Manifesto

The Haryana Pradesh Congress has always prioritised the interests of the state and has been ac-

countable to the people of Haryana. Under the Congress government, Haryana became the most developed state in the country by building upon fraternity, peace and happiness.

Haryana reached new heights of progress during the tenure of Congress Government but after five years of mis-governance by the BJP Government the situation of the state has become deplorable. Haryana now has the highest unemployment rate in the country, Law and order has collapsed en-

tirely. New industries have stopped coming to the state and even existing industrial units in the state are migrating out or are being shut down. Farmers are in distress, employees are being lathi-charged on the streets, highly educated students are forced to run from pillar to post to get a peon’s job, inci-dents of minors being sexually assaulted and violence towards women have become a regular occur-rence. People from the state are reeling under loans-everyone including the poor and the labouring class are in distress, and jobs and businesses have been eradicated.

The BJP did not fulfill the promises they made in 2014. Rather they have termed their own promises as ‘Jumlas,’- hollow election promises designed to fool voters.

The Haryana Congress is committed to rescuing the state from this misery. We dedicate this mani-festo for the upcoming assembly elections to the great people of this state, and this manifesto is a people’s manifesto which has been prepared as per the suggestions of the citizens of Haryana.

This is not only a Manifesto but an assurance document, through which we will fulfill the expecta-

tions of all sections of the state. We will immediately fulfill the promises we have made after the formation of the Congress Government in Haryana.

Women’s Upliftment1. We will provide 33% reservation for women in all Haryana state government jobs as well as private institutions.

2. We will provide 50% reservation for women in Panchayati Raj Institutions.

3. We will provide 50% reservation for women in Municipality, Municipal Corporation and City Councils.

4. We will give Women-owned properties a 50% rebate in House Tax.

5. We will start Separate buses for women in which there will be a woman driver and woman conductor.

6. We will provide widows, disabled, divorced and unmarried women with a Rs. 5,100 per month pension. We will also provide people of the transgender community with a Rs. 5,100 per month pen-

sion and ensure their right to lead a dignified life.

7. We will provide pregnant women Rs. 3,500 per month from the third month of pregnancy till the birth of each child and Rs. 5,000 per month till the child attains 5 years of age so that they are able to give themselves and their child nutritious food.

8. We will provide women of Haryana who have obtained graduate, post graduate, ITI, and poly-

technic training will be given a loan of up to Rs 10 lakh at 4% interest per annum for self-employment purposes.

9. We will improve hostel and transport facilities for women working in Special Economic Zones.

10. We will appoint a Rights Maitri (Adhikar Maitri) in every panchayat to work for women em-

powerment.

11. We will provide sewing machines, charkhas and interest free loans for related businesses to financially empower women.

12. We will provide women in Haryana with free education till college and will run special buses to ensure their security.

13. We will provide BPL women with Rs 2000 every month for “chulha kharch”.

14. We will open Women’s colleges at the Tehsil level.

15. We will provide free transportation for women in Haryana Roadways.

16. We will make the age for women to receive old age pension 55 years and will provide Rs 5100/month old age pension.

Rights of Dalits and Backward Sections1. The Congress party has always been committed to the all-round development of the Sched-

uled Caste (SC) community as per Babasaheb Dr Bhimrao Ambedkar’s statement that the most back-

ward of the backward communities and individuals in society should receive the same benefit of reservation. The Congress party believes in the principle of ‘antyodaya,’ i.e., ensuring justice for the most backward communities in society.

2. We will provide scholarships to students of the Dalit Community. We will provide Rs 12,000 annually to students from Class 1 to Class 10 and Rs 15,000 to students of Class 11 and 12who belong to SC and Extremely Backward Class under theDr BR AmbedkarMedhaviChhatraYojana. We will run large coaching centers which will provide free coaching for UPSC, HSSC and HPSC examinations. We will also establish English medium schools.

3. We will constitute a Scheduled Caste Commission.

4. In every village, we will provide 1 to 1.5 acres of land title from panchayati or government land to landless Dalit families, based on availability. Dalit families will be able to place a bid on the land and do community farming on it.

5. We will provide financial assistance of Rs 1.5 lakh for construction and Rs 50,000 for repair of houses to BPL families, under the Dr. B R AmbedkarAwasYojana

6. We will promote Safai Karamcharis as per their qualifications.

7. We will fill up the backlog for all the SC/ BC vacant posts in government, semi-government, boards, and corporations.

8. We will provide Rs 1 lakh as shagun amount to single women of SC, Extremely Backward Class,BPL families and Economically Weaker Sectionsontheir daughters’ marriage under Indira Gand-

hi BalikaVivahSahyogYojana.

9. We will provide Rs 5 lakh for construction of chaupals under SC- Extremely Backward Class Chaupal Scheme.

10. We will provide workers cleaning sewerage with Rs 5000 risk allowance per month and Rs 10 lakh insurance along with necessary safety apparatus.

11. We will provide free plots, a 100 square yard in size, to persons from SC and Backward Sec-

tions for the construction of houses as a part of the Mahatma Gandhi Basti Yojana.

12. We will post 50,000 SafaiKaramcharis to ensure cleanliness-35000 in villages and 15000 in cities.

13. We will constitute a SafaiKaramchari Welfare Board for upliftment and resolution of problems of SafaiKaramcharis.

14. As per the demands of the Kumhar Community, we will provide 1 acre land for soil. We will constitute a Board for artisans from Kumhar caste who make earthenware, carpenters, barbers, masons, painters, washermen, ironsmiths, weavers, and those rearing sheep and goats. We will further provide an interest-free loan of Rs 2.5 lakh for 5 years for persons belong-

ing to these communities.

15. We will increase the creamy layer limit for Backward Sections from Rs 6 lakh to Rs 8 lakh.

16. We will provide 27% reservation for Backward Sections in Class I and Class II jobs just as res-

ervation is provided in Class 3 and Class 4 jobs according to their population.

17. We will provide separate reservation of 5% for Nomadic, Semi-Nomadic, Tapriwas and Vimukt (Denotified) Tribes.We will also provide interest-free and guarantee-free loan of Rs 2 lakh to expand employment opportunities for them as per their occupation, and they will be included in ST or pro-

vided reservation separately.

18. We will ensure that Special SC Area Fund (SC Component) will only be used in SC Areas.

Youth & Promise of Employment

1. We will provide for one job for every family based on capabilities.

2. We will provide that unemployment allowance to be given until employment is secured. Unemployed Postgraduate degree holders will get Rs 10,000 per month and unemployed Graduates will get Rs 7000 per month.

3. We will ensure that 75% jobs will be given to the youth of Haryana in private sector industries and establishments.

4. We will get industries, small industries and businesses at the district level to reduce unem-

ployment and employment will be ensured for the youth of the same district.

5. We will provide rural and urban youth with loans of up to Rs 10 lakh with 25% subsidy at 4% interest rate per annum to establish collective milk dairies and units to produce milk products.

6. We will ensure that skill Development Centers are established for fulfilment of requisite skills as per the demands of people from villages through which employment will be ensured for youth of villages after training.

7. We will ensure that a loan with 20% subsidy for tractor, jeep, car, truck etc will be made avail-able to the youth for self-employment purposes.

8. We will ensure that free coaching will be given to students from all sections, for preparation for engineering, medical and other higher examinations.

9. We will ensure that 50% stamp duty is waived off on purchase of land in order to bring new industries in the backward districts.

10. We will ensure that examinations for government employment will be conducted in the local district of the applicant.

11. We will ensure that application fee for employment which has been incessantly increased will be reduced to moderate levels.

12. We will ensure that 50% reservation in employment in Shivalik Development Board, Mewat Development Board and other Development Boards is given to locals.

13. We will end interview systems for B, C and D category government jobs for the residents of Haryana so as to ensure selection based on merit and transparency.

Farmers1. We will ensure that farmers’ loans will be waived off within 24 hours of the first “kalam” and these benefits of loan waiver will also be provided for landless farmers.

2. We will provide farmers with land upto 2 acres with free electricity.

3. We will ensure that “Kisan Krishi Utpad Mandi” fee will be decreased from 2% to 1%.

4. We will ensure that annual installments for crop insurance will be paid by the government.

5. We will ensure that Farmers are paid timely and full compensation by insurance companies. Payment will be ensured before the next crop in all circumstances.

6. We will ensure a compensation of Rs 12000 per acre to farmers on account of crop failure due to drought, natural calamities etc.

7. We will increase the prices of less water-intensive crops and arrangements will be made at the block level for their marketing, in order to save both water and crops.

8. We will ensure that assessment for the benefit of crop insurance will be done for every farm-

er. Village level assessment will be removed.

9. We will provide for an enclosure to be made at an identified place so as to solve the problem of stray animals in the villages. We will turn the excrement and urine of these animal into commercial activities (Pesticide, Organic Fertliseretc) and some youths will be provided employment at the panchayat level in this process.

10. We will provide for farmers to be given free insurance for their milch animals.We will intro-

duce the highest price per quintal for Sugarcane. The government will take the responsibility of en-

suring that outstanding sugar mill payments of farmers are paid.

11. We will ensure that loans of upto Rs 1 lakh given to farmers, Backward Sections, SC and other sections of society are fully waived off by farmer and labour cooperative societies.

12. We will provide for a one-time financial assistance of Rs 5 lakh to dependent wives and chil-dren of farmers and Rs 3 lakh to dependent wives and children of farm labourers who have died while working on the field.

13. We will introduce online as well as offline systems for procurement of crops from farmers.

14. We will establish a modern Krishi Vigyan Kendra (KVK) in each district.

15. We will open Kisan Model Schools on the model of Navodaya Vidyalayas for children of farm-

ers at the tehsil level.

16. We will promote horticulture, animal husbandry and the dairy industry to increase farmers’ income.

17. We will ensure that every grain of farmers’ produce is purchased at optimum support prices.

18. We will provide for the expansion of old Johar lakes.

19. We will ensure that the payment to farmers for purchase of produce will be made through Arhtiyas. Metrics and online system will be simplified.

20. We will ensure that electricity connections for tube wells will be provided to farmers on a priority basis and the process will be simplified .

21. We will remove the limit that the BJP has put on the amount of crop procured per acre and every single grain will be purchased.

22. At present, the stubble that is left after Rabi and kharif crops are harvested is burnt by farm-

ers. We will make modern equipment available to farmers to ensure that no stubble remains. If there is stubble left on the fields, in order to avoid their burning, we will give a compensation to farmers for each quintal of stubble. This will also ensure a pollution-free environment.

Education

1. We will establish a university and a medical college in every district.

2. We will ensure that free coaching or tuition centres will be run in each village.

3. We will ensure that students of Class 10 are given Rs 12,000/annum scholarship and students of Class 12 are given Rs 15,000 scholarship on an annual basis.

4. We will upgrade Mewat Engineering College, Nuh (run by Haryana Waqf Board) and confer the status of a University.

5. We will ensure that residential schools up to Class 12 for girls are established in educationally backward areas.

6. We will run a special campaign for teachers’ recruitment.

7. We will ensure that Haryana’s culture and traditional art and music are conserved and en-

riched.

8. We will ensure that the curriculum is prepared to meet the needs of our time and arrange-

ments for career counselling are made.

9. We will ensure that once a person has passed the Haryana Education Eligibility Examination, it will be valid till employment is secured.

10. We will establish free wi-fi zones in every government institution.

11. We will operationalise a regulatory authority to regulate the fees of private schools and colleges.

12. We will ensure that Shiksha Preraks who have been removed from their jobs are employed and absorbed in Education and other departments.

13. We will establish a Sports University in Bhiwani for the upliftment and encouragement of sportspersons from Haryana.

14. We will establish a Horticulture and Forestry University in Yamunanagar.

15. We will simply the process of affiliation of Private Schools.

Healthy Haryana

1. We will provide health cards to every resident of the state along with free treatment to the poor.

2. We will provide modern ambulance facilities in every village and hamlet.

3. As soon as a Congress government is formed, De-Addiction Centres will be opened in every blockwhere free treatment, medicines and counselling from specialist doctorswill be provided. Some of the staff will be recruited from the villages also.

4. We will create De-Addiction Committees consisting of villagers, officers and social organiza-

tions at the block level.

5. We will constitute a Special Task Force (STF) of the Haryana Police to catch drug-addicted criminals faster.

6. We will ensure that Shaheed Hasan Khan Mewati Medical College and other government medical colleges are conferred the status of super speciality medical colleges and are equipped with ultra-modern machines.

7. We will provide relief from rising expenses of private hospitals and doctors’ fees.

8. We will ensure that medical facilities in government hospitals are enhanced and modernised.

9. We will provide free life-saving drugs to the poor.

10. We will provide modern ambulance facilities in rural and urban areas.

Irrigation

1. We will ensure the equal distribution of canal water in the entire state and arrangements will be made to carry water till the last farm (tail).

2. We will ensure that efforts are made for construction of the Sutlej Yamuna Link Canal by mak-

ing a strong case in the Supreme Court.

3. We will start the Hansi Butana Canal Project, which was conceptualised during the Congress government, keeping legal factors in mind.

4. We will ensure that efforts will be made to start the Dadupur Nalvi Canal Project again.

5. We will ensure that efforts will be made to complete the Lakhwar, Renuka and Kisaiyo Dam projects.

6. We will ensure that the Mewat Canal Project will be completed. Kotla Lake and other lakes will be reconstructed.

7. We will ensure that the capacity and water quality of the Gurgaon Canal and other canals which irrigate Haryana will be improved.

8. We will provide that the time schedule for water release in canals be reduced to 20 days and farmers be provided with water as per their requirements.

9. We will start a canal project to provide drinking water and irrigation from HathniKund Barrage to Narayangarh.

Trade and Industry

1. We will put an end to the inspector raj. No inspector from any department will raid any indus-

try, business establishment, or shop without official facts.

2. We will ensure that State GST (SGST) will be simplified. Congress will make efforts to end SGST on agricultural equipment for farmers and on essential tools for education.

3. We will constitute a Commission consisting of traders and industrialists to encourage trade and industry.

4. We will constitute a special Policy to encourage domestic and small industries.

5. We will establish special centres at the district level to promote young entrepreneurs so that enterprising youths are not forced to go out of the state.

6. We will ensure that GST-licensed businessmen/ other professionals with an annual turnover of Rs 50 lakh will be provided with Rs 5 lakh insurance. GST-licensed businessmen/ other profession-

als with annual turnover of Rs 1 crore will be provided with Rs 10 lakh insurance, and similar insur-ance will be provided for higher turnovers.

7. We will do the following to rejuvenate the plywood industry in Jagadhri, Yamunanagar and to promote other traders connected to this industry:

a) Market FeeWe will reduce the rate of market fee on Poplar, Safeda Tree and Firewood from 2% to 0%.

b) GST

We will reduce the existing tax of 18% on Poplar, Safeda (raw materials) and finished products (plywood).

Law and Order

1. We will constitute a Special Investigative Group to investigate corruption cases and scams, which will bring the guilty to justice in a rapid way in cases such as the Jobs Scam and Seed Scam.

2. We will make Haryana crime-free.

3. We will bring in a strong legislation on the subject of mob lynching. We will declare those who have been proved guilty in these crimes ineligible for government jobs.

Staff1. We will abolish the contract systems in all government departments and boards in the state and will conduct direct recruitment at DC rate laid down by the District Collector.

2. We will ensure that all workers in Haryana will be given salaries and allowances similar to that of Punjab.

3. We will endeavor to ensure that the best features of the Old Pension Scheme are applied as part of the New Pension Scheme.

4. We will ensure that the 7th Pay Commission will be fully implemented retrospectively from 1st Jan 2016.

5. We will increase the age of retirement from 58 to 60 years on the lines of the Central Govern-

ment.6. We will attempt to ensure that salaries and allowances of anganwadi, ASHA, Mid-Day Meal and NHM workers are brought closer to those of government staff.

7. We will ensure that all kinds of diseases are covered under cashless medical facility.

8. We will work towards settlement of all valid problems and irregularities related to the government workers.

9. We will ensure that those Graduate and Post-Graduate youths who were insulted by being inducted in Group D posts by the previous government, are adjusted in Group C.

10. We will settle the problems being faced by Primary Farmer Cooperative Committees.

11. We will regularise guest teachers, computer operators and lab technicians and such workers who are on contract.

Laborers1. We will ensure that after the formation of a Congress government in Haryana, the minimum wages will be as under:

● Skilled Workers: Rs 14000 per month● Semi-skilled Workers: Rs 13000 per month● Unskilled Workers: Rs 12000 per month

2. We will provide all labourers with Employee’s State Insurance (ESI) cards.

Electricity

1. We will reduce electricity rates to half and enhance the quality of power supply.

2. After the formation of a Congress government in Haryana, the domestic electric-

ity rates will be as under:

● Upto 300 units per month: Free● Above 300 per month: Rate will be halved

Rail and Metro1. We will ensure that work on Panchkula to Yamuna Nagar via Sadhaura/ Narayangarh rail line sanctioned during the last Congress government will be started.

2. We will ensure that work on Alwar to Gurgaon railway announced by the Congress at Mewat will be started.

3. We will ensure that Metro rail services will be expanded from Ballabgarh further to Palwal.

4. We will ensure that Metro rail service will be expanded from Gurgaon to Nuh (via Sohna).

5. We will ensure that Metro rail services will be expanded from Manesar to Rewari (via Daruera).

6. We will ensure that the railway line announced by the Congress government will be linked from Bhiwani to Loharu till furthure in Rajasthan.

7. We will ensure that Metro rail services will be expanded from Bahadurgarh to Rohtak.

8. We will ensure that Metro Rail Services will be expanded from Narela to beyond Rajiv Gandhi Education City, Sonipat.

Environment1. We will work towards the goal of making Gurgaon, Faridabad and other NCR areas pollution-free.

2. We will work towards getting of the traffic problem in cities.

3. We will develop modern parks in cities.

Social Security1. We will open Government Canteens named Indira Rasoi for poor people in every tehsil where meals will be made available at Rs. 10 per plate.

2. We will provide old age pension of Rs. 5100/month for all. The age for receiving old age

pension will be made 58 for males and 55 for females.

3. We will provide free travel for elderly in Haryana roadways.

4. We will provide the poor with rice and wheat at Rs 2 per Kg.

5. We will remove mandatory educational qualification for contesting elections for Panchayati Raj Institutions.

6. We will provide an honorarium of Rs 10, 000 per month for sarpanch and Rs 2,500 per month for panch.

7. We will provide an honorarium of Rs 12,000/month per month for the Chairman, Rs 8,000 per month for the Vice-Chairman and Rs 3,000 per month for Members of the Panchayat Samiti.

8. We will provide an honorarium of Rs 6,000 per month for Numberdars and Rs 8,000 per month for Chowkidars and Rs 2,500 as uniform allowance.

9. We will provide an honorarium of Rs 20,000 per month for Chairman, Rs 15,000 per month for Vice Chairman and Rs. 10,000 per month for Members of the Zilla Parishad.

10. We will provide an honorarium of Rs 25,000 per month for Mayor, Rs 18,000 per month for Senior Deputy Mayor, Rs. 15,000 per month for Deputy Mayor and Rs. 10,000 per month for Mem-

bers of the Municipal Corporation.

11. We will provide an honorarium of Rs 15,000 per month for Pradhan, Rs 10,000 per month for Deputy Pradhan and Rs. 8,000 per month for Members of the Nagar Parishad.

12. We will provide an honorarium of Rs 2,000 per month for former Sarpanch, Rs 5,000 per month for former ZillaParishad Chairman, Rs. 5,000 per month for former Chairman of PanchayatSamiti, Rs 8,000 per month for former Mayor, Rs 5,000 per month for former Senior Deputy Mayor and Rs 5,000 per month for former Deputy Mayor.

13. We will constitute a Commission for the welfare of Minority Communities.

14. We will provide the following allowances for Persons With Disabilities:● 100% disability : Rs 8,000 per month● 90% disability : Rs 7,000 per month● 80% disability : Rs 6,000 per month● 70% disability and below : Rs 5,000 per month

Respect to Military, Paramilitary and Police1. We will provide special amenities to martyrs of military and paramilitary forces who have sacrificed their lives for the nation.

2. We promise the families of martyrs that we will frame a Policy for their compensation and this Policy will include the entire salary and allowances along with the money for children’s education. We will provide members of families of martyrs with a government job and Rs 75 lakh as compensation.

3. We will ensure that children of ex-servicemen will be given 1% reservation in technical, med-

ical and other post graduate institutions.

4. We will ensure that Haryana police personnel will be given one day holiday in a week. We will ensure better workplace and facilities for Police personnel of Haryana.We will ensure that they will be provided with modern equipment and training to operate them.

Others1. We will ensure that heavy and arbitrary penalties being collected as per the new Motor Vehi-cle Law will be done away with by bringing amendments to the law.

2. We will ensure that separate boards and corporations will be made for the welfare of different sections and to implement welfare schemes for them.

3. We will provide for Gaushalas to be opened in every locality so that service can be done for cows. All gaushalas will be provided with an annual budget and local youths will also be provided with employment from these. We will provide training and financial assistance so that local youth can get employment opportunities from processing of cow urine and cowdung to make ayurvedic medicines, organic fertiliser and organic insecticide.

4. We will frame a Special Policy for junior and senior sportspersons.

5. We will ensure that Kutumb Pension is given to the first-generation descendants of freedom fighters.6. We will ensure that Electricians from Haryana who work in line and operations will be given Rs 2,000 risk allowance per month and Rs 10 lakh insurance.

7. We will ensure that Drivers from Haryana will be given special relaxation in issuing of heavy driving license, educational standards and terms for renewal.

8. We will ensure that relaxation will be given in the current road width standards by Haryana Agriculture Marketing Board in construction of roads in rural blocks.

9. We will decrease the fees for driving license, arms license and revenue department fees im-

posed which have been made exorbitant by the BJP government.

10. We will provide for 2,000 new buses to be included in the Roadways cluster for better conveyance facilities and KM scheme in the Roadways will be done away with.

11. We will improve the examinations system and conduct job recruitment in two stages, with first pre-screening and second mains examination so as to ensure transparency. We will start an employment desk in each district.

12. We will ensure that bus fare and road toll will be made free for press personnel in Haryana. We will provide Rs 20,000 per month pension for old and helpless journalists and cashless health facilities for all journalists.

13. We will ensure that arrangements for pure drinking water will be made in each household in every village of Haryana.

14. We will ensure that drainage and sewerage system will be improved in cities.

15. We will ensure that all the existing unauthorised colonies (as of 2019) will be legalised and basic facilities will be provided for all such existing colonies.

16. We will provide permission for construction of small commercial shops at the first and second floors in the HUDA sectors.

17. We will ensure that minimum energy bills are waived off for those factories or companies which have been shut down due to any reason.

18. We will promote the establishment of industries in all the Industrial Model Townships started in Haryana under the Congress government.

19. We will establish a new IMT in Ambala.

20. We will provide that 250 sqft developed plot per acre to land owners in lieu of acquired land by the Haryana State Industrial and Infrastructure Development Corporation and they will be given priority for jobs in the companies established there. We will ensure at least one job to every house-

hold whose land has been acquired.

21. We will start mining work in the districts of Bhiwani, Mahendragarh, Mewat and others after permissions from the Environment Department and employment will be ensured for the locals.

22. We will ensure that the Laldora of villages is expanded keeping in mind the increasing popu-

lation and needs of the villages.

23. We will ensure that enhancement will be levied only on the plottable area by the Haryana Urban Development Authority, and there will be no interest or penalty apart from this.

24. We will establish Solid Waste Management (SWM) in every city. In those cities where Solid Waste Management has stopped, it will be started again. We will make proper efforts towards the cleanliness of villages located near SWM plants.
