INTRODUCED on this the 13th day of October, 2018 PASSED AND AP- PROVED on this 26th, day of Novem- ber, 2018 EFFECTIVE DATE: December 13, 2018 ------ (Ad#54766) Early Notice and Pub- lic Review of a Pro- posed Activity in a 100- Year Floodplain To: All interested Agencies, Groups and Individuals on 12/2/2018: This is to give notice that the City of Kingsville has determined that the following proposed action under the Com- munity Development Block Grant Program contract 7218269 is located in the 100-year floodplain, and the City of Kingsville will be identifying and evalu- ating practicable alter- natives to locating the action in the floodplain and the potential im- pacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Sub- part C Procedures for Making Determina- tions on Floodplain Management and Pro- tection of Wetlands. The City of Kingsville proposes a Sewer Improvements project, including Administra- tive and Engineering fees and services, to rehabilitate and re- place approximately eighteen (18) man- holes, including new manhole rings, covers, pavement repair, and all associated appur- tenances, throughout the City of Kingsville, roughly bounded by Sage Road to the north, a line parallel to and approximately 0.5 miles east of US-77 to the east, East County Road 2120 to the south, and Santa Rosa Drive/West Kenedy Avenue to the west, Kleberg County. The project shall include activities within ap- proximately 0.01 acres of the 100-year flood- plain. There are three primary purposes for this notice: (1) People who may be affected by activities in flood- plains and those who have an interest in the protection of the natu- ral environment should be given an opportuni- ty to express their con- cerns and provide in- formation about these areas. Commenters are encouraged to of- fer alternative sites outside of the flood- plain, alternative meth- ods to serve the same project purpose, and methods to minimize and mitigate impacts; (2) An adequate pub- lic notice program can be an important public educational tool. The dissemination of infor- mation and request for public comment about floodplains can facilitate and enhance Federal efforts to re- duce the risks and im- pacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal gov- ernment determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Writ- ten comments must be received on or before 12/17/2018 by the City of Kingsville at PO Box 1458 or 400 W. King, Kingsville, TX 78363, Kingsville, TX 78364- 1458, (361) 595-8001. Attention: Sam R. Fugate, Mayor, dur- ing regular business hours. A full descrip- tion of the project may also be reviewed dur- ing regular business hours at 400 W. King, Kingsville, TX 78363, Kingsville, TX 78364- 1458. Comments may also be submitted via email to sam@grant- works.net.
