Last membership meeting of the Germany-based IAQ

Dear colleague Savard,

According to the procedure established to correctly transfer the Administrative Office of IAQ fromFrankfurt (Germany) to Milwaukee (USA) we had to dissolve the “Germany-based” IAQ and toestablish IAQ a new there. The members (except the German members) were asked to leave theformer and join the latter in order to facilitate the transfer. When this was done, we could convenea meeting of the remaining members without any difficulty to obtain the quorum stipulated by ourconstitution to make a legally binding decision to dissolve the Germany-based IAQ.

This took place in Munich on May 9th. In attendance were Acns Hansen, Masing, Mangelsdorfand Schnauber. Acns Sörensson and Zeller were not able to attend due to other important com-mitments. The members attending had proxies for another 4, so 8 votes were present. AcnHansen was elected to chair the meeting, Mr. Woerner from the DGQ-HQ, himself a lawyer, tookthe minutes. The decision was unanimous, as expected. Acns Masing and Zeller were elected toact as “liquidators”. This is stipulated by the laws of this country in case a non-profit organizationis dissolved. They have to handle all financial and other business that may arise within one yearafter the dissolution. Not much work is expected, though.

Having accomplished their task, the German members nowwant to join the US-based IAQ. A notice in our CONTACTshould bring our members à jour about was has happened.

A picture was taken of the participants which I include. It maynot be fit for reproduction, because it was taken on colourtransparency-film and printed on paper with the usual loss ofbrilliance. But I thought it may be interesting in the context ofan important milestone in the history of our IAQ.

Introduction

Chairman Kondo opened the meeting on 10May at 2 PM and wished the IAQ memberswelcome to the meeting and the planned

meeting on 11 May, for which an early start wasproposed.The Acns stood up in a minute of silence inremembrance of Acns who have passed away.

President report

The President report by President Bertin wasabout the relocation of the administrative office

from Frankfurt to Milwaukee and ASQ. The samemorning there was a mail from Acn and HonoraryMember Masing with latest news on actions takento dissolve the German-based IAQ. Now the legalwheels are turning for the remaining issues to betaken care of, for example liquidation of theGerman-based IAQ, handing over of theremaining funds and sending files and other IAQbelongings to Milwaukee. It will take some timebefore everything is settled.Acn Luther, who together with Acn Hutchens hasdone a fantastic job on the US side, informed thatthere are some remaining things to be settled inestablishing the new IAQ as a legal organization ofthe USA.The move will be possible to do within the agreedbudget. President Bertin, however, recognized thatthe IAQ funds are severely beaten by the devalua-tion of DEM against USD. The present loss wasUSD 6000.All recognized the excellent job done by AcnMasing on the move and was very grateful forthis.Acns Bertin, Kondo and Hutchens were going toMilwaukee after the Indianapolis meeting to dis-

cuss practical things and agree on different proce-dures with the ASQ concerning IAQ administra-tion.After the Budapest meeting in June ChairmanKondo, President Bertin together with Acn Masingwill visit the DGQ office in Frankfurt and thankfor all the work that has been done during theyears.

Vice President’s reports

Acn Hutchens presented the financial report forthe four months ended 30 April 2000. The excessrevenue reported was USD 2 695. By initiativesfrom Acn Harrington there was revenue of USD 2500 from conference proceeds. A lot of dues foryear 2000 were expected to be paid within a nearfuture.Acn Bester reported on contributions from Acns ininternational quality conferences and on the year2000 activities. Acn Bester keeps continued recordson participation and papers at conferences andIAQ meetings. These indicate some interestingtrends about favorable cities and countries forAcns.International Chapter of ASQ and IAQ plan tocooperate on joint sessions on future ASQConferences. Acn Bester and the Chairman of theInternational Chapter will do the planning.

Best on Quality report

Acn Sinha reported the status concerning Best onQuality, Vol. 11, which recently has been sent to allcontributing Academicians. In Vol. 11 there arethree sections – “TQM in the New Millennium”,“TQM, Innovative Thinking and BusinessDynamics”, “Education System, Quality Awardsand TQM” and 20 chapters. About 25 Acns havecontributed.There is now a second call for papers for Vol.12.The manuscript submission deadline is 31 August2000.Present Editor, Acn Sinha, will be completing histerms of office at the end of year 2000. The meetingwas happy to receive the acceptance from AcnStephens to take over as editor of Best on Quality

from Vol.13 and will work together with AcnSinha on Vol.12 to learn all procedures etc.It was learned during the meeting that some of theearlier volumes of Best on Quality might be cap-tured from the valuable collection of literature onquality by late Acn Wachniak. These volumes willthen be administrated by ASQ.

IAQ Major Projects

Acn Bester presented the Project Status report forApril 2000 from Acn Conti. The report gives bothpositive and negative information about theprogress of the projects. Acn Conti makes clearthat very little has changed since mid’1999. Theco-edited book by Acns Cole, Dale and Kano andthe cooperation of 20 Acns is a perfect example forproject.Acn Gatchalian’s project “Development of AsiaPacific Quality Award” was discussed and shewas given the advice to look at the Award forSpanish speaking countries in South America.The IAQ Report on Professor Seghezzi’s project“Integrating Quality Management into BusinessManagement” was distributed. The project hasbeen completed by Professor Seghezzi togetherwith Dipl. Ing. ETH Stefan Schweickardt. It will bepresented in Budapest and may be published inVol.12 of Best on Quality.The Scandinavian group project is run by thegroup of Acns from the Scandinavian countries.The most recent paper from the groups is pub-lished in Best of Quality, Vol.11.There were some discussions on the situation forthe other projects. Based on a strong recommenda-tion from Acn Tito that IAQ should focus on avery short list of projects and the present Acnsvoted for the following projects to be on this list:1. Business strategies and TQM – Strategic

planning (Project 3 on the list)Acn Fuchs is ready to take responsibility forthis provided that there is anotherAcn – nominated later – ready to take a co-responsibility for the project

2. Developing nations and quality (Project 5 onthe list)

Acns Gatchalian and Sierra are ready to takeresponsibility for this. They got valuable inputfrom Acn Sandholm by his contribution“Quality in Developing Countries” in Juran’sQuality Handbook. Fifth Edition. Several otherAcns saw the potential and expressed theirinterest in doing different things for devel-oping nations.

3. Ethics in Quality (Project 6 on the list)Acns Stephens, Case and Hromi were ready totake responsibility for this project.

4. Customer satisfaction best methods (Project 9on the list)Acns Kano and Watson are already working onthis.

The other projects will not be considered asbelonging to IAQ Major Projects.In order to activate the project work it wasstrongly recommended that the facilitators estab-lished good communication with the other Acnsby e-mail.

IAQ Web Site Opportunity

Acn Case presented an investigation on opportu-nities and needs concerning an IAQ Web Site. Hepresented the following proposals and ideasAcns agreed to the proposals and ideas with oneexception. This was about openness. The recom-mendation is to make as much as possible open (toanybody).

IAQ plan 2000 and beyond

President Bertin presented proposals for IAQMajor Objectives for 2000 and beyond.

A discussion is planned for the Budapest meetingon how to reach the number of 70 active Acns by2002.The measure will be based on information fromthe IAQ administration in Milwaukee and willgive information every year on how the Acns areinvolved.One big problem for IAQ is that so many Acns areinactive. This fact should have an influence on thenomination of new Acns. They should clearlyknow “What is meant by active membership”.Acn Luther proposed that IAQ should find outwhy some Acns are inactive.The discussion on measurement and evaluationcontinued in the Thursday morning meeting withgroup discussions.Decisions have earlier been taken to concentrateIAQ efforts to major conferences in the US, Europeand Japan and try to do the best for others by ini-tiatives from Acns.It was announced that the IAQ Triennial Meetingin 2005 would take place in Yokohama. It was

agreed that it should be decided in Budapest inJune where in Europe the IAQ Triennial Meetingwill take place.

Thursday, 11 May

The Thursday meeting was dedicated to groupdiscussions and presentations concerning self-assessment by and activity reports from Acnstogether with a presentation on “IAQ & ASQ AnOpportunity” by Acn Luther and ASQ Director P.Borawski followed by a discussion on opportuni-ties to cooperate.The meeting was rescheduled to start at 7 a.m.There was a comment/complaint that the origi-nally scheduled times were not followed, whichmakes it difficult for participating Acns to plantheir days. Some Acns also had to leave earlier inorder to meet other appointments or to catch aflight. This is something that should be consideredin future planning of meetings.

Group Discussions

The Acns formed groups to discuss on implemen-tation of Anaheim and Madrid recommendationsand worked out proposals concerning1. Checklist for self-assessment2. Template for activity report for existing and

new members

The different inputs will be used by Acn Bester toprepare a proposal for the Budapest meeting inJune. The inputs were about communication, con-tribution to IAQ etc. A strong recommendationfrom all was that it should be very simple for Acnsto fill in and send information back on a regularbasis.During the discussion it became clear that theinternal processes of IAQ are not known by allAcns. For the Budapest meeting there will be areport prepared on all IAQ internal processes to becommunicated to all Acns. This includes the nomi-nation process, which already has been planned tobe improved during the next year.

IAQ & ASQ. An opportunity

There are two parts that could bring in new oppor-tunities for IAQ and ASQ in the contacts betweenthe two parties:1. Administrative part2. Collaborative part

ASQ Director P. Borawski presented the strategicplan for ASQ. ASQ has decided to be globally ori-ented and wants to establish good relations andcooperation with World Partners in different coun-tries and regions. There will be some tests on thisin the near future with five countries involved.This will be managed by the new GlobalDevelopment Manager Michael O’Donoghue,who also participated in the meeting and the dis-cussion.Based on the strategic plan Acn Luther and ASQDirector P. Borawski could see four subjects ofinterest to develop further cooperation.1. Administration2. Research3. Conferences4. Internet

Acn Case presented possible collaboration onresearch, which he had earlier presented in the US.Some of the ideas are found in the followingslides, which he presentedAcns agreed that there are many opportunitiesand the discussion will continue. Experiences from

earlier research efforts also indicate that there aremany difficulties in converting academic researchinto the business environment.

Another issue of great importance to IAQ mayalso be how to work with the young generation.All the ideas brought forward by Kolaty Kidshould be of value to propagate all over the world.There also may exist opportunities when it comesto support to non-profit organizations involved inthe development in different parts of the world.Finally, some expectations concerning the admin-istrative part were highlighted. This should be fur-ther discussed at the meeting in Milwaukeebetween Chairman Kondo, President Bertin andAcn Hutchens and ASQ Global DevelopmentManager and the ASQ Administration on the nextday.

Foreword

“The book deals with both product quality and total quality. Itincludes examples from manufacturing enterprises as well as ser-vice organisations. In fact, there is little difference between the man-

ufacture of goods and the provision of services when it comes to qualitymanagement. Many of the approaches and tools are the same. It is for thisreason that I use the term product in the book to refer to both goods andservices.This is the second edition of the book. The chapter on processes has beenextended and a new chapter on strategic planning has been added. It isimportant that the various concepts, approaches and methods (even thetrendy ones) are combined in such a way that they help to improve com-petitiveness and generate excellent results.
