Meeting Caned to OrderPresident Bert Belisle called the meeting to order at 9:05 a.m. providing brief remarks to those in attendance.

Report of the Secretary- Treasurer - Jack DohertyThe 1996 Annual Meeting minutes were distributed to those in attendance. A motion to dispense with the reading of theMinutes was made and unanimously passed. A motion was made to accept the minutes with the following change(Honorary Membership: change "Syracuse" to ''Niagara-Frontier'') was seconded and unanimously passed. 1996-97Treasurer's Report and Secretary's Reports were distributed, read and accepted. Copies of each report will beforwarded, upon request, to chapters not in attendance.

Report of the Audit CommitteeBob Powers reported that he and Jim McKenzie reviewed the financial records of the Association and found the recordsto be in order.

President's Comments - Bert BelislePresident Bert Belisle noted the continuing growth of Women's hockey and the importance of officials carrying out theirofficiating duties with the same enthusiasm as they do with men's hockey. Bert also noted that enforcement of the ruleswas paramount in maintaining the highest levels of sportsmanship. He thanked the officers of the Association for theirassistance during his term as President.

First Vice President's Comments - Tom LynchTom bad laryngitis and was almost left speechless at the annual meeting. He asked the Secretary-Treasurer to outline someof the activities he was involved in during the year. Tom represented NllIOA at the American Coaches Association'sannual meeting, the NCAA Rules Committee meeting and the Division I Supervisors meeting this past year as he has donsince 1981. He also assisted in editing the NCAA rules book. Since 1990, Tom annually assists in updating the NCAAInterpretation Manual. Tom provided an overview of his activities as an ECAC Hockey Supervisor.

Second Vice President's Comments - Mike RossSecond Vice President Mike Ross provided an overview of the annual exam preparation and thanked those that assisted inreviewing a draft of the exam. Mike noted that the exam is a vehicle to assist all in becoming more aware of the differencesin the various rules and of rules changes. He reported on the NllIOA clinic held at the University of Delaware. Mikethanked John Robinson (Southern US) and Paul Caparo (Eastern PA-NJ) for their assistance in organizing and presentingthe clinic. Mike noted that the Executive Committee hoped to hold clinics this fall. Mike thanked Bert Belisle and the othermembers of the Executive Committee for their ongoing support.

Past President's Comments - John RobinsonPast-President John Robinson (Southeastern US) provided an overview of the excess medical and liability coverageprovided by NllIOA He expressed his thanks to the Executive Committee for its assistance and to other members of theAssociation of their assistance in reviewing various insurance proposals. John also thanked Bill Ryan for filling in atExecutive Committee meeting while he was living in Colorado.

Past President's Comments - Bill RyanBill Ryan (Western Mass.) provided an overview of his year as an ECAC observer.

CorrespondenceThe Secretary-Treasurer read correspondence from Lee Roy, father of Travis Roy, thanking NllIOA for its supportof Travis and from Colin MacDonald (Eastern Mass.) thanking NllIOA for its assistance during his prolongedillness.

NCAA Coordinator of Officials - Charley HoldenCharley Holden noted Tom Lynch's contribution to the NCAA; development and organization of the NCAA

terpretations Manual and index and his work with Paul Duffy, Editor of the NCAA Rulebook. Charley outlinedthe 1R - 2AR system. He provided information of an analysis of penalties noting the major differences betweenleagues in the numbers of penalties called by AR's. Charley believes that the IR - 2AR system has worke.dwell thefirst year. An area of concern is the ethical behavior of coaches and assistant coaches. Charley instructed officialsthat they must utilize rules to restrict such behavior. Ethical behavior is the number one point of emphasis. Charleyfielded several questions from those in attendance.

Proposed 1997-98 BudgetJack Doherty presented the proposed 1997-98 budget. Motion made and second to accept the budget as presented;unanimously passed. Dues for 1997-98 will remain unchanged at $20.00 per member.

Nomination and Election of OfficersMike Komich (Maine), Chairman of the Nominating Committee, outlined the process the committee used ininterviewing candidates and making their recommendations. The other members of the committee were RickGentile (Conn.) and Bill Loehr (Berkshire MA).

Mike Komich nominated Tom Lynch (South Shore MA) for the two-year position of President, Mike Ross (Eastern PA-NJ) for the two-year position of 1st Vice President, and Bob Russell (Conn.) for the one-year position of 2nd Vice President.No other nominees were presented. Nominees gave a resume of their qualifications for office. The Secretary-Treasurercast one ballot for each nominee.

Proposed Constitution ChangeJim McKenzie (South Shore) provided information concerning a proposed amendment to the NlliOA Constitutionto be presented at the 1998 Annual Meeting. Article XVH:5. No member of the Association may be a candidate for or be elected to the office of

President, 1st Vice President, 2nd Vice President or Secretary-Treasurer of the Associationunless:

a) He/She is an active member of the Association in good standing with his/her chapter atthe time he/she seeks nomination for national office and at the time of the annualmeeting wherein he/she seeks election to office;

b) he/she has been elected to the Board of Directors of the Association by his/her local chapterfor the annual meeting at which he/she seeks election; and

c) he/she has submitted (at least) a resume and a brief statement of intention to thenominating committee no less than 60 days prior to the annual meeting.

Reports of ChaptersEach chapter in attendance provided an overview of the past year, several chapters included written reports. Chapterrepresentatives noted their concerns for the sportsmanship of parents, recruitment of new officials and assaults on officials.It was noted that efforts are planned to petition states to pass legislation making it a felony to assault an official. Many ofthe chapters noted the growth of hockey, at all levels, and the construction of new rinks in their areas. Maine utilized the2R - lL officiating system during their state high school tournament. Chapters continue to utilize NllIOA's annual exam,along with mandatory clinics, to maintain the highest level of officiating within their chapters. Many chapters noted thattheir members are officiating at the youth, high school and college levels.

1998 Annual MeetingThe 1998 NllIOA Annual Meeting will be held at the Albany Omni Hotel, Albany, NY on Saturday March 28, 1998.
