Public Health clinics, pharmacies and doctors in communities across the Island will be providing free flu shots to people at high risk of complications from influenza and their close contacts as well as other vulnerable groups.

Public Health clinics open starting the week of Oct. 28, check with your local public health unit for details or online at www.viha.ca/flu.

 “People who are at high-risk can suffer severe complications or even death from influenza,” said Dr.

Dee Hoyano, Medical Health Officer for the Vancouver Island Health Authority. “The most common

complication, particularly for elderly people, is pneumonia, an infection of the lungs.”

Environment Minister Mary Polak today released government’s legislative proposal for a new Water Sustainability Act.

Following extensive stakeholder engagements over the past number of years, Polak is inviting all British Columbians to review the proposal and submit final comments before the act is introduced during the spring 2014 legislative session.

The proposed Water Sustainability Act will update and replace the existing Water Act, respond to current and future pressures on water, and position B.C. as a leader in water stewardship.

Since 2009, the B.C. government has engaged widely, and received suggestions

and ideas on an unprecedented scale and quality with more than 2,250 written submissions from individual citizens, First Nations organizations and stakeholder groups. This is the third time that government has invited British Columbians to comment on its proposals for a new Water Sustainability Act.

Consistent with the engagement feedback received to date, the Water Sustainability Act will make improvements in seven key areas, to:

n Protect stream health and aquatic environments.

n Consider water in land-use decisions.

n Regulate and protect groundwater.

n Regulate water use during times of

scarcity. n Improve security,

water use efficiency and conservation.

n Measure and report large scale water use.

n Provide for a range of governance approaches.

During the next four weeks, British Columbians are encouraged to share their comments through an online blog. In addition to the legislative proposal, there will be a number of successive blog posts about the proposed new act.

Participants can submit their feedback on the blog, or by email, fax or

post, until Nov. 15, 2013. All input received by the deadline will be

posted online. This feedback will help refine the final

legislation and will also assist government as it develops the subsequent regulations and plans for detailed implementation.

Polak said, “Modernizing the Water Act was a key commitment in our government’s election platform. We promised to engage with British Columbians one more time before introducing the proposed Water Sustainability Act into the legislature, which is why we are now asking them to review the legislative proposal and let us know what they think. It’s important we take the necessary steps today to ensure that our water stays healthy and secure for future generations.”

Lorne Hunter, chair of the Water Committee of the

British Columbia Agriculture

Council, added, “Sustainable local food production is dependent on access to a stable and affordable water supply.

“B.C. farmers and ranchers support updating the Water Act and hope that it will help protect our food producing capacity for future generations. We appreciate that the Ministry of

Environment has sought our input on the issue and look forward to ongoing discussion as the new act is finalized.”

Bruce Ingimundson, managing director, British Columbia Ground Water

Association, said, “The B.C. Ground Water Association is very pleased to see the upcoming enactment of the new Water Sustainability Act. We have been

seeking legislation in the form of reasonable regulations to protect the groundwater resource on which so many British Columbians depend. Having worked actively for several years with the Ministry of Environment towards this goal, it is with great anticipation that we look forward to the enactment of the new act and subsequent regulations.”

A good time was had by all at Highland’s second annual International Baccalaureate (IB) Programme retreat at the Vancouver Island Mountain Centre on Mt Washington.

“The mountain centre is a great place for our new IB students to get to know each other and to learn about the IB programme,” said Andrew Black, the IB coordinator at Highland. “The leaders led our students through a variety of team-building activities, including a night walk in Paradise Meadows. The teachers were able to talk to the students about the many opportunities the IB programme offers.”

Highland’s IB programme is unique in the North Island. It offers a rigorous post-secondary oriented academic

programme combined with an emphasis on international understanding and holistic learning, including community service.

Students in IB develop close friendships as they move through the challenging

programme together.“Our teachers aspire

to create a community within Highland’s IB program,” said Simone Bardonner, a first year IB student. As a new student to Highland, I was hesitant to attend the IB retreat. Yet, in two short days, complete strangers and old friends became a community. Through interactive teamwork activities and good, old-fashioned fun, our teachers helped us to

discover how much we had in common. We all shared the same spark: the desire to question, learn, share, challenge ourselves and make the world a better place. This is how we build our community.”

Students also had the opportunity to learn about the educational opportunities that make the IB Programme unique.

“One aspect of the

IB Programme that we discussed with the students at this retreat is Creativity, Action and Service,” said Rob Grantham, an administrator at Highland. “Over the 2 years of the Program the students are required to engage in volunteer service, creative, and physically-based activities that engage them in the community and the larger world.   

“In the coming months these students will develop and initiate plans to engage in a wide realm of activities based on their personal and group interests.”

An IB education provides excellent preparation for success at colleges or universities.

This year there were a lot of new faces and 665 � sh were brought in. Ryan Brown won the derby with a chum weighing in at 19.7 pounds. More than 540 tickets were sold and the event gets bigger every year. Anglers come and � sh the event from all over the mainland and on Sunday,

October 20th the main attraction was the events tent when all the prizes were awarded. This year the chum derby had 60 sponsors and the charity is Greenways Land Trust. For many, the derby is a family tradition

and the anglers who � sh each year keep coming back. Many of the prizes are donated and the ticket sales are increasing each year. Brent Hollink and his staff are busy the entire weekend and the anglers are happy with the � shing and entertainment. Coho � shing has been good as the fall run is on and the beaches are full of anglers throwing out spoons and � ies. If the rain comes the coho will move into the rivers and the � shing can be fantastic.

In my last column, I looked at how to find the right class if you’re new to yoga. This time, I’ll focus on finding the right teacher.

You’re thinking of attending your first yoga class, but you have no idea which one to try. Maybe you’re curious about why yoga is so popular, maybe your healthcare provider suggested it or maybe friends tell you how great it makes them feel. Whatever the reason, a bit of research will help ensure you have a good first experience.

First, contact some local teachers. Ask about their qualifications and how long they’ve been teaching. If they say that they specialize in a certain kind of yoga, ask them to explain what that means –

especially if it’s a term that means nothing to you, like Kripalu or Iyengar. Ask if their particular style is suitable for beginners.

Do you like the sound of their voice? You’ll be spending at least an hour in class listening to them speak. Do you easily understand what they’re saying, or is it an effort to communicate?

Let them know that you’re a novice, and tell them about any of your physical limitations. Ask if they offer variations for poses so you can pick what’s right for you, and find out if they offer a class for beginners.

If you’re already quite fit and want to

balance your strength with flexibility, you might be able to find a yoga class that’s designed for athletes. The self-awareness that develops with a

balanced yoga practice may also help you stay safe in your athletic pursuits.

It’s well worth your time to research the right class and teacher for you.

You’ll be more likely to continue, and to reap the cumulative health benefits that come from a sustained practice.
