A brief introduction

TEC develops telecom product specification andinteroperability (Interface) specification for seamless working oftelecom networks and devices. These also cover safety andsecurity requirement.

TEC provides support and advice to DoT on technology,spectrum and licensing related issues and produces standardsrelated documents.

It strives to enhance Indian contribution in the development ofinternational standards so that the national interests are adequatelysafeguarded.

Various divisions in TEC chair the National working Groups (NWGs)corresponding to the study group of ITU‐T.

TEC also chair NWG‐5 corresponding to study group 5 of ITU‐R, whichinter‐alia deals standards for mobile radio systems.

TEC is having IPV6 Ready Logo test lab, Specific Absorption Rate (SAR)lab and Next Generation Network (NGN)/ Transport lab.

TEC also has MRA with Singapore for product certification

ITU‐T in its Recommendation ITU‐T Y.2060 (06/2012) hasdefined Internet of Things (IoT), as a global infrastructure for theinformation society, enabling advanced services byinterconnecting (physical and virtual) things based on existing andevolving interoperable information and communicationtechnologies.

ITU‐T created a Study Group (SG)‐20 in 2015 to study IoT and itsapplications in Smart cities and communities.

There may be around 2.6 billion connected devices by 2020 and 8 billion by 2026 and 24 billion by 2032 in India.

GSMA study on IoT in 2014 – 40% of the total devices may be connectedusing SIM and a connection to mobile network.

In MWC‐ 2016, Ericsson has dropped the number of cellular connected IoTdevices in 2020 from their previous estimate of (40%) 20 billion to just over(2%) 1 billion.

In MWC – 2017, Ericson projected 1.5 billion connected devices out of 28billion, on cellular network by 2022.

In India SIM based devices / Gateways may be around 15‐20%.

It shows that the low power wireless network and LPWAN will have a majorshare in device connectivity.

5G for INDIA

To identify spectrum availability for 5G in India in low, mid and highrange of spectrum and conduct technical studies on models andparticipate in WP5D and Task Force 5/1 in ITU‐R SG 5;

To identify regulatory and licensing aspects for 5G and collaborationneeded among various stake holders.

TEC along with industry finalized the requirement for Low mobilitylarge coverage (LMLC) and submitted in ITU‐R, 5D meeting.

M2M / IoT Common Service Layer

M2M Service layer was defined by ITU‐T FG M2M.

It is a software layer.

It sits between M2M applications and communication HW / SWthat provide data transport.

It normally rides on top of IP

It Allows for distributed intelligence ie at devices, Gateways andapplications in the cloud.

NWG‐20 formed in TEC, India, in 2015 to collaborate with ITU‐T SG‐20

The technical report on “M2M enablement in Remote healthmanagement” has been recognized as a valuable information by e‐Healthexpert of ITU‐D Study group 2 and has been submitted as a contributionin the ITU‐ D meeting 7‐11 September 2015, Geneva.

Based on these technical reports, two contributions were submitted inITU‐T SG‐20 meeting in Singapore, Jan 2016; 4 in Geneva meeting, July2016 and three in Dubai meeting, March 2017; 4 in Geneva meeting,September 2017.

1. Based on TR and consultations with all the stake holders, TEC proposed 13digit M2M Numbering plan for SIM based devices/ Gateways which will coexist with existing 10 digit numbering scheme being used for mobile phones.

DoT has approved this scheme and issued orders to all the TSPsfor implementation.

Five codes of 3 digit each (559, 575, 576, 579 and 597) have beenallotted as a M2M identifier.

2. Embedded SIM : Based on TR, IR has been prepared in TEC. MoRTHincluded in AIS140 standard for VTS.

3. Based on TR, additional Spectrum requirement for Low power RFcommunications in Sub GHz band was sent to WPC/ DoT.

M2M devices need to conform to safety standards from radiation/ power perspectives.

Regulatory and legal compliance requirements ‐ Devices with communication facility needs testing and certification against

ETSI has created a WG ETSI TC MTS TST WG (Testing)for developing test specification .

The types of testing can include, but is not limited to, conformance,interoperability, security and performance testing.

The initial technical focus of TST will be:

IoT network layer (communication protocols, node connectivity, edge computing etc.).IoT layer (data accumulation and aggregation)Application layer (interfaces, business processes etc.)

Certification related to Health devices

Continua's Test and Certification program ensures interoperability byverifying that products conform to the Continua Design Guidelines and itsunderlying standards.

Certification of sensor devices ensures that IEEE 11073 conformant data issecurely received at the gateway. Certification of the WAN interface ensuresthat each field of every segment in the PCD‐01 message contains a validvalue.

Certification of the HIS interface ensures the syntax and semantics of theXML message.

National Telecom Policy – 2012 :‐ thrust on high quality broadbandservices, Cloud computing, Mobile Internet, IPv6, Machine to Machinecommunication and telecom equipment manufacturing.

Telecom policy 2018 under preparation. It will focus on strengtheningtelecom infrastructure, IoT, 5G, AI, Cloud etc.

M2M Road map released in May 2015. M2M Service provider policyexpected in near future.

TRAI recommendations on Spectrum, Roaming and QoS relatedrequirements on M2M Communications released recently are underdiscussion in DoT.
