Principal`s Message.
It gives me immense pleasure to pen a few words about this great
academic institution of district Swabi. When I took over charge as principal,
I received unconditional cooperation from the staff, students and local
elders of the area for the welfare of the college. After I saw the spirit and
enthusiasm of these people I made a strong resolve to work for the
amelioration of the students and staff of this college. For this purpose I
decided to provide a peaceful and congenial environment to the students of
the college. In this connection I was extended great help and unconditional
cooperation from my worthy staff, the District administration, including the
District Police Officer and the Deputy Commissioner Swabi. Consequently
the gates of the college premises were closed on all the intruders. Moreover
I focused on the infrastructure of the college and tried my best to provide all
the needed facilities to the hostel students because the hostel was in a
shabby condition at that time.
Next some minor repair work was also made at the college, including
construction of the entrance road, white washing the college boundary wall,
hostel, mosque and the front of the college. The impressive examination
hall has also been renovated. I have tried my best to provide the latest
available books to the college library to fulfill the needs of BS students in
the various departments of the college. I have also decided to provide my
students with the facility of a digital library to be connected to the world`s
renown universities to fulfill all their needs. I have also taken the bold step
of introducing BS programme in all the disciplines in the coming semester
for the session 2016-17, for which a solid scheme of studies has already
been prepared and at the moment the college is successfully running BS in
Physics, Chemistry, Botany, Political science, Economics and English. BS
Urdu and Mathematics will also be operative in the coming session, i-e
2016. We have tried our best to equip the talented students of the area by
providing them quality education at their door step with the minimum
possible expenditures.

supportive environments, access to library and modern computer
technology, students` access to rules, admission, financial support and
counseling in the course and career selection. The existence of sound
financial position, use of available resources for the development of
academic environment, availability of the best infrastructure and collegial
harmony among the college community further contribute to the attainment
of our goals.

love, respect, hope, faithfulness, happiness, and service.
GPGC SWABI-A Brief History:
Before 1962 the students of Swabi had the only option of studying at
Govt: College Mardan due to the absence of any college in the area. In
order to provide the best possible education to the poor but talented students
of the area, Begum Mehmooda Saleem Khan, the then education minister
for West Pakistan, ordered for the construction of an Inter College at Swabi.
The initial classes of the said college were started in the building of
government primary school Swabi on temporary basis. The hospitable and
education loving Yousafzais of Swabi, especially of village Maneri, donated
an entire land of 110 canals to the government for the construction of the
said college at Gohati village, situated along the main Swabi Mardan road.
After fulfilling the codal formalities of transferring the land in the name of

the college, the construction began immediately and within a short period of
one year the impressive building of the college was completed under the
benign supervision of the local elders. As soon as the construction was
completed, the classes were shifted to the newly constructed college
building from government Primary School Swabi in 1963.
Initially Pre-Medical, Pre-Engineering and Arts Classes were
offered at Inter level. After two years, Bachelor Degree courses were
offered in Chemistry, Botany, Zoology, Mathematics and Physics. With the
passage of time other courses were offered both at Inter & Degree levels. In
1990s a huge science block was added to the college building. After a long
and hard struggle of the teachers and students, the college was upgraded to
Postgraduate level in 2003 with two subjects i.e. Political Science &
Economics for which a separate post Graduate Block was constructed. At
present BS classes are held here while Postgraduate Classes have been
discontinued.
In 2010 BS programme was introduced in Physics and soon the
programme was extended to four other disciplines i.e. Chemistry, Botany,
Economics, & Political Science. The college has now been transformed
from conventional annual system to semester system, and BS programme
has been started in all major disciplines. The college has shown brilliant
results at examinations of all levels. Various top positions of University
have been repeatedly clenched by the students of this college. It is hoped
that the college will soon be a full-fledged Degree awarding institute.
Affiliation: The College is affiliated with BISE Mardan and at Degree and
BS level with University of Swabi.

introduce B.S programme in 2010, giving us a successful batch of

3 - Department of Botany:- Swabi is the land of agriculture because
its soil is extremely fertile, and is thus very suitable for agriculture. So, the
services of this department cannot be ignored for this institution. There is a
well-established lab and a botanical garden for the practical work and
experiments of the students. It introduced its BS programme in 2013.

5 - Department of Computer Science:- Computer has become an
integral part of our lives. The role of computer in educational fields
became more important with the advent of internet, because internet
cannot be accessed to without a computer. Moreover, our business and
commercial sectors have also benefited from computer since its
invention. A modern student is incomplete without the study of
computer as a subject; it is why computer department is an established
department at our college.

6- Department of Statistics: - The vital importance of statistics in
every field of life is undeniable. Everyone is indebted to the services of

12- Department of English:- There are many reasons to learn English,
but because it is one of the most difficult languages to learn, it is important
to focus on exactly why it is you want to learn English. Since most of the
advanced study books & courses are in English it is why we give much
importance to the study of English as a subject at the college. We have an

students.

16– Department of Pashto:- Department of Pashto is as old as the
college itself. This department has always arranged various scholarly

17 - Department of History:- History is the totality of all past events. It
is the written record of what is known of human lives and societies. It has a
vast scope covering culture, customs, language, literature, religion and

intellectual movements. Department of history is one of the oldest
departments at this college. History, as a discipline, is taught at inter level.

18- Department of Law:- The study of Law is very important for all
educated people. Civilized societies frame their laws and teach the citizens

21- Curricular and Co-curricular Activities:
Being a District Head quarter College, GPGC Swabi remains a hub
of various curricular and co-curricular activities during the whole
academic year. As mentioned before that being the biggest college of the
area, it is the first choice of the students of the whole district for Inter,
Degree and Master Level admissions. Since the college admission policy
is very transparent and merit is given the first priority at the college due to

which the college has always shown brilliant results at all academic
Levels. It has produced a number of distinguished students who enjoy
high position in government and private sectors at present.
In order to encourage the talented students, the college annually
holds functions in which “Talent Awards” are given to the position
holders. In this connection such a function was arranged in 2015 which
was honoured by the presence of Mr. Muhammad Ali Shehzada, the then
Secretary Higher Education, Archives and Libraries Department Govt: of
Khyber Pakhtunkhwa. The honourable Secretary expressed his great
pleasure to be among the talented students of GPGC Swabi. He, while
addressing the students, advised them to fully dedicate themselves to their
studies to better serve the nation. He assured the college administration of
his full cooperation to provide all the needed facilities at the college with
in his powers. He thanked the college Principal for giving him the
opportunity to share his thoughts with the talented students of the college.
He distributed the “Talent Awards” among the position holders in the
academic and sports fields.
Along with these function, the college literary society arranges
seminars and symposiums on current issues to which prominent scholars are
invited to share their precious views with the students of the college. The
students actively participate in these functions, performing different positive
activities on the stage to entertain the distinguished guests, their worthy
professors and their colleagues.
A part from these academic activities, the college serves as a spear
head in arranging different co-curricular activities as well, in which the
college has shown outstanding performance. The college arranges different
sports activities at Board, Directorate and University level. The college has
won many sports titles at all the above mentioned levels. It has produced a
number of national and international level players due to its active
participation in various games. The two national cricket team players Mr.
Junaid Khan and Mr. Yasir Shah are the product of this college. In the same
way Mr. Akhtar Ali, the national volleyball team player is also the product
of this college.
During the class room Lectures; there exists a formal contact between teachers and students, limited to the teachers of the relevant subject. Guidance groups are, therefore, formed to make this contact informal & friendly in its scope. Students are divided in small groups and each group meets once a week under the guidance of the member of teaching staff. The students discuss literary, educational, individual and collective problems in an informal manner with their tutor. This creates an atmosphere of better understanding. Tutorial groups may arrange tours/excursions. All these activities expand the mental horizon & outlook of the student. Tutorial:- A tutor maintains the academic co-curricular, personal & family record of each student attached to him. He examines his training and educational evaluation and through the chief tutor, keeps contact with the parents of each student.

College Magazine:- The college publishes a magazine every year by the
name of Hund, which is the expression of the thoughts of the students in
three languages i.e. English, Urdu and Pashto.
Library and Reading Room:
A valuable asset of the college is its library. The overall collection
of the library books is about fifteen thousand, which are issued to the
students for a fortnight period. This period may be extended, provided the
same book is not required by another student. A student can borrow one
book at a time & is liable to a fine of rupee 1 per day if he fails to return it
in due time. In case of loss of a book or any damage to it, the student
concerned has either to replace it or deposit three-fold price in the Govt:
treasury. Journals, reference and text books may be studied in the library
but cannot be borrowed. The library reading-room has adequate reading
facilities where journals and newspapers are placed for reading. Complete
silence is observed in the reading-room. Noise and disturbance must be
avoided.
Proctorial Board:- A Proctorial Board is constituted by the Principal to
ensure discipline within the college premises and even outside of the
college when necessary. The Boards is composed of the following Officers:

The board is to ensure safe and conducive teaching environment by
maintaining discipline. Those students who violate the rules or irritate
discipline are fined by the board.
Social Work:-
Social work is a compulsory program for all regular students of Degree Classes including BS.
Every participant of social work will carry out those projects which are organized by the college administration.
That student who does not perform the social work activity their names will be forwarded to the University of Swabi and they will not be allowed to sit in the examination.
College Hostel & Mosque:
There is a students` hostel and a mosque in the college. The hostel has the capacity to accommodate about 80 students of distant areas. When the session is started, applications are given to hostel warden and after a thorough scrutiny, hostel rooms are allotted. Successful students deposit hostel dues variable according to government`s decision. Those

boarders who violate rules of the hostel are fined/expelled according to rules.
It may, however, be mentioned that hostel is a facility and not a matter of right.
ADMISSION:
Admission to the college is conducted strictly in accordance with the rules and regulations, framed by the provincial Higher Education Department, BISE Mardan and University of Swabi. Admission forms to the candidates are made available just after the declaration of results by the Board/University. The College Admission committee announces the last date for the submission of the application forms in each case.
The college offers admission in the following programmes.
1 - F. Sc Part – I (Pre-Medical) Physics, Biology, Chemistry
Eligibility Criteria:- SSC Science group with minimum 45 % marks.
2 – F. Sc Part – I (Pre-Engineering) i. Physics, Maths, Chemistry

3 – 1st year General Science Group: Stats, Maths, Economics

F.Sc (General Science) for BS in Maths, Statistics, Economics.

GENERAL ADMISSION RULES AND REGULATIONS

1 – Admission process starts on the date announced by the admission
committee and continues according to the schedule of BISE
Mardan/University of Swabi at the relevant levels.
2 - In case of availability of Online admission facility for a particular
level of studies, candidates shall apply online and hard copies of their
application forms along with required documents shall be submitted to
college.
3 - The application form duly filled by the candidates shall be supported
by attested photocopies of the following documents:
a. SSC Certificate for admission at any level of studies.
b. Detailed Marks/provisional Certificate of the last exam passed.
c. Character certificate issued by the learning institution last attended:
Where the candidate has passed the last examination in private
capacity such certificate shall be signed by a gazetted officer.
d. Domicile Certificate.
e. Self/father CNIC/Form B
f. Three passport size colour photographs.
g. Quota eligibility certificate in case a candidate applies for a
specified quota notified by the government, e.g. Sports, Disable, or
Higher Education Employees Khyber Pakhtunkhwa (College
Subsector) quotas, etc.
h. Migration certificate for candidates having passed their last
examination from other than BISE Mardan/University of Swabi.
i. Affidavit as per specimen.
Note: - Migration certificate-(h) and affidavit in light of Supreme
Court decision for refraining from politics-(i) will be obtained from the
candidates at the time when their admission is confirmed.
4 - Applications which are not received within due date, shall not be
considered for admission.
5 - The principal may keep 10 % of the total number of seats in each
faculty for 15 days for meritorious students who may not turn up for
admission within the prescribed time for admission due to unavoidable
circumstances. The minimum marks declaring a candidate as
meritorious will be determined by the concerned committee of the
college.
6 - If a student applies for admission one or more years late (maximum
upto three years) then he/she shall produce an affidavit to the effect that
he/she has not been admitted to any college/institution previously and
he/she is availing the opportunity for admission for the first time.
7 - Students passing in supplementary examination are not eligible for
admission in the academic year in which he/she has passed the
examination.

8 – Students who failed in any class or did not appear in the
examination or discontinued their studies are not allowed readmission in
the same or lower class.
9 - Students failed in one or more subject are not allowed to take
admission in Part-I/1st semester of intermediate, Degree,
Postgraduate or BS classes.
10 – Students placed in “E” grade in SSC exam are not allowed
admission in 1st year in any faculty/group. Candidates who obtain less
than 45 % in the last examination passed are not allowed admission to
3rd year / Degree Part – I or BS 1st Semester.
11 – General conditions as well as condition specific to particular
faculty/group of subject for admission to the intermediate, Degree, BS
and Postgraduate Level are those set by the BISE Mardan or
University of Swabi for the relevant level, faculty or subject.
12 – No regular admission in any class is allowed to a candidate who
has already passed equivalent examination in another faculty/group or
subject.
13 – Candidates who fail to confirm their seat by depositing the required
fee within the specified period shown on any merit list shall lose their
right of admission and his/her seat will be allotted to the next candidate
in order of merit. However, if such candidate (s) turn for admission at a
later stage and vacant seats are available then such candidates may be
given opportunity before offering admission to next candidate(s) having
lower stage on the merit list.
14 – A.
For Intermediate Part-I/1st year and two years Degree Part-1/3rd year,
admissions are awarded on the basis of the following allocations:
i. Seventy Eight percent (78%) of the total number of seats are
reserved for local candidates of the area in which the college is
situated.
A candidate is defined local to a college if he/she
a. is domiciled of district Swabi.
b. is child/spouse of an employee of the federal or provincial
government serving in the district of Swabi.
c. has passed the last exam from a feeding school/college of the area
situated in district Swabi.
ii. 10 % seats are reserved for candidates of areas other than district
Swabi provided they have obtained A or A1 A+ Grade in the last
examination passed.
iii. Five percent (5%) seats at each level are reserved for the children of
the employee of the Higher Education Department Khyber
Pakhtunkhwa (college subsector) on provincial basis.

iv. Two percent (2%) seats are reserved for disable candidates on
provincial basis.
v. Five percent (5%) seats are reserved at each level for sports quota on
provincial basis. These seats are reserved only for the games which
are available and offered by the college.
vi. Seats falling vacant under any quota will be allocated to quota for
local candidates.
B. i. In case of admission to the postgraduate or BS classes, 50 % of admission at each level, i.e. BS 1st Semester and Postgraduate Previous / Part – I shall be made on the basis of open merit while 50 % shall be reserved for local candidates of the area as defined under 14: A (i)(a,b,c) above.
ii. Seats falling vacant under one quota as defined under
14:B (i) shall be allocated to the other quota.
C. One seat in each faculty over and above the allocated total seats is
reserved for Afghan refugees. However, such candidates shall submit
their applications through proper channel.
15- Twenty extra marks are awarded to Hafiz-e-Quran. Such candidates
shall not only support their claim by the relevant certificate but they
shall also have to pass the recitation test conducted by the relevant
admission committee.
16- Five marks per year are deducted from the obtained marks of a
candidate who passed the last examination in the previous year(s). Such
procedure is limited for the candidates who failed to get admission
during the previous three consecutive years only.
17- Merit list of sports quota for the game(s) the facility for which is
available in the college will be prepared on the basis of performance of
candidates in sports, which will be measured as below:

iv. Students admitted on sports basis shall be required to submit an
undertaking that they will actively participate in the college sports
team, failing which their admission shall stand cancelled.
18. UPPER AGE LIMIT
a. Male candidates:
b. The upper age limit for male candidates for admission to various
levels/classes, except sports quota, shall be as under and shall be
counted with respect to the closing date for receipt of
applications for admission to the concerned level of faculty.
1. 1st year 19 years
2. 3rd year / BS 1st Semester 22 years
c. For admission on sports quota maximum age shall be considered
one year less than the age limits shown above.
ii. Female Candidates:
There is no age limit for female candidates for admission to
any level/class except under sports quota, which is as under:
a. 1st year 18 years
b. 3rd year / BS 1st Semester 21 years
19. Age Relaxation
Overage candidates (except under sports quota) can apply for
relaxation in the upper age limits for up to three years by giving
cogent reasons for availing such relaxation. Application for age
relaxation must be submitted before the closing date of
submission of application forms, whether online or manual.
b: The provisional admission shall stand cancelled if the
relaxation in upper age limit is not granted by the competent
authority within 30 days of making such a request.
20. Cancellation of Admission. Admission in the college shall
stand cancelled under the following circumstances.
i- If any information given by the student in his admission form is
found to be incorrect at any stage.
ii- If a student fails to attend the classes within 10 days of the start
of session.
iii- If a student is found to be professional agitator. or has been
struck off from any educational institution on disciplinary
grounds.
iv- If as student is practically involved in Politics.
v- If a student admitted on sports basis either does not submit an
undertaking that he/she will actively participate in the college
sports team, or does not participate in the sports activities of the
college.
vi- On the request of the student provided the request is made within
a specified time period notified by the admission committee.

21. Struck off on Account of Absenteeism.
A student who remains absent for more than six consecutive
days without approved leave shall be struck off the college rolls
without any notice.
22. Re-Admission
A student whose admission is cancelled or whose name is
struck off on the basis of long absence can apply for re-
admission to the Principal within 15 days of the issue of such
notification. The Principal may allow his re-admission on
payment of the Re-admission fee/Admission fee and any other
outstanding dues.
Re-admission for the second time in a current academic
session shall not be generally allowed. However, genuine and
deserving cases may be submitted to the Director Higher
Education on the basis of valid documentary proof with the
condition that the applicant can make up for his shortage and can
fulfill the requirement of 75 % attendance during the remaining
period of the session. Such students shall pay all the Government
fees and Pupils Fund except security and BISE/University
charges.
23. Change of Subject
Change of faculty is not allowed. However, change of
subject is allowed subject to the following conditions:
i- The student must apply for change of subject within 21 days of
the start of the classes at each level of studies.
ii- Change of subject is allowed only within a faculty or group of
subjects.
24. Migration
Migration to or from the college may be allowed by the Principals of both the colleges subject to the conditions:
i- that the applicant is seeking migration from a college situated beyond 16 kilometer of this college.
ii- that the request is based on genuine grounds like parents/spouse transfer, family shifting, family enmity or marriage duly supported by documentary proof.
iii- marks obtained by the candidates in the last examination passed are not less than the minimum marks obtained by a regular student of that class.
iv- the migration is within the prescribed time period of BISE Mardan/University of Swabi.

ii. Internal Evaluation Charges & Rs 500/- Per semester are
also collected from BS students.

F. INSTRUCTIONS REGARDING COLLEGE DUES
i. All dues must be paid in advance by the students seeking admission to the Part-I of their respective course.
ii. 2nd year 4th year students have to deposit all the dues before the commencement of their classes.
iii. Roll Numbers of Board/University examination are issued only when a student clears his dues and has the required number of attendance at his credit.
iv. BISE Registration Fee and Sports Fee is payable by 1st year Students only.
v. University Registration Fee, Social work Fee and Sports Fee, if any, is payable only by the 3rd Year / 1st Semester / Master 1st year students only.
vi. Students studying Computer Science at any level shall also pay the
Computer stationery charges in every year/semester of their studies.
vii. Security should be claimed within one month of the termination of
the public examination, otherwise it will be forfeited in favour of the
government.
26. Fee Concession and Scholarship
i. Deserving Students within the ambit of 10 % of the total strength
are given fee concession.
ii. Deserving and meritorious students are also granted financial
assistance/prizes from pupil`s Fund.
iii. Besides these, Scholarship like MORA, Fuji Foundation, FATA,
Punjab Educational Endowment fund, Frontier Education
Foundation, Pakistan Bait Ul Mall Scholarship etc. are also
floated from different agencies.
iv. Only one financial assistance is to be availed at one time.
v. Any of the above privileges is withheld in case a student is short
of the required attendance, remain willfully absent from the
class-tests or internal examination or shows poor result.

Award of Scholarship to BS Students.
From the government of KPK Endowment fund, the students
of BS four Years Degree program are awarded scholarship as
per given criteria:
a. The student must be enrolled in Public Sector College.
b. Not the recipient of any other Scholarship.
c. Monthly income or father/guardian from all sources is not more
than Rs. 50000/-
d. The Scholarship program starts from BS 2nd semester.
e. The students with excellent performance in 1st semester shall be
refunded admission in addition to the scholarship awarded in
2nd semester.
f. Have secured at least 65 % (CGPA 3.0) in the last attended
exam.
g. Each discipline will be awarded eight scholarships.
h. The students fulfilling the above criteria will give application to
the Principal who is to constitute a scholarship scrutiny
committee for this purpose.
i. In case a student drops out or quits his/her scholarship shall
cease and left over funds shall be returned to the Higher
Education Department.
j. It is for six month with Rs. 1500/- per month.
27. UNIFORM
Male
Winter: White Shirt and Shalwar with Navy blue Coat and/or
Cardigan and black shoes and socks.
Summer: White Shirt and Shalwar with black shoes.
Female
Winter White Shalwar and Qamees with black shawl,
Cardigan, Shoes and Socks
Summer White Shalwar Qamees Dupatta and black Shoes
with white/black Socks.
Note: The college administration reserves the right to prevent any
student dressed in improper uniform from entering into the
college premises. College uniform is obligatory for all students.
28. MINIMUM REQUIRED CLASS ATTENDANCE
At least 75 % attendance of the delivered lecturers is
compulsory for a student in theory and practical classes in each
subject, Students falling short of 75 % attendance in any subject
shall not be allowed to take the annual public examination of the
board/university.

29. IDENTITY CARDS
The college identity card is issued to all students within
fifteen days of their admission. It is binding upon every student
to obtain the college identity card and display it on their chest
during the college hours. In case of loss or spoilage, a duplicate
identity card is issued on payment of a fine of Rs. 50/-
30. SOCIAL WORK
Some work of social welfare for at least three weeks during
two academic years is must for the degree students. Social work
may include cleanliness and beautification of an area, look-after
the play grounds and lawns or some other assignments of social
interest inside/outside the college premises.
31. CODE OF CONDUCT
It is binding upon every student of the college to follow the
following rules and regulations:
i- Every student is bound to observe the religious obligations and
to show tolerance for other religions, beliefs, customs and
traditions. Promoting communal, regional and religious
disharmony among students or college staff is strictly prohibited:
ii- Every student has to be loyal to the ideology of Pakistan and is
not allowed to commit any actions which may damage the
honour and integrity of the motherland.
iii- Every student has to demonstrate tolerance, patience, and
politeness in his dealing with teachers and fellow students.
iv- Every student should respect the college teachers and the college
administration and abide by the rules and regulations introduced
from time to time. Any form of harassment of any student or
other employee of the college or visitor is strictly prohibited.
v- Every student should pledge to keep his mind and body clean
and must demonstrate good manners and should develop the
spirit to help and serve his fellow students.
vi- Every student must receive his education keenly and participate
in sports and co-curricular activities with honesty and sincerity.
vii- Every student must take care of the public and college property
and persuade others to do so:
viii- Every student, for any personal concern, has to directly contact
the concerned incharge. Improper interference in the academic,
administrative, sporting, social or other activities is strictly
prohibited.
ix- Every student shall regularly observe the college and class
timing and shall ensure his/her regular presence in the classes

such that his/her attendance shall not fall short of the required
attendances of the public examining bodies.
x- Every student shall regularly take class tests and home
examinations:
xi- Every student must come to the college in the college prescribed
uniform:
xii- Every student must provide correct information to the college
administration, whenever required.
xiii- Every student must observe all the rules regulation related to the
class-room, common room, library, lawns, playgrounds and
hostel.
xiv- Every student must abstain himself from using unfair means in
the class tests, home examination and public examination.
xv- Smoking, consuming or possessing alcoholic drinks or other
intoxicants, gambling, possessing or using any weapons in the
college premises and unauthorized audio/video recording /
photography is strictly prohibited:
xvi- Every student shall pay all the college, board, or university dues
well in time.
xvii- Taking part in politics and wearing of any badge or cap of
political parties/federations within the college premises is strictly
prohibited:
xviii- Display of any sort of poster/banner in the college building or
boundary wall is not allowed:
xix- No student shall facilitate unauthorized entry of any person into
the campus of unauthorized occupation of any portion of college
premises, including hostels either himself or by any person:
xx- Female students are not allowed to use or keep cellular phones
except allowed by the college administration under special
circumstances.
xxi- Every student shall observe the cultural and social norms of the
society:
xxii- Parents/guardians of the regular students and ex-students can
visit the college after 11:00 A.M. for any official work.
In order to ensure the code of conduct and discipline, the
Chief Proctor, and the staff proctor may extend the range of
duties of the proctorial monitors to check indiscipline and
indecency among the students even outside the college premises.
32. ACCOUNTABLE IRREGULARITIES
Students are required to observe and maintain a reasonable
standard of conduct. Any act of misconduct committed by a
student inside or outside the campus shall mean the violation of
the college discipline resulting in penalties of different

intensities including expulsion, rustication or struck-off from the
college.
i- Disruption of, or improper interference with, the academic,
administrative, sporting, social or other activities of the college
including any attempt to prevent any staff member, student or
visitor of the college from carrying on his or her work;
ii- Violent, indecent, disorderly, threatening, defamatory or
offensive behavior or language and use of abusive and
derogatory slogans or intimidatory language whilst on college
premises or elsewhere;
iii- Any form of harassment of any student or other employee of the
college or visitor to the college whether in person, in writing, by
email, via the internet or otherwise, whilst on college premises
or whilst engaged in any college activity;
iv- Fraud, deceit, deception, dishonesty or forgery, tampering with
or misuse of the college documents or records, identification
cards, etc.;
v- Furnishing false certificates or false information to any office
under the control and jurisdiction of the college.
vi- Action which causes or is likely to cause injury or impair safety
on college premises;
vii- Misuse or unauthorized use of college premises or items of
property or damage to, or defacement of college or associated
property or the property of other members of the college
community caused intentionally or recklessly or by negligence,
and misappropriation of such property.
viii- Engaging in any attempt at wrongful confinement of teachers,
offices, employees and students of the college or camping inside.
ix- Breach of the provisions of the policies, Codes, Rules and
Regulations of the college.
x- Smoking, consuming or possessing alcoholic drinks, dangerous
drugs or other intoxicants in the college premises;
xi- Indulging in acts of gambling in the college premises;
xii- Possessing or using any weapons such as knives, laties, iron
chains, iron rods, sticks, explosives and fire arms of any kind in
the college premises;
xiii- Unauthorized audio/video recording/photography of a learning
or other activity;
xiv- An act of ragging which includes the action of teasing, playing a
practical joke upon someone, display of noisy, disorderly
conduct, teasing by rough or rude treatment or handling,
including such activities which causes or likely to cause
annoyance, undue hardship, physical or psychological harm or
raising apprehension or fear in a fresher or asking the students to
do any act or perform something which cause him/her shame or
embarrassment or danger to his/her life;

xv- Conduct which constitutes a criminal offence (including
conviction for an offence) where that conduct; (a) took place on
college premises, or (b) affected or concerned other members of
the college community, or (c) damaged the good name of the
college, or (d) itself constitutes misconduct within the terms of
this Code;
xvi- Any act of moral turpitude;
xvii- Failure to disclose name and/or other relevant details to an
officer or employee of the college in circumstances when it is
reasonable to require that such information be given;
xviii- Failure to comply with a previously-imposed warning under this
code or any other Policies, Codes, Rules and Regulations of the
college;
xix- The deliberate false activation of a fire alarm or fire
extinguisher;
xx- Unauthorized occupation of hostel, rooms or unauthorized
acquisition or use of college furniture in one`s hostel room or
elsewhere;
xxi- Causing or colluding in the unauthorized entry of any person
into the campus or in the unauthorized occupation of any portion
of college premises, including hostels by any person;
xxii- Arousing communal, caste or regional feeling or creating
disharmony among students or college staff;
xxiii- Tearing of pages, defacing, burning and destroying of books of
the college library;
xxiv- Any offence under law;
xxv- Using or committing an attempt for using unfair means in class
test and home examination;
xxvi- Pasting of posters or distributing pamphlets, handbills etc. of an
objectionable nature or writing on walls and disfiguring
buildings;
xxvii- Disobeying teachers or college administration;
xxviii- Neglects his academic work or other assignments and without
any reason absents himself from the class;
xxix- Does not clear his college dues in time;
xxx- Indulges in politics;
xxxi- Any other act which may be considered by the Principal or the
college Discipline Committee to be an act of violation of
discipline.
33 OFFICERS AUTHORIZED TO TAKE DISCIPLINARY
ACTION
The following persons are authorized to take disciplinary action
by way of imposing penalties as specified under the heading Range of
Penalties.
i. The Chief Proctor

ii. Disciplinary Committee
iii. Principal of the College
iv. College Council
Any penalty enumerated under the handing ‘Range of Penalties’
may be imposed by the Principal or Chief Proctor of the college upon the
recommendation of a Teacher. Head of the Department, Librarian, Imam-e-
Masjid, Hostel Warden, college controller of examination, Incharge Sports,
Head of any college society, Discipline Committee and College Council.
34 RANGE OF PENALTIES
The following penalties may, for act of indiscipline or
misconduct or for sufficient reasons, be imposed on a student,
namely:
i. Written warning and information to the guardian
ii. Fine from Rs. 100 to 500
iii. Suspension from the Class / Department / College / Hostel /
Mess / Library or availing of any other facility.
iv. Recovery of pecuniary loss caused to college property
v. Debarring from participation in sports, debates, different
societies, academic or refreshing tours and other such activities
vi. Disqualifying from holding any representative position in the
class/college/Hostel/Mess/Sports/Clubs and in similar other bodies.
vii. Hostel shift and between Morning/Evening shifts
viii. Expulsion from the college / Department / Faculty / Hostel /
Mess / Library / Club for a specified period
ix. Debarring from an examination
x. Issue of Migration Certificate
xi. Issuance of character certificate with adverse remarks
xii. Prohibition of further admission or re-admission
xiii. Struck off the college rolls for the current academic year/session
or for any extended period
35 SUSPENSION OF STUDENTSHIP
Any student against whom a charge of misconduct has been
initiated may be suspended from the college by the Principal which
shall continue till the final decision of the competent authority. A
review of disciplinary action/actions initiated against a student
would lie with the officer issuing the order, within seven days, and
an appeal would lie against the orders of the authorities mentioned
in these Rules to the college council.
36 AMENDMENT AND ANNULMENT OF RULES:
The Principal in consultation with the college council is
competent to amend the rules or regulations, except those related to
admission policy, in the interest of the institution.
37 BAN ON POLITICAL ACTIVITIES

In the light of Supreme Court verdict which reads as under.
“Students’ indulgence in political activities in the college shall be strictly
prohibited.”
“We, therefore, hereby direct that at the time of admission to an
educational institution the student and his parent/guardian shall give an
undertaking that the student shall not indulge in politics failing which he
shall not be allowed admission. And if after the admission, he violates such
undertaking i.e. “indulges himself in politics” he shall be expelled from the
institution without any further notice. All the educational institutions shall
henceforth seek and obtain similar undertaking in respect of all existing
enrolled students”.
It is explained that the finding with regard to “indulgence in
politics” given by the head of institution under his seal and signature shall
be final and shall not be questioned except only before the Supreme Court.”
The specimen of undertaking given on the following page has to
be filled and signed by the student and his father/guardian on judicial paper
and attested by a competent authority to be produced at the time of
interview/admission.
Unless a candidate is granted admission to the college, there is
no need of producing the undertaking along with the admission form. It
should be produced at the time of interview/admission.
NOTE:
Every effort has been made to provide updated information in
