NOTICE INVITING TENDER

‘On behalf of the Governor of Tripura, sealed tenders are hereby invited bythe undersigned from reputed, bonafide, resourceful, registered dealers/ suppliersor registered sports goods manufacturers quoting rates (item Wise) for the Sportsitem specified in the list enclosed with the tender form:

Terms 85 Condition: -Tenders will be received in the Directorate of Youth Affairs 81, Sports,Dasaratha Dev State Sports Complex, Badharghat during office hoursfrom 7th February to 18th February, 2017 (on Working days). Tendersshould be enclosed in a sealed cover and addressed to the Director,Youth Affairs 85 Sports, Govt. of Tripura, DDSS Complex, Badharghat,Agartala.

Tenders may be submitted in this office in person, or sent byregistered post/courier service/ speed post. However, Departmentshall not be responsible for late receipt due to delay in delivery.

Tenderers will have to deposit earnest money of Rs. 50,000/-, unlessexempted, in the shape of ‘Deposit at Call’ in favour of Head of Office,Directorate of Youth Affairs 85 Sports. Quotations without earnestmoney shall be summarily rejected.Samples of items should be offered at the same time when tender isdropped. The samples shall be retained in the office of theundersigned till the date of opening of the tender. The samples shouldbe packed in sealed sacks which will be opened at the time of openingof tender in presence of the members of the purchase committee of thedepartment. The samples of the successful tenderers will be retainedin the office until completion of supply for the purpose of comparisonwith the supplied sports goods.Components like actual rates, taxes and duties, royalties,transportation charges etc. should be shown separately in thequotations. Applicable taxes shall be deducted at source.

Local suppliers have to submit the following certificates :# Vat/ Income Tax Clearance Certificate.# Professional Tax Clearance Certificate# PAN number of the firm/organization# Up-to-date valid Trade License.# Declaration in respect of compliance of terms 85 condition‘Tenders will be opened at 02:00 P.M. on 20”‘ February, 2017 in thechamber of the Additional Director, Directorate of Youth Affairs &sSports. Tenderers may make it convenient to remain present duringopening. The date of opening of tenders may be postponed if necessityarises.The rates once approved shall not be increased for any reasonwhatsoever or under any circumstances.

No advance payment will be made under any circumstances.

The YAS Department shall compare rates item-wise and may selectdifferent suppliers/ vendors for different items on the principle of ‘bestquality at lowest rate’. An expert committee constituted by theDepartment shall check the quality of each item and determine thequantity and volume of purchase of each item on the basis of ‘bestquality at lowest price’.

‘The supply order shall be prepared within the limitations of theavailable budget.

All mandatory documents required to be submitted with the tendershould be invariably submitted which shall be checked forauthenticity at the time of opening tender.The successful tenderers are to deposit security money @ 10% of thecontract value without any ceiling limit. The earnest money which isalready deposited by the successful tenderer will be treated as part ofsecurity money. The security money of the successful tenderers will berefunded on completion of supply satisfactorily.The successful tenderer shall have to supply all the items within 30(thirty) days from the date of issue of supply order, failing which theearnest money will be forfeited by the YAS Department without further-correspondence.Items supplied should be exactly the same as samples approved bythe YAS Department. In case of discrepancy, the earnest/securitymoney is liable to be forfeited.If any lot or quantum of materials is not found acceptable/defective,the same shall have to be removed immediately from the officepremises by the concerned supplier and replacement made forthwith.

Payment to the supplier(s) shall be made on presentation of bills intriplicate after successful completion of supply within the stipulatedtime.The Departments reserves the right to reject any or all tender(s)without assigning any reason whatsoever. The Department alsoreserves the right to withdraw this tender notice or cancel the tenderprocess.The supplier will have to comply with the instructions likely to be‘issued from time to time by the undersigned or any authority superiorto him in this regard.In case of legal dispute the jurisdiction will be the High Court ofTripura.Terms 8:; conditions incorporated in the NIT shall form a part of theagreement.Item wise details, specifications and quantity can be availed in theoffice of the undersigned from 7"‘ February 2017 to 18"‘ FebruaryE or downloaded from the Departmental website.www.yas.tripura.gov.in and the Tripura State Portalwww.tripura. gov.in.
