RUSSIA'S OBLIGATIONS TO THE WTO
All the standards in force in the Russian Federation and containing mandatory requirements from the date of accession shall be applied in accordance with the WTO/TBT Agreement
The order of obligatory proof of conformity must be organized and conducted in accordance with the principle of minimizing the time and cost to the applicant.
COOPERATION WITH WP 6 UNECE

November 18, 2013 in Geneva (Switzerland) hosted the International Conference Interaction of international and regional standardization systems.
The event was organized by the 6 Working party on technical regulation of the United Nations Economic Commission for Europe and RSPP Committee for technical regulation, standardization and conformity assessment.
RECOMMENDATIONS REFERENCE TO STANDARDSD 1. Regulatory authorities , in conformity with principles enshrined in the World trade organization (WTO) Agreement Technical barriers to trade and observing the relevant decisions by the WTO Committee on the barriers to trade, whenever possible make use of international, regional, national standards in regulatory work.

THE DRAFT LAW "ON STANDARDIZATION" OF THE RUSSIAN FEDERATION. Article 31 USE OF STANDARDIZED DOCUMENTS
In the legislative and normative legal acts of the Russian Federation, normative documents of the federal bodies of executive power (hereinafter the regulations) national standards applied by linking to them.
References to the national standards in the regulations are applied by them, the name and designation of standards with or without specifying the date of approval (registration) of national standards
ARTICLE 2. TECHNICAL REGULATIONS AND STANDARDS
2.4 Where technical regulations are required and relevant international standards exist or their completion is imminent, Members shall use them, or the relevant parts of them, as a basis for their technical regulations except when such international standards or relevant parts would be an ineffective or inappropriate means for the fulfilment of the legitimate objectives pursued, for instance because of fundamental climatic or geographical factors or fundamental technological problems.
