WTO SPS Agreement requirements
The World Trade Organisation’s (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (‘SPS Agreement’) requires WTO Members to:
participate in the work of the international standard setting organisations, i.e. Codex, OIE and IPPC andbase their sanitary and phytosanitary measures on international standards, guidelines and recommendations, where they exist.

For a whole food chain approach (i.e. ‘from farm to fork’):
OIE standards on APFS are complementary to Codex standards on FS
Cooperation between OIE and Codex critical to avoid duplication, gaps and inconsistencies in standard setting
WTO Members should implement OIE recommendations on APFS when setting measures for safe food of animal origin (and Codex recommendations).
