Belgorail a reference
in the railway sector.
Belgorail is able to offer its clients a global service, fully integrated and multi-
country.
The company became a reference in the railway sector, confirming its reputation
of rigorousness and its strong technical know-how and experience.
As announced last year, to strengthen the position of Belgorail and taking into
account the evolutions in the sector of inspection and certification bodies, the
board of directors and the shareholders started up a brainstorming concerning
the future of the company and the strategy to adopt.
Following the con clusions of this study, Vinçotte, Transurb and Agoria are
looking for a reliable partner, familiar with the activities of Belgorail and
capable of assisting Belgorail in its future developments.
This will probably result in significant changes in 2017.

Stabilisation of our activities in 2016.
Belgorail moves to new offices in Brussels. The company has stabilized its development in 2016.Belgorail started up the first activities in the
framework of the ERTMS implementation in Belgium for Siemens and Infrabel. The signature of the M7
contract (new trains manufactured by Alstom and Bombardier for the Belgian Railways) is also very
promising!
On the operational level we have left our old offices to move to new, modern and spacious offices in
the “Sablon Tower”, still in the center of Brussels.
The installation of a subsidiary in Madrid (Spain) is continued in 2016. The market reacts positively and
a number of important contracts have already been signed. From a financial point of view Belgorail
obtained a balance between income and costs, which is worth mentioning.
Belgorail’s goal is to be a benchmark certification, inspection and testing body in the field of guided
transport.
This result can only be achieved by always factoring in our key quality objectives which are :
• Ensure rigour and impartiality in our methods;
• Avoid any conflict of interest;
• Guarantee confidentiality of information provided to us;
• Ensure that our activities are recognised by European and national bodies by anticipating as much as
possible and strictly respecting the criteria that are applicable to our activity domain;
• Having the resources necessary to assure our missions.
In a complex international context, the company focusses its activities to the European market. This
does not exclude, if the opportunity arrives, the realisation of international missions provided that the
risks associated to this type of project is limited.
We hope that you will find this fifth annual report useful and informative.

H I S T O R Y
History of Belgorail The European directives on the
interoperability of rail transport foresaw
already in the early 2000’s provided
for the introduction of independent
bodies with responsibility for inspecting
and certifying that rolling stock and
infrastructure installations meet the
technical specifications for interoperability
and the standards adopted by the European
Commission.
It was in this context that BELGORAIL was
established by three partners, namely
VINCOTTE, AGORIA and TRANSURB, and has
become a key player in the railway sector.
Since it was founded in June 2004,
BELGORAIL has undergone rapid growth.
In January 2005 it obtained by the
ministerial decree the status of Notified
Body to assess the compliance of
interoperability constituents and appraise
the EC verification procedure of the parts
of the trans-European conventional rail
system (directive 2001/16/EC), as well
as the status of Designated Body for the
verification of the correct application
of national technical requirements in
Belgium, for both conventional and high-
speed rail. In addition, in May 2007, it was
granted, also by ministerial decree, Notified
Body status to assess the compliance of
interoperability constituents and appraise
the EC verification procedure of the parts of
the trans-European high-speed rail system
(directive 96/48/EC).
In December 2010 Belgorail was awarded
the status of Notified Body in the framework
of Railway Interoperability Directive
2008/57/EC repealing and replacing the
previous Interoperability Directives 96/48/
EC on high-speed systems and 2001/16/EC
on conventional rail systems.
Also in 2010, SPF Mobilité et Transports
confirmed the prolongation of Belgorail’s
status as a Designated Body under Art. 22 of
the law of 26 January 2010 on Rail System
Interoperability.
In March 2011, Belgorail became officially
recognised at Belgian and European level as
a certification body for Entities in Charge
of Maintenance (ECM) in accordance with
the Memorandum of 14/05/2009, the Royal
Decree of 21 December 2010 relative to
Entities in Charge of Maintenance and the
European Regulation 445/2011/EU.
In 2011, the company subsequently
obtained the status of Designated Body in
Luxembourg for verification of compliance
with the National Notified Technical Rules in
the absence of Technical Specifications for
Interoperability or in case of derogations,
and is thereby authorised to assess
conformity of structural subsystems of
the conventional and high speed railway

system in accordance with the applicable National
Technical Rules.
The corresponding provisions were the subject of a
Ministerial Decree dated 22 August 2011 approving
Belgorail as a Competent Body in the Grand Duchy
of Luxembourg.
On 17 July 2012, EPSF (French Public Railway Safety
Authority) approved Belgorail as a Qualified Body
to assess the design and production of new or
substantially modified rail systems and subsystems
in accordance with the provisions of the Decree of 21
December 2007. The approval relates to the following
subsystems: control-command and signalling, rolling
stock, infrastructure and energy.
The company has also been recognised since
September 2013 as a Competent Body in India for
performing Independent Safety Assessment (ISA)
missions in the field of Rail Transport and Signaling
Systems by the Indian Ministry of Transport (RDSO).
In Algeria, Belgorail obtained in January 2014
the quality of Approved Qualified Body for the
assessment of the safety for the guided transport
of people according to the provisions of Executive
Decree No. 11-359 of 19 October, 2011 laying down
the safety requirements for the guided transport of
people.
On 25 September, 2014, the Directorate General
of Railways of the Ministry of Transport and Public
Works in Spain recognised Belgorail as certification
body in charge of conformity assessment of rolling
stock relative to the Technical Homologation
Specifications (ETH).
Spain also recognised Belgorail as Designated Body
to perform the verification according to applicable
national rules when there are no technical
specifications for interoperability or in case of
deviations and this in the framework of conformity
assessment of structural railway subsystems for
conventional and high speed railway systems.
Thanks to this recognition by the General Railway
Direction of the transport Ministry, the company
is able to offer all certification activities required
in connection with the commissioning of railway
subsystems (infrastructure, energy, signaling and
rolling stock) in Spain and this according to the
TSI (EC verification) and the national regulations
complimentary to the TSI.
To structure the development of the activities in
Spain, the Board of Directors decided to create
a subsidiary in Madrid. This subsidiary named
“Belgorail SA Sucursal en España” was officially
established on 30 July 2015.
From its creation Belgorail has sought to meet the
requirements imposed on railway certification and
inspection bodies at both national and international
level. These requirements are those applicable to
notified bodies, approved bodies operating in a
national framework and inspection and product
certification bodies.
Belgorail has an accreditation* for the certification
of products since 11 December 2007. The scope of
this accreditation has been expanded over the years
to support the current recognitions of Belgorail as
Notified Body, as ECM certification body and their
equivalent at OTIF level.
The company has also an accreditation** since 17
June, 2014 confirming the company’s competence
in the areas of the assessment of risk management
processes (CSM-RA according to regulation
402/2013/EU on the adoption of a common safety
method) and ISA inspection activities (Independent
Safety Assessor).

Belgorail continues its development
in Spain.
Since the creation of the branch office
in Spain in July 2015, the activities
show an important increase in 2016.
Belgorail is nowadays considered as
a competent certification body on the
Spanish market.

stock, reinforced our Spanish team. We also
moved to new and more spacious offices,
still located in the business area of Madrid.
Due to the recognition by the Spanish
Government as Designated Body for the
verification of the applicable national rules
in those cases where Technical Specifications
for Interoperability are not available or in
case of derogations, Belgorail can assure
the complete certification of subsystems on
basis of both the TSI (EC verification) and
the national technical rules. Belgorail can
act as NoBo and DeBo in Spain.
Similarly our accreditation and recognition
as ISA (Independent Safety Assessor
according to the CENELEC standards) and
IA (Independent Assessor according to the
CSM-RA regulation 402/2013/EU) allowed
us to develop these activities in the field
of signalling as well as rolling stock and
infrastructure.
In the field of certification of entities in
charge of maintenance (ECM), Belgorail
is the only accredited company for that
type of activities in Spain. This allowed us
to consolidate our position on this market
and anticipate the period where ECM
certification will be applied on all rolling
stock on the network.
Due to our level of experience, the
competence of our experts as well as
their know-how and professional attitude,
our clients rely on us and confides us new
certification and inspection missions.

In 2016, we participated, together with Cedex, Multitel, RFI, ADIF, Renfe,
Cetren, Rina and INECO in the VITE project within the Shift2Rail network,
which was established in the framework of Research and Innovation of
the EU-Horizon 2020.
This project has two goals : reduction of the costs of testing of the
ERTMS system (optimisation of the lab tests) in the framework of the
implementation procedures and to propose a standard testing program,
including the specifications of the interface between the actual
equipment and the lab equipment as well as the communication between
the differents labs for remote testing.
2016 certainly is a milestone on the Spanish market for Belgorail.

Belgorail, a public limited company, is an inspection and certification body in the rail sector. It
was established in June 2004 by Vinçotte (inspection and certification body), Transurb (a rai-
lway engineering company) and Agoria, the Belgian Federation for the Technological Industry.
Since it was founded, the company has gradually expanded its activities to become:

with the organisation of tests.
The company is able to offer integrated services for cross-border projects between Belgium and its
main neighbours, covering principally:

Belgorail participates actively in the coordination work of notified bodies at European

Belgorail has today a large portfolio of running
projects and requests for quotation.
The company has won major contracts in Belgium, mainly in the context of the
deployment of ERTMS on the Infrabel network.
In the field of rolling stock, the project of M7 two level coaches should start in 2017
as well.
Since it was established, the company has concluded various cooperation agreements
and partnerships which provide it with access to additional resources (experts) and
specialised laboratories for the organisation of tests.
Today, cooperation agreements have been
established between Belgorail and the following
companies: Cetest, Cetim, Concept Risk,
DB-Systemtechnik, Eurailtest, Transurb,
Vinçotte, TUV Austria, VPI and Certifer.
The company also foresees to be able to partner with other certification bodies in the
context of the awarding of tenders for major resource-intensive projects.
