AHS Montreal-Ottawa Chapter, supported by Helicopter Association International, major airframe and engine OEMs, U.S. Navy Safety Center, U.S. Army Safety Command, hosts International Helicopter Safety Symposium 2005 in Montreal, September 26-29, 2005.

Purpose of IHSS 2005 was to initiate an international collaborative effort to reduce accidents in the vertical flight industry, both civil and military.

260+ people attend, including civil and military operators, manufacturers, and government regulators (ICAO, FAA, Transport Canada, Transportation Board of Canada, others).

IHSS 2005 addressed safety management of the full range of vertical flight operations, including emergency medical, search and rescue, offshore oil, law enforcement, fire fighting, heli-logging, construction, executive transport and homeland security.

It also encompassed military (non-combat) and paramilitary operations.

Definition of Civil Accident (ICAO Annex 13 and NTSB – 14 C.F.R. 830.2):

“Aircraft accident” means an occurrence associated with the operation of an aircraft which takes place between the time any person boards the aircraft with the intention of flight and all such persons have disembarked, and in which any person suffers death or serious injury, or in which the aircraft receives substantial damage.

Definition of Substantial Damage: “Substantial damage” means damage or failure which

adversely affects the structural strength, performance or flight characteristics of the aircraft, which would normally require major repair or replacement of the affected component.

Engine failure or damage limited to an engine if only one engine fails or is damaged, bent fairings or cowling, dented skin, small puncture holes in the skin fabric, ground damage to rotor or propeller blades, and damage to landing gear, wheels, tires flaps, engine accessories, brakes, or wingtips are not considered “substantial damage” for the purpose of this part.

IHSS 2005 Outcome:

IHSS Attendees agree that the helicopter accident rate is too high and must be reduced.

IHSS attendees adopt goal of reducing helicopter accident rate by 80% within 10 years.

IHSS attendees agree to pursue goal using a process modeled after the successful scheduled air carrier initiative known as the “Civil Aviation Safety Team” or CAST.

Joint Helicopter Safety Analysis Team (JHSAT) Charter:

Conduct, review and approve detailed accident report analysis and identify causal factors;

Investigate and recommend improvements and develop mitigation strategies to allow goal achievement and periodic status measurements;

Draft action plans to determine intervention strategies and milestones for IHST approval.

Joint Helicopter Safety Implementation Team (JHSIT) Charter: Develop and prioritize implementation strategies;

Carry out rigorous cost-benefit analysis for implementation strategies to achieve IHST goals;

Develop action plans;

Coordinate implementation of IHST-approved strategies;

Operator associations (HAI, ALEA, TOPS, etc.) and major operators (including military)

Airframe OEMs such as AgustaWestland, Bell, Boeing, Enstrom, Eurocopter, Kaman, MD Helicopters, Robinson, Schweizer, Sikorsky and others;

Engine OEMs such as GE Aircraft Engines, Honeywell, Rolls-Royce, Turbomeca, Lycoming and others; systems house and suppliers, and

The regulatory community (FAA, Transport Canada, ICAO, EASA, etc).
