1. Background

A „Coffee Table Book‟ is a hardbound book that is intended to place on a coffee table or similar surface in an area where guests are made to sit and entertained, thus inspiring conversation on the desired subject. Subject matter is generally confined to non-fiction, and is usually visually-oriented. Pages consist mainly of photographs and illustrations, accompanied by captions and small blocks of text, as opposed to long prose. Since they are aimed at anyone who might pick the book up for a light read, the analysis inside is often more basic and with less jargon than other books on the subject. Because of this, the term “Coffee Table Book “can be used to indicate an illustrative rather than exhaustive approach to the subject. The intended coffee-table book shall mandatorily carry information on (but not limited to) the following topics with a rich collection of photographs:-

1. Extensive research on the infrastructure developed under RKVY in the form of success stories through all available information as an input to the genesis of this scheme involving states to document best information in the coffee table book. The research may extend extracting information relating to infrastructure and production growth success stories in agriculture, horticulture, dairy, fisheries and animal husbandry, natural resource management, precision farming etc.

2. Rich collection of Photographs, data, news items and other related information on RKVY. The coverage should be representative having all India character. It should clearly bring out the progress and achievement of RKVY since 2007.

3. Depicting journey of RKVY since 2007 showcasing success stories from time to time. It would also showcase the changing pattern of the RKVY from time to time. The new/ unforeseen development in the area of infrastructure creation in public sector, in PPP mode, infrastructure development of farmer masses through FPO, hydroponic system of crop production, Dairy and Fisheries infrastructure.

4. All the material, i.e. research inputs, photographs, exhibits etc., storyline with beautiful copy would be presented as a visual treat in the form of book.

The Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW) will adopt a two stage selection process(collectively the “Selection Process”) in evaluating the E-Proposals comprising in Two Covers (Technical and Financial bids) online through Central Public Procurement Portal Website: https://eprocure.gov.in/eprocure/app.

In the first stage, a basic evaluation will be carried out, and online bidders who comply with submission of documents requested in Annexure-A would qualify. In the second stage, technical and financial evaluation will be carried out and the Bidder having the highest cumulative score based on formulae mentioned in para 17 will be considered for Award of Work.

2. Terms & Conditions

i. The tenders must be accompanied with an Earnest Money Deposit (Refundable) amounting to Rs. 20,000/-(Rupees Twenty thousand only) in the form of DD/Pay Order in favour of Pay and Account Officer (Sectt-I), Deptt. of Agriculture, Cooperation & Farmers Welfare, New Delhi. Tenders without EMD and required information with supporting document shall be summarily rejected. No Cheque shall be accepted towards Earnest Money Deposit (EMD). No interest will be payable on earnest money deposit.

ii. The Individual/Firm should be Delhi/NCR based or should have a proper office

with necessary artists and technical experts in Delhi/NCR with minimum 4-5 offices in different parts of the country. The national presence of the individual/firm may be verified/checked by the Department.

iii. The Earnest Money Deposit of the un-successful tenderer would be released immediately after finalization of the Contract, but not later than one month of finalization.

iv. The tender document can also be downloaded from the website https://eprocure.gov.in or http://agricoop.nic.in/tenders.

v. The quoted price should include all taxes & duties, octroi, labour, transportation etc. in Indian Rupees.

vi. Bidder must be a registered firm/agency, having appropriate licenses like PAN, TIN, TAN, VAT, Service Tax etc. in their own name. Copies of all registrations to be submitted with the bid.

vii. TDS, if applicable, will be deducted as per Income Tax Rules. viii. The bidder must be in existence for three years with minimum one year

experience in publishing Government Journals/Annual Reports/Coffee Table books/Investment guides or similar type of works.

ix. The firm should not have been blacklisted by any Government organization/ Dept.

x. The bidders that are registered with Directorate of Printing, M/o Urban Development or Directorate of Advertisement and Visual Publicity will be given preference.

xi. The bidder should have the proven ability to deliver in a time bound manner. xii. In case of delay by the printer, 0.5% of the total value will be recovered for

every single day‟s delay subject to a maximum of 10% of the total cost. xiii. The Ministry reserves the right to cancel any/all the tender(s) without assigning

any reason. The copy right of the book will be held by DAC&FW. xiv. The work is required to be done with precision and high quality is to be

maintained xv. Any extra job(s), if required to be executed for due completion of the work are to

be attended to by the contractor and the rates for such job(s) will be decided on mutual negotiations. However, the final rates for such items fixed by the Ministry would be binding on the contractor.

xvi. The Department‟s decision in any of the matter(s) is final and binding on each other.

xvii. Right to Accept or Reject any Proposal: Department of Agriculture, Cooperation & Farmers Welfare reserves the right to annul the E-Tendering process, or to accept or reject any or all the Proposals in whole or part at any time without assigning any reasons and without incurring any liability to the affected Applicant(s) or any obligation to inform the affected Applicant (s) of the grounds for such decision.

xviii. Annual turnover of the bidder during the last three years should be at least INR 10 lakhs.

xix. Force Majeure:-If, at any time, during the continuance of this contract, the performance in whole or in part by either party of any obligation under this contract is prevented or delayed by reasons of any war of hostility, acts of the public enemy, civil commotion, sabotage, fires, floods, explosions, epidemics, quarantine restrictions, strikes, lockouts or act of God (hereinafter referred to as events) provided notice of happenings of any such eventuality is given by either party to other within 21 days from the date of occurrence thereof, neither party shall due to such event be entitled to terminate this contract nor shall either

party have any claim for damages against other in respect of such non - performance or delay in performance, and deliveries under the contract shall be resumed as soon as practicable after such an event come to an end or cease to exist, and the decision of the purchaser as to whether the deliveries have been so resumed or not shall be final and conclusive. Further that if the performance in whole or part any obligation under this contract is prevented or delayed by reasons of any such event for a period exceeding 60 days, party may, at its option, terminate the contract.

xx. Settlement of Disputes and Arbitration:-If any dispute or difference arises between the parties hereto as to the interpretation, effect and implication of any provision of this agreement including the rights or liabilities or any claim or demand of any party against other or in regard to any other matter under these presents but excluding any matters, decisions or determination of which is expressly provided for in this agreement, shall within 30 days(or such longer period as may be mutually agreed upon) from the date one party informs the other in writing that such dispute or disputes or disagreement exists, be referred to arbitration in accordance with the Rules or Arbitration and Conciliation Act 1996 and the rules framed there under for the time beingin force. The award made in pursuance thereof shall be binding on the parties. (a) The venue of the Arbitration shall be at Delhi. (b) The Language of arbitration proceedings will be English only (c) Each party shall bear and pay its own cost of the arbitration proceedings

unless the arbitrator otherwise decides in the Award. (d) The provisions of this Clause shall not be frustrated, abrogated or

become inoperative, notwithstanding this Agreement expires or ceases to exist or is terminated or revoked or declared unlawful.

xxi. Governing Laws and Disputes: The Courts at New Delhi shall have exclusive

jurisdiction in all matters concerning this Agreement including any matter related to or arising out of the arbitration proceedings or any Award made therein.

xxii. Clarifications & amendments of E-Tender Notice: During the process of

evaluation of Proposals, Department of Agriculture, Cooperation & Farmers Welfare may, at its discretion, ask Applicants for clarifications on their proposal. The Applicants are required to respond within the prescribed time- frame. Department of Agriculture, Cooperation & Farmers Welfare may for any reason, modify the E- Tender document before the date of submission of proposal. The amendment(s) to the E-Tender document would be clearly spelt out and the Applicants may be given sufficient time to amend their proposal due to such modifications.

3. Scope of Work

The company/firm/agency would work under the instructions and overall supervision of the Joint Secretary (RKVY), Department of Agriculture, Cooperation & Farmers Welfare, Ministry of Agriculture and Farmers Welfare, New Delhi. Quotation is invited for Conceptualization, Designing, Lay-out, Photo-development, Photo-correction, Text content Development, Editing, Varnishing&Aqua coding, Printing/Binding and Packing of the said coffee table book, as per following requirements.

a) Conceptualization, Editing of about 60 success stories of RKVY, preparing the

design/layout. b) Photo/image research, photo-sourcing/selection for success stories and if need

be, buying photos for the project on its own, if better sources available. c) Text-content development and its editing & copy writing for the project. d) Ensuring quality (editorial and production) e) Effective coordination with content and reference material and design f) Ensuring high quality of work g) Type settings h) Organization of content i) Headings j) All the references to be edited in consistent format k) Setting of the book l) Bibliography m) Ensure illustrations and captions are correct. n) Delivery of soft copies (three) in COREL DRAW or IN-DESIGN by 08.09.2017.

NOTE: The aspect of creativity, innovation and high standard of work will be considered for selection. The capacity to complete the job within the given time frame and with desired quality will also be considered.

5. Eligibility Criteria: The Technical Bid should contain the following documents,

failing which the bid will be rejected and will not be considered further:

a) Attested copies of CST/VAT/TIN Registration Certificates;

b) Attested copy of PAN/GIR/TAN Card;

c) Attested copy of Income Tax Return filed for last three financial years.

d) Declaration of the bidder that the firm is not black-listed by any Government

Department or any criminal case is registered against the firm or its owner/ partner anywhere in India.

6. The Financial Bid should be furnished online as per proforma at Annexure-D

7. If any information furnished by the applicant is found to be incorrect at a later

stage, the bidder shall be liable to be debarred from any future tendering by DAC&FW, besides annulment of the contract. Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW) reserves the right to verify the particulars furnished by the bidder independently.

8. EMD may be submitted to Section Officer(RKVY), (Shri Durgesh Gupta), Department of Agriculture, Cooperation & Farmers‟ Welfare, Ministry of Agriculture and Farmers‟ Welfare, Room No.527, Krishi Bhawan, New Delhi-110001 on or before 1700 Hrs. 22nd June, 2017.

9. Bank Guarantee: This amount has to be submitted before the

commencement/print out order is given and within 10 days of signing the final agreement with the successful bidder and it shall remain valid during the tenure of contract period. The value of the Bank guarantee will be an amount equal to 10% of the total amount of the project.

a) This Bank guarantee deposit money shall be returned within 30 days

after the expiry of contract provided there is no breach of contract during the period of the contract.

b) No Interest shall be paid on the bank guarantee.

10. Disqualification: Even though the applicants meet the above criteria, they are

subject to be disqualified if any applicant has.

a) A criminal history or has been convicted by any court of law for any of the offences under any Indian laws.

b) If, any criminal proceedings is/are pending in any court of law in India

against any of the applicant and if any such proceeding culminates into conviction.

c) Made misleading or false representation in the forms, statements and attachments submitted.

11. Notification of Award of Contract: Within the validity of the period of bid prescribed by Department of Agriculture, Cooperation & Farmers Welfare, Ministry of Agriculture& Farmers Welfare will notify the successful bidder by fax/e-mail and confirm by letter that the particular bid has been accepted (“Notification of Award of Contract”). This notification of award shall name the sum which Department of Agriculture, Cooperation & Farmers‟ Welfare will pay to the bidder in consideration of the performance of the scope of work by the bidder as prescribed by the contract. The successful bidder on receipt of “Notification of Award” shall convey his/her acceptance by return e - mail or fax and to be confirmed through speed post within seven (7) working days through a letter. The acceptance is to be accompanied by a signed contract in favour of Joint Secretary (RKVY), Department of Agriculture, Cooperation & Farmers Welfare. The Notification of Award of Contract and the letter of acceptance shall constitute the formation of the contract.

12. Penalty:- In case bidder withdraws or changes his quotation, EMD will be forfeited. Refusal or inability or delay by the successful bidder to supply all deliverable as per scope of work at the contracted rate or any false statement in the bid may result in termination of the contract and forfeiting of EMD/performance guarantee as well as disqualification of the bidder from participating in future tenders. For any kind of delay in adhering to the time schedule, bidder shall be liable to pay 0.5% of total amount of the bill for every ten days, of delay and multiples thereof subject to a maximum of 10% of the total cost. By virtue of being a Government of India publication, bidders are expected to deliver a publication of extremely high quality. Delivery of any kind of substandard work will attract penalty of upto 20% of the total amount of the bill. The minimum criteria below which the work would be considered as sub-standard, may be decided by Tender Evaluation Committee.

13. Submission of online bids:-

a) The bid shall be submitted online only at Central Public Procurement Portal Website: https://eprocure.gov.in/eprocure/app.

b) Manual bids will not be accepted.

c) The online bids (complete in all respect) must be uploaded online in Two Covers

(Technical and Financial bids). 14. The technical bid quotations will be opened in the presence of a committee in Krishi

Bhawan, New Delhi on 28th June, 2017 at 2.00 PM (1400hrs). A representative of the bidder may be present at the time of opening of tenders.

15. The tender must include all taxes, including VAT and Service Tax as applicable and

nothing extra will be paid by DAC&FW. Bidder must clearly mention itemised unit charges and all taxes separately for the scope of work and technical specifications as mentioned in Para 3 and Para 4 respectively.

16. Evaluation Criteria: The applicants will be asked to present a few samples for the Coffee table book on the basis of their understanding of the Request for Proposal (RFP) document and the specifications mentioned. The technical bid will be evaluated as follows (Total 100 points):

a) Compliance with documents requested in Annexure-A (Maximum 10 points)

b) Layout, Concept development, Design templates & creativity and designing ability (Maximum 70 points): Concept development (20 points), layout( 15 points), photo/image development(20 points) and design templates (15 points) are key elements of the presentation of the book. Samples of concepts, layout and design templates should be presented by the bidder for the coffee table book. An interview to ascertain designing, concept development capabilities of the bidder may be done by the Rashtriya Krishi Vikas Yojana (RKVY) Division to ensure their expertise and compatibility with our requirement.

c) Prior Experience (Maximum 20 points): The firm will be expected to provide

details their experience in specific contracts of this nature/ type/ complexity. Bidders must also provide samples of the books/coffee table books they have designed. Bidder may also present testimonials from previous or existing clients.

Note: An interview, as mentioned in (b) above, of the bidder may be called separately to ensure the proper evaluation of technical bid.

The Financial Bids will be evaluated as per the evaluation criteria mentioned below (Total 100 points):

The bidder with lowest financial bid (L1) will be awarded 100% score. The Financial Scores for other than L1 Bidders will be evaluated using the following formula:

Financial Score of a Bidder = {(Financial Bid of L1 / Financial Bid of the Bidder) X 100} % (adjusted to 2 decimals)

Errors and Rectification: Arithmetical errors will be rectified on the following basis:-

If there is discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected. If there is a discrepancy between words and figures, the amount in words will prevail.

17. Joint Evaluation of Technical & Financial Bids:

The following is the procedure for evaluation for the award of tender:

The technical and financial scores secured by each bidder will be added with weight of 70:30 respectively and a Cumulative Bid Score arrived at, using the formula:

CS = S(T) * 0.7 + S(F) * 0.3

Where: CS is Cumulative Score; S(T) = Technical bid Score; S(F) = Financial bid Score

The bidder with highest Cumulative Score (CS) will be the successful bidder and be eligible to become the service provider.

18. A Tender Evaluation Committee will be constituted in the Department to evaluate the bid. 19. Schedule of Submission of Bids The following is the schedule for this tender: The schedule may be subject to change depending on the results of the responses and a final schedule will be established prior to contracting with the successful bidder.

a. The bidder must submit their financial bid in the prescribed format (BOQ.XXXX File) – specified at Annexure-D of this tender document and no other format is acceptable. Bidders are required to download the .xls file for BOQ, open it and complete the unprotected cells with their respective financial quotes [the rate per unit for each item in both figures and words (with VAT)] and other details (such as name of the bidder). No other cells should be changed. Once the details have been completed, the bidder should save it and submit it online, without changing the file name. If the BOQ file is found to be modified the bidder, the bid will be rejected. The bidders are strictly advised to refrain from quoting unrealistic prices, at which they may not make supplies later;
