Day Ahead Congestion Forecast - DACF: Exchange of the network models and security analysis on daily basis.

DACF is harmonized within SETSO countriesInitiated the usage of DACF models in detection of network congestions

Since 1.3.2004: All countries reached the level of sending two models per day (10h30 and 3h30)

Standard of UCTE is reached but still we use “old” instruments and tools.

Values for Summer 2004 are calculated and updated according to the reconnection situation

Turkey joined the process of calculation the seasonal NTC values

FUTURE

To transfer NTC calculation in UCTE after the reconnection of two UCTE zones

but market wants more, so we have to implement quicker and better tools.

To establish the capacity allocation/congestion management procedures in SEE area (according to ETSO rules based on Directive 1228/2003):

Detection of the congestions in SEE area

Evaluation of European CM methods

Overview of CM methods already applied in SEE

Proposal for the future CM methods

Workshop with regulators and joint meeting with ETSO TF

To explore the possibilities for practical implementation of such methods form:

- technical, and

- organizational point of view (in cooperation with the regulators)

Why: In a highly meshed grid the coordinating auction is best solution because it reflects the independens of power transactions

ALREADY DONE:

Virtual calculations for the time after the reconnection:

The calculation of the effect of reconnection (UCTE I and II) on power flows in the region.

Result: No problems after the re-synchronization from the load flow point of view

But how will the market develop? – We have no experience yet!!!
