on’ble President of the People’s Republic of Bangladesh Md. Abdul Hamid said that the chartered accountants (CAs) should play
their roles with due integrity to prevent wastage of public money and ensure transparency, accountability and discipline in the country's financial sector.
"There have to have strict control so that the people's hard-earned money is not wasted. As such, I expect the CAs, and the public accounts auditors will play their roles with integrity," said the President.
He was speaking as the Chief Guest at the 20th Convocation-2015 of the Institute of Chartered Accountants of Bangladesh (ICAB) at Pan Pacific Sonargaon hotel, Dhaka on 08 February 2015.
Hon’ble Commerce Minister Tofail Ahmed was the special guest while Dr Qazi Kholiquzzaman Ahmad, eminent economist and chairman of Palli
Karma-Sahayak Foundation (PKSF), was the convocation speaker at the function.
ICAB president Masih Malik Chowdhury FCA gave welcome address and its Vice President (E&T) AF Nesaruddin FCA gave vote of thanks.
Around 336 newly qualified CAs received their certificates at the convocation.
Mr Abdul Hamid said, "Key traits of the chartered accountancy profession is honesty and people's trust and confidence on you (CAs)."
He expected that the CAs will duly follow their "code of ethics" and thus, uphold their own integrity and people's trust bestowed on them.
At the same time, the Hon’ble President hoped that the CAs will always give priority to the national interest in discharging their responsibilities.

company and facilitates future plan, the Hon’ble President said the role of the CAs is therefore, vital in disclosing true information of financial situation.
There is huge demand for chartered accountancy professionals both at home and abroad, he said, and called upon the concerned Institutions including the Commerce Ministry to take steps to increase the number of CAs with quality and standard.
Welcoming the new CAs, Mr Abdul Hamid also hoped that they will protect dignity of the certificates awarded to them.
Mr Tofail Ahmed said that country's people expect professional efficiency, transparency and accountability from the CAs.
He also laid stresses on maintaining impartiality, integrity and international standards in certifying the financial statements which will contribute to the national development.
Elaborating the definition of sustainable development, Dr Qazi Kholiquzzaman underlined the need for efficient role of the
accounting professionals to have a sustainable development in the country.
He said that s u s t a i n a b l e development creates equal opportunity for all to advance in terms of socio- economic condition. It is to be ensured that none could be refrained from the process of development, he further said. No country can make progress without
involving its total population. Social discriminations and political instability create a bar towards sustainable development. An uneasy situation
prevails now which affects everyone, he added.
Addressing the new CAs, Mr Masih Malik Chowdhury said, "Maintaining of honesty, efficiency and courage in the professional duties benefit both the country and its people." It makes your achievement purposeful when you love the country and serve the people through patriotic feelings, Mr. Chowdhury said.
Chartered Accountants help maintain accounts and conduct audit in compliance of accounting and auditing standards and maintain professional integrity, transparency and ethical standards. The organizations and corporate entities of our country have got the highest number of awards in SAARC countries for best financial reporting which reckons the contribution of our chartered accountants

and their professionalism, the ICAB President said.
ICAB updated its education system at global standard and developed its curriculum in line with the curriculum of the Institute of Chartered Accountants in England & Wales (ICAEW), UK. So, ICAB qualified members can advance their career being the member of ICAEW, Mr. Chowdhury said.
ICAB Vice President AF Nesaruddin FCA gave vote of thanks and highlighted progress of CA in education, particularly
in its academic campus and e-library. He specially thanked the Hon’ble President of the People’s Republic of Bangladesh Md. Abdul Hamid for his kind presence in the convocation. He also thanked the special guest Mr. Tofail Ahmed, MP, Hon’ble Minister, Ministry of Commerce & the convocation speaker Dr. Qazi Kholiquzzaman Ahmad and the journalists of print and electronic media. In the meeting Secretary, Ministry of Health
& Family Welfare said that he is focusing on
the introduction of internal audit in health
sector to measure and evaluate the
effectiveness of the accounting, financial
and operational matters of health
complexes/Govt. clinics. He is concerned
about reduction of audit objections
reported by external auditors. In this
ground the Ministry is looking for ICAB’s
assistance. In response VP (T&R) proposed
that the Ministry can introduce quarterly
audit. So that the observation issues can be
resolved before annual audit.
In this regard President, ICAB said that pre
audit/quarterly audit will help to reduce
the observations found by auditors and
improve the performance of health sector.
But the Ministry should take initiative for
capacity building through appointment of
qualified persons in respective area.
There was details discussion regarding the
UP audit under the Local Governance
Support Project (LGSP), funded by the
Government of Bangladesh (GoB) and the
World Bank. President, ICAB described the
involvement of ICAB in this project. Secre-
tary, Ministry of Health & Family Welfare
appreciated the audit of LGSP and showed
interest to introduce such type of audit in
health sector. He requested ICAB represen-
tatives to convey his interest and plan with
World Bank.
The meeting discussed on the issue of
training on Accounting Standards to
accounting personnel of health sector.
Secretary said that training to accounting
personnel is a time consuming process and
not feasible at current situation. But he
would give due consideration on the
proposal of ICAB and said that they would
communicate to take initiative to train
accounting personnel.
The meeting discussed on the issue of
quality of audit. Secretary mentioned that
selection process of audit firm is not
satisfactory. Moreover, quality of Govt. audit
department is needed to be improved.

he ICAB organized a number of trainings and workshops for its members in February 2015 to
inculcate excellence in the CA professionals with updated knowledge keeping abreast with the changing world. The trainings and workshops are as follows:
Training Program on "SAP ERP -FI/ CO"
ICAB organized for Training Program on "SAP ERP -FI/CO" for its members at the Institute training room from 10 January to 14 February 2015. The ERP Software – SAP (FICO Module) will bring dynamism in management capability. A good number of ICAB members participated in the training.
A Total 19 Members participated in the training program. President-ICAB Masih Malik Chowdhury FCA awarded certificates to the participants.
The training is aimed to introduce the participants to SAP environment and provide fundamental knowledge about the functions of all SAP modules.
In the month long training the resource persons were Abdullah Al Mahbub FCA, FCMA, Abu Sufian J Alam and Mohammad Atique Rahman ACA.
Workshop on “Code of Ethics”ICAB organized Workshop on "Code of Ethics for Professional Accountants" for its members at the Institute’s training room on 13 February 2015. A total of 50
members participated in the workshop.

ICAB team said that the Institute would always welcome the government’s steps, which has been taken for the greater interest of people to enhance the functions of Financial Reporting and the accounting & auditing profession. ICAB have submitted some recommendations for consideration of the government for removing some contradictions in the proposed FRA. They also said that World Bank’s Report on the
Observance of Standards and Codes (ROSC) 2014 has mentioned some recommendations that discouraged the formation of Financial Reporting Council. In this point they drew some section of the ROSC 2014. The team also submitted the ROSC 2014 to the Chairman. The Chairman gave patient hearing to the ICAB team and assured the ICAB team of his best cooperation.

Dear Fellow Members,
Assalamu Alaikum and Greetings to you all !
In the month of February 2015, the 2nd
month of my presidency, I would not say
long stories of works done. But my actions
and implementations of some thoughts out
of my inherent passion for development of
ICAB may deserve your notice, if not
appreciation. I have harnessed
opportunities to make the Institute's HR
infrastructure by bringing more vibrant
dynamism & motion with time frame in the
day to day Institute activities.
With this prelude, I want to update you
with the initiatives taken in February 2015.
The lesson from our glorious language
movement of 1952 is our most precious
national pride. We paid tribute to the
memory of valiant language sons of the
soil. They sacrificed their lives, for the
mother tongue Bangla. The Nation
remembered their contribution in fanfare
& we followed it as always.
Activities of the month, February 2015
Meeting with the Chairman,
Parliamentary Standing Committee of
Jatiyo Sangshad
I led a team of ICAB to the Chairman,
Parliamentary Standing Committee on the
Ministry of Finance Dr. Abdur Razzak at
Parliament Secretariat. In the meeting ICAB
reiterated the Institute’s welcome message
to the Government’s steps for Financial
Reporting Council and the accounting &
auditing profession. We informed the
Chairman about ICAB’s recommendations
for the Government for removing
ambiguity in the proposed FRA to match
the existing laws. It apprised the Chairman
about World Bank’s Report (2014) on the
Observance of Standards and Codes
(ROSC) vis-a-vis that of 2003. The report has
made new recommendations in like of
Financial Reporting Council. In this regard,
ICAB team drew the attention of the
Chairman to some sections of the ROSC
2014. The Chairman gave a patient hearing
and assured the team about his
cooperation.

at his residence. It discuss various aspects

With a view to strengthen liaison with
government, ICAB team led by me paid a
courtesy call on Secretary, Ministry of
Health & Family Welfare Syed Monjurul
Islam at his Ministry office in Bangladesh
Secretariat. The team comprised of Vice
President Kamrul Abedin FCA, A F
Nesaruddin FCA and PDC Chairman
Muhammad Farooq FCA. PDC Secretary Ms.
Farhana Sultana ACA was also present.
In the meeting Secretary, Ministry of Health
& Family Welfare talked about his focus on
the introduction of internal audit in health

Meeting with Senior Secretary, Ministry
of Commerce
A team of ICAB comprising myself, Council
Member and Past Presidents Md. Syful
Islam FCA, M Farhad Hussain FCA and
Adviser Burhanuddin FCA met Senior
Secretary of Ministry of Commerce Mr.
Hedayetullah Al Mamoon at Bangladesh
Secretariat on 12 February 2015. The ICAB
team apprised the Senior Secretary about
updated reports of World Bank on Report
on the Observance of Standards and Codes
(ROSC) 2014. They drew attention on some
recommendations of ROSC and said that
the World Bank discouraged the formation
of Financial Reporting Council. The team
also mentioned that there is no such FRC in
the SAARC countries to regulate and
control the Chartered Accountancy
profession. However, the Council would
bring some positive changes, if it is formed
keeping the country's perspective in view,
the Secretary aspired. The Secretary gave a
patient hearing to us. He assured his good
cooperation for development of CA
profession.

Nazrul Islam Khan at later’s office at
Bangladesh Secretariat on 12 February
2015.
Other members of the team were ICAB Vice

Chairman Muhammad Farooq FCA.
The Secretary assured us that the
Ministry of Education would like to revise
the syllabus from SSC to Masters Level for
Business and Commerce courses based
on current market scenario & demand.
For this he sought co-operation from
ICAB. The Secretary requested ICAB for
the arrangement of an interactive
workshop soonest. I requested for a
formal letter from the Ministry for ICAB’s
initiative for arrangement of the
workshop while, highly appreciating his
erudite initiatives.
ICAB team showed keen interest in
working with the Ministry regarding the
development of country’s financial sector.
ICAB can provide training on Financial
Management to accounting personnel we
assured. The Secretary considered the
proposal of ICAB positively and assured
that they would soon communicate with
ICAB if they take initiative to train
accounting personnel.

commencement of audit in Govt. schools
and colleges again at a standard fee I
categorically stated. The Secretary assured
that he would explore the present status
of audit, explore possibility and
communicate with ICAB in due time.

in its training room on "Code of Ethics for
Professional Accountants" on 13 February
2015. A total of about 50 members
participated in the workshop. The

ICAB conducted the Training Program on
"SAP ERP -FI/CO" for its members at the
training room of the Institute on 14
February 2015. The ERP Software – SAP
(FICO Module) is expected to bring
dynamism in management capability. A
Total of 19 members participated in the
training program. As President-ICAB
certificates for participants were
distributed by me.
The training was aimed to make the

Attended LGSP-II Orientation Program
As ICAB President myself accompanied by
Vice President AF Nesaruddin FCA
attended ‘Orientation Program on
Financial Audit, Performance Assessment,
Fiduciary and Safeguard Compliance
Assessment of Union Parishad (UP) Audit’
conducted by LGSP-II at BIAM Foundation
on 15 February 2015. In the program,
quality of audit, co-ordination between
LGSP and auditors & participative training
session were discussed. I stressed for
security of audit team in the current
political imbroglio. The belated payment
of pending bill by LGSP and the means on
how auditor can meet Government
expectation, etc. were in the forefront of
discussion.

A team of ICAB headed by me met BSEC
Chairman Prof. Dr. M. Khairul Hossain at his
office on 15 February 2015.

Chairman in the meeting.
Discussing about the audit quality, the
ICAB team stated that the audit fees are
too poor to maintain the cost of quality
audit by the CA Firms. Increasing audit
fees is believed to increase the
accountability of the auditor, we echoed.
Accordingly ICAB has taken initiative to
reschedule the audit fees, we informed
BSEC. ICAB would make a detailed
guidelines regarding the new audit fees
and selection process of auditors with
proper reference and share the guidelines
with BSEC. BSEC team assured that they
would take initiative after getting the
guidelines from ICAB. BSEC requested
ICAB to meet frequently or at least once in
a quarter with them if not more.
The meeting discussed on the issue of
investigation and disciplinary actions
taken by ICAB and thanked BSEC for
cooperation in this regard. Based on the
observations of BSEC, ICAB has taken
several disciplinary actions against the CA
firms, we affirmed.
I mentioned that in some cases it was
found that BSEC only send a copy of show
cause letter against the CA firms to ICAB.
BSEC does not communicate with ICAB
about the review result/status of these
show cause notices. I expressed the hope
that BSEC maintains regular
communication with ICAB. BSEC
expressed that they would like to ensure
expeditious ongoing coordination
between ICAB and BSEC. BSEC Chairman
stated that he expects ICAB to address the
complains made by BSEC duly and take
actions accordingly.
In the meeting, BSEC Chairman sought
cooperation from ICAB for the
introduction of a program for growing
financial literacy among the people. ICAB
team agreed on principle to work
together.
ICAB Observes International Mother
Language Day
I inaugurated the procession of Institute
of Chartered Accountants of Bangladesh
(ICAB) to place floral wreaths at Central
Shaheed Minar in observance of
International Mother Language Day and
Language Martyr Day on Friday, 21st

International Mother Language Day was
observed across the country paying
homage to the martyrs of glorious
language movement in 1952. ICAB
expressed solidarity with the thousands of
people in mourning procession singing,

Avwg wK fzwj‡Z cvwi. Similar programme
was observed by the members of
Chittagong Regional Committee (CRC) in
Chittagong.
A Good Number of CA Students Qualify
in Final Exams
I am happy to note that number of
students qualified in the final exams of 3
levels in the Professional Examinations of
November-December 2014 Session. A total
of 26 students qualified as CA’s having
passed in their Final Examinations. They
became eligible for the membership of
ICAB. I heartily congratulate the 26
successful candidates the membership
arena and wish them all success in their
future endeavours. A total of 251
examinees passed Knowledge Levels while
85 examinees passed their Application
levels.
Obituary
Syed Fazle Ali FCA Enrolment No. (36),
Senior Partner of S F Ahmed & Co.,
Chartered Accountants died on 12
February 2015. (Innah Lillahe ... Rejeun). He
was about 85.
On behalf of the Council and the Members
of the Institute of Chartered Accountants
of Bangladesh (ICAB), I expressed deep
sorrow at the sad demise of Mr. Ali. Let us all
pray to Almighty Allah, the Most Merciful,
for the salvation of the departed soul and
seek strength and courage to the bereaved
family to bear the irreparable loss.
Mr. Ali actively participated in the
Language Movement in 1952 and was a
well-known language activist (fvlv ˆmwbK).

ICAB Council Member & Past President M Farhad Hussain FCA participated in Asia TV live talk show on ‘Nitol Tata Investment’ on 9 February 2015. Other participants of the program was Dewan Bazlu, Businessman & Helton New Jersy Commissioner, USA. They spoke on ‘Business Globalisation’. The program was moderated by Sohel H. On a query Mr. Farhad said four factors can contribute largely to our national economy. The factors are development of infrastructure, power and removing bureaucratic tangle and political unrest. Conflict and progress cannot run together, he said. He further said that to advance the society and the development,
education is must which teaches us morality and ethical values. In global context, when a country faces political unrest, it affects other countries in the world as well. Political unrest definitely destroy the economy, he went on. He opined that law and order, fiscal policy, tax facilities for business and global business network are necessary for achiev-ing the development goals of our county.

The meeting discussed and reviewed the progress of the Institute beside the challenges and opportunities of CA profession in Bangladesh
Syed Fazle Ali FCA Enrolment No. (36), Senior Partner of the S F Ahmed & Co., Chartered Accountants died on 12 February 2015. (Innah Lillahe ... Rejeun). He was 80.
On behalf of the Council and the Members of the Institute of Chartered Accountants of Bangladesh (ICAB), President of the Institute Masih Malik Chowdhury FCA expressed deep sorrow at the demise of Mr. Ali. He prayed to almighty Allah, the most merciful, for salvation of his departed
soul and for the strength and courage to the bereaved family to bear the irreparable loss.
Mr. Ali qualified in 1964 as a Chartered Accountant from the Institute of Chartered Accountant, England and Wales (ICAEW). He was employed in London by Peat, Marwick, Mitchell & Co.,
(now KPMG) one of the largest Accounting and Management Consulting Firms in the World.
Since his joining S. F. Ahmed & Co. in 1966, Mr. Ali has been in charge of the overall planning, supervision and execution of many consulting assignments, in addition to his duties as audit engagement partner for most of the multinational clients.
For over 50 years he rendered expert services on institutional development and capacity building, training of profession, salary structuring, project planning, automated financial management system design and implementation, manage-ment information system, conducting socio-economic survey, market survey, feasibility study, performance evaluation and economic analysis etc. for national and informational clients. He Worked as Team Leader for Financial Management Consultancy services for World Bank, ADB. DFID, USAID, UNDP, NORAD, DANIDA financed Projects.
Mr. Ali actively participated in the Language Movement in 1952 and was well-known as a language activist.

Presidents Md. Syful Islam FCA, M Farhad Hussain FCA and Adviser Burhanuddin FCA met Senior Secretary of Ministry of Commerce Hedayetullah Al Mamoon at Bangladesh Secretariat on 12 February 2015. The ICAB team apprised the Senior
Secretary about updated reports of World Bank on Report on the Observance of Standards and Codes (ROSC) 2014. They drew attention on some of the recommendations of ROSC and said that the World Bank discouraged the formation of Financial Reporting Council. The team also mentioned that there is no such FRC in
the SAARC countries to regulate and control the Chartered Accountancy profession. However, the Council would bring some positives changes, if it is formed in our country context, the team said. The Secretary gave a patient hearing to the ICAB team and assured his cooperation about the development of CA profession.

ICAB Academic Campus NewsThe Classes of Professional Stage-Knowledge Level (11th Batch, Sections: I-V) which commenced since 01 December 2014, and was concluded on 28 February 2015. There are total 435
students and 72 teachers for the Examination Session of May-June 2015. As a result, the cumulative number of participated students of ICAB new curriculum have been totalled to 8,064 till February 20, 2015.A new session for the students of Professional Stage-Application Level (10th Batch) & Advanced Stage (9th Batch) are going to start from Sunday, 01 March 2015 at ICAB Academic Campus. A Notice has already issued in this matter and all concerned students are advised to enroll the classes by 26 February 2015, and attend the classes as per schedule.Meanwhile, in the Teachers’ Discussion Session the decisions to take extra 20% classes for Mock Test, printing of new Sign Boards, and outsourcing of Cleaning Staffs have been implemented. Biometric Finger Print Reader has been going to be introduced form 01 March 2015, for regulating the students attendance. Canteen set up is yet to be nationalised. The range of class size will be 35-40 students subject to rent of new premises.
The Programme and Session have been organised by the Additional Director & Team at ICAB Academic Campus under the supervision of the Vice President (Education & Training)-ICAB, Mr. A F Nesaruddin FCA with the consent and guidance of the Chairman of Board of Studies-ICAB, Mr. ABM Azizuddin FCA & President- ICAB, Mr. Masih Malik Chowdhury FCA.

Md Anwar Hossain Chowdhury FCA, FCS has been promoted as Deputy Team Leader of Economic Empowerment of the Poorest in Bangladesh, a DFID/SDC financed Challenge Fund for the Eradication of Extreme Poverty in Bangladesh.
Mr. Chowdhury is also CFO at EEP/Shiree under the employment of British Council.
As a strategic and hands-on executive having experiences of over 27 years in international development and challenge fund management, he is associated mainly with strategy formulation, policy making, sector development, challenge fund management.
He is well-versed in compliance and grants management procedure for clients. He did MBA from Asian Institute of Management (AIM), Philippines, FCS from the Institute of Chartered Secretaries of Bangladesh, Masters in Commerce from Dhaka University. The Institute feels Proud for his leadership in the Development Sectors in Bangladesh.
ICAB President Attended LGSP Orientation Program
ICAB President Masih Malik Chowdhury FCA and Vice President AF Nesaruddin FCA attended ‘Orientation Program on Financial Audit, Performance Assessment, Fiduciary and Safeguard Compliance Assessment of Union Parishad (UP) Audit’ conducted by LGSP at BIAM Foundation on 15 February 2015. In the orientation program, they spoke on quality of audit, co-ordination between LGSP and auditors, participative training session, security of audit team in the current political situation, ensure professional excellence by the auditors, role of ICAB in the said audit program, payment of pending bill by LGSP and how auditor can meet government expectation etc.

ICAB Team Met Planning Minister
A team of ICAB comprising ICAB President Masih Malik Chowdhury FCA, Council Member & Past President Md Abdus Salam FCA and Past President AK Chowdhury FCA met Honb’le Planning Minister AHM Mustafa Kamal FCA, MP at later’s Office on 05 February 2015. They discussed about various aspects of CA Profession.
A team of the Institute of Chartered Accountants of Bangladesh (ICAB) placed floral wreaths at Central Shaheed Minar in observance of International Mother Language Day and Language Martyr Day on Friday, 21st February 2015. 'Amar Ekushey' and International Mother Language Day was observed across the country paying homage to the martyrs of glorious language movement in 1952. ICAB expressed solidarity with thousands of people of all levels who brought out mourning procession singing "Amar Bhaiyer Rakte Rangano Ekushey February, Ami Ki Bhulite Pari".

The Ministry of Education wants to revise
the syllabus based on current market
demand and seek co-operation from ICAB
regarding this. The Secretary of Ministry of
Education requested ICAB for the
arrangement of an interactive workshop at
the earliest. President ICAB asked for
formal letter from the Ministry and
thereafter, ICAB will take initiative for
arrangement of workshop.
ICAB delegates showed interest in working
with the Ministry regarding development of
country’s financial sector. ICAB can provide
training on Financial Management to
accounting personnel. Secretary considered
the proposal of ICAB and said that they will
communicate with ICAB if they take
initiative to train accounting personnel.
The meeting discussed on the issue of
commencement of audit in Govt. schools
and colleges again. Secretary, Ministry of
Education said that he would explore the
present status of audit and communicate
with ICAB.

Discussing the audit fees, The ICAB team said
the audit fees are too poor to maintain the
cost of quality of the audit by the CA Firms. As
increased audit fees in turn increases the
accountability of the auditor, ICAB has taken
initiative to reschedule the audit fees, the
team said. ICAB would make a detail guideline
regarding the audit fees and selection process
of auditors with proper reference and would
share the guideline with BSEC.
BSEC team said that they would take initiative
after getting the guidelines from ICAB.
The meeting discussed on the issue of
investigation and disciplinary actions taken
by ICAB and thanked BSEC for cooperation in
this regard. Based on the observations of
BSEC, ICAB has taken several disciplinary
actions against the CA firms.
Both ICAB and BSEC representatives agreed
that regular dialogue between the regulatory
bodies is essential to develop the profession.
A quarterly meeting can be arranged
between ICAB and BSEC, the meeting opined.
In the meeting BSEC Chairman sought
cooperation from ICAB for the introduction of
a program for growing financial literacy
among the people. ICAB team expressed their
assertiveness over the matter.
