In~ustrial Arbitration (Amendment) B~ll: An hon. member is entitled to criti-cize, but only fairly and reasonably, and he may not make attacks on the char· acter of trade unionists or anybody else while debating the bill, 1708.

As the bill does not make provision for compulsory unionism a detailed de· bate on that subject would oe out of order. The subject having been referred to by the Minister in charge of the bill, :md by the Leader ·of the Opposition, 1t may be touched upon by hon. mem-bers, but not in such a way as would represent a major contribution to the debate, 1759.

The Country party is a political unit represented in the House, and an hon~ member is entitled to subject it to moderate criticism. If the limit of Par-liamentary criticism is exceeded, Mr. Speaker will protect the Country party 1824. '

An hon. member is entitled to reff'r to 1 he rem::uks o.f another hon. member provided he couches his remarks in Pa/ liament::tr~· lnnguage, 1890.

An hon. member is not in order in reading a newspaper when in the Cham-ber, 1928.

Legal Assistance Bill: P::trliamentarv usage has established that, on the motioii that a bill be read a third time speeches shall be confined to the conten'ts of the measure. Consequently, the debate is not so wide in scope as is permitted on the . motion f?r the second reading of a b1ll, at winch stag·e members are al-lowed to explore, compare, and deviate, so long as they confine remarks to its general principles, 2912, 2913.

Sessianal. Ho·nrs: Extension of Sitting: A question of urgency must be decided by the House upon motion, without notice or debate, except a statement by the mover and by the Minister, each limited to ten minutes, 2147.

ASSEMBLY ( contihued) ': SPEAKER, MR. (THE HQK. D'. CLYNE),-

RULINGS, OPINIONS AND OBSERVATIONS./'. (continued) :

Settlement Promotion 1'ax Manage1nent Bill: An hou. member who has the fioor has the right to reply to or ignore au in-terjection. It is tbe practice if an inteJ"jection is replied to, to recdrd it in Ilansard. If the inter, iection is ignored it is not incorporated in the reiJOrt' 2108. . '

It is a violation of the traditions o :: Parliamentary procedure to resort to the press as a medium for ntt:1cking the action of the Speaker. 'l'he House looks to those of its members who hold high positions to uphold the treasured tradi-tions of Parliament. Certain hon. mem-bers have so far forgotten this 1·esponsi-bility as to take the extraordinary- :wil unchivalrous course of maligning th•.• Speal;er through the press, through d•ich the Speaker is debarred from engag-ing in cont1·oversy. The honour-able course to pmsue would have been to give notice of motio11 under standing order 161 against the action of the Speaker, 2365.

Standing order 161 lHOYitles for " motion of dissent only from a ruling given by the Chair. Though in the case

    - in point no ruling was gi,·en by :\fr. Speaker, and the motion of dissent is technically out of order, the Chair permitted that motion to be discusser\ because of the special circumstances at-taching to the incident that prompted it. 2451, 2457.

Sydney Tu?"f Club Bill: An hon. member may not 1·ead from Hansanl of the cur-rent session, though he m::ty make refer-ences to it. He is. in order in reading from a speech delivered in a previous session, 3098.
