2017 President report. Thanks

to a productive & dedicated Executive team we continue to develop in our

roles for the benefit of the Zone 10 Clubs. I can now report on the

performance that contributed to the Objects of our Association by Your

Zone 10 Executive, Sub Committee’s and all those support people who

make up the Zone 10 Team.

Our relationship with Zones and clubs continues to be a strong as ever

with Representative games against Zone 5 – 9 – 10 – 12 – 13 – 16 across

Junior, under 25’s, Open & Senior disciplines. We continue a strong

relationship with BNSW and look forward to the board of NSW holding their board meeting and Open

Session at NBC Sports Club on Thursday 15th February.

Our Zone 10 team has continued to have a strong hold on Operational, Strategic and Promotion of game

throughout 2017 and will continue to work hard to meet our goals in what will be another challenging

year ahead.

Our financial position remains strong, and the focus is still on supporting our grass roots clubs that may

be struggling in times ahead. The merger of Rydalmere to Rosehill & Brush Park to Carlingford has been

completed and looks to be working well.

On the greens our Rep Players have competed strongly in all forms of competition and in many different

arenas with a positive attitude and fair play a big part of our culture. A big congratulation to Peter &

Michael Harry on making the final of the Champion of Champion Pairs, Kane Grey on making the final of

the State Reserve Singles and the team from Club Merrylands Michael Clarke, Neil Burkett & Shaun

Thompson winning the inaugural BPL Cup. A big year on the bowls scene has resulted in the following

people and clubs recognised & up for awards at the 2017 BNSW Awards Night

Metropolitan Club of the Year – NBC Sports Club

Volunteer of the Year – Ken Douglas

Aboriginal Hall of Fame – Michael Harry

Presentation Night – continues to break ground with over 250 members & guest attending. I would like

to thank all the clubs that continue to support this event. The feedback continues has been outstanding

again for 2017. I would like to thank Anthony Cottee & his team from BNSW for attending the evening

and presenting some awards. It was also great to see our friend from Zone 12, 15, 9 & 13 attending as

we continue to build strong relationships with our Zones. Other special guest to attend was Chairman of

State Match Committee Michael Harvey life member Denis Harmer, MC Ian Schuback and” Hall of Fame”

inductee Cameron Curtis. I would like to mention all participants and clubs that were nominated for

awards, all very well deserved and congratulations to our individual and team winners.

Zone 10 Pennants – The Executive were pleased with the process the 2017 pennants was conducted by

all clubs. We would like to congratulate all teams that participated in the 2017 Zone 10 pennant.

Congratulations to all the winners & runner up with special reference to NBC Sports Club on winning

four Zone 10 Pennant flags.

Zone 10 Coordinator – We have been committed to finding a suitable person to work with the Executive

to build the awareness and reputation of our game within the Zone10 boundaries. Unfortunately, this

has taken some time to do but we are now confident we have the right person in Cameron Curtis.

Cameron brings a wealth of experience and passion to the role.

Our “Volunteers” – In a time where volunteers are hard to find, Zone 10 can be very proud of their

volunteers that show up day after day to make sure our sport & clubs survive. Our volunteers have

always made themselves available to our clubs and competitor clubs.

Umpires – I would like to Thank John Wilkinson and his team for the great job our Zone 10 umpires have

done again this year. The umpire’s committee successfully managed all Zone 10 Championships &

Pennant finals and assessed many new umpires from all clubs in Zone 10.

Match – The online scoring system provided by Tim Cunningham proved to be a success again in 2017.

This technology made it easy for clubs to enter teams & submit results. Tim has stepped down from the

Match Committee, but I would like to personally thank Tim for his efforts over a number of years. Tim

has brought a real professionalism to Zone 10 which I would like to keep moving forward. I would like to

thank Michael Schwartz, Dennis Harmer, Andrew McLeod, Robert Sommerville for their part they played

with the Match Committee. The Match Committee is in my opinion the hardest & most important job in

Zone 10 so thank you gentlemen for donating your time, effort & passion for the job.

Selectors – Our selectors have played an important role again this year with the introduction of several

more games as lead up games to the Inter-Zone Championships. We had some mixed results and we

were more than competitive in all games. I would like to Peter Stankevicious, Trevor Imer, William

Sutcliffe & Colin Lees for their efforts in 2017. The selectors have formed a good working committee,

and all have agreed to stand again in 2018 accept Peter who has heavy work commitments.

Junior Academy – In today’s climate where juniors are decreasing at a rapid rate you could not fault the

effort and passion from Bill Sutcliffe & Ted Lean. We have a number of juniors who are now entering the

open scene and the growth of Juniors in Zone 10 and State wide is a massive concern. Ongoing work will

continue in 2018 led by Bill & Ted to increase junior growth. We are currently entering schools and

promoting the Junior Jack Attack Program which is now on the Sporting School Program. Thank you to

NBC Sports Club for their efforts as host of the Junior Academy.

Bereavements - We lost some wonderful members over the last 12 months who will be remembered

dearly by their club mates and we offer our sincere condolences to you and their families. In particular I

would like to pay tribute to our Zone 10 life member and a mentor to myself and many at NBC Sports

Club Arthur Groves. Our recorded Bereavement notices are enclosed below and on behalf of all

members we ask for them to RIP.

Secretary – Norm Muir

Hi everyone, once again, I would like to thank our club delegates and club secretaries

with whom I’ve had most contact throughout 2017, for being so responsive to my

requests throughout the year.

I would also like to thank my fellow executive and committee members who worked

so hard to assist the zone players throughout the 2017 season. I would personally like

to single out, our Zone President Brett Hughes who has lead all the Zones initiatives

from the front line.

Your executive committee has worked behind the scenes to promote the objectives of the zone

constitution and I have extracted a few highlights for this occasion.

Communication – We saw communication as key to any chance of a successful transition given 2016

ushered in a new executive team so we set out to be an open board and trust members feel they have

been kept up to date on all the issues.

Coaching – Organised coaching course conducted with Bowls NSW in May 2017

Executive Meetings – formal committee meetings were conducted in February, March, April, June,

August, October & December to ensure the smooth running of the Zone throughout the year.

Constitution and Regulations – The new Zone Constitution was finally approved by delegates at the

2017 AGM with and new Regulations were approved by the Executive in October 2017. The major

changes to the constitution apart from modernising terminology were;

➢ Objects of the Association substantially expanded

➢ Power of the Executive Committee extended to manage all objects of zone

➢ Power of Executive Committee to formulate fee model and set annual budget

➢ Term of office for all executive and permanent committees extended to 2-year terms

➢ Power of the Executive to appoint State Councillor

➢ Power of Executive to appoint Zone Coordinator

Copies of the new Constitution and Regulations are now available on the zone website

Zone Presentation Night – Approximately 250 people attended our 2nd annual presentation night at

Wenty Leagues Club and this event proved to be a magnificent way to acknowledge our champion

players and volunteers. In the Gallery section of this report are some photos taken on the night so an

opportunity to reminisce. Congratulations to all our award winners. Also, a big thank you to the board

and management of Wenty Leagues Club who once again, showed their generosity by waving their usual

booking fee and allowing drinks to be purchased at member prices.

WebSite – We’ve been advised by Bowls Australia and Bowls NSW that our Sports Technology

agreement will expire in June 2018 and to date there is no definite solution for a replacement platform.

The executive has taken its own steps to ensure continuity of services whilst Bowls Australia and Bowls

NSW work through the resolution process.

Zone 10 Bowls 22nd (2017) Annual Report Page 9

Recruitment & Participation – Unfortunately, participation rates across the zone are down (-9%) on last

year. This is an alarming but realistic statistic we must all take stock of. Whilst some of this loss

(statistically) is the result of a clean-up of some club’s membership records, and some club’s losses are

other club’s gains within the zone, all our clubs face a major challenge as our existing membership bases

age. Putting our heads in the sand and arguing that Bowls Australia and Bowls NSW aren’t doing enough

to increase participation is simply not good enough. The 2017 participation rates in all zone 10

championship events were down on the numbers who played in 2016 and we can’t blame our National

or State administrators for this drop-off. I therefore urge all club delegates to face this challenge at a

club and zone level together.

Sadly, Concord RSL Club has decided to end its participation in bowls and closed its bowls operation in

October. Fortunately, most players have moved to clubs within the zone 10 boundary. Concord Golf

Bowling Club, whilst listed in the Bowls NSW records as a Zone 10 club, have no interest in joining in with

any of our zone events including pennants, preferring to run their own closed club events. Concord

Community Club has issued an EOI for an amalgamation opportunity and whilst they participated in the

2017 zone 10 pennants season, will unlikely participate in 2018.

Club Visits - The Executive again sought an opportunity to meet with all clubs throughout the year. For

those clubs who accepted our request and invited us in it was a rewarding experience to discuss mutually

challenging issues affecting our game and its future. We will continue this process throughout 2018.

Sponsorship – Sponsorship can be a significant source of income as with every organisation, managing

expenses is critical. We are therefore very grateful to the following clubs who supported our expression

of interest to host the Zone Championships and the Junior Academy work throughout the season;

Greenlees Park, Club Merrylands, Wenty Leagues and NBC Sports Club. $3,000 was raised by this

initiative which supported our endeavours to fund the zones objectives and to contain the costs of our

Presentation Night. In addition, Wenty Leagues Club waived a standard function booking fee and

provided a membership card for bar purchases that saved Zone 10 another $1,100. Zone 10 is extremely

grateful to these clubs because they are wonderful supporters of our great game.

Zone Coordinator – One of the key strategies the Executive pursued throughout 2016-2017 was the

appointment of a suitable candidate to fill the newly created role of Zone Coordinator. The appointment

of Shane Clarke towards in late September has fulfilled that ambition and we expect that 2018 will see

Shane hit his straps and make a significant contribution toward our shared vision for the game.

Finally, I regret to advise that I have decided to step down from my position on the zone executive. I

have enjoyed the experience and hope that I have made a small contribution to the smooth running of

the zone and I wish everybody associated with the game at zone level every success in the future.

Vets and Super Vet’s

On Thursday, 9th March 2017, the annual Veterans and Super Veterans Day was hosted by Brush Park

Club again this year, to recognise the commitment and dedication of our senior bowlers in Zone 10.

This annual special event is proudly sponsored by Sydney North West Zone 10 Bowling Association to

respectfully recognise the great contribution of our senior bowlers.

There were 42 Super Veterans and 45 Veterans who combined to create a great atmosphere of friendship and camaraderie whilst enjoying the true spirit of a sociable game of lawn bowls. Following a well catered for lunch and games of bowls, badges were presented to eligible bowlers by Zone 10 Senior Vice President Mark Barton. Congratulations to Brush Park President Richard Summerhayes and his team who provided a tremendous venue with magnificent support to ensure this was a memorable event for everyone. Thank you to the Match Committee members who assisted on the day especially Andrew McLeod

Junior Academy – Bill Sutcliffe

Another year has passed us by, with the Academy enjoying many

successes, details of which are reported hereunder. Three of our

current number have already or about to turn 18, reducing our strength

down to 14. Whilst these move onto the Zones Under 25’s, numbers

there are also sparse, with need to call upon two Juniors, to fill the

Zones Under 25’s Quadrangular Side, last month.

By chance, came across the Zones Annual Report for 2008, at which

time, our Zone had 112 bowlers, under age of 25, of which some 77 were Juniors, which were spread

around 13 of our then, 29 Clubs, which just serves to highlight the never-ending struggle

our organisation is facing with declining numbers. Currently only seven Clubs, have juniors, feeding

the Academy.

In concert with Bowls Australia, pushing Jack Attack - aimed at cultivating family groups

towards Barefoot Bowls, aided by the Education Department, introducing a wide range of sports, now

including bowls into their curriculum, hopefully this will be a new source to identify possible

new starters, as means of boosting both Club and Junior numbers.

Parramatta City Council is embarking on promotion of all sports throughout their area, during

school vacations, with Zone Executive accepting invitation to participate. This, together with ongoing

efforts by Ted Lean, continuing school visits, will hopefully boost numbers. Our congratulations to Zone

Juniors, Andrew Watkins (The Hills) and Michael Phillips (Merrylands) on selection

into N.S.W. State Junior Gold Squad, with Jack McShane (Denistone) joining the Silver Squad.

The year commenced with the Metropolitan Shield, Zones 10, 12, 13 & 16, with Zone 12, the victors.

In the Semi-Final, they defeated Zone 12. In a nail biting Final, they defeated Zone 2 and

Bowls NSW News

Bowls NSW – Following continued inferior performance feedback from Zones and Districts across the

State, Bowls NSW engaged Suiko Consulting to undertake an independent governance review of the

Association. Communication was a key aspect of the review, particularly given the dissatisfaction levels

recorded by players, zone administrators and managers. The Zone 10 review was completed by Brett

Hughes and Norm Muir in May 2017 and focussed on providing information to Suiko including;

• Zone 10 Constitution

• Zone 10 Policies

• Zone 10 Committee and Organisation structures

• Zone 10 Participation Numbers

• Zone 10 Competition and championship information

Suiko’s final report provided 17 recommendations although its still not clear how Bowls NSW intends to

respond to these recommendations as some will add additional costs to the state expenditure budget.

The baseline recommendations were;

1: Bowls NSW adopt a club centric approach as clubs are the members of Bowls NSW

2: Remove State Council and use Zone Presidents to be conduit of information flows

3: Begin a tailored removal of Districts with Zones to overcome the administrative burden,

volunteer reliance, cost and confusion created by the multi-tiered governance structure.

4: Conduct internal workshop to recommend optimal number of Zones to administer bowls in NSW

5: Review the need for Coaching, Match, Junior Committees.

6: Staffing structure too administrative focused and needs to realign resources to club

development, participation, marketing and revenue generation activities

7: Bowls NSW needs to develop state-wide policies and procedures and centralise operations, as

far as practicable, with localized delivery by Zones in accordance with agreed standards.

8: Bowls NSW needs to proactively build the capacity and capability of Zones and Clubs, including

by monetizing the workforce and reducing reliance on volunteers for delivery.

9: The sport needs to review membership and participation options to ensure that there is flexibility

and products available that are desired by participants at each stage of the lifecycle. This needs

to be supported by an environment conducive to growth, including welcoming club experience,

appropriate coaches, and good facilities and equipment.

10: Bowls NSW needs to focus on increasing the number and level of coaches as a matter of priority.

11: Bowls NSW needs to conduct a think-tank to develop the optimal annual Event Calendar across

the number, location, timing and mix of event disciplines with the purpose of hosting fewer, but

better supported and promoted, events & of identifying new participation opportunities.

12: Bowls NSW should appoint a dedicated Event Manager to manage the key state events under a

revitalized Event Calendar.

13: Bowls NSW should appoint a dedicated Marketing Manager to develop a Marketing and

Communication Strategy focused around a hard-working digital strategy.

14: Bowls NSW should assist Zones and Clubs to improve marketing capability, including through free

of charge access to video, imagery, statistics and interesting content and marketing templates

and through educative workshops.

Zone 10 Bowls 22nd (2017) Annual Report Page 17

15: Communication needs to be streamlined so that Bowls NSW can deliver consistent messaging

and establish the value proposition to clubs and bowlers by actively promoting the services,

programs and benefits it provides.

16: Bowls needs to diversify revenue streams to overcome the reliance on affiliation fees and

competition entry fees, both of which are internal to the sport and declining.

17: Bowls NSW and Zones/Districts undertake a skill and diversity assessment of their current Boards

and use Appointed Directors to fill any identified gaps.

All Zone 10 clubs should have received a copy of the Suiko report via Bowls Box.

Selection Committee – Brett Hughes

It has been a challenging 12 months with a new selection committee that

enjoyed the task in front of them & formed a very good selection

committee. I would like to thank Bill Sutcliffe, Colin Lees, Trevor Imer &

P.J. Stankevicious for their time and effort in selecting the teams and

attending all trial games & Zone 10 Championships.

Again, in both the Senior & Open sides we beat the favourites but lost to

other Zones we would normally beat. It was a disappointing finish to

both Inter Zone sides.

The selectors goals are still working towards becoming the Premier Zone in NSW. We know we fell short

in 2017 and we have a lot of work to do in 2018

The behaviour of all players and officials was exceptional and made me very proud to be associated with

Zone 10.

I thank all the players that made themselves available in 2017 & look forward to working with you again

in 2018.

Finally, I would like to thank June Eckett for the exceptional job in looking after the players and uniforms.

June travelled with us on all our trips and made sure everyone was looked after. Thanks for you time

and effort through 2017.

Match Committee Report – Michael Schwarcz

2017 season started early as the incoming Match Committee were elected in October 2016. We started

out with a full complement of committee members but unfortunately, we lost the lost the expertise of

Tim Cunningham early due to work commitments and soon after Col Lees for personal reasons.

At our first meeting, the match committee finalised the;

➢ season events calendar

➢ grade requests from clubs and allocations by the committee

➢ venues for upcoming events and

➢ review Zone COP including relevant Bowls NSW COP amendments

All zone events, including State & Mid-Week Pennants, Junior Academy, Vet’s and Super Vets, and the

various championship events were successfully concluded. Congratulations to all team’s events winners

and to all individuals who successfully participated in the zone events throughout the season.

Following advice from Bowls NSW about the likely discontinuance of the contract with IMG, where we

lose the existing zone web site as well as the sports desk of IMG, we are working on creating a new online

system for Pennants and Championship and once we have done that we will then commence on a New

Web Site.

With the retirement of Tim, we’ve had a relatively new Match Committee and I’m grateful that Dennis

Harmer came on to the committee where his knowledge and experience was much appreciated. Thank

you to Dennis, Bob Sommerville and Andy McLeod for your assistance during the 2017 Bowling Season.

At the end of the year, we met the newly appointed Zone 10 Bowls Coordinator Shane Clarke. We look

2017 was very much a learning year for those involved with the implementation

of the new Bowls Australia Accreditation System. There were 13 Marker,

Measurer, Umpires accredited at 2 courses. 27 Umpires and 5 Measurers were

re-accredited and Umpire numbers remain reasonably stable.

Changes to the 2017 State and Zone 10 Conditions of Play especially “Restricting the Movement of

Players” caused a great deal of controversy, eventually most clubs accepted the change. The Laws of

the Sport of Bowls and Conditions of Play must be applied when nominated for games.

Zone 10 now have 4 Bowls Australia accredited Presenters and Assessors John Wilkinson, Les Watkins,

Michael Schwarcz and Stephen Rochester. The Presenters and Assessors are responsible for training

of new Markers, Measurers and Umpires and the Re-accreditation of existing Umpiring Officials.

The eighth inductee to the Bowls NSW Indigenous Hall of Fame is Michael Harry. Michael is a prime example of the areas that are recognised by the Bowls NSW Indigenous Hall of Fame with his efforts, service and impact as an Indigenous Australian involved in grass roots and local levels, in administration, promotion or representation on the green at its highest level.

Born in Parkes in 1978 and starting his bowls career in Zone 4, Michael then went on to represent the Western NSW Zone before moving to Sydney. Once in Sydney he represented Zone 10 (Sydney West), the NSW City side and NSW State Reserves. Over this time Michael has accumulated many titles including over 30 Club Titles, over 10 Zone Titles and various tournaments across NSW.

Apart from his success on the green at a range of different levels, Michael has also held a mentor role in selected sides and his role at Wenty Leagues Bowling Club over the past decade. Since 2004, Michael has been involved in Bowls Administration during his time off the green and his roles have included Zone Delegate, Zone Selector, Zone Senior Vice President and current NSW State Selector. Michael has had a great impact on the game of bowls in NSW in rural and metropolitan areas both on and off the green.

Treasurers Report – Norm Muir

The accounts for Zone10 have been prepared and audited for the 12 months ended 31st December

2017 and the Zone recorded a Net Loss of (-$8,336) compared to a budgeted loss of (-$10,057).

• Total Income was $67,67,657 against a budget of $66,904 • Attire income was up $645 on budget • Capitation Fees were up $430 on budget • Sponsorship was up $1,000 on budget • Presentation night sales were 8,500 • Pennants competition income was up $2,105 on budget (see notes below) • Championships entry fees income was down (-$2,155) on budget

Total expenses were $75,992 against a budget of $76,961 Highlights for expenses were:

• Annual presentation night expenses were up $3,346 (see notes below) • Zone attire expense up $2,961 (all sides now in new uniforms) • Legal expense up $770 (payment for solicitor to attend AGM) • Pennant costs were up $1,975 (see notes below) • Unplanned academy support $750 (payment to players and families travelling to Dubbo) • Junior Academy expenses were up $1,024 – increased expenses for Dubbo tournament

Annual Presentation Night – Ticket sales grossed $10,750 and sponsorship raised $2,000 so, $12,750 income was raised, and total expenses were $19,721. An executive decision to open the bar for all beverages, substantially. A review of ticket prices and what bar requisites will be provided will be undertaken before the 2018 presentation night invitations are issued. Pennant Income and Expenses – The figure posted to pennant income and expense P&L includes a $2,500 deposit paid to a travel agent, refunded once all clubs had finalized accommodation for state play-offs. So, in effect, real pennant income was down slightly on budget.

Balance Sheet A deficit of (-$8,336) has been posted to the balance sheet leaving total equity of $96,474. As at December close of accounts there were outstanding debtors of $270 and this is for one (1) unpaid Annual Capitation Fee invoice (Concord Community Club). Our $50,000 term deposit matures in March 2018 and is earning 2.65% interest. Audit – Following the resignation of Don Stubbins, a search was conducted throughout zone10 clubs to

identify a voluntary auditor which proved unsuccessful. Enquiries were then made externally by the me

to identify a suitable auditor and the fee proposals minimum ranged from $2k minimum. I therefore

sought an independent review of the accounts by Mr James Brown James Brown (CPA) IFG CONSULTING Pty

Ltd and his review letter is attached.
