NEW DELHI Railways today rolled out its 50,000th coach marking a significant junc- ture in the public carrier's history, with Minister Suresh Prabhu saying we have to "think differently" for the 100,000th coach. Launching the coach, manufactured at the Integrated Coach Factory (ICF) at Chennai, through video conferencing from New Delhi, Mr Prabhu said it is totally different from the first coach rolled out from the factory over 60 years ago. "There have been many changes in terms of quali- ty, interior design, speed, fuel consumption, noise reduction in the coach manufacturing technology since the first coach was manufactured here 60 years ago," he said, dedi- cating the 50,000th coach, a three-tier AC coach, to the nation. "The 100,000th coach will be different from the today's coach as the tech- nology is changing and we have to think differently also," he said. Mr Prabhu also stressed on the public carrier's plans to build a full train on solar power. "We have plans to manu- facture a full train to be run on solar power from this facility." "The appearance does not indicate anything suspicious," said the ini- tial report, adding that Akshay Singh, 38, had an enlarged heart with thickened walls. The weight of the heart was more than normal and the lungs were deeply congested, the report said. Doctors at Delhi's AIIMS - or the All India Institute of Medical Sciences - are now inves- tigating the death after the journalist's family questioned the post mortem conducted at Dahod, Gujarat, and the assessment that he had died of a heart attack. Mr Singh was investi- gating the deaths in the Vyapam scam involving politicians and bureau- crats allegedly accepting kickbacks for allowing imposters to take the recruitment exam for government jobs and admission to colleges. On Saturday, he was at the house of a woman, Namrata Damor, who was killed in 2012, when he suddenly collapsed. Party leaders also said that not all deaths should be linked to the scam. "One should understand the technicalities of the matter. The high court is already enquiring into the matter. We can`t ignore high court and ask for a CBI enquiry," BJP`s vice-president and Rajya Sabha member from Madhya Pradesh Prabhat Jha told media persons here. He added: "If the high court itself says that it can`t proceed with the investigation, then the government of Madhya Pradesh will decide the next course of action." Jha also accused the Congress of playing politics over dead bodies. "Congress is playing politics over deaths. They should not play politics over dead bodies," he said. BJP spokesperson Shahnawaz Hussain advised the Congress to have faith in the judiciary. "They (Congress) went to Supreme Court and it said that the matter is under high courts`s jurisdiction. Meanwhile, another BJP spokesperson GVL Narsimha Rao said the death of Arun Sharma, the dean of Madhya Pradesh medical college, who was found dead in a hotel room in Delhi, was natural. "No one should really jump to any conclusion to link it with Vyapam. We consider this death (of Arun Sharma) to be com- pletely natural. It has nothing to do with Vyapam," Rao told the media. He urged that the reservation for OBCs, Scheduled Castes and Tribes must be upwardly revised after consideration of the caste data. "I urge the Centre to focus on formulating new schemes for their (OBCs, SCs, STs) socio- economic upliftment," the DMK chief said in a statement here. Referring to the huge data on socio-economic status released by the Centre, he said, "We do not understand why they say that the data on caste will be tabled in Parliament when they have put out so much on socio-economic front." Yesterday, the CM held that the case is being probed by a Special Investigation Team (SIT) under the supervision of the Madhya Pradesh High Court and any further action can be taken only by the court. "My government is not above the judiciary. When the High Court has refused a CBI enquiry into the mat- ter, how can we order it?" the Chief Minister said. He said a SIT is probing the scam under the super- vision of the Madhya Pradesh High Court and if the court feels it should be investigated by any other agency, it is free to do that. Facing criticism over handling of the research scholarmolestation case, St Stephen's principal Valson Thampuon Monday said he would resign if it was proved that"he was a cause of embarrassment to the institution".

Thampu, who is facing demands for resignation forallegedly pressurising the victim to withdraw the com-plaint, said he had full faith in the Delhi Police andslammed the "extra-judicial pressure".

"If I am a cause of embarrassment to the institutionand it is objectively proved, I will put in my papers thatvery moment," Thampu, who has been embroiled incontroversies ever since he took over as college's prin-cipal in 2008, said.

Scores of students, teachers and women rightsactivists today took to the streets demanding his resig-nation over the issue.

On the protests, Thampu said, "I want to be explicit insaying this. What is the need to mount extra-judicialpressure on the issue? What is the need to bring variousother organisations to disturb the peace of campus?"

"I have absolute trust in competent integrity of theDelhi Police but it seems to me that the complainant andforces working behind her have no trust," he added.

The research scholar, who has alleged she was molest-ed by a college professor and that Thampu had tried toshield him, approached police last week with fourrecordings that she claimed to have made during hermeetings with the principal who had allegedly pres-surised her to withdraw the complaint.

Demanding a CBI probe into the issue, Thampu hadyesterday claimed that the victim is being used againsthim by certain elements in college. He, however, did notreveal who those "certain people" are.

He had said that the "purported" recordings madepublic by the complainant are mischievously edited anda forensic investigation will clear the air.

Besides Thampu's resignation, the protesters alsodemanded that the research supervisor of victim bechanged immediately so her PhD doesn't suffer till thetime an enquiry is conducted into the matter.

play" in the case of the dean of amedical college from MadhyaPradesh whose body was found in aDelhi hotel room on Sunday, said thecapital's police chief BS Bassi.

Arun Sharma, 64, was discovereddead on Sunday morning. The policein his home state said he had beenproviding valuable information in theVyapam scam, which is centred onbribes being paid to allow proxies totake entrance exams to colleges, andrecruitment exams for jobs in govern-ment departments. The investigationhas seen the deaths of 35 peoplelinked to it, including Mr Sharma.

Mr Sharma's autopsy was conduct-ed in a Delhi hospital today to ruleout any attempts at a cover-up. Hoursbefore his death, a journalist coveringthe Vyapam scam died after suddenly

taking unwell in the midst of an inter-view.

"Prima facie evidence did not sug-gest foul play," said the Delhi Policechief to reporters, adding that CCTVfootage from Mr Sharma's hotel isbeing examined.

Exactly a year before Mr Sharma'sdeath, the dean of the same collegehad died of severe burns at his resi-dence in what the police labelled asuicide.

Monday launched a jointsurvey to record the"choice of nationality" of51,584 people in 162enclaves in each other'sterritories ahead of the July31 integration of the landwith the respective main-land under the historicLand Boundary Agreement(LBA).

Officials said 50 teamsbegan the survey in 111Indian enclaves inBangladesh while 25teams went inside India tocarry out the identical taskin 51 enclaves in India.

They are expected tocomplete the survey byJuly 23.

The launch of the surveycomes exactly a monthafter the two neighbourssealed the landmark deal tosettle the 41-year- old landboundary dispute throughexchange of territories,removing a major irritantin bilateral ties.

"Each team comprisefive men representing bothcountries and they are ask-ing the enclave residentswhich nationality they optfor... They will have tocomplete their task in next16 days and submit thefindings to the respectiveauthorities of the twocountries," a home min-istry spokesman told PTIhere.

The Vyapam swindle isbased on widespreadcheating - including the

use of proxies - in entranceexams for engineering andmedical colleges, andqualifying tests for govern-ment jobs.

Parliament meets on the21st for the monsoon ses-sion. The oppositionCongress had declared itwould disrupt proceedingsunless the governmentsacks Foreign MinisterSushma Swaraj andRajasthan Chief MinisterVasundhra Raje forextending favours to dis-graced cricket tycoon LalitModi, wanted in India forcorruption cases. MrChouhan's removal is like-ly to be added to theCongress' list.

The provenance of theVyapam scam can betraced to before MrChouhan, whose politicalprowess and popularity iswell-acknowledged. Theearliest cases of cheatingand of candidates beingallowed to use proxies inexams were registered inyears when the BJP wasnot in power; activists likeAshish Chaturvedi whohave helped expose thescam point out that "boththe Congress and the BJPplayed a role in the scam."

But the conspiracyseems to have expandedconsiderably in recentyears with Mr Chouhan ashead of the state.

Pakistan and India were

CBI had filedthe charge sheet in the caseon May 20 this year foralleged offences undersection 120B (criminalconspiracy) read with sec-tion 409 (criminal breachof trust by public servant)of IPC and under relevantprovisions of thePrevention of CorruptionAct.

The agency had allegedthat the firm had misrepre-sented facts while apply-ing for the coal block.

It had alleged that thecompany got mining leaseon the basis of recommen-dation from theChhattisgarh governmentdespite having no experi-ence and lacking enoughcapital required for start-ing mining operations.

CBI had earlier claimedthat the allocation ofBrahmapuri coal blockwas done on the basis ofalleged false informationthat the firm possessed aniron ore mining lease,when it had none.

"It was further allegedthat the company did nothave any experience insteel manufacturing andthe net worth of the groupcompanies/firms wasaround Rs. 3.01 croreswhich was insignificant,"it had said.

India is in the throes of a fierce passionfor governance. Not just any gover-nance but ‘maximum governance’;

preferably in a combo with ‘minimumgovernment’. We are the only country inthe world that officially celebratesChristmas as ‘Good Governance Day’.Nobody speaks of the need for a goodgovernment anymore – only good gover-nance.

Behind this mass enthusiasm for thevirtues of ‘good governance’ is noneother than the prime minister himself. Hisown website says so: “It is due toNarendra Modi that governance hasbecome the talking point all over thecountry; from the conversationsteenagers have over a cup of coffee toheated debated in newsrooms.”

While the degree to which adolescentsobsess about good governance may be amatter of debate, there is no doubt that itoccupies pride of place in the publicityspiels of the Modi regime — so much sothat it’s now a truism that the Modi man-date of the 2014 polls is “a mandate forgood governance”

But what exactly does ‘good gover-nance’ mean? According to Mr. Modi,“good governance is putting people at thecentre of the development process”.

Well, if that is what it is, then someobvious questions pop up, such as: Is itgood governance to eliminate the needfor people’s consent in land acquisition,as the NDA’s land bill amendments wantto do?

Mr. Modi has also said that good gover-nance must be ‘pro-people’ and ‘pro-active’. If so, then is pro-actively cuttingpublic expenditure on health and educa-tion, as has been done in this year’s budg-et, good governance? Or, for that matter,is the dilution of the rights of industrialworkers, which is what the proposedlabour reforms seek to do, good gover-nance?

The short answer to all these questionsis a resounding yes. For the long answer,we need to visit the history of the conceptof governance itself, and how it has cometo occupy such a central place in develop-ment discourse.A brief history of ‘governance’

The term ‘governance’ was first used— in the sense in which it is deployedtoday — by the World Bank in a 1989report on African economies. Trying toaccount for the failure of its Structural

Adjustment Programmes (SAPs), theWorld Bank put the blame on a “crisis ofgovernance.”

But ‘crisis of governance’ doesn’t con-vey much unless one defines ‘gover-nance’. The World Bank initially definedit simply as “the exercise of politicalpower to manage a nation’s affairs”. Thisearly definition is quite indicative of theanimating logic and future discursivecareer of governance: it is silent on thelegitimacy or otherwise of the politicalpower in question. So whether the Bank’sclient was a democracy or a dictatorshipdidn’t matter. What mattered for gover-nance is that efficient management musttrump politics. Efficient management,just to be clear, means the withdrawal ofthe state in favour of the market.

Over the years, the World Bankexpanded its ‘governance’ model toinclude elements of a liberal democracy,such as a legal framework for enforce-ment of contracts, accountability, etc. Atthe same time, it brokered a marriagebetween governance and development.Nations deemed to be in need of ‘devel-opment’ could now be told that the onlyway to get ‘development’ is through‘governance’ — that is, by embracing thefree market.

But for this, it was necessary to firstcreate a demand for good governance.That meant identifying the markers of‘bad governance’. Unfortunately, whatconstitutes ‘bad governance’ in the neo-liberal text book — an activist state try-ing to even out socio-economic dispari-ties through distributive justice — israther popular among the masses, espe-cially the poor. In an electoral democracy,a direct attack on welfare was nevergoing to resonate beyond the rich andmiddle-classes, as successive govern-ments in India have found to their cost.Corruption and governance

Enter corruption, the godfather of goodgovernance. ‘Corruption’ is not an ahis-torical, value-neutral descriptor. Even inthe short span of India’s post-independ-ence history, it has been deployed in dif-ferent ways in the service of differentpolitical agendas. Matthew Jenkins, a his-torian of corruption, has written abouthow, for instance, in JP Narayan’s move-ment for ‘total revolution’ in the 1970s,corruption denoted something very dif-ferent from what it did in the AnnaHazare-led anti-corruption agitation of2011.

For Narayan, corruption was a moralevil. As Jenkins puts it, Narayan “viewedthe capitalist system itself as corrupt”. Hecites Narayan’s famous quote that“wealth cannot be amassed except byexploitation.” But the anti-corruption dis-course that grew around the Hazaremovement did not share Narayan’s reser-vations about the corrupting influences ofthe profit motive. Corruption as a moral-ly charged idea had disappeared altogeth-er. What replaced it was a narrow, techni-cal idea of corruption as bribery, whichwent well with the economistic notion ofman as a rational agent who responds toincentives.

Overnight, the entire political class, thebureaucracy, and social infrastructure(such as the public distribution system,for instance), began to be deemed ashotbeds of corruption and held solelyresponsible for the state’s failures todeliver the benefits of economic growth.Conversely, any government engaged inthe delivery of socially critical economicgoods was held to be offering incentivesfor corruption.

In other words, it is not neo-liberal eco-nomic polices but corruption that is toblame for the benefits of economicgrowth not trickling down — or not trick-ling down enough — to the masses.

Now that corruption had been identi-fied as the biggest hurdle to economicdevelopment, the stage was set for itsantidote: good governance. This trajecto-ry – of aspirations first raised and thenbetrayed by economic reforms, leading tomass discontent, which zeroes in on cor-ruption as the problem, with good gover-nance presented as the solution – is veryevident in recent Indian history. But it isby no means unique to India. As Jenkinspoints out, the “international anti-corrup-tion consensus” has been a powerfulvehicle for manoeuvring recalcitrantnations onto the neo-liberal track.

With the UPA II regime showing nosigns of progress on the second wave ofeconomic reforms, the demon of corrup-tion was summoned to boot it out. And inits place, we now have the NDA, which isgood governance incarnate, and investedwith the mandate to roll out the nextphase of reforms that its predecessorcould not.

Elements of good governanceSo, what’s definitely out is welfare

expenditure, for not only is it a bad ideaeconomically, it also represents what

everyone hates – corruption. Also out ispolitical interference in policy-making –which can lead to distortions to pleasevote banks. Major policy measures shallbe decided by unelected experts, whodon’t have to worry about winning thenext election.

What’s in are accountability, trans-parency, empowerment, and citizen par-ticipation – all of which are key elementsof Mr. Modi’s ‘good governance’ agenda.On the face of it, these don’t seem likebad ideas. But like development, they allhave a dual meaning – one in the contextof social transformation, another in theneo-liberal vision of good governance.

So if we take, for instance, accountabil-ity, good governance doesn’t meanaccountability to the people – it is aboutaccountability to business and toinvestors, who are risking their moneywith expectations in return.

Similarly, transparency doesn’t neces-sarily mean that the state should renderits decision-making transparent to its cit-izens — if that were the case, a regimegoing gaga over good governance would-n’t have kept the post of ChiefInformation Commissioner vacant fornine months. Again, the transparency inquestion is with regard to business, espe-cially foreign investors, who are tired oftrying to find their way through the intri-cate webs of political patronage (alsoknown as corruption) and often lose outto domestic capital, which enjoys a cul-tural advantage (so-called crony capital-ism). As for empowerment, the good gov-ernance version of it, which imagines thestate giving power to the disempowered,say, through technology (e-governance,m-governance), is a cruel joke on theoriginal meaning of the term.

In human history, there has never beenan instance of a powerful political groupvoluntarily giving up its power. Which iswhy real empowerment is always an out-come of political confrontation and strug-gle – the civil rights movement, thewomen’s rights movement, and all otherrights-based movements are examples ofattempts to empower people through theinstitution of legally enforceable rights.The good governance model of empow-erment is allergic to any rights-basedempowerment. It conceives of empower-ment in individualistic-consumeristrather than collective terms. It offers littlescope, for instance, to remedy the socialdisempowerment caused by caste.

In India, every now and often,there emerges a passionate debateabout the virtues of the

Presidential system. Frustrated bycoalition governments, hungParliaments and ineffective PrimeMinisters, we look longingly towardwhat we think of as a dynamic andeffective alternative. In our imagina-tion, Presidents can choose theirequivalent of our cabinet of ministersfrom a pool of expert candidates notbeholden to the political party of thePresident, or even involved in poli-tics.

As any observer of American poli-tics will attest, the reality is quite oth-erwise. Hamstrung by a Constitutionthat —in the words of one of myfeisty professors in graduate school— “separated the hell out of the pow-ers”, Presidents of the United Stateshave had to constantly battle theother two branches of government —the judiciary and the legislative — toget anything done, not to mentionworking a system way more genuine-ly federal than India’s still centralisedpolity. Recent decades have seen aconstant politics of gridlock as thetwo main parties have found itimpossible to collaborate, and theRepublican party, in particular, hasmoved ideologically so far to theright that bipartisanism is very muchthe exception than the rule.

Far from the tyrannical majority thefounding fathers feared in construct-ing their elaborate system of checksand balances, it often seems that U.S.politics — and Presidents — are con-tinually stymied by intransigent, butpowerful, minority interests. This hasbeen particularly true during the sec-ond term of recent Presidents, withneither Mr. Bill Clinton nor Mr.George W. Bush being able to accom-plish much of anything as theirPresidencies ground towards the endsteeped in scandal in one instanceand the quagmire of war in the other.

Highlights of a legacy

With over a year remaining in hissecond term, it seemed very likelythat President Barack Obama washeaded for a very similar fate. Yet, afortuitous set of events in recentweeks raises the possibility that hemay yet evade that ignominy. First,by a 6-3 vote the Supreme Courtstruck down an important challengeto the Affordable Care Act (ACA) —more commonly referred to asObamacare by its critics — thus leav-ing in place a crucial part of thePresident’s legacy. Second, with thesupport of Republicans (and despitethe desertion of a handful ofDemocrats), the President’s efforts tocreate the equivalent of the NorthAmerican Free Trade Agreement inthe form of the Trans-PacificPartnership (TPP) with Pacific Rimcountries, and eventually with theEuropean Union, survived passagethrough Congress. Third, the UnitedStates Supreme Court legalised samesex marriage all across the nation.And finally, amidst the tragedy of thechurch massacre in Charleston, SC— where the first shots of the CivilWar were fired over a 150 years ago— Mr. Obama’s eulogy for the slainpastor Clementa Pinckney showedhis oratory, intelligence and compas-sion to stunning effect.

Battle for health care

Passed in March 2010, the ACAcame after decades of failed efforts toestablish a health-care system thatcovered most of the population. In itsbrief tenure, the ACA has providedcoverage to 16 million formerly unin-sured citizens with the latter droppingfrom 52 million a few years ago tojust over 35 million today. Thesenumbers would have been even moreimpressive had it not been for anoth-er judgment by the Supreme Courtback in 2012. That judgment, on theone hand, upheld theConstitutionality of the ACA but, onthe other, enabled individual states toblock its effective implementation.

As many as 22 states currently arecutting their noses to spite their faces:

they are willing to forego billions ofdollars in federal funds — funnelledthrough an expansion of Medicaid —to thwart the ACA. Many of themwere part of the slave-owning

Confederacy and they would, eventoday, forego federal monies ratherthan see health care reach the largelyAfrican-American underclass in theirown states; 36 states, 29 of them con-trolled by Republicans, have refusedto establish exchanges where theircitizens can buy health insurancethrough the ACA — forcing that bur-den back on the Federal government.

If these problems of implementa-tion have to do with the persistenceof racism and mainly Republicanintransigence, the larger problemswith the ACA owe to the way capital-ism operates in the U.S. UnlikeWestern Europe or Canada, with theirpublic health-care systems and uni-versal coverage irrespective ofmeans, the U.S. insists that every-thing be mediated through the privatesector. The ACA essentially requiresindividuals to purchase their healthinsurance from private providers —but through subsidies provided by thegovernment. Needless to say, theACA has received the support of theprivate health insurance industry,whose stocks showed a sharp uptickin the wake of the Supreme Court’sdecision upholding these subsidiesrecently.

These same insurance companies,interested as they are in their bottomlines, have high deductibles, denycoverage on many pretexts, and arelikely to increase their premiums

whenever feasible. The ACA is betterthan having no health insurance atall, but for all too many poor people,that is not saying very much. Thisinsistence on providing necessaryand vital public or collective goodsthrough the private sector — one canthink of school vouchers in this con-text — often ensures outcomes aresuboptimal for the consumer even ifthey are very profitable to corporateAmerica.

Yet, one can argue, as many have,that it’s precisely this governmentsubsidisation of the health insuranceproviders that enabled the ACA to bepassed in the first place, and allowedMr. Obama to succeed where a longline of Presidents from Trumanthrough Mr. Clinton had failed. Itpossibly also accounts for why it hasbeen upheld by the Supreme Court,why it evinces the support of corpo-rate America, and why it is likely tosurvive into the future. The incredi-bly strong private-sector orientedcapitalism of the U.S. exercises astrong restraint on what Presidentscan do in domains such as healthcare.

Free trade pact

In a similar vein, the passage of theTPP is a success only for those whobelieve in the alleged benefits of freetrade and expanded markets. ForAmerican workers and corporationsworried about the export of jobs andloss of markets to areas with cheaperlabour and laxer regulations, the ben-efits are dubious at best. More impor-tantly, the legislation to pass the TPP(or specifically its eventual expan-sion to the European Union) intro-duced a provision that restricted it tocompanies that do not support BDS— the movement to Boycott, Divestand Sanction companies and institu-tions that have any truck with Israel.Some liberal groups are outraged thata trade deal with the EU includes aprovision that will benefit Israel andpenalise Palestine.

On rights

On the right to same-sex marriage,Mr. Obama was definitely a latecom-er, joining that bandwagon in 2012and even that only after Vice-President Joe Biden forged ahead onthe issue. Though the White Housewas bathed in the rainbow colourssignifying gay pride after theSupreme Court’s judgment, the reali-ty is that nearly 2 out of 3 Americanssupport the rights of gays to same-sexmarriage as do a majority of thestates. For many of the militant seg-ments of the queer movement, the“victory” represented the triumph ofeffective lobbying by affluent profes-sionals among gays to gain access tothe same benefits and provisions astheir straight counterparts in (largely)corporate America. In their view,securing the right to marriage fromthe government inescapably under-writes conformist and conservativeinstitutions such as government andmarriage, and it belies the radical andrevolutionary reimagining of societythat a genuinely queer perspectiveought to entail. Yet, Mr. Obama willundoubtedly get some credit as theSupreme Court legalised the matterduring his watch.

Which brings us to Mr. Obama’s

speech in Charleston at Rev.Pinckney’s funeral. With its superbanalysis and measured condemnationof America’s legacy and presentracism; its careful delineation of thedisproportionate incarceration ofAfrican-Americans, the punitive sen-tences and murderous police violencevisited on them, and the more subtlediscriminations in hiring and eco-nomic opportunities in general; itsexasperation with America’s loveaffair with guns, and in its celebrationof the Christian spirit of grace andforgiveness, the speech oscillatedbetween an excoriating analysis ofracism and a careful avoidance ofextremism. You can see an extraordi-narily intelligent and passionate manrein in every semblance of anger,knowing that change in his countrywas going to be slow, painfully andexcruciatingly slow. Any display ofanger by a black President wouldonly prove to be counterproductiveand energise the already inflamedlunatic fringe — which is of courseworryingly more than just a fringe.

As one weighs Mr. Obama’saccomplishments in recent weeks andmonths, one has to assess themagainst what is possible in a societywhere many states and their gover-nors would rather deny their pooraccess to health care if it means a lotof African-Americans might benefit;where every government initiativemust redound to the benefit of thecorporate sector if it has to stand anychance of being passed by Congressor withstand scrutiny in the courts;and where bipartisanship is souncommon. Given the constraints allU.S. Presidents operate under, andgiven the additional burden Mr.Obama carries because of his race,his recent winning streak is bothunusual and likely temporary. Itwould be churlish to grudge him hismoment of success — so long as onealso remembers that his every suc-cess is weighed down by the limita-tions of the society he leads.

The record settlement of $18.7 billion that the oilcompany BP has arrived at in the DeepwaterHorizon environmental disaster case in the United

States has naturally revived the debate on the denial ofjustice to the victims of a far bigger catastrophe — theBhopal gas leak. As industrial accidents go, the blowoutin BP’s well in the Gulf of Mexico in 2010 was stagger-ing, killing 11 people and spectacularly devastating analready stressed marine ecosystem with millions of bar-rels of oil. Five State governments and the federal govern-ment of the U.S. have been vigorously pursuing penaltiesand compensation claims with the company, resulting inthe settlement. Yet, the impact of the oil spill pales incomparison with the magnitude of what happened at theUnion Carbide plant in Bhopal in 1984. The NarendraModi government blandly told Parliament recently thatthe Office of the Welfare Commissioner had recorded22,151 casualties in the gas leak under the death catego-ry, but after scrutiny of documents, medical records, affi-davits and so on, only 5,474 deaths were acknowledged,while 6,809 claims were rejected and the rest were treat-ed as cases of disability or injury. Independent accounts,however, have maintained that there are medical profes-sionals on record who certified 10,000 deaths soon afterthe gas leak. What contrasts the BP settlement with theBhopal case is the role of the state and its readiness topursue justice for citizens and remediation for the envi-ronment, with demonstrably errant commercial entities.The egregious neglect in securing compensation for thevictims of Bhopal, who continue to suffer, is evident fromthe fact that the original settlement of $470 million fortens of thousands of people absolved the Union CarbideCorporation of all future liabilities. The Centre, whichadopted a paternalistic position on the issue and assumedresponsibility for all victims, now says Rs.1,548 crore(about $258 million) has been awarded as original com-pensation in about half a million cases, a similar sum aspro rata compensation, and ex-gratia payments of about$100 million for medical treatment. On the ground, somevictims say they have received as little as Rs.35,000.Medical facilities are grossly inadequate, and the Centrehas brazenly neglected a festering problem: the site of theleak with some 350 tonnes of chemical around has notbeen cleaned up. Under the U.S. settlement, individualclaims can still be pursued. Regardless of whether it rep-resents the best model to address industrial accidents —often caused by short-sighted cost-cutting steps to boostprofits — the Deepwater Horizon outcome has somepointers to advance the cause of Bhopal’s long-sufferingvictims. Dow Chemical, which assumed Union CarbideCorporation assets, reported rising earnings last year andcannot evade its liabilities. The Centre and the SupremeCourt should ensure that justice is done for the haplessfamilies of Bhopal.

Passed in March 2010, the ACA cameafter decades of failed efforts to

establish a health-care system thatcovered most of the population. In its

brief tenure, the ACA has providedcoverage to 16 million formerly unin-sured citizens with the latter dropping

from 52 million a few years ago tojust over 35 million today.

To a question on challenges to the roadmap of Digital India, PM Modi said,"When we have taken up such an ambitiousinitiative and that too at such a large scale,there will be several challenges. But, weshould neither underestimate these chal-lenges nor should we get overwhelmed bythem. We must be laser-focused on ourMission and that is what we are doing."

Talking about the challenges, he men-tioned access and affordable access as alsoskills and knowledge.

"We have to empower our citizens withthe skills and knowledge to use digitalapplications and services. We also have tovolunteer time and effort to share digitalskills so that our fellow citizens who haverecently been digitally empowered get toknow how to use this powerful mediumand are able to get the maximum out of thismedium," he added.

Another challenge, he said, is reformingthe citizen-government interface and theprocesses of governance.

"A Digital-First model of governancewill not only bring in efficiency and trans-parency but also will also dramaticallyreduce corruption," he said.

One more challenge is innovation andkeeping pace with the latest in technology,PM Modi said. "Everyday, there are newinnovations that is making some pieces oftechnology obsolete.

It is in this fast-changing technologyenvironment that we must realise theDigital India goals," he added.

'Modi's social...International Studies said.His account on Weibo, akin to Twitter has

tens of thousands of followers, the articlecarried by the web edition of the state- runGlobal Times said.

Noting that Modi's social media cam-paign is not exclusive to China as he "didthe similar things" for the US, Russia andJapan, it said the move is aimed at deliver-ing a message to the world that India ismore open and is keeping up to date withthe latest trends.

"Besides, while certain difficult issuesremain unsettled, it is still an open questionas to when the two countries will complete-ly settle on the track of healthy coopera-tion, especially with the backdrop of borderdisputes," it said.

While Modi and Chinese President XiJinping were expected to meet on the side-lines of 7th BRICS Summit in Russia laterthis week, Sino-Indian relations will be onthe threshold of a new breakthrough "ifsubstantial progress is to be achieved, andthe deadlock is to be broken", it said, refer-ring to attempts by both the countries tospeed up border talks.

Vyapam scam...get the matter probed by the agency they

another case of systemic corruption that ispart of everyday life in the country but nowis being dubbed as one of the biggest scamsin the country.

With three deaths in the last three days,the Vyapam scam has turned into a monsterwhich Madhya Pradesh Chief MinisterShivraj Singh Chouhan can ignore at hisown peril.

The latest in the series of deaths of peo-ple linked in one way or the other to theexamination was that of a trainee woman

cop on Monday. Anamika Khuswahareportedly committed suicide by jumpinginto a river in Sagar, Madhya Pradesh.

“Anamika Kushwaha jumped into theriver and died. It's said she was mentallystressed for the last few days,” said SavitaSohane of the Sagar Police Academy.Kushwaha had cleared the entrance examheld by Vyapam last year and joined theacademy in February this year.

Responding to media queries onKhuswaha's death, the CM said that theunfortunate incident was not related toVyapam scam investigation. “Every deathshould not be linked (to the scam),” he said.

On Sunday, Dr Arun Sharma, the dean ofa Jabalpur Medical College, was founddead in a Delhi hotel.

Dr Sharma's death came exactly a yearafter his predecessor at Netaji SubhasChandra Medical College, Dr DK Sakalle'sbody was found in a charred condition athis residence in Bhopal.

Media reports said that both Dr Sharmaand Dr Sakalle were incharge of the docu-ment verification committee that wasinvolved in checking the credentials of stu-dents suspected of having used unfairmethods to clear Pre-Medical Test (PMT)and Pre-PG exams.

Commenting on the probe into DrSharma's death, Delhi PoliceCommissioner BS Bassi said, “We arecarefully investigating the matter, no foulplay was observed as per prima facie evi-dence.”

“Notwithstanding the fact no foul playwas observed as per prima facie evidence,amedical board was constituted to conductpost mortem. We are also in touch with lateDr. Arun Sharma's family so we get toknow about local factors that can give indi-cation of foul play.”

Dr Sharma's death came less than 24hours after television journalist AkshaySingh died minutes after he interviewed thefamily members of a student NamrataDomor in Jhabua. Domor's mutilated bodywas found on a railway track in Indore in2012.

While there are no conclusive evidencesof any foul play in their deaths, the series ofunexplained deaths has reaffirmed the sus-picion that attempts are being made toeliminate people linked to the scam.

The SIT has questioned thousands ofpeople and arrested many but questionscontinue to remain on the effectiveness ofthe probe.

Those demanding CBI probe have raisedserious questions on non-partiality of theSIT as it comprises of officers from thestate police.

Stepping up its attack, Congress todaydemanded that the Supreme Court shouldtake suo moto cognisance of the case andorder a probe under its direct supervision.

Congress spokesperson PC Chacko saidChouhan cannot escape responsibility forthe "45 deaths" connected to Vyapam scamand that Prime Minister Narendra Modishould take "moral responsibility".

"The Chief Minister cannot be spared. Heshould take responsibility," Chacko said.

Meanwhile, Vyapam scam whistleblowerAshish Chaturvedi has approached thepolice seeking enhanced security cover ashe fears that he will be eliminated if he tes-tifies in court in the case.

Many people related to the scam havedied over the years but it seldom raised sus-picion then as they were not in quick suc-cession as they have been in the past fewmonths. What is adding to the fear of a mis-chief is that the increase in deaths comesjust ahead of July 15 when the SIT is tosubmit second chargesheet – which report-edly looks into the wider conspiracy behindthe scam.

With many high and mighty are said to beamong the beneficiaries of the scam,Chouhan's resoluteness in getting to thebottom of the scam will be put to test likenever before.

Congress playing...scam.Anamika Kushwaha, a trainee police

Just a day ago, Arun Sharma, the deanof a medical college in Jabalpur inMadhya Pradesh who was connectedwith the scam probe, was found dead in ahotel room near the Indira GandhiInternational Airport in Delhi.

On Saturday, journalist Akshay Singh,died dramatically in Madhya Pradeshwhile covering the Vyapam scam.

There are conflicting numbers aboutdeaths related to the Vyapam scam.While the Congress puts the number at48, the Special Investigation Team`s fig-ure is 33. The scam is related to irregular-ities in recruitment conducted byVyavsayik Pareeksha Mandal (Vyapam)and apparently involves politicians, offi-cials and businessmen.

The new Road Transport and SafetyBill seeks to come down heavily on traf-fic offenders and proposes steep penaltiesof up to Rs. 3 lakh along with a minimum7-year imprisonment for death of a childin certain circumstances, besides hugefines for driving violations.

Mr Gadkari said once the law is enact-ed, it would overhaul the sector bringingin transparency besides curbing malprac-tices. Besides a heavy penalty for drivingrelated violations, the Bill also proposes afine of Rs. 5 lakh per vehicle and animprisonment for faulty manufacturingdesign. The Bill is also aimed at bringingdown fatalities in road accidents by twolakh in the first five years.

He said his Ministry is committed tocontributing at least 2 per cent to theGDP from the sector besides aiming toreduce accidents by more than 50 percent in the next two years.

"Three lakh persons are crippled annu-ally in 5 lakh road accidents, while anoth-er 1.5 lakh lose their lives. We are seriousabout reducing accidents. We will set up5,000 centres across the country for issu-ing driving licenses based on comput-erised tests as 30 per cent of the licencesin the country are bogus," the Ministersaid.

He said providing safe, efficient, cost

effective and faster transport across thecountry is government's mission.

Earlier, allaying States' fear that newBill will take away their rights, MrGadkari has said, "I assure to the statesthat they will not be disturbed. We willnot take a single paisa from your revenueand in fact, we want to give support to thestates. There are some misconceptionsabout the proposed Act."

Senior Congress leader DigvijayaSingh, who has been demanding a largerinvestigation into the Vyapam scam andthe unusual number of deaths since it sur-faced in 2012, tweeted: "KailashVijayvargiya's comment on journalists iscondemnable. It exposes his ego. Heshould apologise to journalists."

The journalist, Akshay Singh, is among35 people to die mysteriously in connec-tion with the scam that involves politi-cians and bureaucrats allegedly acceptingkickbacks in exchange for allowingimposters to take the recruitment examfor government jobs and admission tocolleges.

Akshay Singh died suddenly when hewas in Jhabua, speaking to the family ofa girl named in the scam. Witnessaccounts suggest the 38-year-old journal-ist started frothing at the mouth and col-lapsed while talking to the girl's father. Adoctor had said that he died of a heartattack, but Delhi's AIIMS hospital is nowhandling a medical investigation intohow he died.

NASA Briefly...an hour and half, and perplexed scien-

tists as they tried to figure out what hadgone wrong aboard the New Horizonsspacecraft nearly three billion miles (4.9billion kilometers) from Earth.

The mission is being closely watchedby millions of space enthusiasts becausethe spacecraft's flyby of Pluto on July 14will offer the world's first close look atthe distant dwarf planet.

"The New Horizons spacecraft experi-enced an anomaly the afternoon of July 4that led to a loss of communication withEarth," NASA said on its website.

"Communication has since beenreestablished and the spacecraft ishealthy."

The spacecraft was pre-programmed toswitch from its main to a backup comput-er in the event of such a problem.

Govt calls...vulnerablility to radicalisation.The meeting, to be attended by

Principal Secretaries (Home) of thestates, will also take note of "alarming"development of Rohingya Muslims mar-rying Indian girls, especially in Jammuand Kashmir, a government official toldPTI here today.

According to an initial estimate, thereare around 1.3 lakh Rohingyas, mostlysettled in Uttar Pradesh, West Bengal,Andhra Pradesh (mainly Hyderabad),Kerala, Assam, Jammu and Kashmir andDelhi.

"Rohingya Muslims are 'persecuted' intheir homeland in Myanmar. Hence, thereis a fear that the members of the commu-nity could be vulnerable to radicalisation.We have to be cautious before things goout of hand," the official said.

The meeting with top Home depart-ment officials of seven states comes near-ly a month after Deputy NationalSecurity Advisor Arvind Gupta held dis-cussions on the issue with senior officialsof the Home Department and central lawenforcement agencies.

Rohingya Muslims have been infiltrat-ing into India through the porous Indo-Bangladesh border and most of themhave secured identity cards given torefugees and asylum seekers by UNRefugee agency UNHCR, making it dif-ficult for authorities to deport themimmediately even if caught.

The Home Ministry had been informedby security agencies last year about inter-ception of a group of Rohingyas at theIndo-Bangladesh border in Tripuraamong whom there was a Kashmiri man.

"That Kashmiri man told officials thatRohingya Muslims are increasingly set-tling in Jammu and Kashmir and evenmarrying Kashmiri girls, which is analarming development," the official said.

Woman Cop...inspector, Anamika Sikarwar (25), was

found in the lake adjacent to the PoliceTraining acdemy in Sagar district head-quarters, City Superintendent of Police(CSP) Gautam Solanki said.

Anamika was married and a resident ofMorena district.

She got selected as sub-inspector in anexam conducted by Vyapam.

However, the CSP said that her selec-tion has nothing to do with Vyapam scamand she was not a suspected beneficiary.

She was found missing from her roomand later her body was found in the lake.It is suspected to be a case of suicide, hesaid. Police rushed her immediately tothe district hospital where doctorsdeclared her brought dead.

The cops have sealed her room in theacademy and so far no suicide note hasbeen found. The exact cause will beknown after a probe, Solanki said addinginitial investigations are on in the case.

Asus has launchedthe Pegasus 2 Plussmartphone in

China. The Taiwanesecompany is yet to revealthe pricing and availabilitydetails of the Asus Pegasus2 Plus.

The new Asus smart-phone is said to be the suc-cessor to the Pegasussmartphone, which waslaunched in December lastyear.

The Asus Pegasus 2 Plusfeatures a 5.5-inch full-HD(1080x1920 pixels) dis-play, much like AsusZenFone 2's high-endsmartphones. It is poweredby a 64-bit QualcommSnapdragon 615 processorcoupled with 3GB ofRAM.

Notably, Asus last monthlaunched ZenFone 2 mod-els featuring QualcommSnapdragon chipsetsinstead of the Intelchipsets. The launch wasfirst reported bymobile.163.com.

The Pegasus 2 Plussports a 13-megapixel rearcamera while there is an 8-megapixel front-facing

Google's Android One initia-tive has beenlaunched in

Pakistan onMonday. With thelaunch in a newAsian country,Pakistan has becomethe ninth country afterIndia, Bangladesh,Myanmar, Nepal, SriLanka, Indonesia,Philippines, Sri Lanka,and Turkey (first countryoutside Asia) whereGoogle's low-cost AndroidOne smartphones will besold. Google has announcedQMobile as its OEM partnerfor the Pakistan market. Thenew Android One phone - theQMobile A1 - will be availablestarting Monday via retail storesacross Pakistan and is priced atPKR 11,500 (approximately Rs.7,000).

Google has confirmed that theQMobile A1 smartphone will runAndroid 5.1.1 Lollipop out-of-the-box. As for specifications, the smart-phone will come with identical spec-ifications as the Karbonn Sparkle V,Micromax Canvas A1, and SpiceDream Uno. There is no decisive data or evi-dence so far to show that radi-ations from mobile phones or

towers have adverse health or envi-ronmental effects in India, a topBSNL official in Agartala said.

"There is no conclusive study, dataor evidences about the bad health orecological effects of radiations frommobile phones or towers in India,"Bharat Sanchar Nigam Limited(BSNL) chief general manager(Northeast circle one) D.P. Singh toldreporters.

He said: "India's stringent measuresagainst radiations from mobilephones or Base Tower Stations (BTS)are ten times more than the USA andEuropean countries."

According to the officer, there areabout 775,000 BTSs in the countryand so far only about 90 cases havebeen found to be non-compliant bythe department of telecommunication(DoT) and penalty has been imposedon the operators.

"A penalty of Rs. 10,00,000 hasbeen imposed in each case ondefaulting operators in case any BTSis found to be non-compliant," saidSingh, who was earlier looking afterthe radiations related affairs in theDoT.

The BSNL official said that regularaudit of electromagnetic field levelsfrom the mobile towers throughTERM (Telecom Enforcement

Resource Monitoring) cells of theDoT is being done to ensure that pre-scribed standards are implemented.

Singh said that the World HealthOrganisation (WHO) has done a largenumber of studies over the past twodecades to assess whether mobilephones and BTS pose potential healthrisk.

"A section of so-called experts andenvironmentalists to achieve theirpersonal gain and business benefitare occasionally spreading exaggerat-ed facts about radiations from mobilephone or towers based on some mythand falsehood," the BSNL CGM said.

"These experts and environmental-ists without any conclusive study andfacts sometimes say that sparrowsand other birds are vanishing, affect-

ing breeding or reproduction, andfoods due to radiation from mobilephone or BTS," he added.

"Had this (radiations) been harm-ful, Europe and the US would havedone away with it long ago. Here,people make occasional hullabalooabout the harm being done by mobiletowers, but actually nothing like thathappens."

The CGM said that the DoT hasrecently sanctioned Rs. 5,336 croresfor the improvement of mobile andinternet services in the eightNortheastern states.

He said the BSNL would set upseveral hundred Wi-Fi hotspots inNortheastern states soon, besidesimproving machinery and quality ofservice in the region.

Ateam of internationalresearchers has puttogether some of the

world's best art, poetry, music,drama, and dance onto smalldisks and plans to send them tothe Moon aboard a rover nextyear.

The rover developed by theCarnegie Mellon University'sRobotics Institute will competeon the Moon for the GoogleLunar Xprize, a $30 million

(roughly Rs. 190 crores) contestto land a privately funded roboton the lunar surface.

Carnegie Mellon's robot plansto take gifts to the Moon in theform of the small disks contain-ing data on Earth's art, 'TechTimes' reported.

William L "Red" Whittaker,roboticist and founder ofAstrobotic, Inc, is reservingspace on the rover for the MoonArts Ark, which contains ele-

ments representing art, architec-ture, design, music, drama, balletand poetry.

The Ark is four elaboratechambers that each hold fourengraved sapphire disks, metalsculptures, microcapsules con-taining evidence of life on earth,high-resolution dye sublimationimagery on metal foil, and a vari-ety of information in the form ofdata, imagery and physicaltraces.

To be part of the payload, theArk must weigh no more than 6ounces volume or half a can ofsoda.

The Moon Arts team hasaccomplished this technical featand the chamber prototypes arecompleted. While the Ark mustendure a journey through space,work reliably under extreme con-ditions on the lunar surface, andremain operational for whatcould be millions or billions of

years, an exact replica of theMoon-bound one will be con-structed for future exhibition onEarth.

Mark Baskinger, co-principalinvestigator of the Moon ArtsGroup and an associate professorin the CMU School of Design,called the Ark and its contents acapsule of life on Earth, meant tohelp illustrate a vital part of thehuman existence: thearts.

woman to score a hattrick in aWorld Cup final as she inspired theUnited States to a 5-2 demolitionof defending champions Japan onSunday.

The United States, winners in1991 and 1999, became the firstnation to win the crown three timesand avenged their loss to Japan onpenalties in the 2011 final.

Lloyd, 32, scored her first goalafter just three minutes on the pitchat Vancouver`s BC Place Stadiumwith the second coming two min-utes later, and her third after 16minutes.

"I was on a mission today," saidLloyd, whose teammates LaurenHoliday (14) and Tobin Heath (54)also found the net.

Yuki Ogimi got one back on 27minutes for the Asian championswith their second coming thanks toa 52nd-minute own-goal by USdefender Julie Johnson.

"It`s unreal, it just hasn`t sunk inyet," Lloyd said. "I`m mentallyfried.

"We knew that if we took it toJapan they would get nervous onthe pitch."

toughest match of the tournament sofar at Wimbledon but still made itthrough to the quarter-finals with a 6-4, 6-4 win over Kazakhstan's ZarinaDiyas on Monday.

The Russian fourth seed, who wonthe 2004 title, has yet to drop a setbut came through what was by far herlongest match of the tournament inthe 97-minute contest on the 11,000-seater Court One.

She faces Coco Vandeweghe inTuesday's quarter-finals after the USworld number 47 knocked out Czechsixth seed Lucie Safarova, lastmonth's beaten French Open finalist,their fourth round encounter.

Sharapova had a nervy start againstworld number 34 Diyas and was 3-1down in the second set but the 28-year-old's experience told and shelooked delighted at the end.

"The further you go, the tougher itgets. My opponent is a really goodgrasscourt player, stayed really lowand hit so hard so I really had to be

ready for all her shots," Sharapovasaid.

"Coming into this tournament, Ididn't have a warm-up event and Iwanted to start off strong and give agood chance for myself.

"I thought I've been doing good butas we all know, it only gets tougherfrom here.

The result has enhanced Indian women's chances ofqualifying for the 2016 Games.

"We knew we had to be in the top five to stay incontention for the Rio Olympics. The last two gameswere very crucial for us and the girls kept their cooldespite huge expectations and pressure. The youngplayers specially played really well and I can confi-dently say that the future for women hockey in Indiais very bright," said India's coach C R Kumar.

Indian fans welcome the national women's hockeyteam. Indian women's lone Olympic appearance wasat Moscow in 1980. Effectively, India's fifth spot hereshould secure them an Olympic Games ticket whenthe countdown to allocate spots takes place.

Three spots each are on offer at both the WorldLeague Semifinal competitions, at Antwerp and in thejust-concluded event at Valencia.

With five continental event champions beingallowed another route, there are likely to be severaldual qualifications. In turn, that can open up Olympicspots for nations which do not make the top four ofthe two World League Semi-finals.
