Background: The applicant is requesting the subject property be rezoned from “FR” General Commercial Restricted to “PD/FR” plus food manufacturing and distribution; site plan included to operate a tortilla factory and wholesale bakery. There are two existing building on the property that total 6,158 square feet, and no changes to the site are being proposed. A site plan is included with this request that limits the use to the existing buildings. If an expansion is proposed, the site plan would need to be amended through the public hearing process. The site is currently being used as a recreation hall, which is allowed in the “FR” zoning district. The current commercial zoning does not allow for the proposed use of food manufacturing and distribution. Site Information:

Development Impact Analysis:
1. Land Use Compatibility The subject property abuts residential uses to the west but metal recycling across Main St. to the east. To the north of the site is general commercial restricted zoning with an existing single family home; Meacham Airport is on the next block to the north. The block to the south includes small commercial buildings. With the site plan that limits changes in the building configuration and that this use serves as a buffer between the heavy industrial metal recycling use and the single family residential, the proposed zoning is compatible with surrounding land uses.
2. Comprehensive Plan Consistency
The 2017 Comprehensive Plan designates the subject properties as Neighborhood Commercial. The proposed rezoning to allow manufacturing uses is consistent with the following Comprehensive Plan policies: • Protect residential neighborhoods from incompatible land uses, disinvestments,
encroachment, speculation, demolition, neglect, and other negative forces. • Separate incompatible land uses with buffers or transitional uses. Some land uses have
attributes such as height, proportion, scale, operational characteristics, traffic generated, or appearance that may not be compatible with the attributes of other uses.
While the proposed zoning is for food manufacturing which can serve as a buffer from the existing metal recycling for the time it is in place, the long term use and redevelopment of both sides of Main Street is for commercial uses. Therefore it is not recommended to change the future land use of Neighborhood Commercial in the Comprehensive Plan.

She stated he already services 80% of the Mexican restaurants in Fort Worth. Nothing on the property would be changing except the parking area would be paved. Ashton Nelson, 3417 N Crump St, representing the Inter District 2 Alliance, asked for a 30-day continuance to gather more information. During the rebuttal, Ms. Kent stated that there is not any need for a continuance since the only things changing about the property are paving the parking lot and adding one use, and if they wanted to do anything else they would have to come in for a zoning change or to amend the site plan. Motion: Following brief discussion, Mr. Northern recommended Approval of the request, seconded by Mr. Gober. The motion passed unanimously 7-0. Document received for written correspondence ZC-17-110
