NEW DELHI In the wake of recent violence inside Golden Temple on 31st anniver- sary of Operation Bluestar, a report in an international Daily said that Pakistani intelligence agency Inter- Services Intelligence (ISI) is funding pro-Khalistan groups in India and abroad. According to intelli- gence inputs, the report said, a group of 22 Sikh youths who were recently found raising pro- Khalistan slogans on the periphery of the Golden Temple near Akal Takht, were instructed to take help from Pakistan to spread violence in India.   • Delhi Metro services begin on ITO-Mandi House sectionNEW DELHI

    Delhi Metro on Monday began operations on the ITO-Mandi House section.

    The service in the underground stretch - that is a partof the 9.37-km Central Secretariat-Kashmere Gate line- was flagged off from the ITO station by union UrbanDevelopment Minister M. Venkaiah Naidu in the pres-ence of Delhi Chief Minister Arvind Kejriwal.

    "I request everyone to use public transport and Metroservices since it is an answer to the growing traffic con-gestion and pollution," Naidu said.

    Kejriwal said his government would do everything toexpand the Delhi Metro network.

    "I have always requested Delhi Metro's managingdirector Mangu Singh to increase the number and fre-quency of the coaches," the chief minister said.

    Delhi Transport Minister Gopal Rai was also presenton the occasion.

    The section will be opened for the public from 6 pmon Monday.

    Maggi ban: Criminal case filedagainst Nestle India, its 9 directorsand brand ambassadorsNEW DELHI

    In a new development for the troubled Nestle,Mumbai-based NGO Watchdog Foundation on Mondayfiled a criminal case against the Indian arm of the Swissmultinational giant, Nestle India, and its nine directorsover the Maggi noodles issue.

    The case, which was filed in Metropolitan MagistrateCourt, Andheri in Mumbai, also named Maggi brandambassadors like Amitabh Bachchan, Madhuri Dixitand Preity Zinta in the lawsuit.

    Earlier in the day, the Food Safety and StandardsAuthority of India (FSSAI) has ordered testing ofbranded noodles, pasta and macaroni made by firmsincluding ITC, GSK Consumer, Ruchi International,Indo Nissin, besides Nestle.

    Last week, the FSSAI has ordered recall of all vari-ants of Maggi noodles from the Indian market, termingthem unsafe and hazardous for human consumption.

    Following the FSSAI direction, many Indian stateslike Delhi, Maharashtra, Punjab, Assam, Bihar, MadhyaPradesh, Tamil Nadu, Jammu and Kashmir, Gujarat,Uttarakhand and Goa have banned Maggi noodles amidmounting food safety concerns and several laboratorytests reporting excessive lead in it.

    Clamping down further on Nestle, the government hasdragged the Maggi issue to the National ConsumerDisputes Redressal Commission (NCDRC) for unfairtrade practices and misleading advertisements and mayseek financial penalties among other actions.

    The Home Ministry has struck down an Informationand Broadcasting Ministry's proposal for giving securi-ty clearance to 33 television channels of KalanithiMaran-promoted Sun TV Network, a move that couldlead to cancellation of their broadcasting licence.

    The I&B Ministry has been informed about the deci-sion of the Home Ministry, which was believed to havebeen influenced by pending criminal cases againstMaran and his brother and former Union MinisterDayanidhi Maran, official sources said.

    The Maran brothers are facing a CBI probe overalleged allotment of 300 high-speed BSNL telephonelines to the residence of former Communications andInformation Technology Minister Dayanidhi Maran inChennai which were extended to his brother's channel.

    There are two other pending criminal probes againstSun TV Network and its owner Kalanithi Maran - CBI'sAircel-Maxis case and an Enforcement Directorate caseof money laundering. The television channels are free toseek a legal recourse. The decision could also be alteredby Prime Minister Narendra Modi if he intervenes andoverrules the Home Ministry's decision.

    The Sun TV Network is one of India's largest mediagroups whose TV channels reach more than 95 millionhouseholds in India.

    The Network had applied to the Information andBroadcasting Ministry for renewing its broadcastinglicence for 10 years. The process required securityclearance from the Home Ministry.

    Earlier, the Home Ministry had denied security clear-ance to 40 FM radio stations run by the Sun Network,prompting Information and Broadcasting Minister ArunJaitley to write to Home Minister Rajnath Singh inApril, seeking a review of the decision.

Starting from today till June 22,the sun will block Mars from the earth snapping com-munication with the satellite. Mars Orbiter Mission(MOM) during this period will go into an "autonomousmode" and will take its decisions, a senior Indian SpaceResearch Organisation official told PTI. "This will befor the first time that there will be a communicationbreak for such a long period of about 15 days. Duringthis period, there will not be any communication withthe satellite," he said. "As eclipses or blackouts are acosmic phenomenon in the solar system, no cause forconcern as the Orbiter has been put on autonomousmode in advance by sending the required commandsfrom here to survive the eclipse phase," the officialasserted.

    The drivers said thatapp-based services cannotbe held responsible for themisconduct of individual

    drivers. They said that theverification of their back-ground and conduct hasbeen done by the DelhiPolice. "App-based taxiservice should be allowed.As far as safety is con-cerned, all of us have beenverified by the police. It isbeing done by the DelhiPolice. Earlier, very fewpeople wanted to enter thisprofession, but now morethan 50 percent are educat-ed. I am a graduate, I am

    working with this compa-ny and I am earning a goodsalary, which I cannot earnoutside," said another driv-er Gurpreet Singh.

    The move came after a21-year-old woman hadaccused a driver of theUber taxi service ofattempting to kiss her aftershe got off at her destina-tion in Gurgaon.

    based taxi operators Uberand Ola cabs of "mislead-ing" their drivers and com-muters, by not submittingthe details of their driversto the government.

    "This country or courtmay not have a matter ofthis importance. This is theenactment of the law byParliament which has amajoritarian rule. This is aserious matter," the Bench,also comprising justices JChelameswar, MB Lokur,

    Kurian Joseph and AdarshKumar Goel, had said.

    The bench, which decid-ed to go into the merits ofthe issue from Monday,however, had clarified thatthe issue relating to chal-lenge to the NationalJudicial AppointmentCommission Act, 2014 canbe referred to a largerbench at the later stage, ifrequired. Further, the courthad directed that as aninterim measure, addition-al high court judges,whose present stint is dueto end in near future, willcontinue in office for threemonths. The Bench hadmade it clear that it neededto hear the matter at theearliest as a detailedjudgement has to be deliv-ered for which time wouldbe needed and the vacationhelps the judges in pen-ning the verdicts.

    Facing flak over issuingan advisory okaying two-finger test on rape victims,the Delhi government onMonday clarified that thenotification was "misinter-preted".

    Addressing a press con-ference, Health MinisterSatyendra Jain said thegovernment will issue afresh advisory, clearlymentioning that PerVaginal (PV) examination,also referred to as 'two-fin-ger test', to ascertain sexualassault is banned.

    "Today we held a meet-ing and we are issuing afresh notification. The ear-lier advisory was misinter-preted.

    "As per the instructions,it is advised that the med-ical professionals shouldnot perform the two-fingertest unless it is medically

    required for only treatmentpurposes. It cannot be per-formed for ascertainingsexual assaults. More sci-entific methods will beadopted for this purpose,"Jain said.

    He further said that anNGO had met him duringAAP government's previ-ous short stint and had"raised" the issue followingwhich he had asked them to"examine" it.

    "Then we were not in

    power, during which athree-member committeecomprising two gynaecolo-gists and a forensic expertwas formed last year. Thecommittee had submittedtheir report on June 2014 inwhich they had also saidthat two-finger test on rapevictims should not be per-formed. But then there wassome confusion.

    "The Central InformationCommission (CIC) hadalso asked the Delhi gov-

    ernment earlier this year toclarify its instructions inthis regard," Jain said afterholding a emergency meet-ing over the matter.

    The advisory was issuedearlier on May 31.

    "Health department has ahuge staff and there areabout 50 heads of depart-ments who issue circulars.After CIC asked the gov-ernment to clarify itsinstructions, the advisorywas issued on May 31, butit was misinterpreted," hesaid.

    The advisory had drawnsevere criticism and evenChief Minister ArvindKejriwal met Jain today todiscuss the issue.

    Meanwhile, Congressleader RPN Singh wel-comed the Aam AadmiParty government's moveto withdraw the test.

    "It's unfortunate that the

    state government reintro-duced the two-finger testfor rape victims, but it's agood thing they are with-drawing it now," Singh toldnews agency ANI.

    Lawyer and socialactivist Abha Singh, in themeantime, questioned howthe Delhi government canissue such a notification,despite a Supreme Courtruling to the contrary.

    External Affairs Minister SushmaSwaraj had earlier announced thatthe Kailash Mansarovar pilgrimagewill commence from June 18 for thefirst time via a motorable route pass-ing through China.

    The route through Nathula willaugment the capacity and reduce thehardship and journey time enablingmany more pilgrims, in particularaged pilgrims, to undertake theyatra.

    The new route will be in additionto the Lipulekh pass in Uttarakhandthrough which the pilgrimage tookplace until last year.

    Sushma Swaraj also unveiled a

    website containing detailed informa-tion about the yatra.

    The pilgrimage, which com-mences from today from the oldroute via Lipulekh pass, will cost Rs1.5 lakh.The new motorable routevia Nathula on the India-China bor-der from east Sikkim to Shigatse, the

    second biggest city in Tibet, wasadded after a memorandum ofunderstanding was signed betweenthe two countries during PrimeMinister Narendra Modi`s state visitto Beijing in September 2014.

    The MP government hadearlier refused to releasethe desired water on theground that UP had notagreed to share the opera-tion and maintenanceexpenses of Bansagar dam

    and hence they have notstored the due share ofwater of UP in Bansagardam.

    UP government hasrefuted this claim of MP,the statement added.

    Accordingly, aCommittee underChairman, CWC, had beenconstituted to examine theissue in consultation withall party states.

    A tripartite meeting wasalso convened by theCentre about a fortnightago to resolve the disputesbetween the two statesover release of water fromBansagar dam but it failedto make headway as sever-al outstanding issues couldnot be sorted out.

    With regard to the fore-cast by the meteorogicaldepartment about defi-cient monsoon rainfallthis year, Modi exhortedofficials to treat the "chal-lenge of below-normalrainfall as an opportuni-ty", a PMO statementsaid.

    He sought a relook atthe administrative mecha-nisms, financial arrange-ments and technology

    applications in the irriga-tion sector, to result in ashorter, more comprehen-sive decision-makingprocess, which coulddeliver quick results forthe farmers.

    The Prime Ministerpitched for an intensiveshort-term effort to boostthe creation of farm pondsacross the country.

    The irrigation plans

    need to be worked out atthe district level, andyoung officers from thecivil services should beasked to propose district-level irrigation plans,Modi said.

    Expansion of irrigationhas to be linked with acomprehensive evaluationof cropping patternsacross states, as well as ajudicious mix of modern

    Wondering if India'sinherent strength shouldnot be valued, Irani, who isaccused of saffronisingeducation, said even in thefield of Mathematics therehas been accusation of saf-fronisation when India'sancient method of maths isexplored the world-over.

    Speaking at a conferenceorganised by HinduEducation Board, shespoke about the criticismfaced by well-knownMathematics professor ofPrinceton UniversityManjul Bhargava backhome who confided learn-ing the concept of mathsthrough Sanskrit poems.

    Referring to the contro-versy surrounding the yogaday celebration, she said,"I wonder whether all the175 nations who supportedus at the UN for celebrat-ing the day were as saffronas we are". She said thenew education policy,which would be ready bythe year-end would emergeas one that helps in nationbuilding. "Education isalso not limited to policydraft, or school or universi-ty. It defines the existenceof human being, the socie-ty," she said.

  • Recently, on the suggestion of theeminent lawyer, Ram Jethmalani,the Chief Justice of the SupremeCourt allowed me to lead arguments onthe effective steps to be taken to bringback black money, or undisclosed illegal-ly held funds, estimated at Rs.120 lakhcrore, stashed secretly abroad by Indiansin numbered bank accounts. This amountis about 60 times the annual revenue fromincome tax in the Union Budget.

    The media had reported during the 2014Lok Sabha election, possibly with theusual dose of interpolation and dramatisa-tion, that Prime Minister Narendra Modihad pledged in election speeches to bringback to the country all this black money.According to these reports, Mr. Modi hadsaid the money belonged to the nation,and every citizen would receive Rs.15lakh in his or her bank account when themoney came in.

    When or where Mr. Modi said this is notclear, but the nation, convinced after hisspeech that this would be done, now holdsthe government led by the BharatiyaJanata Party (BJP) responsible for havingfailed to keep this promise.

    It is a fact that despite the Modi govern-ment setting up, soon after coming tooffice, a Special Investigation Team undertwo former Supreme Court judges, thereis no sign yet of black money havingbeing brought back.

    Does this mean that the BJP had under-estimated the reality and complexity ofthe issue and that there are no quick fixesfor retrieving the black money back? Tounderstand this, it is important to recog-nise why eliminating black money is cru-cial to the nations strategy for highgrowth.

    The black money issue should not bemisunderstood as one of merely avoidingtaxes. It is, in fact, a major systemic crimeof denying the nations financial systemthe proceeds of wealth. Such denialshould actually be declared as treason,where opportunities to share the wealthfor the benefit of the poor are wilfullydenied.

    The spreading cancermoney is a cancer in our economic sys-

    tem, not yet terminal or life-threatening.But we do not have much time left, possi-bly only a decade, before the economicsystem starts to unravel and contort.

    There are three dimensions to this can-cer. First, there is a distortion of invest-

    ment priorities because acquiring luxurieswith black money favours high-levelinvestment in the luxury goods industries there is a higher rate of return oninvestment. This is similar to the cellulardisorder in the body of a cancer patient.

    Second, forward trading in agriculturalcommodities by cash-rich speculatorscauses fluctuations in prices due to hoard-ing of agricultural products.

    Third, generating black money withimpunity means that the quality is sub-optimised in public sector infrastructuralprojects by tender manipulation, under-and over-invoicing in trade, and so on.The so-called Black Money Bill of 2015,passed recently by Parliament, is inade-quate to secure the return of an estimated$1.5 trillion deposited illegally abroad byIndian citizens in about 90 countries.

    The statute is structured in a way thatwill ensure punishment for black moneyhoarders once the money is detected oradmitted for amnesty, but has no provi-sions on how to bring back the moneyitself.

    Taking the right stepsare four ways by which the names and

    accounts that are illegally held abroad canbe ascertained, and the money stashedaway brought back.

    First, the Central Bureau ofInvestigation/Enforcement Directorate

    can register a First Information Report onthe receipt of information of illegalaccounts through Intelligence sources,and then obtain a Letter of Request u/s166A of the Criminal Procedure Code(1973) from a designated court. Then, theagency can use Switzerlands Law OnInternational Judicial Assistance inCriminal Matters and seek Swiss cooper-ation to confiscate the account.

    The second way is the German orFrench method of obtaining records of aparticular bank. Monetary inducementsare used in these two countries to will sen-ior bank officials, as was done with theBank of Liechtenstein and HSBC inGeneva.

    The third way, the U.S. method, wasused in the Washington D.C.-basedbranch offices of the Union Bank ofSwitzerland and Credit Suisse. Seniorbank officers based in the WashingtonD.C. branch were arrested on charges ofespionage to pressurise Swiss authoritiesinto giving over 5,000 names of U.S. citi-zens who had illegally opened bankaccounts in these two banks that hadclaimed secrecy as a business principle.India also has Swiss bank branch officesin Mumbai.

    The fourth is the method suggested byeminent jurist and senior advocate Fali S.Nariman in his Rajya Sabha speeches and

    opinion pieces in newspapers, namely,invoking the Resolution of the UNConvention against Corruption, adoptedby the UN General Assembly in 2005 andratified by India in 2011.

    This requires Parliament to pass a law.Or, as a first step, it requires the Presidentto issue an Ordinance to nationalise all thebank accounts of Indian citizens in the 90-odd nations where black money isstashed. Thereafter, bilateral discussionswith each of these countries can takeplace to get hold of the accounts.

    Moreover, SIT must seek a report fromthe Financial Intelligence Unit (FIU) ofthe Indian government on what it hasdone about suspicious transactions report-ed by banks. This will ensure that thebanks report, on a real time basis, all sus-picious transactions. SIT should demandboth an investigation into at least 100 ofthe major suspicious transactions thathave been reported in the past three years,and action to be taken against them with-in 10 days. There must also be a follow upon all other cases, as and when reportssurface.

    Issue of ownershipis also no precise definition of political-

    ly empowered persons. It is defined as perthe UN Convention against Corruption2005, which India ratified and became asignatory to in 2011. Further, in line withthe provisions of Section 12 of thePrevention of Money Laundering Act, allinstitutions must declare to the govern-ment their beneficial ownership thiswill include ICICI Bank, Axis Bank,HDFC Bank, Jet Airways, and so on.Unless this is done, the ownership of sev-eral large corporations will remainunknown.

    Mr. Narimans suggestion, the first ofits kind, should become a crucial instru-ment of black money restitution, mandat-ed by the Supreme Court.

    These are the effective ways of obtain-ing the estimated $1.50 trillion stashedabroad. The measures being takenpresently by the government are com-pletely ineffective in tackling this cancerand are, therefore, only of diversionaryvalue.

    In a speech last year, the RashtriyaSwayamsevak Sangh (RSS) chief,Mohan Bhagwat, sought to justifythe Ghar Vapsi programme of areconversion to Hinduism of peo-ple who had converted to other reli-gions and defended it the follow-ing way: Mera maal chor ke paashai. mein apnaa maal waapas loon-gaa, yeh kaunsi badi baat hai (mypossessions were stolen by a thief.if I now take them back, whats thebig deal?). Understandably, hischoice of words shocked some liber-al sentiments.

    That his statement was unbeliev-ably crass is beyond doubt. But, italso raises a couple of interestingquestions. Was Mr. Bhagwat com-pletely wrong in his assumptions thatthe people he represented as origi-nal Hindus were possessions orbelongings, to be stolen from and beretrieved by the community he claimsto represent? And, how does that rep-resentation of Hindus as belong-ings square with other ideas aboutHindutva that emphasise the onenessand togetherness of the Hindu com-munity? I would like to suggest thatneither was Mr. Bhagwat entirelywrong, nor does his statement contra-dict other ideas about Hindu-ness.Rather, what his speech calls for is toexplore the idea of belonging.

    the heart of all communities, real andimagined whether they be those ofbirth, blood, proximity, or of choice.Everyone belongs, and a sense ofbelonging is often crucial to a per-sons well-being. At the same time,we dispute belonging, vociferously.Such disputes can be competitive, inthe sense of my community is betterthan yours, or they can occur whendifferent ideas of belonging intersectand overlap, with different ideas ofbelonging competing for primacy.Wars, riots, sports rivalries, someforms of electoral politics, and cer-tainly many family disputes, are ulti-mately about competing visions ofbelonging. Given its overwhelming

    centrality to human life, it is some-what surprising how little attention ispaid to unpacking this idea. We usethe word often enough, but, do wereally know what it is to belong?

    In the English language, the wordbelonging has two meanings: one,to indicate an affective sense of iden-tification with a place or people, andthe other, to suggest possession. Inone sense then, a person belongs to,as in has a great deal of affection forand identity with, a place or people(or an institution). In the other sense,a person who belongs, is deemed tobe the possession of a place, people,or institutions. This is not simply anidiosyncrasy of the English language.In Hindi/Urdu too (the only other lan-guages with which I am familiar), thewords apnaa/hamaaraa and/or apnaa-pan function in very similar ways. Iam sure readers with a larger linguis-tic repertoire will be able to add otherexamples.

    More than linguisticMy point is not a linguistic one

    though, but rather is to draw attentionto a social and cultural phenomenon.I would like to suggest that the sameword, apparently indicating two dif-ferent meanings, is much more than alinguistic coincidence. In fact, Iwould go further and argue thatsocial and cultural practices ofbelonging, necessarily, and almostalways, bring both senses of the wordinto play. The carrot of an affective,emotional bond with something larg-er than oneself is always accompa-nied by the stick of possessiveauthority that demands that one com-ply with the rules and hierarchies ofthe community. Mr. Bhagwatrevealed, albeit in an extremely grossfashion, how the two ideas of belong-ing come together, at least in hisimagination. In both senses, he issaying, the converts actuallybelong to the Hindu community ashe defines it.

    But, its not just one outspokenRSS leaders statements that are atissue. Anthems, flags, patriotic songs

    and national celebrations reinforcefor us our feelings of belonging to anentity larger than ourselves. Yet, wealso belong to the nation-state inother ways. In a legal sense, the statesets the parameters for acceptablebehaviour, and has the power to pun-ish us. The nation-state also asserts,not always successfully, a unique pri-macy on our sense of belonging. Ifour actions demonstrate that we valuebelonging to another community overthe nation for example, anothernation, or a State (think of Jammuand Kashmir or Nagaland or Punjabas extreme examples), or even if wevalue our sense of belonging to acommunity shaped by our friends orfamily, over that of the nation-state,the latter punishes us for usurping itsputative primacy in our sense ofbelonging. We belong to the nation,in both senses of the word.

    Or, we can think of even smallercommunities. Jati and gotra survivedover centuries because institutionssuch as proximity, marriage, occupa-

    tions, landholding or commensality,promoted an affective sense ofbelonging, of identity, that wasimportant to the members of the com-munities. Yet, as the actions of theleaders of the khap panchayats inHaryana demonstrated a few yearsago, the two senses of belongingclearly overlapped. While the diktatsof the khap elders have made news inthe last few years, there is little doubtthat the sense of belonging to caste,gotra, and community in generalmeant belonging in both senses of theword.

    Idea of familyAnd, perhaps where this dual idea

    belonging is most apparent, and leastrecognised, is the community closesthome literally. Families, we areoften led to believe, are a site ofaffective and unconditional love.Despite so much everyday evidenceto the contrary, this notion persists.Whether it is in the realm of politics,of business, the identification of theidea of the family (the parivaar inHindi) is brought to the fore to sug-gest a sense of affective bonds thathold people in the institutions togeth-er. But, as cinematic or televisedmelodramas repeatedly tell us, fami-lies are hardly the sites of only affec-tive love and togetherness. Indeed,melodramas would not be possible iflove, togetherness, and harmonywere the only characteristics of fami-lies. There are sons who dont followtheir fathers wishes. Daughtersrefuse to follow the conventions ofthe familys womenfolk. Daughters-in-law dont obey their mothers-in-law. Such are the stuff of these melo-dramas. And, what are they if not dif-fering ideas about belonging? Whatare they but situations that occurwhen established ideas about belong-ing clash with the changing socialrealities that produce new forms ofaffection and belonging?

    It is in the microcosm of familiesthat we can also, most clearly, see theextent to which ideas of belongingare connected both to affection and topower. The modern family, at least, isbelieved to be rooted in ideas ofaffectivity. Carrots of affection are

    what keep families together. Yet,whether generational or gendered,the stick of power is never far fromthe surface. Through gifting thebride, or the change of her surname,rituals indicate that the woman nowbelongs to a new set of owners.And, it is in the way we think aboutand act towards our own childrenperhaps, that we most clearly revealthe duality inherent in the notion ofbelonging. That we love and cherishour children is, for most part, beyonddoubt. But, until they are able to actindependently, we do seek to controlthem as if they were our possessions.Choice of words aside, how differentis that from what Mr. Bhagwat saidabout the possessions he believedhad been stolen from him?

    For introspectionThe two meanings of belonging do

    matter, because while we tend to cel-ebrate the first sense of belonging, afeeling of togetherness, we oftenignore the other. From the nation-state, through religious communities,down to the family, the power todefine belonging is confined to thefew. That power allows the govern-ment, the sarsanghchaalak, or the eld-ers to exercise the stick of authorityand treat members of the communityas belongings. My purpose with thisarticle is not only to point to the twoinextricably-linked aspects ofbelonging, but also to suggest that itis only from this recognition that wecan either hope to contest the powerexercised through the politics ofbelonging, or find other and morecreative and less oppressive ways ofbelonging. Alternatively perhaps, wecould change how we think of peoplewith whom we share so much; andstart at the most fundamental level ofbelonging, as Khalil Gibran did,when he wrote: Your children arenot your children./They are the sonsand daughters of Lifes longing foritself./They come through you butnot from you, And though they arewith you, yet they belong not to you.

    Ayear after their formation, the States ofTelangana and Andhra Pradesh continue to grap-ple with resource-sharing issues with respect topower, water and other assets. Andhra Pradesh withoutthe revenue flow from Hyderabad (which accounted for22 per cent of the total revenue of the undivided State)is in dire financial straits as the special status promisedby the previous UPA government has proved to be elu-sive. As an ally of the BJP at the Centre, the TeluguDesam Party that rules Andhra Pradesh is hoping for aspecial financial grant. But that too appears to be a dis-tant dream today as too many States are in the queueseeking such packages. As in the case of similar dis-putes among other States, water-sharing remains a con-tentious issue. While the people at large are reconciledto the post-bifurcation reality, it is the political grand-standing of the two governments that is really comingin the way of a harmonious coexistence between thetwo. For instance, the Telangana government in Aprilwent ahead and imposed its own motor vehicle tax,unmindful of concerns on the other side. Every singleissue be it the division of the secretariat premises,public sector institutions, State cadre officers or theHigh Court has become a bone of contention.

    Each time there has been a dispute, the two Stateshave knocked on the doors of the Centre seeking medi-ation. But the truth is that beyond trying the persuasionroute, New Delhi can do precious little on any of it.Andhra Pradesh has to find ways to mobilise resourcesto fund its ambitious infrastructure projects. Besidessecuring the promised quantum of funds from theCentre, Chief Minister N. Chandrababu Naidu has toexplore the possibility of accessing funds from privateand external sources to realise plans for the develop-ment of a capital region, and to build airports, seaportsand smart cities. Hyderabad being retained as an inte-gral part of Telangana has made all the difference forboth States in terms of revenues, as it accounts for 99per cent of the total IT and ITeS exports from the twoStates. The stark reality is reflected in the 2014-15 and2015-16 budgets of the two governments. Telanganaregistered a revenue surplus of Rs.301 crore and Rs.531crore, while Andhra Pradesh ended up with a deficit ofRs.6,064 crore and Rs.7,300 crore respectively.However, the challenge for the Telangana RashtraSamiti government led by K. Chandrasekhar Rao is toensure progress all across the State, particularly in thedistricts of Warangal, Adilabad, Karimnagar andNizamabad, which have historically seen hardly anyprogress on the manufacturing front. The hinterlandsmainstay is in mining, poultry, food processing, dairyand farming. The way forward is to put behind the dis-trust and bitterness that preceded the bifurcationprocess, and get down to the real issues.

    In the English language, the word belonging has twomeanings: one, to indicate an affective sense of identifica-

    tion with a place or people, and the other, to suggest posses-sion. In one sense then, a person belongs to, as in has a

    great deal of affection for and identity with, a place or peo-ple (or an institution). In the other sense, a person who

    belongs, is deemed to be the possession of a place, people,or institutions. This is not simply an idiosyncrasy of the

    English language. In Hindi/Urdu too (the only other lan-guages with which I am familiar), the words

    apnaa/hamaaraa and/or apnaapan function in very similarways. I am sure readers with a larger linguistic repertoire

    will be able to add other examples.

    Cadres of the Nationalist SocialistCouncil of Nagaland - Khaplang faction(NSCN-K) had on Sunday attacked thearmy camp at Laju in the Tirap district ofArunachal Pradesh.

    According to reports, the army was alert-ed of the attack by intelligence inputs andwhen the militants struck, they wererepelled with force. Around 60-70 emptycartridges of AK 47 bullets and twoNaphod bombs were recovered from thespot.

    This incident comes after an attack onarmy personnel on June 4 in Manipur,which resulted in the death of 18 soldiers.

    Rajiv Gandhi...On June 6, Perarivalan was shifted to

    Puzhal Central Jail here from the Velloreprison to enable him get medical treatmentfor an illness linked to an urinary tractinfection.

    Doctors at the Vellore General Hospitalhad referred him to the RGGGH for spe-ciality treatment.

    After the tests, Perarivalan was takenback to Puzhal jail where he will remainfor the next few days till such time all theresults of medical tests emerge and basedon the opinion of doctors.

    "The extent of his stay here (Puzhal jail)will depend on what doctors say based onhis test results," a top jail official told PTI.

    Last year, the Supreme Court had com-muted the death sentence of three, includ-ing Perarivalan in the Rajiv Gandhi assas-sination case, to life imprisonment.

    Perarivalan was arrested in 1991 and hassince then been lodged in Vellore Centralprison.

    The last meeting of the panel held hereon May 23 had remained inconclusive.

    The CIC, which is mandated to resolveappeals and complaints filed against gov-ernment departments or public authoritiesby information seekers under the Right toInformation Act, has been working withouta chief for over nine months, after thetenure of CIC Rajiv Mathur ended onAugust 22, 2014.

    In CVC, the term of Central VigilanceCommissioner Pradeep Kumar had endedon September 28 last year, while VigilanceCommissioner J M Garg completed histenure on September 7.

    The government has received about 130applications for the two vacant posts at theanti-corruption watchdog, reports said.

    "This may include the need for a com-mon platform for mobilisation and coun-selling of youth for skill development,pool of trainers, industry tie-up for place-ments and captive training," he said.

    He also proposed that the union govern-ment may empanel international partnersfor setting up of Multi Skills DevelopmentCentres (MSDC) with the assistance ofstates.

    Highlighting the initiatives taken by theOdisha government on skill development,Dasburma said, the state government hadlaunched 'Chief Minister EmploymentGeneration Scheme' with a vision to pro-vide skill development to 11 lakh youthincluding 9.3 lakh youth in rural areas.

    It also decided to set up eight advanceskill training institutes (ASTIs) in a hub-and-spoke model to cover 30 ITIs with aninvestment of Rs.1,015 crore, he said,adding that the state had also spent Rs.57crore to establish six Institutes for Trainingof Trainers (IToT).
