    Overview

    This chapter explains the definition and classification of radio

    parameters in GSM network, modification methods of radioparameters, explanation format of radio parameters, andprecautions in radio parameters adjustment.

    Radio Parameters in GSM Network

    GSM is an integrated system covering fields of networktechnology, digital stored program control technology, alltransmission technologies and radio technologies.

    GSM consists of Network Sub System (NSS), Base Station Sub-

    system (BSS) and Mobile Station (MS).

    GSM system signaling structure covers MAP interface, Ainterface (between MSC and BSC), Abis interface (between BSCand BTS), Ater interface (between BSC and external TC) and Uminterface (between BTS and MS, also called air interface).

    All these objects and interfaces contain large quantity ofconfiguration parameters and performance parameters, some ofwhich are determined during the development and production ofthe equipment, and most of which depend on actual need andoperation by network providers. Settings and adjustment of

    latter parameters have a great impact on the operation of entire

    GSM network.Radio parameters in GSM network refer to parameters related toradio devices and radio resources. These parameters have animportant impact on coverage of cells, distribution of signaling

    flow and service property of network, etc. Therefore, adjustingradio parameters reasonably plays a very important part in GSMnetwork optimization.

    GSM radio parameters are classified into project parameters and

    resource (cell) parameters.

    1. Project Parameters

    Project parameters refer to parameters related to design,

    installation, and commissioning of the project, like antennaheight, antenna direction, antenna gain, antenna download

    obliquity and cable loss, etc. These parameters must be

    determined during network design and are seldom changedduring the operation of the network.

    2. Resource (Cell) Parameters

    Resource (cell) parameters refer to parameters related toconfiguration and utilization of radio resources, which usuallytransmit on radio interface (Um) to keep the base station andmobile station consistent. Radio parameters covered in thismanual are mainly resource parameters. Radio resource

    parameters in BSS contain:

    GERAN subnet parameters, BSC management NE parameters,configuration set parameters;

    Global resource parameters for BSC, site parameters, GERAN

    external cell parameters, UTRAN external cell parameters;

    Cell Parameters;

    TRX parameters, power control parameters, handover controlparameters, UTRAN handover control parameters, adjacentinterference cell parameters, adjacent handover cellparameters, adjacent reselection cell parameters, adjacenthandover and reselection cell parameters, UTRAN adjacentcell handover and reselection parameters, UTRAN adjacenthandover cell parameters, UTRAN adjacent reselection cell

    parameters, frequency hopping system parameters.

    Methods to Modify RadioParameters

    After successfully login NetNumen M31, user can perform thefollowing steps:

    1. In left topology tree of NetNumen M31 main interface, right-click shortcut menu corresponding to NE agent by createdGSM, select [Start NE Agent], as shown in Figure 1.

    Caution:

    Radio parameters in this system is modified through offlinemodification mode, that is, the modification on interface only canbe effective after the synchronization action to foreground isconducted. This article doesn't explain it more.

    Some paramter values in the interface are not fully same asthose in database, with certain corresponding relationship

    between them. For specific corresponding relationship see

    appendix E.

    Precautions in Radio ParametersAdjustment

    Radio parameters adjustment, according to the type of the

    problem to be solved, falls into two kinds.

    First is to solve static problem, that is, to correct trafficmodel in system design by measuring actual average traffic

    and signaling flow in every district and to solve commonproblems existing for long.

    Second is to solve problems at a particular time like trafficoverload in some district, channel congestion due to suddenevents or random events.

    For the first type, service providers must perform measurementand summarization on actual operation regularly, and thenperform appropriate adjustment on global or partial parametersand configurations. For the second type, network operatorsadjust some radio parameters at real time according to instantdata from measurement results.

    Most radio parameters in GSM system are based on one cell or

    one location area. It is necessary to consider whether parameteradjustment in this cell will influence other cells, especially the

    adjacent one, for parameters between cells are related to each

    other greatly. Otherwise, it may cause negative influence.Determine whether the problem results from equipment fault(including connections) first when it occurs in some part of thenetwork. Adjust radio parameters only when determined that theproblem does result from service.

    Description

    This parameter defines that BSC automaticallyindicates to MSC about the ratio of presentlyavailable channels to the total channels. Whenavailable cell resource is lower than this parameter, resource indication shall be sent to MSC about thiscell condition, which shall be configured by O&M.

    The four modes of resource indication from BSC areas follows:

    Automatic Mode: BSC instantly returnsBSSAP RESOURCE INDICATION messageas an acknowledgment without any

    resource information, after receiving theBSSAP RESOURCE REQUEST message.BSC automatically sends BSSAPRESOURCE INDICATION message to MSC.BSC uses the periodicity IE in BSSAPRESOURCE REQUEST to determine theindication messages interval (unless the

    Periodicity IE is 0 and BSC ignores 0)once O&M of BSC satisfies the Auto

    condition (service threshold or the intervalbetween any two messages).

    One time mode: BSC instantly returns aBSSAP RESOURCE INDICATION messagewith resource information after receivingBSSAP RESOURCE REQUEST message.BSC stops sending and waits for next

    message, same as Mode 4. If the previousmode is 1 or 3, BSC will adopt Mode 1 or3. Otherwise, it will adopt Mode 4.

    Period mode: After BSC receives the

    "BSSAP RESOURCE REQUEST" message, itwill immediately return a "BSSAPRESOURCE INDICATION" message thatcontains the resource information. Afterthat, BSC periodically sends the "BSSAPRESOURCE INDICATION" message. If"Periodicity IE" in the "BSSAP RESOURCE

    REQUEST" message is regarded as wrong.

    Stop mode: After the BSSAP RESOURCEREQUEST message is received, BSCimmediately returns a BSSAP RESOURCE
