-i;Minutes ofthe Circle Relaxation Committee (CRC)meeting held on 25-05-2017 toconsider the cases of engagement in GDScadre on Compassionatel:round.

The Circle Relaxation Committee (CRC)met on 25-05-2017 to consider the cases

of engagement in GDSPosts on Compassionate ground. The CRC is composed of thefollowing»

1) Smt. A. Ghosh, Chief Postmaster General, W.B.Circle - Chairman.

2) Smt. J. Charukeshi, PMG,Kolkata Region - Member.

3) Sri J. Lalrinsailova, DPS (HQ) - Member.

2. The members of the Circle Relaxation Committee were informed of the following

points for consideration of the cases of compassionate engagement in GDSposts to thedependents of the deceased GDS(s).

a) As per Directorate's guidelines contained in Communication No. 17-17/2010 _

GDSdtd. 17-12-2015 the relative merit points based on the following attributes of thedeceased GDShave been assessed.

i) Number of Dependents.

ii],Outstanding liabilities for Education of dependent children.

iii) Outstanding liabilities for Marriage of dependent daughters

iv) Left over service for discharge.

v) Own agricultural land & House.

vi) Family earnings of members of family per month.

vii) Discharge benefits.

viii) 20 Grace Points, ifwidow applied for compassionate engagement.

b) (i) In accordance with Directorate's. Communication No. 17-17/2010-GDS dated

17.12.2015 all requests for compassionate engagement would be considered by the CRC

on application of the relative merit points prescribed by the Directorate in hard and

deserving cases only subject to availability of the vacancy for the purpose and

fulfillment of the terms and conditions of the GDS Posts. Threshold for 'hard anddeserving cases' would be 36 points.

The said revised provision will be given effect to taking the date of death of the

GDSas cut off date where there is eligible member in the family on that date and date ofconsideration by the CRCin other cases.

(ii) Corrigendum with reference to Directorate's letter dated 17-12-2015 issued

under Directorate's letter No. 17-17/2010-GDS dated 10-6-2016 states that lithe revised

, provisions will be given effect from the date of issue of these instructions in resp~ctof

those cases considered in CRCsheld after 17-12-2015. Cases already settled before 17-12-2015 need not strictly be reopened."

c) As per Directorate's circular dtd. 14.01.2015 the revised educational

qualification for engagement in all approved categories of GDS posts would be

Secondary School Examination pass certificate of 10th standard conducted by any

recognized board of school education in India and the candidates for approved

categories of GDSwill be required to furnish at least '60 days duration basic compurs­

training certificate from a recognized computer training Institute. As per Directorate's

clarification dtd. 30.11.2015 the Educational Qualification prescribed vide Directorate's

letter dtd. 14.01.2015 would be applicable on the date of consideration of the cases by

the CRCas compassionate appointment is a part of regular mode of engagement to GDSposts.

d) Directorate's communication no. 17 - 39 / 3 / 2012 - GDSdated 14.01.2015

regarding consideration of married sons as dependent family member for the purpose

of compassionate engagement to GDSpost states that "A married son shall also be

considered as one of the dependents of the Sevak for the purpose of compassionate

engag,ement where the married son resides with hi-sgrandparents / parents along with

his wife and children and is dependent on the parents for livelihood and other needs

provided he possess the required educational qualification and computer knowledge."e) (i)

In accordance with Directorate's communication no. 17-17/2010-GDSdated 01-08-2011, the existing ceiling of 10% (prescribed for cornp. engagement inDirectorate's communication dated 14-12-20-10) is removed.

(ii) Further in accordance with Directorate's communication 17-17/2010-GDS

dated 01-08-11 all cases that are more than 5 years old or in which there is/are earning

members in the joint families hithertofore considered initially by the CRC and

prescribed to be referred to the Directorate for approval would also be decided by theCRCconcerned without further reference to the Directorate.

(iii) As per Directorate's communication no. 17-17/2016-GDS dated 16-11-2016 all

the powers to grant appointment on compassionate grounds, have been delegated to

Circles. Hence, by all means, no such reference is required to be made to this Directorate

and it also orders that the entry age to the GDSposts shall be raised up to 40 years of

3. I. The members of CRC have gone through the records of cases and considered the

cases of 54 (Fifty-four) candidates as detailed in ANNEXURE-Aand find that following 37

(Thirty-seven) 'hard and deserving cases' are fit for recommendation for compassionate

engagement in GDSposts as per their educational qualification and ages applicable for

GDSpost in accordance with Directorate's communication no. 17-39j6j2012-GDS dated

14-01-2015 and 17-17 j2016-GDS dated 16-11-2016 respectively. Such recommendation

is subject to final verification of the genuineness of the certificates and eligibility criteria

of the candidates before engagement by the appointing authority.
