NEW DELHI, MARCH 07This Holi was the safest in Delhi

since 2006 with the lowest numberof fatal accidents, a police officersaid here Saturday. A total of11,492 vehicles were fined for var-ious traffic violations during thefestival.

"Strict traffic and police enforce-ment resulted in only eight fatalaccidents leading to the death ofeight people, which is the lowestfatal accidents reported in the cityon the occasion of Holi since2006," Joint Commissioner ofPolice (Traffic) Anil Shukla said.

The largest number of casualtieson Holi was reported in 2006 when22 people were killed in 20 fatalaccidents. In 2014, 11 fatal acci-dents took place during the festi-val.

A total of 14 fatal accidents werereported in 2013 and in 2012 it was13. At least 11 fatal accidents werereported in 2011 and 15 in 2010.

Police, however, did not givedetails about 2007, 2008 and 2009.

Shukla said: "Despite our efforts,several people violated traffic rulesand we issued 11,492 challans onthe occasion of Holi (Friday). Mostof the people were drunk drivers."

A total of 1,569 people werechallaned for drunken driving --including 336 prosecutions of reg-istered vehicle owners whoallowed their vehicles to be drivenby unauthorised people or drunkdrivers -- and 898 for over speed-ing.

Also 787 vehicles were chal-laned for traffic signal jumping and418 revellers were fined for notwearing seat belts while driving. Atotal of 971 vehicles were alsoimpounded from different places,police said.

In addition, 249 vehicles werechallaned for wrong parking, 192for dangerous driving, 787 fortriple riding on two-wheeler, 954

for two-wheeler rider or pillion notwearing helmet.

A total of 1,383 vehicles werechallaned in 2014 while 10,339prosecutions were done in 2013.

Besides, police received over2,000 calls at the Police ControlRoom and attended to around 500.

The police had made elaboratetraffic arrangements to ensure thesafety of motorists. Special check-ing teams with alcometres weredeployed at major intersections todetect and prosecuteviolations.

Over 200 special traffic policechecking teams were spread allover Delhi to check drunken driv-ing, over speeding, reckless driv-ing and violation of traffic rules.

"Joint checking against drunkendriving was undertaken jointly byDelhi Traffic Police, PoliceControl Room and local staff ofrespective police stations," saidShukla.

violating traffic rules by Delhi TrafficPolice today on the occasion of Holi,which included 1,100 for drunken driving.

Delhi Police made elaborate arrange-ments to ensure a safe Holi. Over 200 spe-cial checking teams of traffic police alongwith PCR vans and local police weredeployed to check incidents of drunk,speeding and reckless driving.

Special teams with alcometers and 20interceptors were also deployed at majorintersections to detect and prosecute viola-tors. "During our sustained drive, till 5 PMwe have challaned more than 5,500 peoplefor violating traffic norms which include1,100 for drunken driving, 590 owners ofthose vehicles which were found to bedriven by drunkards, 438 for red light

jumping and 418 for not wearing seat belt."We have also impounded 774 vehi-

cles," said Joint Commissioner of Police(Traffic) Anil Shukla. The numbers arebound to go up as police had also posi-tioned men armed with cameras whovideo graphed offenders so that if theycannot be prosecuted on the spot due torush, challans can be sent at home. Lastyear, over 4,000 people were booked attheir residences for indulging in trafficviolations during religious festivals andwere prosecuted later after being videographed by police. Delhi Police datashows that last year on Holi, 13,015 pros-ecutions were made out of which 5,633were for riding without helmet, 1,544 forred light jump, 1,464 for triple riding, 139for dangerous driving and 2,090 driverswere prosecuted for drunken driving.

Minister Manish Sisodia onSaturday ordered an enquiryinto the allegations made by adisabled youth who was deniedentry into a plush restaurant inthe city.

Sisodia, who took to Twitter,said that he has ordered anenquiry into the matter and hasasked the DM to submit reportby Monday.

Nipun Malhotra, who wasborn with arthrogryposis, a rarecongenital disorder, whichleads to lack of muscles in armsand legs, was denied entry tothe restaurant last night.

Malhotra, who is also co-founder of the NipmanFoundation, was allegedly toldby the security and the managerof the restaurant that he wouldnot be allowed inside as he wasdisabled.

"Our friends had decided togo to Keya for dinner. So nineof my friends, five boys andthree girls went to the restau-

rant. One of my friends politelytold the manager that one uswould be coming on a wheel-chair and that he should ensurethat he reaches the table.

"The manager asked if thefriend was injured or had a dis-ability. When my friendinformed him that he has a dis-ability, the manager said that as

a policy they do not allow dis-abled people inside," Malhotraclaimed.

"When my friend told meabout it, I could not believe himand reached there with mybrother. The security therestopped us from going insidesaying the hotel as a policydoes not allow disabled inside

and started pulling my wheel-chair.

"I was shocked. The managerthen came out and to flip theargument said that we do notallow stag entires. When I toldhim that already three of mymale friends and many otherswere inside, then how could hesay that they do not allow stagentires?" Malhotra said.

The restaurant said it was acase of misunderstanding.

"It is a clear case of misun-derstanding. Because of Holiwere were getting a lot of drunkpeople at the gate. As a precau-tionary measure we wererestricting the number of boysinside," said General ManagerPremjit Kumar

"Nipun was accompanied bytwo more boys and allowingthem inside would haveincreased the number of men.So we just said that we are notallowing anymore stag entries,"the manager claimed.

Javed Abidi, Convener of theDisability Rights Group, said

The victim is being re-examined in-camera bythe counsel for accusedShiv Kumar Yadav,whose plea to recall sev-eral prosecution witness-es was recently allowedby the Delhi High Court.

According to sources,Yadav's counsel asked thewoman several questionsrelating to her outing withfriends in the hotel on theevening of December 5,2014, after which she hadboarded the taxi drivenby the accused fromVasant Vihar and was

Judge Kaveri Baweja, thesources said, disallowedseveral questions askedby the defence counseland the woman alsorefused to answer them.The statement wasrecorded in the presenceof the judge and only theparties concerned.

The 25-year-oldwoman was called for herre-examination by thedefence counsel onMarch 5, when she wasunderstood to have toldthe court that she wastraumatised due to theundue delay in proceed-ings owing to dilatorytactics of accused andbeing made to relive theghastly incident.

The court, which washearing final argumentsin the case, had againsummoned the woman incompliance of the DelhiHigh Court order that waspassed on an appeal filedby Yadav seeking torecall all the 28 prosecu-tion witnesses to crossexamine them again inthe case.

The high court hadhowever allowed Yadavto recall only 13 prosecu-tion witnesses includingthe victim, doctors, foren-sic expert and investigat-ing officer of thecase.

According to the prose-cution, the incident tookplace on the night ofDecember 5 last yearwhen the victim, afinance executive work-ing in Gurgaon, washeading back home.

Police said the woman

had taken the taxi fromVasant Vihar to return toher house in Inderlok areaof North Delhi and theaccused, who took anoth-er route, allegedly rapedher. Yadav was arrestedon December 7, 2014from Mathura.

In her statement record-ed before the court earli-er, the woman had identi-fied Yadav as the one whohad raped her.

The court has framedcharges against Yadavunder IPC for allegedoffences of endangering awoman's life while rapingher, abducting with anintent to compel her formarriage and criminallyintimidating and causinghurt.

The court had alsorecorded the testimony ofthe accused in which hetermed the charge againsthim as "false".

"Considering the trans-boundary foot-print of this phenomenon, we would sug-gest that the UNCCT study of this phenom-enon be expanded in its scope to cover allthose member-states which have felt theadverse impact of foreign terrorist fight-ers," he said adding that to be relevant onthe ground, the study should not onlyenhance understanding, but also recom-mend action, on tackling this transnationalphenomenon.

The victim, a physiotherapy student wasraped and assaulted with an iron rod aftershe was tricked into boarding a bus to gohome after watching a movie with a malefriend on December 16, 2012.

Her male companion was badly beaten upand could not come to her rescue when shewas assaulted in the bus. The two werelater dumped naked and bleeding on theroadside.

The woman was airlifted to a Singaporehospital for treatment where she died -- 13days after the assault -- of the injuriesinflicted upon her.

Mukesh, along with three others, wasconvicted and sentenced to death last yearfor the gang-rape and murder of the victim.

Kejriwal is staying in an accommodationwith two bedrooms, a hall and a treatmentroom, called "Nest" at the Institute, a spe-cialty charitable naturopathy and yoga hos-pital in an eco-friendly campus of 100acres.

A set of four senior doctors, including anacupuncturist, physiotherapist and a yogaofficer, are taking care of Kejriwal, sheadded.

AAP chief's parents also are undergoingnaturopathy treatment, she said. "Thefather is suffering from constipation andthe mother from diabetes and arthritis," shesaid.

Nine held...made late last night after two groups of

children clashed with each other in Vanganivillage during the Holi celebrations, APIDhananjay Pore of the Kulgaon Police sta-tion said. "The fight between two groups ofchildren led to several men joining the twosides and creating ruckus. It all started oversmearing of colours in the festival," hesaid.

Members of both the groups filed crosscomplaints against each other at Kulgaonpolice station. One of the groups belongedto a minority community.

Ifind myself at odds with our cur-rent society which is ravenousabout news, greedy for informa-

tion, disgruntled about noise, and yetnever talks about silence. I thinksilence needs a storyteller. In fact,silence needs a demography to mapits messages. In all the noise aboutself-conscious selfies, I want to talkabout a different world. At one level,it is the same world, but no one talksabout it. This world of silence has norepresentation, no voice, no effort ofart that captures its messages, itsnuances.

A city’s attitude

I still remember this old man whosits near the red light, poised precar-iously on a pavement. He is prema-turely old. He looks beseechingly atyou as the car stops. He does not beg,he does not speak. He sits silently,quietly, exploding with questionsand still watches sadly as the carpasses him by. My driver, a folkauthority on Delhi, told me that thereare hundreds of old people like thisacross Delhi. Their families don’twant them. They feel unloved. Aftera meagre breakfast, they leave homeand spend the day sitting on pave-ments, watching people, tired withexpectation and hope. Their eyesspeak speechlessly. There are notears. They watch with innocence.The driver said, “I hate red lights ina city. They remind me of the home-less, the beggars, the old. It is a stopfor all the people we abandon andforget.” He uttered an obscenitywhich described the attitude of thecity, a heartlessness which had noplace for the defeated.

I probed a bit more. A few dayslater, a friend and I were drivingaround Kashmiri Gate bus stop inDelhi. It was night. Men were lit-tered all over the pavements, asleep.They were covered in gunny bags. Afew had patched up quilts and wereshivering in the cold. My friend said,“Homelessness is a strange world ofcitizenship. Do you know these peo-ple have to pay land sharks to sleepon the road?” Many looked dis-traught, too tired to speak. Some laydrugged in tiredness. One or twoslept with stray dogs which added to

the warmth and possibly to the com-panionship. It was a nightly tableauacross the pavements of Delhi enact-ed in silence. Silence does not mere-ly claim the poor. Its census ofuntold stories includes the old, theunemployed, the widowed, thedefeated in every niche of society. Ihave seen it even among middle

class executives, especially thosewho retire in their prime. They seemfull of ideas, alive with inventions,and in the beginning one senses theiranger with an economy that sudden-ly does not want them. They areangry at first but as their worldshrinks, as listeners disappear, Ioften see them walking alone.Sometimes I feel untimely retire-ment and unemployment destroysmore people than illness. Illness atleast produces the speech of suffer-ing and screams of pain. Even deathprovides the litany of mourning butretirement, retrenchment create frag-ments of silence. In fact, people dis-appear. They cease being a part ofthe social. They belong to what I callthe new shadow economy, a societywithout speech.

Development and promises

I know that religion and philoso-phy speak about the wisdom ofsilence. Here, silence seems to be its

own ecology. It does not need words.I have imagined sages sitting insilence. Gandhi used to keep days ofsilence. But this silence was volun-tary. It was a set of punctuationmarks in a life marked by speech. Itwas a silence which was comple-mentary to speech. I am more wor-ried about a silence that goes beyond

muteness to speechlessness. I knowthis silence can speak, even protest attimes, yet that speech of silence islike a dying spark without the fire.

Silence and history

I still remember a picture thathaunts me. It appeared recently in allthe national newspapers. It was aprotest by a group of Narmada damoustees, a whole group lying sub-merged in silence. They sat silentlyin the water for over a fortnightbefore the media even took cogni-sance of them. The silence of theprotesters spoke of the amnesia ofdevelopment, of the empty promisesof the nation state. The picture disap-peared quickly and yet the faces andfeet of the protesters haunted. Theyhad discovered the speech of silenceand yet it hardly left a trace on themedia. The media today seems fullof noise and its amnesia about suffer-ing makes it obscene. It is as if ourinformation society has no memory

for the defeated and the abandoned.One suspects that our aspirationalmobile society is embarrassed by thedefeated.

Silence and the muteness ofsilence seem to be our true history.The history, the real history ofPartition, is the history of its

silences. When Partition is writtenabout in political terms as a transferof power, its political history appearsto be pomposity. As history, it is aconversation of nation states and asilencing of a people.

I wish I could write a history on thesilences of Partition. I realise that itis a silence desperate for speech, andpraying for a community of listeners.The absence of memory and a lack oflisteners condemn silence to a dou-ble ritual of torture. I remember apoignant moment where the journal-ist, Shefalee Vasudev, telephoned meonce to talk of an old man who wentto see the movie “Gadar” 52 times.He was a Partition victim, a lone sur-vivor haunted by memories whichhad no community. He went and satin the theatre so that his silence couldat least find a double, even an idiotdouble in a Partition film. If Partitionwas obscene, the silence that fol-lowed it was doubly obscene. Iremember the psychologist, Ashis

Nandy, once mentioning that evenhusbands and wives who had livedthrough Partition sometimes nevertalked about it. Such is the tyranny ofpain and silence that hauntsPartition.

Sometimes the silencing of a storycomes from official definitions. Iremember Ganesh Devy, the literary

critic, once told me that the official isa form of silencing. The governmentof India defined a language as a formof life which needs a script. In oneindifferent stroke, it condemned allthe oral languages of India to silence.The silencing of the tribal was one ofthe great crimes of modern India. Itgoes beyond the deafness of mutes.In silencing the tribal we robbed himof his identity, his memory, his myth.It was an imposition of vulnerabilityleading inevitably to annihilation.

Sometimes as I watched thissilence unfolding like a shadow playor a tableau, I feel a sense of desper-ation. I sense it particularly with oldage. I think it takes courage to be oldtoday and I am not sure I have it.

Age and information

A friend of mine once exploded indesperation. He told me we havedestroyed old age with information.Old age had a beauty before the

information revolution. Now, assoon as we hear about Alzheimer’sdisease we react mechanically. Werush to the net and analyse every lit-tle information. Today, Alzheimer’sis a downloaded disease. It preventsus from reaching out to the old,reaching out to their memories.Instead, we follow the instructionsfrom the Internet. The more literatewe are, the more digital we become.We follow abstract instructionsinstead of conversing with the old.They become objects. We silencethem, without listening. My friendmourned that his father died con-fused, perplexed and silent becausethe official idea of Alzheimer’sdenied him his sensitivity, his experi-ences of old age. The noise of scien-tific information reduces old age tohelpless silence, a pathetic despair.

I often feel history and modernmedia is too much noise. When Iwalk around India, whether it is in itssmall towns or the little localitywhere I live, I often felt the act ofstorytelling will be an attempt toresuscitate the story of its silences. Ithink of the silence of Muslimwomen raped in 2002, the silence ofthe displaced, the silence of old age,of faces on the pavement and I sensethe helplessness of my social sci-ence. I think India is a society wherethe poor, the nomad, the abandonedare waiting mute so someone discov-ers their silence. Silence is today thesecret untold commons of a forgottenIndia. I feel democracy will comealive the day we decode the silenceof our majorities. Then, that silencewill move from impoverishment tolife. Desperately, urgently, a newecology of life needs to come alive, astory telling which goes beyond thelanguage of rights, and captures thehistory of the last 100 years. Ademocracy subject to the sadness ofsilence is doomed to the most devas-tating of tyrannies. This is the futurethat haunts India.

Next week the economicagenda of the NarendraModi government will

face its biggest test inParliament. The controversialRight to Fair Compensation andTransparency in LandAcquisition, Rehabilitation andResettlement (Amendment)Bill, 2015 (LARR) that hasbeen introduced in Lok Sabhais due for consideration of thehouse on March 9. While thegovernment seems determinedto push the Bill throughParliament, the opposition par-ties have vowed to oppose ittooth and nail.

The stakes are very high forboth sides. Ensuring hassle-freeand cheap land to private com-panies is a crucial componentof the economic agenda of thegovernment. The governmenthas made it clear that it willconsider only ‘meaningful’amendments, but will notchange the core of the Bill. Onthe other hand, for oppositionparties the Bill offers an oppor-tunity for revival. They want tocapitalise on the battle that hasbeen raging outside Parliament.

A foot-march by tens of thou-sands of farmers, agriculturalworkers and tribals from 16States reached Jantar Mantar onFebruary 23 to join a protestlaunched by Anna Hazare. Thesocial activist has described theordinance as a grave form ofinjustice to farmers and otherswho depend on land for liveli-hood. Mr. Hazare has made itclear that the current protest isjust a beginning of a largermovement that will continueuntil the anti-farmer Bill waswithdrawn.

That many organisations offarmers, agricultural workersand tribals from different partsof the country have startedprotests is not surprising. SinceIndependence, millions have

been displaced and dispos-sessed of their livelihood due toland acquisition, and havereceived a pittance by way ofcompensation.

Farmers get a pittance

A study I undertook of 1,660judgments of the Punjab andHaryana High Court, deliveredbetween 2009 and 2011,demonstrates how farmers havebeen receiving the short end ofthe stick. It shows that the aver-age government compensationis just about one-fourth of themarket value of land. In otherwords, for a land worth Rs. 1lakh, on average, the farmer hasreceived Rs. 25,000 and paid asubsidy of Rs. 75,000 to who-ever received the land. If this isthe case with farmers whocould afford costly litigation,what about those too poor to doso?

As to the landless livelihoodloser — sharecroppers, labour-ers, fishermen and artisans —their situation can best bedescribed in the words ofShylock in The Merchant ofVenice, Act 4, Scene 1: “Youtake my life when you do takethe means whereby I live.”

Over the years, farmers havelost 1.80 lakh hectares of farmland to acquisition. Many atime, land has been acquired forprivate companies under theguise of public purpose.Recently, large tracts have beenacquired for real-estate devel-opers and the Special EconomicZones (SEZs). The companieshave earned huge profits bydiverting the acquired landtoward commercial activities.Developers in Noida andGurgaon have made fortunes.

A recent report of theComptroller and AuditorGeneral of India provides adamning account of misuse ofland in SEZs. It concludes:

“Land appears to be the mostcrucial and attractive compo-nent of the scheme. Out of45635.63 ha of land notified inthe country for SEZ purposes,operations commenced in only28488.49 ha of land.” It furtheradds: “5402.22 ha of land wasde-notified and diverted forcommercial purposes in severalcases. Many tracts of theselands were acquired invokingthe ‘public purpose’ clause.”

The LARR Act, 2013 had putpaid to such practices. It man-dated prior consent of 80 percent of the affected families forland acquisition for privatecompanies — 70 per cent forPPPs. The consultative and par-ticipatory acquisition processunder the Act drasticallyreduced the scope for arbitrarydispossession. Moreover, itmade Rehabilitation andResettlement (R&R) the legalright of the displaced and thelivelihood losers.

By scrapping these progres-sive features, the Bill haslegalised dispossession and dis-placement of people whodepend on land, water andforests for their livelihood. Ithas added a large number ofprivate projects to the exemptedlist for which land can beacquired without consulting theaffected people, never mindtheir consent. In fact, severalchanges effected by it havemade the acquisition law worsethan the colonial LandAcquisition Act (LAA), 1894.

For instance, it has expandedthe scope of SEZ-like malprac-tices by adding ‘Public-privatepartnerships’ (PPPs) to theexempted list. Ostensibly, thesepartnerships are formed to tapprivate funds for the provisionsof public goods. However,many of such partnerships areused as means to acquiring landfor companies. This is how itworks. The government con-

cerned acquires land citingsome public purpose and trans-fers it to the partner companies.Post-acquisition, companiesuse the land for real-estate andother commercial purposes tomake huge profits. Housingprojects under PPPs for the Tajand the Ganga expresswayprojects, and hospitality proj-ects clubbed with Delhi andMumbai airports are some ofthe many cases in point.

As if this was not enough, theBill has abolished the socialimpact assessment (SIA) formany projects, including SEZs,PPPs, dams, power plants, andwaterways. The SIA mandatedunder LARR, is vital to ensurethat the acquisition happensonly when it is in the socialinterest and excess land is notacquired. It also helps reducethe adverse effects of acquisi-tion — in terms of the loss oflivelihood and habitat, anddamage to the environment. Itsimportance cannot be overem-phasised for large projects.

To be meaningful the R&Rrequires careful documentationof those who lose their land andlivelihood. Under the bill thiscan be done only as a part of theSIA, which stands scrapped formost projects. Consequently,R&R has been rendered to amere charade. What a tribute tothe Narmada Bachao Andolan!

Misleading claims

The government has sought tojustify the Bill by attacking theLARR as anti-development.The Finance Minister, who isthe architect of the ordinance,in his blog has criticised theland acquisition process underthe Act as: “A highly compli-cated process of acquisitionwhich renders it difficult oralmost impossible to acquireland can hurt India’s develop-ment.”

Such claims are completely

misleading. The LARR hadbeen in place only for a yearand there is no evidence sug-gesting that project delaysincreased during this period. Onthe contrary, data from theMinistry of Statistics andProgramme Implementationshow that more than 82 per centof projects suffered delays evenunder the 1894 Act — the noto-rious ‘urgency clause’ underthis colonial law permitted landacquisition without any scruti-ny or hindrance whatsoever.Clearly, several factors otherthan land acquisition also causedelays.

Also, the government hasmade much of the increase incompensation; now, it can betwo to four times the ‘marketrates’. The corporate sector andits sympathiser claim that theincreased compensation hasrendered many projects unsus-tainable, threatening the growthprospects. Some UPA leadersalso seem to share this view,which is totally baseless, sincethe officials assess marketvalue using stamp-duty and thesale-deeds rates as proxy. Asthe above-mentioned study ofcourt cases shows, the latterrates are a fraction of the actualmarket prices. Therefore, evenat two to four times the stamp-duty rates, the compensationwill be less than the actualvalue.

The SIA and the R&R arecrucial for ensuring that peopleget dispossessed and displacedwhen it is really worth it.Similarly, prior consent of theaffected families is a necessarycheck on the misuse of the emi-nent domain power of the state.With these provisions absent,how can the bill be pro-farmerand pro-poor?

Private interest as public purpose

The manner in which the Devendra Fadnavis govern-ment in Maharashtra has scrapped the judiciallyallowed 5 per cent reservation for Muslims in educa-

tional institutions shows it has no qualms about being seenas discriminating against the minority community. The rea-son given in the Government Resolution scrapping thequota, introduced first through an ordinance in July 2014, isspecious: it merely states that the ordinance lapsed inDecember. The irony behind the policy decision is that thisquota was the only portion of the ordinance that was permit-ted to operate by the Bombay High Court in its interim orderof November 2014. The High Court held, prima facie, thatthe 16 per cent quota for the Maratha community in botheducation and employment was unconstitutional. The Courtagreed with the conclusions of the State Backward ClassesCommission that the Maratha community could not betermed backward in view of its dominant social position.The Court stayed reservation for Muslims in public employ-ment, while allowing it in government and aided education-al institutions. Yet, the government got a Bill passed in theState Assembly providing for reservation for Marathas. Itappears bent upon implementing a policy measure that helpsthe Maratha community despite the fact that this approachwas stayed. Yet the government is not interested in continu-ing with the Muslim quota, which has judicial sanction. Itmay be argued that reservation for Muslims is invalid as itamounts to discrimination on religious grounds, which isexpressly prohibited by the Constitution. Yet, several courtshave recognised that where the reservation is for identifiedsubgroups within a religious community, and extended onthe ground of social and educational backwardness based onquantifiable data, such affirmative action is valid. In the caseof Maharashtra, the quota is applicable to 50 identified sub-communities among Muslims. In Tamil Nadu, too, 3.5 percent reservation for Muslims is being implemented withoutany problem, mainly because it is applicable to them not onthe ground of religion but on the basis of their social andeducational backwardness. Several reports, mainly those ofthe Sachar Committee, the Ranganath Misra Commissionand the Mehmood-ur-Rehman Study Group have acceptedthat Muslims are educationally and socially backward, andspecial measures are needed to bring them into the main-stream of secular education. The government could havepursued the ongoing litigation on both kinds of reservationto its logical conclusion in the Supreme Court before actingin a manner contrary to what the interim orders permit. If itis serious about its commitment to minority welfare, itshould provide better access and greater opportunities toMuslims to pursue avenues of secular education.

I wish I could write a history on the silences of Partition. Rolling out the data per-taining to developmentexpenditure in Haryana,Chief Minister ManoharLal Khattar said, "HUDAhad discriminated whileallocating funds for thedevelopment in the state.The department spent max-

imum funds in Rohtak,Panchkula, Rewari andAmbala districts during thepast 10 years."

A close look at the dis-trict-wise resources col-lected by the HaryanaUrban DevelopmentAuthority (HUDA) duringthe period under referenceand the correspondingfunds allocated to thesedistricts for works revealedthat some districts likeRohtak, Panchkula, Rewariand Ambala received "farmore" funds than were col-lected from these districts.

Districts like Rohtak,Rewari, Panchkulareceived funds for devel-opment from HUDAamounting to Rs 2,412crore, 1,347 crore and2,959 crore as against Rs809 crore, 665 crore and2,141 crore of funds gener-ated from these districtsrespectively, as per WhitePaper.

An investigations by thecrime branch established that astudent named Prabjot Singhwas allowed to impersonatehimself as Parvinder Singh as

he was allowed to sit in theexamination hall, Latifi said.

"At that time the answersheet, roll number slip andattendance sheet were seizedthough a seizure memo pre-pared on the spot," hesaid.

Further probe revealed thatstudents were indulging inmass copying and other activi-ties in connivance with staffdeployed by Jammu andKashmir state board of schooleducation.

After the offences wereestablished against ShamsheerSingh, Pawan Kumar,Parvinder Singh, PrabhjohtSingh and Sukhbir Singh, acase was registered againstthem and the charge sheet wassubmitted before the ChiefJudicial Magistrate in Jammu,the officer added.

In a shocking incident, a security guard allegedlyinserted an iron rod into a six-year-old girl's privateparts, causing her critical internal injuries.

Kaushal Anilsingh Chauhan, 24, a native of UttarPradesh, assaulted the six-year-old girl in Sola areahere by inserting an iron rod into her private partsyesterday, Sola police station inspector BV Gohilsaid. Chauhan has been arrested.

The officer said Chauhan did not rape the minor buthas been booked under IPC section 375 (d) (manipu-lating any part of the body of a child so as to causepenetration of the private part), as per the new anti-rape laws and under relevant sections of Protection ofChildren from Sexual Offences (POCSO) Act, 2012.

The incident took place when the girl was playingat an under-construction site near Sola over-bridge,he said.

According to preliminary investigation, there wassome old rivalry between Chauhan, who worked assecurity guard at the site, with the girl's parents, whoalso worked there as labourers, said Gohil.

The girl has been sent to Sola civil hospital and hercondition is stated to be stable, he added.

Neeraj and Dheeraj wererushed to SarvodayHospital in Sector-8Faridabad, while their auntMukesh, in her late forties,was referred to ApolloHospital Delhi.

At least 46,000 Twitter accounts havebeen linked to supporters of the IslamicState in late 2014, a research report

released in Washington showed.

The study released Thursday by theBrookings Institution found that even thoughmany accounts were suspended by the messag-ing platform, the numbers remained high.

"From September through December 2014,the authors estimate that at least 46,000 Twitteraccounts were used by ISIS supporters,although not all of them were active at the sametime," the report said.

Authors JM Berger and Jonathon Morgansaid analysis of the social media efforts of themilitant Islamic group also known as ISISneeds to go beyond the core leadership.

"Previous analyses of ISIS's Twitter reachhave relied on limited segments of the overallISIS social network," they wrote in the reportcommissioned by Google Ideas.

"The small, cellular nature of that network -and the focus on particular subsets within thenetwork such as foreign fighters - may createmisleading conclusions."

Analyzing the location embedded in thetweets, the researchers found the largest num-ber of ISIS supporters in Saudi Arabia, fol-lowed by Syria, Iraq and the United States.

Nearly one in five of the IS supporters tweet-ed in English, they found, with three quarterstweeting in Arabic.

The supporting accounts had an average ofabout 1,000 followers each, higher than mostTwitter users. Accounts that tweeted most oftenand had the most followers were most likely tobe suspended.

The authors said social media companies andthe US government "must work together todevise appropriate responses to extremism onsocial media."

They noted that "although discussions of thisissue often frame government intervention as aninfringement on free speech, in reality, socialmedia companies currently regulate speech ontheir platforms without oversight or disclosuresof how suspensions are applied."

Twitter said this week it was working withlaw enforcement officials on unspecifiedthreats, amid reports that the social network hadbeen targeted for blocking accounts linked to

the Islamic State.

A page on the online bulletin board Pastebinshowed an image of Twitter founder JackDorsey in what appear to be the crosshairs of arifle scope and a message in Arabic.

SITE Intelligence, a US group that monitorsjihadist threats, said the post was made by Al-Nusra Al-Maqdisiya, a pro-Islamic State mediagroup.

A translation of the message by SITE said thatDorsey and Twitter are now being targeted byIslamic militants for suspending certainaccounts.

"You began this failed war, and we have toldyou from the beginning that it is not your war!But you did not understand. You shut down ouraccounts and we quickly return, but when ourlone lions shut down your breathing there willbe no return!" the message said.

AUS space probe slippedinto orbit around Ceres, aminiature planet beyond

Mars believed to be left overfrom the formation of the solarsystem, Nasa said on Friday.

Launched in 2007, the Dawnspacecraft made a 14-month tourof the asteroid Vesta before steer-ing itself toward Ceres, thelargest body in the asteroid beltbetween Mars and Jupiter.

Dawn shifted its path to allowitself to be captured by Ceres'gravity at 7:39 a.m. EST (1239

GMT), becoming the first space-craft to orbit a dwarf planet.

"We feel exhilarated," leadresearcher Chris Russell at theUniversity of California, LosAngeles, said in a statement afterDawn radioed back to Earth.

Nasa's New Horizons probe isscheduled to fly by another dwarfplanet, Pluto, in the far reaches ofthe solar system later this year.Like Ceres, Pluto was once con-sidered a full-fledged planet, butwas reclassified after the discov-ery of similar bodies.

Dawn will spend about amonth repositioning itself fromits initial orbit about 38,000miles (61,000 km) above Ceresto the first survey altitude of2,730 miles (4,400 km).

By the time the mission ends inJune 2016, Dawn will have flownas low as 230 miles (375 km)above the surface.

Scientists already have a mys-tery to solve. Last month asDawn neared Ceres, it relayedimages of startlingly bright spotson the surface, which could be

patches of subsurface iceexposed after an asteroid orcomet impact. They also could bedeposits of salt or other minerals.

"These spots were extremelysurprising," Dawn scientist CarolRaymond of the NationalAeronautics and SpaceAdministration's Jet PropulsionLaboratory in Pasadena,California, told reporters onMonday.

Scientists suspect Ceres mayhave had an underground oceanearly in its history that later

froze. Europe's Herschel tele-scope last year detected watervapor around Ceres, a clue thatimpacting bodies may periodical-ly send plumes of watery materi-al shooting into space. Dawn willtry to confirm those findings.

The mission, which is costingNasa about $473 million, is thefirst to include stops at more thanone extraterrestrial body.

Dawn is outfitted with an ionelectric propulsion engine, whichrequires far less fuel that tradi-tional chemical engines.
