Dear Sir,' . This has reference to Environmental Clearance of 97MW Tashiding hydro Hydro Electric Project vide MoEF letter No.J-1201l/66/2006-IA-I dated 29.07.2010 following are clarified for your kind perusal. .

1. As per the Stage I Clearance the following amount is deposited to the Forest Env. & Wildlife management Deptt. Government of Sikkim, Gangtok.

i) Compensatory afforestation: Rs, 28,43,900=00 ii) Net Present Value: Rs, 32,18,774=00 iii) CAT Plan: Rs 63,48,000=00 iv) Biodiversity Conservation & Management Plan: Rs,88,40,000=00

2. Public Notification Published as per the Para 12 of the Environmental Clearance. We have advertised in two Local Newspaper widely circulated in the region around the Project "Himali Bela" in Nepali and "Sikkim Express" in English and Sikkim Herald classified the Government of Sikkim paper dated, 11th August 2010 and 12th August 2010, informing that Project has been accorded environmental clearance.

Annexure-A Compliance Status on Environmental Clearance.

Part -A: Specific Conditions (i) Catchment area treatment plans as has been

proposed should be completed in 3 years.

(ii) Five dumping site have been identified for dumping 380858m3 of excavated material. For retaining the dumped /unused material for subsequent stabilization along the hill slopes and along the stretch of the road sausage-cum­retaining walls shall be developed. These need to be built prior to the dumping of muck at these sites . These walls would range from 70 to 290m length at the proposed dumping site.

(iii) It should be ensured that the dumping yards blend with the natural landseape by developlng the sites with gentle slopes, bunds, terraced and water ponds, patches of greenery in and around them.

(iv) For maintaining environmental flow in the river two cumec water should be released during lean season.

(v) The scheme of disposal of solid waste should cover the integrated project area including from labour colony during construction Phase. Solid waste from the labour camps shall be collected in beans/Masonry Vats and the same shall be dumped or disposed to nearby municipal landfills/authorized dump sites. No dumping of solid waste is allowed near any water body or a stream to exclude any health hazard problems to the society.

Compliance Status

We have already deposited the CAT amount of Rs. 63, 48, 000=00 in the CAMPA fund and work will be carried out by the State Forest Department.

Muck dumping is being carried out in approved muck dumping sites. Sausage cum retaining walls has been developed as proposed to ensure that the unused material does not spillover. Further, the excavated muck is being used for preparation of aggregate and boulder is being used for constructing of sausage wall.

After the completion of the construction work we will convert the dumping sites into natural vegetation by consulting experts in this field.

We will comply as per the MoEF norms.

The solid waste is collected in bins and then dumped into Municipal approved dumping area. This condition is being complied strictly so as La prevent any health hazards to staffs and labourers.

The fuel Depot (LPG) has been established at site. We have employed three nurses (one female & two male) and two ambulances have been provided to meet the emergency needs for project employees and also the public residing within the project site. Routine health checkup is conducted at project 3itC3. We arc also taking help from State Health Department. We have provided Table Tennis, Carom Board, chess, Volley ball Television, Screening Films etc. for recreation of labourers and employees. Labourers engaged at construction work are examined by MBBS Doctor. Regular health checkup is carried out at Project sites.

Restoration of Construction area including dumping site of excavated materials should be ensured by leveling, filling up of burrow pits, landscaping etc.The area should he properly treated with suitable plantation . Financial provision should be made in the total budget of the project for implernentatinn (If the above suggested sateguard measures.

Six monthly monitoring reports should be submitted to the Ministry and its Regional Office, shillong for review. Officials from Regional Office MoEF, Shillong who would be monitoring the implementation of environmental safeguards should be given full co-operation, facilities and documents/data by project proponents during their inspection.

The responsibility of implementation of environmental safeguards rests fully with the Mis Shiga Energy Pvt.Ltd. & Govt. of Sikkim.

The total amount of Rs.466.76 lakhs kept in the budgetary provision for implementation of environmental management plan should be strictly adhered am! Hot lo be diverted for any other purpose.

In case of change in the scope of the project, project would require a fresh appraisal.

The Ministry reserves the right to add additional safeguard measures subsequently, if found necessary and take action including revoking of the clearance under the provision of the Environment (protection) Act,1986 to ensure effective implementation of the safeguard measures In a time bound and satifisfactory manner.

A copy of the clearance letter will be marked to concerned Panchayat I local NGO, if any .from whom any suggestion / representation has been received while processing the proposal. The Clearance letter shall also be put on the website of the Company by the proponent.

As and when the construction is complete the guidelines laid down will be followed. We have already started the plantation around the dumping areas .

Proposal for constituting monitoring committee is already submitted to Additional Director, MoEF, New Delhi for confirmation. We have been providing full co-operation, facilities and documents/ data by project proponents during the inspection of the officials from MoEF, Shillong.

We are strictly complying with all the conditions set for the safeguards of environment with the cooperation of Forest Env. & Wildlife management Department, Government of Sikkim. We are committed to implement of the said budget for Environmental Management programme.

There is no change in scope of the project. However, in case of any changes we will inform the concern department and take the fresh appraisal. Agreed.

The construction work began since December, 2011.

Till date we had not received the suggestion /representation while processing the proposal. The Clearance letter is available on the company's website.

12. The proponent should advertise in atleast two local newspaper widely circulated in the region around the project, one of which shall be in the vernacular language of the locality concerned informing that the project has been accorded environmental clearance and copies of the clearance letter are available with the State Pollution Control Board/ Committee and may also be seen in the Website of the ministery of environment and Forests at http://www.envfor.nic.in.

13. The project proponent shall also submit Six monthly reports on the status of compliance of the stipulated EC conditions including result of monitored data ( both in Hard copies as well as bye-mail) to the representative Regional office of MoEF, the respective Office of CPCB and the SPCB.

We are submitting six monthly compliance reports as stipulated ill Hard and soft copy to the concerned officials.

14. Any appeal against this environmental clearance shall lie with the National Environment Appellate Authority, if preferred within a period of 30 days as prescribed under Section 11 of the National Environment Appellate Authority Act. 1997.

Plantation Drive along Road Side - SEPL carried out plantation drive on project approach roads. Some patches of the approach road from Sakyong to Project site are steep and without trees. In this regard SEPL chose those spots and .planted trees with the help of rings of Hume pipe. In this technique firstly steep side of the road is dug for an 8-10 inches and ring of Hume pipe is placed and filled it with soil. Till date SEPL has planted around 100 trees and found approx. 90% viable ratio.

Plantation Drive: Mis Shiga Energy Pvt. Ltd carried out plantation drive on project approach road. The planted trees with the help of rings of hume Pipe (Coller) and to protect lrorn animals the plant has been sorroundcd .by barnbooas sticks with qraan painted. There are many nationa.l and local cultural programs focusing on the history and culture of India. India's Republic Day marks the anniversary of the adoption of the Indian constitution. It is an annual gazetted holiday in India on January 26. In order to Mark a Day the Shiga Energy Pvt. Ltd also celebrates the kepubuc Day With Employee at site ottice hosting National Flag, and with color fur proqrammee.

The Shiga Energy Pvt. Ltd, also celebrated Republic Day participating with District Administration West Sikkim at Community Hall Geyzing, the company provided contribution towards prizes distributed for dancing and singing competition.

FREE COMPUTER LEARNING CENTRE.

Under the Corporate Social Responsibility the Shiga Energy Private Limited had inaugurated the Free Computer Learning Centre at Lower Bhaluthang, Geyzing West Sikkim. The Free Computer Learning started with winter Crash Courses, around 40 students were joined. This centre aims to provide local children and youth with practical computer education free of charge. We believe that it will help to promote skills needed for self development, while also equipping youth with computer literacy that has become essential for employment in today's world .

Sponsoring & organizing Inter-School competition

To generate awareness on hydro-electric projects among school children, an Inter-school competition titled "Towards Clean Energy-Towards Future" was organized by the Company. Around 80 students from 8 schools from the Project area participated in the competition. The competition comprised 2 phases. In first phase, a project site visit was organized on 10th Apr'16 to give the students the actual view of a hydro-electric project. The students actively participated in the site visit and showed enthusiasm by posing a lot of questions to better understand the working of a hydro project. In second phase, a model making competition was organized on 19th Apr'16 and student teams were asked to make and present working models of Dams based on their learnings from site visit. Student team from "Tamatam Junior High School" won the competition. The top 3 teams were felicitated with Prizes and certificates.
