G.S.R.848(E).-Inexercise of the powers conferred by clause (g) of sub-

section (2) of section 60 read with section 198 of the Railways A.ct, 1989 (24

of1989), the Central Government hereby makes the following rules further to '"-

ame~d the Indian Railways (Open Lines) General Rules, 1976, na.mely:-

1. Short title and commencement.- (1) These rules may be called.

the Indian~Railways(Open Lines) General (Amendment) Rules; 2009.

They shall come into force on the.date of their publication in the

Official Gazette.

2. Substi~ution of new rules for rules 3.65, 3.66 and 3.67.- In the0

Indian Railways (Open Lines) GenerarRules, 1976 (hereinafter referred to as

the said rules), for rules 3.65, 3.66'and 3.67, the following ru'es shall be

3.66. Use of warning signals.- When it becomes 'necessary te protect

a!l~obstruction in a blocl\, section, a signal may be used, as prescribed

by special instructions' under lpl~ 3.65, while ~the railway servant

proceed~ to place d~tonators.

3.67.,Knowledge~ and possession oLwarning,signals. - (1)(a) An

concerned raiJway servant on whom this duty is laid by the Railway

. Administration shall keep a}stoc~..ofsuch signal as may.be prescribed

by sp',ecialinstructiqri~ underrule 3.65;

(b! . th; Railway Administratlop shall beliresponsible for the ,supply,

ren~Fal and safe'"custQdy",Qf such §ignaIs as may",~bept;.escrib~g ~by

sp~cial instructions under rule 3~;65and for ensuring 'that their use is

properly understood;

(c) The Railway Administration shall suyply every Guard, Ld'co

Pilot, Patrolman and Gateman working on the Double 'or Multiple

line, Ghat, Suburb.in or Automatic Block Territories with such signal~ =

as may be prescribed by special instructions under nile 3.65. . .(2) Every railway servant concerned with the use of signals as

prescribed by special instructions u~der rule 3.65, shall have a correct

knowl~dge of their 1Jseand keep them ready for immediate use.

(3) Every raihy,ay servant shall see that the railway serva,nts i~ his'

charge cpncerned with the use of warning signals ,as prescribed. by ..

special instructions under rule 3.65, have a correct knowl~dge of their

3. Substitution of new rule for rule 3.78.- For rule 3.78 of the said.' -- " '"

(b) the Loco Pilot shall not, however, trust entirely to signal, but

al~ays be vigilant and cautious.
