Features of the UDR systems

• AVL (Automatic Vehicle Location) service is available– GPS location service in operational use

• Connectivity for PSTN, PABX, GSM networks is operational• TCP/ IP services for readily available for various applications

– WAP services for WAP enabled radio terminals

• Short Data Service in operation• The basic TETRA functional services (group call, emergency

call, etc.) reliably working• Dedicated Virtual Private Networks (VPN) for the public safety

services are set up– Basic principal: each public safety organization has its own single

VPN

• There are central VPN management systems both at Service Provider and at an Office of the Public Administration

• There is a mechanism for incident management • The primary responsibilities at the Network Owner who is by

Force of Law:– The Minister leading of Prime Minister’s Office– The day-to-day responsibilities delegated to the Commissioner for

Centre for E-government

• The mobile base stations are readily available both in the event of incidents or pre-planned missions

– Equipped as a full scale mobile stations– Micro-wave connections can be built up– Frequency - dedicated to the mobile base stations– Network Operating System can incorporate (up to five) the mobile

base stations– Deployment time 1 hour– The transport vehicle is prepared for rough terrains– Action radius is the whole country

Achieving co-operation between agencies on both the same and different VPNs

• There are central VPN management systems both at Service Provider and at an Office of the Public Administration

• The legal framework established by a Government Decree

• Each agency elaborates policy, standard and regulation for the use of radio network

• Within the general and individual legal framework the co-operation and interoperability is set up on the base of mutual agreement

• The technology level measurements carried out by central VPN management on demand being either ad-hoc or pre-planned
