The Hon'ble Minister for Labour has made the following announcementon 16.08.2016 in the floor of Assembly during the budget session 2016-17;

2. In the letter read above, the Director, Tamil Nadu SkillDevelopment Corporation j Director of Employment and Training, has statedthat, in order to motivate the students, and to enable the institutions andindustries to come out with creative designs of new products and innovativeworkable ideas for Industry and service sector, there is a need to provide aplatform for encouraging innovations, showcasing skills and recognition oftalents. participate in Open State Skill Competition during the State skill summit atChennai every year as detailed below:-

i) The competition will be conducted on the branches of MechanicalEngineering, Electrical& Electronics Engineering, Electronics &Information Technology in the following categories

Category- I1. Graduates from ITls / Polytechnics from Colleges/ universities.2. Apprentices completed training industries under

apprentices Act 1961

Category - IIEmployees of Industries

Category -IIISkilled persons with short term trainingSkilled persons with practical experience / Unorganized Sector.

ACTIVITIES INVOLVED1.Logo for the Skill Summit.

2.Name for the Skill Summit.

3.Conducting District level Skill Competition.(a) Formation of Organizing Committee under the Chairmanship of

District Collector.(b) Identification and approval of assessors for the Skill Summit.(c) Declaration of results

4. Conducting Open State Skill Summit

5. Formation of Organizing Committee under the Chairmanship of Director ofEmployment and Training.

The Logo and name of the Skill Summit shall be decided by the State LevelOrganising Committee.

ii) District level Skill Competition.

The District level Skill Competition will be conducted in the respectivenodal Industrial Training Institute campus. If the required facilities arenot available in the Industrial Training Institute campus, thiscompetition could be conducted in Government Engineering IPolytechnic Colleges in the District. The Principal of the Nodal IndustrialTraining Institute, will make necessary arrangements to publish pressrelease I advertisement about the Skill Competition through DistrictCollectorate and invite applications from eligible candidates mentionedfor different branches and categories of participants.

Organizing Committee

An Organizing Committee will be constituted with the followingmembers:-

District Collector ChairmanPrincipal, Nodal Industrial Training Institute - Member ConvenerRegional Joint Director of Training MemberRepresentative of District Industrial Centre - MemberRepresentative from Higher Education(Engg Colleges I Polytechnics) Member

Representative of Director of IndustrialSafety and Health Member

Resource person from Industry MemberRepresentative of Small ScaleIndustry Association Member

Functions of the Committee:-1. Venue and date of conducting the competition.2. Mode of advertisement ( Press Release, Display banners at prominent

places, pamphlets, local TV and FMRadio, through BDOIVAO I RI ).3. Scrutinization of the applications received and send letters to

participate in the competition to eligible candidate.4. Identification and approval of assessors.5. Declaration of results and forwarding the winner details to Director of

Employment and Training.6. Calling for Feed backs and suggestions for further improvement if any.

iii) State Level Skill SummitThe State Level Skill Summit will be conducted at Trade Centre,

Nandambakkam, Chennai for two days. On the first day, Open State Level'Skill Competition will be conducted and on the second day the followingactivities will be carried out.

Conference:Conference on Skill Development Programmes in Tamil Nadu (Topics:

Improving the skill ecosystem in Tamil Nadu, International best practices inskill development, Best practices in skilling in India, Skill mela for key sectorsin Tamil Nadu- options and opportunities). This Conference will be conductedby TNSDC in collaboration with Industry Associations.

Moderator and Panelist:Corporate Leaders, Renowned Academicians and Eminent Personalities

from around the World shall be invited for the Conference to deliver theirspeech on Skill development Initiatives and topics mentioned above.

e. Send letters to winner at district level to participate in the competition.f. Identification and approval of assessors.g. Declaration of results.h. Distribution of awards through Hon'ble Minister for Labour.i. Feed backs and suggestions for further improvement if any.j. Any other works related to Skill Summit.

iv) After completion of District level Skill Competition, Open State LevelSkill Competition will be conducted within 3 months. If there is any change indate and venue, it will be decided by the organizing committee.

v) To assess the best candidates in each of the branches and categoriesat the district level and State level, one assessor from the Industry in therelated engineering sector and another one assessor from Academic field(Anna University or MIT, Chennai for State level competition) in the relatedengineering sector will be identified and they will jointly submit theirevaluation report to the respective Organizing committee and results will bedeclared. The winners Awards and Certificates will be issued by the DistrictCollector for the district level event and by Hon'ble Minister for Labour for theState Level Skill Summit.

4.Hence, the Director, Tamil Nadu Skill DevelopmentCorporation/Director of Employment and Training has requested theGovernment to issue orders on the following points:-

1. To permit to conduct District and State Level Skill Competition andOpen Skill Summit.

2. To sanction a sum of Rs 40.00 lakhs ( Rs. 13.12 lakhs for DistrictSkill Competition and Rs 26.88 lakhs for Open State SkillCompetition) through Tamil Nadu Skill Development Corporation.

3. To permit to constitute Organising Committees for District Levelskill competitions and State Level Skill Competition and to performthe functions as mentioned in para 3 above.

5.The Government have carefully examined the proposals of ManagingDirector, Tamil Nadu Skill Development Corporation / Director of Employmentand Training and issue the following orders:-

i. The Director, Tamil Nadu Skill Development Corporation / Directorof Employment and Training is permitted to conduct District andOpen State Level Skill Competition / Skill Summit as in para 3above.

ii. Sanction is accorded for a sum of Rs 40.00 lakhs ( Rs. 13.12 lakhsfor District Skill Competition and Rs 26.88 lakhs for Open State SkillCompetition / Skill Summit) from the funds allotted to Tamil NaduSkill Development Corporation.

iii. The Director, Tamil Nadu Skill Development Corporation / Directorof Employment and Training shall get ratification from Board ofDirectors of Tamil Nadu Skill Development Corporation for thesanction of funds.

iv. The Director, Tamil Nadu Skill Development Corporation / Directorof Employment and Training is permitted to constitute OrganisingCommittees for District Level Skill competitions and State LevelSkill Competition and to perform the functions as in para 3 above.
