MATTERS SUBMITTED BY THE MUNICIPAL MANAGER 7.1 REPORT FROM THE DIRECTOR INTEGRATED HUMAN SETTLEMENTS PURPOSE OF THE REPORT To update the Committee about the status of all Knysna Housing Capital projects for the period April to June 2019 inclusive of July 2019. Previous resolutions The previous report was tabled before the Planning and Development Committee meeting held on 20 May 2019. This report was held over to the next section 80 meeting which was meant to commence in June 2019, however due to the resignation of the Committee Chairperson, Cllr Wasserman, this meeting could not take place, hence this submission. BACKGROUND It is important that all members of Council commonly understand the status of all approved projects within the Municipality. All approved projects are monitored by the Directorate of IHS as well as appointed professional teams in consultation with the WCDHOS. DISCUSSION These reports reflect the status of each projects from Planning to completion. It also includes a reflection on the critical interventions required to ensure appropriate measure here required are taken as well as specific responsibilities of both Knysna Municipality, WCDHOS appointed contractors, professional teams as well as targeted beneficiaries. FINANCIAL IMPLICATIONS The overall funding for the projects are reflected in Annexure B Knysna 2019/20 HSDG business plan over a period of 3 years. Project Description Critical Interventions/ Responsibilities
Vision (630) – {Nekkies, Concordia, Oupad units and Damse Bos} Phase VII and VIII Services (Construction of Platforms, Retaining Walls and civil services) {Wards 3, 8}
Province has paid up to date for all claims submitted.
Contract T17/2017/18, Oupad (Entsha Henra on practical completion from May 2019 due to an encroachment by the Williams family, matter in legal pursuit as part of the GCC conditions of contract which allows for resolution of such matter within 85 days of active contract)
T20/2018/19), Damse Bos South – BUKHO provided the relevant guarantee after initial delay. Revised contract and Site establishment done as well as introduction to local communities. Currently implementing raft foundations and casting of slabs in Ethembeni which will be followed by other areas.
The Regional CFO stated in the meeting that the Municipality need to resolve all Variation Orders, Standing Time payments that were included in the claims and finalize all outstanding unpaid payment certificates.

ENTSHA HENRA – awaiting resolution of current dispute for them to commence again on or before expiry of 85 days. Eviction matter involving Mr Williams at legal stage/courts. Project stopped/ practical completion status

Bloemfontein {Ward4}
The contractor has been appointed to build 150 (double-storey) top structures and they are currently on site with the construction of Phase 1 of 75 houses. To date 11 units have been completed and handed over to successful beneficiaries. 64 units in progress and to date 34 units of these in completion phase and 75 units to be undertaken as part of Phase 2.
They have been asked to send a revised programme since these Phase 2 units are supposed to be completed by 30 March 2020. The WCDOHS extremely concerned with the performance of the contractor and has called upon CHAUKE to closely manage the situation and ensure adherence to contractual obligations.
Chauke (Project Management) appointment and extent of contract confirmed by the WCDOHS and scheduled to expire in October 2020.
The project is running behind schedule however permission was granted to extend their time. The delays were caused by the challenges that the contractor encountered with the installed services.

Silver Mountain was awarded a tender for the installation of 41 staircases and first floor slabs in Qolweni. The contractor is on site and on schedule. The completion of the houses has been delayed by the procurement process of Silver Mountain above.

SC Housing was asked for a revised price for the construction of the slabs for the semi-detached double storey units as the original tender was for the construction of normal 40m² house slab

Sintec has been appointed by Province as the implementation agent on the repairs of structural damage houses by the 2017 fires.
SC Housing has been appointed by Sintec for demolish 7 houses and construction of 25 slabs
Sintec will appoint sub -contractors from the community do to the repairs on these houses
Out of 45, 25 new houses will be rebuilt and 11 will be repaired
In some of the disaster affected houses nothing will be done as there is no structural damage to them

REPORT FROM THE DIRECTOR INTEGRATED HUMAN SETTLEMENTS PURPOSE OF THE REPORT To update the Committee about the workshop process concerning the new draft HIS Strategic Framework Plan. Previous resolutions The Draft Plan was previously submitted to the Special Council meeting held on 21 June 2019, after it was first submitted to the Top Management Team (TMT). BACKGROUND Council supported the Plan in principle subject to it being internally workshopped to all Councilors. This was to be followed by a further submission for final endorsement/approval of Council. Included in this process was the adoption of the newly proposed Organogram to Capacitate the Directorate. It was also approved with the exception of two new management positions (i.e. Public and Social Housing as well as Housing Finance respectively) which necessitated that these be subjected to the Local Labor Forum (LLF). LLF endorsed the new organogram which included these two positions as well as the re-designation of all previous positions. These positions are currently being subjected to the Corporate Job evaluation process. One approved position (Manager IHS) has already been filled as of 1 August 2019. DISCUSSION The Committee needs to consider the related progress as reflected in the attached presentation. It should be noted that although there were some concerns and areas of clarity in the workshop, these were responded to and the Plan was subsequently supported for presentation to full council for endorsement. REPORT FROM THE DIRECTOR INTEGRATED HUMAN SETTLEMENTS PURPOSE OF THE REPORT To provide a response regarding a question pertaining to the movement of funds in relation to Housing allocation, retaining walls and rectification per ward Previous resolutions In the previous Committee meeting held on 20 May 2019, Councilors expressed their dissatisfaction with the fact that they had no knowledge about the movement of funds for rectification and retaining of walls. They claim that they were not aware of the reduction in relation to those funds. BACKGROUND This matter was raised as some of the Councilors were not aware of the funds being reduced while they had some housing requiring remedial work in their wards. Normally, Councilors provide a list of affected erven requiring remedial measures periodically. DISCUSSION General financial function resides with the respective line manager in terms of the Council approved Delegation of Authority (DOA) and Municipal Finance Management Act. To this end, we append the relevant provisions of the DOA. FINANCIAL IMPLICATIONS N/A RELEVANT LEGISLATION The implementation of these projects is guided by the following legislation:
