Background
LINC Housing – 274 Unit affordable housing complex in Santa Ana, CA
Project initiated by California Housing Partnership Corporation (CHPC)
Work group collaboration includes: CHPC, LINC Housing, Stewards of Affordable Housing for the Future (SAHF), Century Housing, SoCalGas & SCE 2
Background
IOU Objectives: Develop integrative, sustainable & replicable approaches
to comprehensively treat targeted MF complexes in order to achieve deep energy savings
Test Various MF Strategies Including: Single Point of Contact, multi-program coordination, pre/post-installation energy analysis, referral coordination, streamline practice and delivery & test new EE technologies etc.

Project Joint utility coordination effort between SoCalGas & SCE IOU energy efficiency programs involved
Energy Savings Assistance Program (Joint SCG & SCE implementation) Solar Thermal (CSI program) MF Direct Install Programs (SCG & SCE – No cost to LINC) MF EE Retrofit Rebates (SCG and SCE) EE Education for Residents/Kids Emerging Technologies to conduct ‘In Unit’ testing On-Bill Financing/Line-item Billing
ESAP &/or third party contractor(s) available for market rate installations
Provide recommendations beyond gas/electric – Connection to MWD & Santa Ana Public Works Agency (water measures) 4
Initial Successes
Single Point of Contact provides simplified & customer friendly approach to owner/tenants in addressing multi-program accessibility issue (including both IOU and non-IOU programs)
Owner/Work Group collaboration maximizes savings opportunities & delivers cost effective implementation timelines (simultaneous installation of retrofits/measures, where possible)
Owner works with IOUs to engage tenants early and throughout the project
Use of dual utility contractor to deliver multiple programs during a single visit imposes smallest possible impact to tenants
IOU funded programs allow owner to stretch dollars and provide additional deep energy savings measures not funded through the IOUs
