The Budget and Finance Committee of the Board of Education of the Toms River Regional
Schools met on December 12, 2018 at 1144 Hooper Avenue, Toms River, New Jersey in Conference
Room A at 6:30 P.M. Committee Chair, Mike Horgan, read the following opening statement:
“Good evening, welcome to the Budget and Finance Committee Meeting of the Board of
Education of the Toms River Regional Schools. Notice of this meeting was published in the Asbury
Park Press on December 3, 2018 which constituted at least 48 hours notice as required by law under
the Open Public Meetings Act.”
In addition to the Committee Chair, in attendance were Board members- Janet Bell, Russ
Corby, Gigi Esparza, Dan Leonard, Joe Nardini, Chris Raimann, Ginny Rhine, Michele Williams,
Superintendent- Dave Healy, Assistant Superintendents- Marc Natanagara and Jim Ricotta, Business
Administrator- Bill Doering and Board Secretary- Wendy Saxton. Additionally, Scott Clelland and
Caitlin Guzzi from the district auditor, Wiss and Company, were also present. The meeting was
open to the public and an opportunity for public comment was provided.
As we do every month, the committee reviewed the expenditures listed in the Purchasing
Agenda, which was posted in the Board’s Google Docs folder prior to the Budget and Finance
Committee meeting. The Purchasing Agenda also included items of zero value, bids and resolutions.
Questions were asked by various individual board members, which were answered by Mr. Doering and
other members of the administration. The Purchasing Agenda for this month is in the amount of
$2,326,910.15 for the 2018-19 school year. The Budget & Finance Committee is recommending the
approval of the Purchasing Agenda by the full Board.
The committee then reviewed the District lease, sponsorship and other rental agreements and
these are also being recommended for board approval.
The committee was then presented with, and reviewed, the 2019-20 budget goals. As
discussed previously, the 2019-20 budget process will be quite challenging given our projected State
Aid loss. It was noted that the district should now use NJASBO’s schedule of projected State Aid
losses in accordance with Chapter 67 of P.L. 2018 over the next 6 years rather than the Education Law
Center’s initial schedule which came out first. Unfortunately, our aid loss is even greater under
NJASBO’s schedule. The 2019-20 budget will be discussed in greater detail in the near future, but the
committee was again advised that preliminarily, the district estimates having to make budget cuts of
approximately $5.5 million in developing the 2019-20 budget.
Finally, the district auditors, Wiss & Company, presented the 2017-18 Comprehensive Annual
Financial Report as well as the separate management report. Mr. Clelland explained that we again
have an unmodified or clean audit opinion, but advised that due to a State delay with the reporting of
retiree health benefit figures in accordance with GASB 75, the NJ DOE has moved the deadline for the
finalization of the audit to four weeks after they provide the GASB 75 information, which will likely
be January 2019, or even February 2019. Mr. Clelland then discussed key areas in the financial and
management reports. With regards to the district fund balances, the district was able to fund the $2.5
million approved as a maximum at the June 2018 Board meeting for the Maintenance Reserve only.
Mr. Clelland then highlighted the two relatively minor comments in the auditor’s management report.
Mr. Clelland again commended the Business administrator and Board Secretary for the condition of
the financial records and for having solid internal controls in place with regards to financial reporting
and the processing of financial transactions. As we did the last four years, we will be applying for
the ASBO International Certificate of Excellence in Financial Reporting for the 2017-18
Comprehensive Annual Financial Report. _________________

2018, which constituted at least 48 hours notice as required by law under the Open Public Meetings Act.”
In addition to the Committee Chair, in attendance were Board members Janet Bell, Russ Corby, Gigi Esparza, Michael
Horgan, Chris Raimann, Dan Leonard, Ginny Rhine, and Michele Williams; Superintendent- Dave Healy; Assistant
Superintendents- Marc Natanagara, Debra McKenna, and James Ricotta; Business Administrator- Bill Doering;
Manager of Capital Projects- Mark Wagner, Manager of Facilities- Peter Tomko, and Tom Brys of Maser Consulting.
The meeting was open to the public and an opportunity for public comment was provided.
ESIP and Referendum Update
Mr. Brys of Maser explained that ESIP projects are progressing and updated all on the bid for lighting. Second bids
were received and the low bid was disqualified. Options to move forward were discussed. Mr. Wagner explained
retro-commissioning, CHP, chiller replacement, boilers, the schedule and the energy savings for these projects.
Although the lighting bids are still higher than estimates, it was noted that the retro-commissioning bids came in well
below estimates and the ESIP does include contingency funds. It was also noted that the lighting changes will provide
immediate savings of energy and dollars and more delays will hold that up as well. The board took a straw poll and
decided to have the lighting bid placed on the board agenda for a vote.
A resolution for the referendum bond proposal was provided for board review. This resolution will be on the Board of
Education agenda next week. The maximum tax impact was discussed for each municipality. The tax calculator
should be added to the website in the near future. The district website has been, and will continue to be, updated to
include new information about the referendum and the individual school projects. Regional meetings have been
planned to update the community on the upcoming referendum set for January 3, 2019, at HS East, January 7, 2019, at
HS North, and January 8, 2019, at HS South. All meetings will begin at 6:00 PM.
Old Business discussion:
High School North generators (FEMA grant) are currently out to bid with bids to be taken in late January 2019.
Beachwood Elementary School playground is installed with a delivery of mulch ground cover anticipated for Friday
morning.
Citta Elementary MIC testing will be completed after the Winter Break.
District Solar Phase III continues with submissions to the plans for DOE and planning board review.
Dave Marion Bridge project survey has been completed and communication between homeowners and the township
continues for completion before the start of the 2019 school year.
New Business discussion:
December break projects include installing new tile flooring in two classrooms of Hooper Avenue Elementary,
repairing chill water supply leaks at High School East, security camera and card reader installation at 1144 Hooper,
and various custodial maintenance tasks. Renovation to the BB wing restroom of HS North will occur for IEP
compliance.
Environmental:
Intermediate South and Hooper Avenue Elementary have both had work completed on their roofs by our vendor to
address external leaks which surfaced during a recent rain storm.
Communications:
Nothing to report at this time.

Secondary Curriculum Director Norma DeNoia shared the 2018 SAT Results, which show increases in
math, reading and writing across all three high schools. It was announced this week that we have been
recognized as an “AP Honor Roll” district by the College Board for expanding the availability of AP
courses for students of all backgrounds while maintaining high scores. Each High School Career
Academy recently completed presentations to 8th graders and had packed open houses. Applications are
due by December 18.
Elementary Curriculum Director Cara DiMeo shared results from the staff survey from the last full
professional development day in October. Staff response was positive and candid, helping drive future
offerings, with annual goals, state mandates, and budgetary considerations in mind. The next full PD day
will be February 18, and now that state testing and training dates have been established, the February 26
half day is being moved to March 5.
Assistant Superintendents Debra McKenna and Dr. Marc Natanagara reviewed four pending grants
totalling $800,000 that will train staff, provide programs in arts and computer science, and improve
facilities.
Secondary administrators met with Ocean County College faculty this week to work out the details of a
dual enrollment agreement, planned for three to four pilot courses, and allowing students to potentially
earn college credits while in high school. Upgrades to Option II, which allows high schoolers to earn
credit and/or engage in non-traditional learning experiences outside the school setting, were reviewed and
are posted on the curriculum page.
In the post-agenda discussion, student access to technology at home was brainstormed; progress with the
new elementary math series detailed; a process for virtual snow days considered; and pass/fail options for
high school junior and seniors emphasized.

BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE TOMS RIVER
REGIONAL SCHOOL DISTRICT IN THE COUNTY OF OCEAN, NEW JERSEY (with
not less than a majority of the full membership of the Board concurring) AS FOLLOWS:
1. It is hereby determined that a proposal shall be submitted for voter approval at a
special school district election to be held on January 22, 2019 between the hours of _____ _.m.
and 8:00 p.m. as permitted and required by law. The form of the proposal shall read substantially

PROPOSAL
The Board of Education of the Toms River Regional School District in the County of Ocean,
New Jersey is authorized: (a) to undertake various renovations, alterations, and improvements at
Beachwood Elementary School, Cedar Grove Elementary School, Joseph A. Citta Elementary
School, East Dover Elementary School, Hooper Avenue Elementary School, North Dover
Elementary School, Pine Beach Elementary School, Silver Bay Elementary School, South Toms
River Elementary School, Walnut Street Elementary School, Washington Street Elementary
School, West Dover Elementary School, Intermediate East School, Intermediate North School,
Intermediate South School, High School East, High School North, High School South,
Administration Building, John Bennett Athletic Center, Vehicle Maintenance Compound,
District Maintenance Compound and Central Registration Complex and including related
technology, fixtures, furnishings, equipment, site work and related work; (b) to appropriate
$147,148,269 for such purposes; and (c) to issue bonds of the school district in the principal
amount of $147,148,269.
The final eligible costs of the projects approved by the Commissioner of Education are
$139,063,509 (with $2,165,100 allocated to Beachwood Elementary School, $4,096,045
allocated to Cedar Grove Elementary School, $2,349,450 allocated to Joseph A. Citta
Elementary School, $3,675,625 allocated to East Dover Elementary School, $4,649,950 allocated
to Hooper Avenue Elementary School, $4,298,373 allocated to North Dover Elementary School,
$4,521,000 allocated to Pine Beach Elementary School, $6,658,275 allocated to Silver Bay
Elementary School, $3,451,225 allocated to South Toms River Elementary School, $5,012,370

include $8,084,760 (with $476,000 allocated to High School East, $350,000 allocated to High

Administration Building, $2,282,770 allocated to the John Bennett Athletic Center, $876,500
allocated to the Vehicle Maintenance Compound, $1,736,760 allocated to the District
Maintenance Compound and $380,880 allocated to the Central Registration Complex) for school
construction elements in addition to the facilities efficiency standards developed by the
Commissioner of Education or not otherwise eligible for State support pursuant to N.J.S.A.
18A:7G-5(g). The State debt service aid percentage will equal 40% of the annual debt service
due with respect to the final eligible costs of the projects. The Board of Education is authorized
to transfer funds among the projects approved at this special election.
2. This Board of Education hereby approves and adopts the proposal set forth above,
and, subject to the approval of the legal voters of the school district, hereby determines to carry
out the improvements described therein (the “Projects”).
3. This Board of Education hereby acknowledges and confirms that in accordance
with N.J.S.A. 18A:24-16 and 18A:24-17 the supplemental debt statement has been prepared by
the chief financial officer of the Borough of Beachwood, Borough of Pine Beach, Borough of
South Toms River and the Township of Toms River (the “Constituent Municipalities”), giving
effect to the proposed authorization of bonds of the School District in the maximum amount of
bonds authorized in the proposals. The supplemental debt statement has been filed in the offices
of the Constituent Municipalities respective Clerks and in the office of the Business
Administrator of this Board of Education prior to the final adoption of the proposals and will be
filed in the office of the Director of the Division of Local Government Services in the
Department of Community Affairs prior to the date of the Special School Election.
4. The Business Administrator or the Board Secretary are hereby authorized and
directed to send a certified copy of the proposal to the County Clerk as required by N.J.S.A.
19:60-2, to request the County Clerk to submit the proposal to the voters at the special school
district election and to seek the assistance of the county officials and the municipal clerk in
conducting the special school district election.
5. The Board of Education hereby acknowledges receipt of the Preliminary Eligible
Costs (PEC) letters for the Projects from the Department of Education. The Board hereby elects
to receive debt service aid pursuant to Section 9 of the Educational Facilities Construction and
Financing Act, N.J.S.A. 18A:7G-1 et seq. (the “Act”). The Board further agrees to accept the
determination of the preliminary eligible costs as final eligible costs as set forth in the PEC
letters by the Department of Education and not to appeal. The Business Administrator is
authorized, if necessary, to notify the Department of Education of the Board’s election with
respect to the eligible costs and its election to receive debt service aid.
6. The Superintendent of Schools, Business Administrator, Board Secretary, the
Manager of Capital Projects, the Engineer of Record and Bond Counsel (together, the “Project
Team”) have heretofore been authorized and delegated the responsibility to prepare the plans and
specifications for the Projects in consultation with and under the supervision of the Business
Administrator, who has heretofore been delegated the responsibility to work with the Project
Team for this purpose on behalf of the Board of Education, in accordance with the requirements
of N.J.S.A. 18A:18A-16, and such authorizations and delegations are hereof reconfirmed.
7. The educational plans, where required, and the schematic plans for the
construction of the Projects have heretofore been approved by this Board of Education, and such
approval is hereby reconfirmed.
8. The Board President and the Project Team and other appropriate representatives of the
Board of Education (the “Board Representatives”) have heretofore been authorized, and such
authorization is hereby reconfirmed, to submit the educational plans, where required, and the
schematic plans for the Projects, together with such other information as may be required, to the
State Department of Education for approval and to make application to the Commissioner of
Education for approval of the educational plans, where required, the schematic plans and the
Projects and, if necessary, any required amendment to the long-range facilities plan, in
accordance with the requirements of the Act and N.J.A.C. 6A:26-2.1(f), 6A:26-2.3, 6A:26-3.1
and 6A:26-3.2.
9. The Board Representatives have heretofore been and are hereby further
authorized and directed to submit the plans and any other required information to the Planning
Board and the Department of Environmental Protection for review and comment, if necessary,
and such authorization and direction are hereby reconfirmed.
10. This Board of Education hereby makes the following covenants and declarations
with respect to obligations determined to be issued by the Business Administrator through a
public offering or private placement or through a conduit borrower on a tax-exempt basis. The
Board of Education hereby covenants that it will comply with any conditions subsequent
imposed by the Internal Revenue Code of 1986, as amended (the “Code”), in order to preserve
the exemption from taxation of interest on its bonds or notes if issued as tax exempt, including, if
necessary, the requirement to rebate all net investment earnings on the gross proceeds above the
yield on its bonds or notes. The Business Administrator/Board Secretary is hereby authorized to
act on behalf of the Board of Education to deem the obligations authorized herein as bank
qualified for the purposes of Section 265 of the Code, when appropriate. The Board of
Education hereby declares the intent of the Board of Education to issue bonds or temporary notes
in the amount not to exceed the amount set forth in the bond proposal approved by the voters as
set forth in Section 1 and to use the proceeds to pay or to reimburse expenditures for the costs of
the school capital projects authorized therein. This resolution is a declaration of intent within the
meaning and for purposes of Treasury Regulations §1.150-2 or any successor provisions of
federal income tax law.
11. The Board Representatives are hereby authorized to take all steps necessary to
implement this resolution. Any actions authorized herein and taken prior hereto are hereby
ratified. The Business Administrator is further authorized to act on behalf of the Board of
Education to make such determinations required of the Board of Education for the conduct of the
election as may become necessary.
12. This resolution shall take effect immediately.

RESOLUTION
IMPOSING HIRING FREEZE FOR SCHOOL YEAR 2018 - 2019
WHEREAS, Toms River Regional Schools District is subject to a reduction in State
School Aide extending from 2018-2019 through to 2025-2026 school year in the
cumulative amount of over $70,000,000.00; and
WHEREAS, the Toms River Regional Schools Board of Education is subject to a
two percent (2%) budget cap in each school year; and
WHEREAS, the Toms River Regional Schools Board of Education and the
Administration are diligently pursuing means and methods of filling the budgetary gaps
caused by the substantial reduction in State School Funding Aide; and
WHEREAS, with respect to the remainder of school year 2018-2019, Personnel
Budget, the Toms River Regional Schools Board of Education resolves as follows:
RESOLVED, that the Superintendent of Schools shall immediately implement a
Hiring Freeze of any new employee across the board on all departments, positions,
administrative, educational, custodial, transportation and consultant;
BE IT FURTHER RESOLVED, that the Superintendent of Schools is granted
authority, with advice and consent of the Toms River Regional Schools Board of
Education, to grant exception in those rare and unusual circumstances where exceptions
are necessary for delivery of Essential and/or Mandated Services both educational or
administrative;
BE IT FURTHER RESOLVED, that no vacant position existing as of January 1,
2019 shall be filled and no new positions shall be created, except in limited
circumstances for Essential and/or Mandated Services. Existing positions that become
vacant due to retirement, resignation or termination may be filled, if such position will
impact Essential and/or Mandated Services;
BE IT FURTHER RESOLVED, that the vacancies created by retirement,
resignation or termination and/or the growth of services may result in increased
workloads and responsibilities for existing administrative and/or educational employees,
under such circumstances compensation stipends may be approved for such employees;
BE IT FURTHER RESOLVED, that positions created and funded by grants shall be
exempt from the Hiring Freeze;

SUPERINTENDENT COMMENTS
Superintendent Healy stated On November 12, students, staff, and families across
Toms River Regional Schools celebrated Veterans Day, with many joining Toms
River Township for its annual Veterans Day Parade. School-based ceremonies
throughout our district, parades, and guest veteran speakers helped provide our
schools a welcome opportunity to show their support for the men and women who've
helped protect and defend this country. It is an opportunity for us to not only celebrate
and honor our veterans but to educate our children on the sacrifices our veterans have
made to preserve our safety and the freedoms we enjoy each day.
This morning Veteran and Board President Russell Corby, Board Vice-President
Joseph Nardini and Veteran and Board member Dan Leonard and joined me at Walnut
Street Elementary School to celebrate the partnership between Walnut Street
Elementary and the Vietnam Veterans of America Chapter 200 as we continue this
year as Barbara Tracey's 5th grade class at the school helped organize a food drive
within their community.
It all started about 30 years ago when Danny Bogota, now a veteran himself was a
student at Walnut Street Elementary and his father, Ron Bogota, a member of the
Vietnam Veterans Chapter 200, partnered with the school on a food drive and the
tradition continues to this day, 30 years later.

Superintendent Healy stated Frank Falcetta (formerly of Toms River, New Jersey)
passed away on November 9th, 2018. Frank worked for 45 years in at Toms River
Schools as an elementary, intermediate and high school teacher, and also as an
elementary school principal. He served as a Guidance Counselor, Vice Principal at
Hooper Ave Elementary School, and principal at East Dover Elementary School.
On behalf of our Central Office Administrative Team and our Board of Education I
would like to sincerely wish every member of our Toms River Regional family a safe,
restful and happy Thanksgiving break, where you count your blessings and focus on
what is most important in life and that is enjoying precious time with your family and
friends.

Budget & Finance Committee – Mr. Horgan
The Budget and Finance Committee of the Board of Education of the Toms River
Regional Schools met on November 14, 2018 at 1144 Hooper Avenue, Toms River, New
Jersey in Conference Room A at 6:30 P.M. Committee Chair, Mike Horgan, read the
following opening statement:

Board of Education of the Toms River Regional Schools. Notice of this meeting was

In addition to the Committee Chair, in attendance were Board members- Janet
Bell, Russ Corby, Gigi Esparza, Dan Leonard, Joe Nardini, Chris Raimann, Ginny Rhine,
Michele Williams, Superintendent- Dave Healy, Assistant Superintendents- Marc
Natanagara and Jim Ricotta, Business Administrator- Bill Doering and Board Secretary-
Wendy Saxton. The meeting was open to the public and an opportunity for public
comment was provided.
As we do every month, the committee reviewed the expenditures listed in the
Purchasing Agenda, which was posted in the Board’s Google Docs folder prior to the
Budget and Finance Committee meeting. The Purchasing Agenda also included items of
zero value, bids and resolutions. Questions were asked by various individual board
members, which were answered by Mr. Doering and other members of the
administration. The Purchasing Agenda for this month is in the amount of $2,325,498.27
for the 2018-19 school year. The Budget & Finance Committee is recommending the
approval of the Purchasing Agenda by the full Board.
The committee then reviewed the District lease, sponsorship and other rental
agreements and these are also being recommended for board approval.
The district’s emergency aid application submitted on August 16, 2018 for
restoration of the $2.4 million in 2018-19 State Aid that was cut in July 2018, was denied
in full by the NJ Department of Education. With the NJ DOE letter of denial dated
October 26, 2018, the gist of the basis of their denial is that they seem to feel we have
enough reserves and generate enough surplus to handle a $2.4 million aid cut. It seems
that we are again being penalized for running efficiently and for tightly managing our
budget. Their rationale for denial seems very short-sighted and fails to recognize the
impact this $2.4 million cut will have on future budgets. Because our aid was cut in July
2018, months after the NJ DOE had already formally approved our 2018-19 budget, we
had to increase the use of surplus and the use maintenance reserve funds to make up the
$2.4 difference. That meant that we had to use a total of approximately $5.6 million in

surplus and reserves to fund the 2018-19 budget. We warned the NJ DOE in our
emergency aid application that our reserves and surplus will be too low. This is not
sustainable and given the denial of our application, this makes the hole even deeper for us
to try and dig out of, and will expedite the negative impacts that our district anticipates
having to endure over the next several budget cycles.
The committee was again advised that preliminarily, the district estimates having
to make budget cuts of approximately $5 million in developing the 2019-20 budget. At
the December 2018 Budget and Finance Committee meeting, the 2019-20 Budget Goals
will be presented and discussed.
Building & Grounds Committee – Mr. Nardini
The Buildings and Grounds Committee of the Board of Education of Toms River
Regional Schools met on November 14, 2018, in Conference Room A at 1144 Hooper
Avenue, Toms River, NJ, beginning at 7:10 P.M.
Committee Chair Joe Nardini read the following opening statement: “Good
evening and welcome to the Buildings and Grounds Committee Meeting of the Board of

In addition to the Committee Chair, in attendance were Board members Janet Bell,

and Michele Williams; Superintendent- Dave Healy; Assistant Superintendents- Marc
Natanagara and James Ricotta; Business Administrator- Bill Doering; Manager of Capital
Projects- Mark Wagner, Manager of Facilities- Peter Tomko.
The meeting was open to the public and an opportunity for public comment was
provided.
ESIP and Referendum Update
Mr. Wagner explained that ESIP projects are progressing well and receipt of
proposals for retro-commissioning occurred today. Five firms submitted proposals that
are currently in review. The bids for the Lighting project is due December 7, 2018. A

hopeful award will be made at the December meeting. The boiler project at HS South
has been completed and is operational. Bid dates have been established with Maser for
the boiler replacements at East Dover, West Dover, and Washington Street Elementary to
ensure summer 2019 construction of those projects. CHP plan review of documents is
expected to be out to bid in early January.
Old Business discussion:
1144 Hooper Avenue has received bids to replace the fire pump assembly and fire alarm
panel. Costs for this are from the enterprise fund. Recommendation for bid award
forthcoming.
HS North generator replacement bid specifications are being developed, with the majority
of this project funding coming from FEMA.
High School North Auditorium chiller pipes and HVAC repair project has been
completed and 3 Paxton secure access door systems have been installed on exterior doors
of HS North.
G-Max testing results have arrived for all locations. As expected, the rating has gone up
over the years. Quotes are out for repairs. Work will be scheduled for completion prior to
the spring sports.
Beachwood Elementary playground equipment installation will begin within the next
week.
New Business discussion:
November break projects included newly installed tile flooring in cafeteria A of Silver
Bay Elementary, security camera installation at 1144 Hooper, Intermediate South gym
and cafeteria ceiling remediation, HS North security door Paxton systems, and many
window repairs at various buildings throughout the district. Phase 3 CO detector
installation (District Wide), Concrete work at HS North is 90% complete and concrete
work at the Bennett Complex has been completed.
1144 Hooper Avenue is in need of insulation at the floor area at the underside of the
second-floor overhang. This project is supported by Enterprise funds. Facilities are
requesting permission to bid this project. When insulation is completed, a more durable
soffit material will be installed.

The Dave Marion Bridge replacement project in conjunction with Toms River Township
is in progress to receive quotes for a survey and should be going out to bid once the
documents are prepared.
Testing of the dry sprinkler system in the attic at Citta Elementary School is out for quote
and remediation if found positive for acid producing bacteria.
President Corby asked the committee to express their thoughts on the referendum
that was temporarily tabled at a previous meeting. After much discussion of Central
Administration and Board of Education members, it was determined that we must move
forward with the full referendum proposal at this time since priority 1 projects are long
overdue to be completed. A resolution to hold a referendum vote must be presented and
approved at the November 20, 2018 Board of Education meeting for a January 22, 2019
referendum. A subsequent resolution to be presented in December 2018 would detail the
structure of the referendum question as well as the final bond proposal, estimated costs
and amount of financial support from NJ DOE.
Environmental:
123 Walnut Street monitor well-testing results should arrive soon.
Intermediate South remediation of ceiling areas in the gym and cafeteria occurred over
the November break to remove visible build up around some exterior walls.
At North Dover Elementary, an abandoned underground tank is still being addressed by
Maser as they do an analysis of DEP data.

A Personnel Committee Meeting of the Board of Education of the Toms River
Regional Schools took place at the Administrative Offices, 1144 Hooper Avenue,
Conference Room A, Toms River, New Jersey on November 14, 2018 at 6:00 p.m. This
meeting is not publicly advertised as the committee reviews personnel information which
includes names of individual staff member as well as possible new staff members.

The meeting was opened at 6:00 p.m. by Gigi Esparza. David Healy,
Superintendent, discussed with the members recommendations for extra-curricular
positions being recommended for employment at the board meeting on Tuesday,
November 20, 2018.
OCSBA Delegate Board - Mr. Leonard & Mrs. Williams
Mr. Leonard and Mrs. Williams attended the New Jersey School Board Association
delegate meeting to discuss issues throughout the State. Mr. Leonard stated the State is
looking at regionalization and consolidating some of the smaller districts throughout the
State to save money and moving towards a full funding special education programs for
districts no matter the size. Mr. Leonard has also been elected as the alternate member
position representing the Ocean County School Boards Association on the New Jersey
School Boards Association Board of Directors to advocate on behalf of our District and
the rest of the County. Mrs. Williams added the State is also looking into Pension and
Benefit reform.

A. Recommend approval for The Eleventh Annual Toms River High School
Roll with the Indians Invitational Bowling Tournament on December 15,
2018. The event will take place at the Ocean Lanes in Lakewood, NJ. The
event will be at no cost to the Board of Education.
B. Recommend approval for R.W.J. Barnabas Health Arena to host a Toms
River Basketball Showcase. This event will take place on January 26, 2019
at the R.W.J. Barnabas Health Arena. The boys’ basketball teams from
Toms River East, North and South, along with fellow Shore Conference
member schools will also be a part of this event. The event will be at no
cost to the Board of Education.
C. Recommend approval for the Head Boys’ Basketball Coach at High School
South to host the 17th
Annual Basketball Tournament. The tournament will
