Title I Personnel

• All positions that will be funded by Title I must be based on data driven needs as identified in the Comprehensive Needs Assessment (CNA).

• Our first priority is to direct all resources (funds, materials, supplies and personnel) to the classroom.

• If a school needs to reduce class sizes, consider hiring the following personnel:

Title I Personnel

• Can a school convert a teacher foundation unit into an administrative, counselor or media specialist position?

No. The positions that you were allocated must be utilized in the manner in which they were allocated. If you were allocated 12.5 teacher units, the personnel must be used as teachers.

• Can a school convert a counselor’s position into an administrative or teacher position?

No. If your school was allocated a .5 counselor, that person must serve as a counselor.

Use of Funds

educational agency shall use Federal funds received under this part only to supplement the funds that would, in the absence of such Federal funds, be made available from non-Federal sources for the education of pupils participating in programs assisted under this part, and not to supplant such funds.

USE OF TITLE II FUNDS

Title II Prepare, train, and recruit Highly Qualified Teachers and Principals (Includes Class-size Reduction Funding)

Purpose of Funds• To increase the academic achievement of all

students by helping school districts improve teacher and principal quality in order to ensure that all teachers are highly qualified

NOTE: No Title II Funds will be allocated to the local schools for the FY2009-2011 school year. These funds will be retained at the District level to support the eighteen (18) month Professional Development Plan.

• Can a school apply for Title II Funds?Title II funds are not being allocated to schools or granted this year. The Title II funds are being utilized for classroom reduction units and to fund district initiatives.

• Can a school budget for travel?Yes. All travel will have to be pre-approved by your assigned Assistant Superintendent. Travel must be cost efficient.

• What professional development will be offered?The District’s 18 month Professional Development Plan will be available by the end of May in the documents section of the Staff Development Website.

• Are schools expected to earmark funds for MMGW? If yes, how much?Yes. Registration fees have been covered by the district. Each school will need to earmark funds to cover travel, lodging and meals.

• Will schools receive district funding for the Bridges Transitional Program this year? No. There are no additional funds at this time.

• Will Non-Title I schools receive district funding for extended day/ after school programs?

No. There are no additional funds at this time.

• Can a school hire non-highly qualified teachers to tutor in the extended day program?

No. The law states that all teachers paid with Title I, Part A funds must be highly qualified in the content area.

• Can a school purchase additional copiers other than what was allocated by the district?No. Copiers cannot be purchased using federal funds. The copier allocations were based on a formula that took into consideration the number of students and teachers at each school. The overall needs of the students not meeting state standards should take precedence.

• Can a school list a less expensive teacher in the Title I Budget, but allow another teacher (higher paid) to perform the duties?The teacher that is being funded must perform the duties outlined in the job description.

• Can a school hire a Reading Coach?Federal funds cannot be used to pay for any coaching positions.

• Can a school hire a content specific, grade specific Intervention teacher?Yes. Personnel should be hired based on needs identified in the Comprehensive Needs Assessment and approved by your assigned Assistant Superintendent.

Frequently Asked Questions

• Can a school employee serve as the parent representative on the SAE Committee? No. The parent representative should not be an employee at the school.

• I work at school A. My child attends school B. Can I serve on the SAE Committee at school B?Yes. However, serving on the SAE Committee at another school cannot interfere with the duties of the employee. Realistically, it would be difficult for an employee to secure release time to attend meetings held during the day.

• Can the annual Title I Parent Meeting be held in conjunction with PTA/PTO Meetings?No. The law states that this should be a separate meeting only with Title I information on the agenda.

• Can the Principal decide on the use of Parental Involvement funds? No. The allocation of the Parental Involvement funds should be a SAE and /or Parent Advisory Committee decision with appropriate documentation.
