UNCLASSIFIED/FOUO

Operational Problem:• Warfighters are burdened with overcrowded workspace and

cumbersome physical infrastructure caused by multiple computer workstations at every level of classification. USCENTCOM alone supports eight separate domains

• Rapid increase in requirement for high definition & 3D video

Transition:• Commercial and government off the shelf procurement handled similar

to other security devices

Specifics: JCTD will demonstrate the capability to :- Simultaneously access multiple virtual information domains from a

single workstation- Deliver high definition & 3D video while accessing multiple domains- Flexibly create domains and connect/disconnect domain access- Reduce multi-domain network infrastructure- Save space, weight, and power consumption- Leverage this technology in garrison, forward & warfighting

environments- Certify capability under SABI and TSABITechnologies:• Black Channel Zero Client Desktop

Hardware accelerated multi-domain end user device Delivers large graphics, simultaneous display of multiple domains

Requirement:• Infrastructure reduction, must be quickly deployable, set up tactical

multi-domain environment• Reduce number and complexity of networks • IPL #6, IPL #7

Competing Technology:• None with faithful 3d graphics and video feeds, except air gap• TCS and UC2 both lack 3D graphics & HD video and are slow due to

technology• Cannot provide communication services at line rate• Higher Certification & Accreditation risk• Do not provide lossless data• Larger code footprint exposed for attack

TSABI – Top Secret/SCI and Below Interoperability SABI – Secret and Below Interoperability

MLS HH JCTD Candidate Questions (Summary)

Operational Problem:Existing handheld devices operate in a single domain (NIPR or SIPR) and rely on legacy operating systems and custom hardware. No MLS capable handheld devices exist. Users are forced to carry multiple devices or use legacy devices that do not support mobile applications. There are no MLS capable handheld devices today.

Requirement:

• Provide a single device that can access multiple networks and run MLS end user apps.

• Enable thin client Android sessions on different handheld device types.• Prove MLS apps that run on handheld devices.• Provide necessary security governance, system maintenance and

auditing capabilities.

Competing capabilities:

• Custom solutions – expensive per device, legacy OS, no mobile apps, unsustainable.

• Client-side hypervisors – special handsets, poor battery life, distributed patching, unlikely to achieve true COTS commercial transfer.

Specifics: Year 1: • Demonstrate remote hosted Android (DroidCloud), client app for Android

and MLS capability.

Year 2: • Integrate additional capability, complete configuration and documentation,

complete C&A process.

Technologies:

• Google – Android, Google Search, Google Earth• Cisco – Cius tablet, VPN, AppHQ, vBlock• BlueSpace – Unity, Discover, GeoSpace, TSB• DroidCloud – DroidCloud server and client• Intel – McAfee AV, Wind River Enterprise Android• Cummings - Sleeve

Transition: TBD

Trusted H2 JCTD Candidate Questions (Summary)

Operational Problem:

• Warfighter’s currently cannot access multiple domains without carrying several devices, which increase the combat load on the warfighter

Specifics: Year 1: • Integrate key technologies; start certification and

accreditation

Year 2: • Integrate capabilities required for operational utility and

demonstrate enterprise & tactical use cases; maturing technology for insertion into acquisition program.

Technologies:

• COTS smartphones and tablets• Isolation technology (Currently implemented in high

assurance systems)• Fielded Tactical radios (sleeve components)

Requirement:• Provide multiple devices that can access multiple domains and

communication transports in enterprise and expeditionary environments.

• Provide necessary security, governance, system maintenance and auditing capabilities for access to classified communication networks to enable command and control, intelligence and logistics battlefield functions.

• Integrate a COTS based approach to meet military requirements and deliver an enhanced foot mobile capability.

Competing Technology:• Custom solutions – expensive per device, legacy OS, no mobile apps,

unsustainable.• Cloud-based implementation – not likely to provide high availability with

intermittent connectivity; requires robust enterprise infrastructure to support access to multiple domains.

JOLTED TACTICS JCTDOperational Problem:

• US forces and interagency/coalition partners lack robust capability and capacity to establish anytime, anywhere access to data, services and

other users in support of special operations, disaster relief, humanitarian response, foreign internal defense, civil affairs, and other security

cooperation, stability and similar activities• TOC level comms inflexible/take days to install; tactical comms lack

band-width and mobility; none offer flexibility of 4G Long Term Evolution (LTE)systems

• Limited comms interoperability in support of information assurance and coalition interactions

Transition:• SOCOM will transition for SOF; NAVAIR for general purpose forces

Specifics: Provide multi-layered, secure, IP-based architecture to enable high bandwidth communications and information sharing at tactical edge

• Year 1—(Spiral 1) Critical Design Review; Technical Demo; CONOPS/TTP; Transition Plan; NSA Approval for Tactical Secret; functional prototypes (air,

ground, maritime)• Year 2—(Spiral 2) Operational Demonstration/Joint Utility Assessment; NSA

Approval for Collateral Secret; Certification Plan; Final CONOPS/TTPs

Technologies:• Lightweight, tailorable 4G comms packages – COTS infrastructure & handsets

• Key attribute: government/commercial encryption, data compression• Rapidly deployable IP base stations that form and create tactical networks

IVO mission activities• Micro -base stations for remote signal dispersion and gap coverage

• Any COTS 4G LTE devices supporting GOTS/COTS applications as required

Requirement: All IPLs are within COCOM top 10 priorities

Competing Technology: None• Current 4G systems are not employed beyond combat

evaluation within SOF – next leap ahead with significant applicability to Services

• JOLTED TACTICS will provide proof-of-concept for USSOCOM and service component procurement

• Follow-on potential with OGA community is enormous—Defense Support to Civil Authorities, Law Enforcement, and Search and Rescue

• Service interest anticipated; for instance, USN (Kearsarge Amphibious Readiness Group conducting multi-ship 4G LTE testing)
