It gives me great pleasure to welcome you to the

October 2017 Executive Leadership Summit. This

forum is for leaders from across the health sys-

tem to explore the latest developments in

healthcare IT – namely, how digital strategy and

real-word implementation is meeting challenges

across the NHS.

Our delegates are CIOs and CCIOs in the NHS

and leaders from NHS England and NHS Digital.

Together, they navigate a packed agenda de-

signed to maximise learning opportunities and

ignite debate around the most important issues

facing healthcare IT. This kind of face-to-face

engagement is powerful and can galvanize sig-

nificant improvements within organisations.

We are honoured to kick off the summit with a

keynote address from Matthew Swindells, Na-

tional Director: Commissioning Operations and

Information, NHS England, who will give

attendees an update on NHS IT strategy. This will

be followed by a workshop on measuring digital

maturity with HIMSS Analytics, including an ex-

ploration of the globally-renowned EMR Adop-

tion Model (EMRAM) and Continuity of Care Ma-

turity Model (CCMM) measurement tools, with

John Rayner, Regional Director, HIMSS Analytics.

Rachel Dunscombe, CEO of the NHS Digital Acad-

emy and newly appointed chair of the HIMSS UK

Advisory Board will give a briefing on the plans

for the new academy. This will be followed by a

session by Peter Knight, Executive Director, Ox-

ford University Hospitals NHS Foundation Trust,

on the trust’s journey to Global Digital Exemplar

status.

Matthew Swindells

National Director: Operations and Information, NHS England

Matthew joined NHS England in May 2016 from the Cerner Group, where he

worked as Senior Vice President for the Population Health and Global Strate-

gy.

He has over 15 years' experience in health and care services and has worked

in the Department of health as Chief Information Officer and as Senior Policy

Advisor to the Secretary of State for Health. Prior to this, he served as a Princi-

pal Advisor in the Prime Minister's Office of Public Health Service Reform.

Matthew began his career at Guys and St Thomas' Hospital in the early 1990s

and went on to become Director of Clinical Services of Heatherwood and

Wexham Park Hospital, and later Chief Executive of the Royal Surrey County

Hospital in the early 2000s.

He is a visiting professor and chair of the advisory committee in the School of

Health Management at the University of Surrey and member of the Editorial

Board for the Journal of Population Health Management.

Peter Knight Chief Information and Digital Officer, Oxford University Hospitals NHS Foundation Trust

Before taking up the newly created role of Chief Information and Digital Officer

and being appointed as a Senior Fellow of Health Informatics at Oxford Univer-

sity, Peter was Deputy Director at the Department of Health for Research Con-

tracting, Information Intelligence and Stakeholder Engagement working for the

Chief Medical Officer Professor Dame Sally Davies.

Prior to joining the Department of Health in 2007, Peter was the Executive who

led the introduction of Cerner at the Winchester and Eastleigh NHS Trust,

among his other operational and board responsibilities. Winchester was subse-

quently merged with North Hampshire Hospital Foundation Trust in 2014.

Peter will build on significant recent investment in the Trust's technology infra-

structure to help transform healthcare, research and education in Oxfordshire.

NHS Chief Information Officer, NHS England and NHS Improvement

A joint appointment between NHS England and NHS Improvement, Will is

tasked with providing strategic leadership across the whole of the NHS to en-

sure that the opportunities that digital technologies offer are fully exploited to

improve the experience of patients and carers in their interactions with health

and social care; the outcomes for patients; and improved efficiencies in the de-

livery of care.

Prior to this role, Will was Chief Information Officer at the Royal Free London

NHS Foundation Trust for six years where he was the board level director re-

sponsible for all aspects of the information management and technology agen-

da and the Trust’s Senior Information Risk Owner (SIRO). During the Trust’s ac-

quisition of Barnet and Chase Farm Hospitals, Will was an executive director of

both organisations tasked with leading the creation of a single informatics func-

tion prior to the acquisition.

Will first worked in the NHS in Wales and Northern Ireland during his placement

year from university, before taking up an analytics role at St. Mary’s NHS Trust

in London on graduation. In addition to senior roles in the NHS, Will has worked

Trust. In this role, she is responsible for the technology vision, strategy and op-

erations for one of the most top-rated trusts in the United Kingdom. Salford

Royal is a dual Vanguard site, an ICO and Centre of Digital Excellence. She is also

Strategic CIO for Salford Royal Group which includes Pennine Acute Hospitals

NHS Trust - one of the largest NHS organisations in the NHS - and CEO of the

NHS Digital Academy.

Rachel serves on the international advisory board of KLAS and is founding

CHIME ambassador in the country. She ranked #8 on CIO Magazine’s CIO 100

list in 2016 and also Talent Unleashed most disruptive CIO in Europe 2016. She

also acts as an exam board reviewer and examiner for Prince2, ITIL and MSP.

Steve Lieber

President & CEO Emeritus, HIMSS

Steve Lieber is the outgoing President and CEO of HIMSS. A seasoned healthcare manage-

ment executive, Steve brings to HIMSS more than 30 years of experience in healthcare -

primarily in healthcare association management. Since 2000, Lieber has served as Presi-

dent and CEO of HIMSS WorldWide and related organisations. Steve not only serves on

the Board of Directors of HIMSS and its related corporations, but he also sits on numer-

ous other corporate, non-profit and coalition boards and groups. He was one of the

founders of the Certification Commission for HIT and the Health Information Technology

Standards Panel - two U.S. federally funded initiatives at the foundation of the U.S. in-

teroperability effort.

As a nationally recognised commentator on health policy, in general, and specifically on

healthcare IT trends and issues, Lieber is a regular speaker and contributor to corporate

strategic planning efforts, government-sponsored policy efforts, private sector initiatives

and other non-profit organisations. Lieber was recognised between 2004 and 2012 as

one of the top 100 most influential people in US healthcare.

Lieber previously served as CEO of the Emergency Nurses Association (ENA) for nearly

nine years before accepting a position with the American Hospital Association as Vice

President, Division of Personal Membership Groups. Prior experience includes Vice Presi-

dent of Operations for the Illinois Hospital Association; Senior Budget Analyst for the Illi-

nois Bureau of the Budget; and Assistant Administrator, Research and Statistics for Arkan-

sas Social Services.

Wolf has served in significant roles that have advanced the impact of technology on

healthcare. As an advisor, thought leader and consultant, he continues to lead interna-

tionally in the realm of health policy and technology adoption to increase access and

improve care outcomes. A key architect in the development of content, research and

user interfaces for video on demand and broadband, Wolf is a pioneer in consumer

engagement. He has contributed his unique approach and insights to the birth of the

digital health era, combining traditional enterprise strategies with an end-to-end or-

ganisational view, while keeping the patient as the central focus. Among his many are-

as of expertise are integrated care models, mHealth, product development, marketing,

distribution, information technology and innovation implementation.

Wolf became President and CEO of HIMSS in September 2017, and will assume full du-

ties of President and CEO by the end of the year. He succeeds H. Stephen Lieber, who

in December 2016 announced his plans to retire as HIMSS President and CEO after

more than 17 years of service to HIMSS.

John Rayner

Regional Director, HIMSS Analytics for Europe and Latin America

John is Regional Director, Europe and Latin America at HIMSS Analytics, after a

30-year career in the NHS, starting out as a clinician and ending up as CIO of a

major shared services operation. John is responsible for overseeing the Europe-

an division for HIMSS Analytics, including the global assessment models such as

EMRAM (EMR Adoption Model) and CCMM (Continuity of Care Adoption Mod-

el) and DIAM (Digital Imaging Adoption Model).

Mark has over 20 years' experience as a GP in West Yorkshire. He has a long-

standing interest in informatics, health policy and system redesign, which has

led him to work nationally for the last 10 years in a number of clinical leader-

ship roles including the Department of Health, the Cabinet Office and most re-

cently, as Executive Medical Director of the NHS Information Centre. He is cur-

rently supporting HIMSS UK as its Chief Medical Officer.

As National Clinical Director at the Department of Health, Mark was in charge of

primary and community care systems and led work on clinical record standards

and clinical contents. At the Cabinet Office, he led the work on health data

transparency. Mark has also been Medical Director for the Choose and Book

Programme.

Andy Kinnear

Chair, BCS Health and Care Executive

Andy Kinnear is Director of Digital Transformation at NHS South, Central and West Commissioning Support Unit. He has over 25 years' experience in the NHS improving the health and social care system.

In March 2016, he was appointed as Chair of BCS Health and Care, alongside his

other roles which include: Programme Director at Connecting Care Partnership,

Local Delivery Advisor at NHS Digital and Programme Director at Connecting

Care Partnership.
