PREAMBLE The Interamerican Scout Conference and the Interamerican Scout Committee were established at the meeting held in Bogotá, Colombia, in 1946, by the accredited representatives of those National Scout Organizations of the American continent and the Caribbean which practiced the Scout Movement at that time and which had been recognized by the World Scout Conference. Both bodies were subsequently recognized by resolution No. 9 adopted by the XI World Scout Conference in Rosny, France, in August 1947.

The present Constitution was approved by the XXVI Interamerican Scout Conference held in Houston, United States of America, in October 2016. It has been adopted in conformity with the Constitution of the World Organization of the Scout Movement, the provisions of which will prevail over this Constitution in the event of conflict. The English version of this text was approved by the World Scout Committee in the session on ____ ____ 201__.[ ] March 2017.

CHAPTER I Interamerican Scout Region Article 1. According to the Constitution of the World Organization of the Scout

Movement, the Interamerican Scout Region is the World Organization of the Scout Movement within the geographic area of the Americas and the Caribbean, and is formed by its National Scout Organizations and its Regional organs.

Article 2. The Interamerican Scout Region has two governing organs and one executive

organ. The governing organs are:

a. The Interamerican Scout Conference (Regional Conference); and b. The Interamerican Scout Committee (Regional Committee). The executive organ is: c. The World Scout Bureau in the Interamerican Region (Regional Office).

Article 3. The following can be members of the Interamerican Scout Region:

a. The National Scout Organizations of the countries located in the Interamerican Region which have been recognized by the World Scout Conference as members of the World Organization of the Scout Movement.

b. The National Scout Organizations of countries located in the Interamerican Region which have been granted status of Accredited National Scout Organizations by the World Scout Committee.

Article 4. The Regional Committee and the Regional Office may invite organizations

recognized by the World Organization of the Scout Movement to the activities and events organized by the Region.

CHAPTER II The Regional Conference Article 5. The Regional Conference is the highest governing body of the Region; and it

shall comprise the following:

a. Not more than six delegates accredited by each member National Scout Organization defined in article 3, paragraph a. of this Constitution. The member National Scout Organizations must ensure that there is youth representation within its delegation. The delegates established in this

paragraph will have the right to speak and each delegation will have the right to one vote.

b. b. Not more than six delegates designated by each accredited National Scout Organization defined in article 3, paragraph b. shall have the right to speak.

c. c. Each member National Scout Organization has the right to integrate observers in its delegation. The Regional Committee will previously define the maximum numberamount of observers.

d. d. Representatives of the World Organization of the Scout Movement, of National Scout Organizations of other Regions, of governmental and non-governmental organizations, national or international which have shared interests with the World Organization of the Scout Movement and which are invited by the Regional Committee may also participate with the right to speak.

Article 6. The functions of the Regional Conference are:

a. To stimulate the growth and permanent development of the Scout Movement in the Region, through the promotion of a spirit of world-wide friendship, cooperation and mutual assistance between the members of the Region and its organs.

b. To set the fundamental objectives of the Region in harmony with the

decisions of the World Scout Conference, delivering to the Regional Committee the lines of action, which the latter is to follow.

c. To approve resolutions and policies for the Region, presented by the

member National Scout Organizations and/or by the Regional Committee ensuring their implementation.

d. To promote the compliance of the member National Scout Organizations

in the Region with the policies established by the World Scout Conference.

e. To formulate recommendations to the World Scout Conference and to the World Scout Committee, about topics considered useful and necessary, and that contribute to the qualitative and quantitative growth of the Scout Movement in general, and particularly, in the Region.

f. To receive and to consider the reports of the Regional Committee. g. To approve the proposal of Rules of Procedure of the Regional Conference

proposed by the Regional Committee. h. To elect the members of the Regional Committee. i. To approve amendments to this Constitution. Amendments made to this

Constitution shall be approved by the World Scout Committee before entering into force.

j. To exercise other functions and duties as are indicated in this Constitution and the Rules of Procedure,; likewise, those commended by the World Scout Conference and World Scout Committee.

Article 7. The Regional Conference shall be governed by the following provisions:

a. The Regional Conference shall meet in ordinary session every three years at the venue and the date established by the preceding Conference and after the World Scout Conference. If needed, the Regional Conference may meet in extraordinary session.

b. The Regional Committee, with justified reason, can change the date and

venue established for the Regional Conference. c. Extraordinary sessions of the Conference will be by initiative of the

Regional Committee or by request, of at least, a third of the member National Scout Organizations defined in the article 3, paragraph a. of this Constitution.

d. Notice of an ordinary session of the Conference will be sent to all member

National Scout Organizations members by the Regional Committee through the Regional Office, by e-mail or other verifiable means, not less than six months in advance of the beginning of the respective Conference. Notice of an ordinary session of the Conference will be sent not less than three months in advance.

e. The presence of one half of the Member Organizations defined in article 3,

paragraph a. of this Constitution shall constitute a quorum for meetings of the Conference. For the purpose of constituting a quorum, proxy votes will not be considered.

f. The Chairperson and the Vice-Chairpersons of the Regional Committee

will be, respectively, the ChairpersonPresident and Vice-ChairpersonsVicepresidents of the Conference. In absence of those individualsany of them, the Regional Committee will appoint, from between its members, the persons to subrogate them.

g. Each of the member National Scout Organizations members defined in

article 3, paragraph a. of this Constitution, will have the right to one vote. Those Organizations, which are unable to be present at the Conference, may vote by proxy granted to another member National Scout Organization. Each member National Scout Organization may accept one proxy only. Such proxy is not taken into account for the purposes of forming a quorum.

h. Unless this Constitution establishes a qualified majority, the resolutions

and recommendations shall be taken by simple majority of votes. In the event of a tie, the motion is defeated.

i. Only member National Scout Organizations, which are up to date with

their constitutional obligations before the World Organization of the Scout Movement and the Region, may exercise their right to vote. The Regional Committee may grant exemption from Regional obligations if those

Member Organizationsmember organizations prove their inability to bring their Rregional obligations up to date. In the case of World level obligations, remission or postponement of due requires prior authorization from the World Scout Committee.

j. The Rules of Procedure Rules shall determine other rules of functioning of

the Conference. CHAPTER III The Regional Committee Article 8. The Regional Committee is the governimengt organ of the Interamerican

Region that acts on behalf of the Regional Conference between its meetings, reporting to the Conference on its actions and the fulfillment of its role.

The role of the Regional Committee is to takeconsists of taking decisions and to follow up on them, on the basis of the objectives, policies, resolutions and lines of action established by the Regional Conference, in harmony with the decisions of the World Scout Conference.

Article 9. The headquarters of the Regional Committee shall be the same asof those of the Regional Office, designated by common accord by the Secretary-General of the World Organization of the Scout Movement and the Regional Committee.

Article 10. The Regional Committee is formed by: Members with the right to vote:

a. Eight elected members, who shall be members of the member National Scout Organizations defined in article 3, paragraph a. of this Constitution.

Ex-officio members, without the right to vote:

b. The Regional Director, actinghe or she shall function as the Executive

Secretary of the Committee is. As such, he or she shall be an ex-officio member of all the subsidiary committees of the Regional Committee.

c. The Youth Advisors.

d. The Regional Treasurer.

e. The President of the Interamerican Scout Foundation. Article 11. The functions of the Regional Committee are:

a. To comply with and ensure compliance of this Constitution, the resolutions and agreements of the Regional Conference, the Constitution of the World Organization of the Scout Movement, the Rresolutions of the World Scout Conference and the World and Regional policies.

b. To approve the Regional Plan in accordance with the objectives, policies and lines of action established by the Regional Conference.

c. To adopt the agreements that ensure the implementation of the

resolutions and recommendations of the Conference.

d. To encourage and support member National Scout Organizations to implement the plan, the resolutions and policies established by the World Scout Conference, World Scout Committee, the Regional Conference and Regional Committee itself.

e. To ensure Youth InvolvementParticipation at Regional level and to

promote it within the member National Scout Organizations of the Region.

f. To supervise assets and resourcesof the Region, managed by the Regional Office or by the Interamerican Scout Foundation.

g. To act as an advisory body to the World Scout Committee.

h. To promote the institutional continuity of the member National Scout

Organizations of the Region.

i. To determine the agenda and Rules of Procedure of the Conference, for which, purpose it shall take into account the suggestions of the member National Scout Organizations members of the Region.

j. To encourage, to promote, to support and to supervise the Regional and Sub-regional events, submitting the decision of the hosts of Conferences, Jamborees, Camporees and Moots to a vote of the Conference.

k. To encourage and to promote the participation of the member National Scout Organizations of the Region at World events.

l. To supervise the events and activities of all types organizedtypeorganized by the Regional Office.

m. To desnomignate Commissions, Sub-commissionsSubcommissions and Task Forces. which it considers conducive to the better fulfillment of the objective of the Scout Movement in the Region The Committee will designate the members of these bodiesinstances, or at least, the persons in charge.

n. To foster, with the approval of the World Scout Committee, the formation of societies, foundations or corporations, which it considers conducive to the better fulfillment of the objective of the Scout Movement in the Region.

o. To draft and approve its Internal Regulations and submit them to the approval of the World Scout Committee.

p. To recommend to the World Scout Committee the admission of such National Scout Organizations of the Region thatas request recognition by the World Organization of the Scout Movement.

q. To recommend to the World Scout Committee the provisional suspension

of member National Scout Organizations, members of the Region.

r. To grant recognitions and awards for services rendered to the Region and to the youth of the continent.

s. To ensure that any risks faced by the Region, notwithstanding its nature, are evaluated and managed.

t. To give notice of an extraordinary meeting of the Regional Conference in accordance with article 78 when needed.

u. To maintain a permanent access to information and to its agreements, through the official channels of communication.

v. To render accounts through management reports.

w. To evaluate its performance as an organ and the performance of each of its members.

x. To exercise such other functions as are granted in this Constitution, or which are commended to it by the Regional, World Conferences and/or by the World Scout Committee.

Article 12. The members with right to vote shall be elected according to the following:

a. Member National Scouts Organizations defined in article 3 paragraph a. of this Constitution can nominate candidates for the Regional Committee, not less than thirty days before the date of beginning of the respective Conference. Once this deadlinetimeframe has passedbeen fulfilled the Regional Office will announce the list of candidates.

b. The member National Scouts Organizations can only nominate one

candidate at each Regional Conference. c. The nominations must be seconded by another member National Scouts

Organization defined in article 3, paragraph a. of this Constitution. d. The candidates must be elected by secret ballot. Each member National

Scout Organization defined in article 3, paragraph a. of this Constitution, can vote for five candidates to the Regional Committee in order to ensure proportional representation. It is not possible to issue more than one vote for the same candidate.

Article 13. All the nominees to the Regional Committee shall sign a declarationan

agreement that indicates the absence of a conflict of interest that could compromise the nomination. A conflict of interest is produced when a person is not independent in his or her judgment and appraisals on matters inherent to his or her duties, thus influencing decision making on the basis of interests that are different from those of the organization.

Article 14. The Committee members shall consider the interests of the Scout Movement

as a whole and of the Interamerican Region in particular, and shall neither consider themselves or be considered representatives of any member organization.

Article 15. Members with right to vote in the Regional Committee shall not have paid roles within the World Organization of the Scout Movement or within their National Scout Organizations.

Article 16. Members of the Regional Committee in the exercise of their functions, which for whichever reason have a conflict of interest, must notify the Committee about it. In this event, the Regional Committee shall take the decisions it deems appropriate.

Article 17. Each member of the Regional Committee is elected forby the period up tountil the nextfollowing ordinary session of Conference and. The member can be nominated and elected for a second consecutive term.

In case of reelection, the same person can only be a candidate again after one full term out of the Committee.

Article 18. In case of a vacancy, the Regional Committee shall have the authority to fill such vacancyvacancies it until the next meeting of the Regional Conference.

A vacancy will be filled through cooptation. To co-opt a member, the candidate must have at least five favorable votes in favour. The new co-opted member cannot be a member of a National Scout Organization that already has a member inat the Regional Committee. Co-opted members can be elected at the next Regional Conference, but may not be reelected for a second consecutive term. They can only be candidates again after one full term out of the Committee.

Article 19. The condition of member of the Regional Committee with right to vote is lost by:

a. Resignation, death, incapacitating illnessdisability or other reasons of

force majeure.

b. Unjustified absence fromto two consecutive meetings.

c. LosingLoss of the membership into the member National Scout Organization that nominated the Committee member.

d. Accepting an appointment to a role incompatible with the Committee member role as per the article 15 of this Constitution.

e. ViolatingViolations to the present Constitution, which will be determined

by the Regional Committee. Article 20. The Regional Committee shall elect a Chairperson, a First Vice-Chairperson

and a Second Vice-Chairperson from among its elected members.

The members with rights to vote elected to fulfill those positions, will form the Executive Committee together with the Regional Director will form the Steering Committee. The functions of the SteeringExecutive Committee shall be developed by the Internal Regulations of the Regional Committee.

Article 21. The Regional Committee will meet in ordinary sessions at least twice per year, at the venue decided by its members.

Article 22. The Regional Committee shall meet in extraordinary session when called in

one of the following ways:

a. By its Chairperson. b. By request, of at least three of its members with right to vote. c. By request of eight member National Scout Organizations defined in

article 3 paragraph a. of this Constitution.

The matters to be addressed shall be includicted in the agenda and the meeting must take place as soon as possible withinwith a timeline that does not exceed sixty calendar days following the treated will have to be included in the agenda of the call, which will have to be made, as soon as possible, with a term not longer than sixty calendar days following to the notice of the meeting.

Article 23. Both, the ordinary and the extraordinary Regional Committee meetings will be called not less than thirty calendar days in advance, except in the case that for whatever circumstance, all the members with right to vote unanimously decide to hold an extraordinary meeting without prior notice.

The notice for the meetings will be by e-mail, or other verifiable means from the Regional Office, to be received by the members of the Regional Committee, before the deadlineterm established in this article. The notice must include the agenda of the meeting.

Article 24. The members of the Interamerican Committee may vote in meetings by proxy granted to another member. No member may accept more than one proxy. Proxy may be granted only to members of the Committee with the right to vote.

Article 25. The quorum in the Regional Committee meeting is achieved with half plus one

of its members with the right to vote of which no more than one can be a proxy vote.

Article 26. During the period between ordinary meetings, the members of the Regional

Committee can adopt decisions, by any means of communication agreed upon previously. The votes must be sent to the Executive Secretary, who will communicate the results to all members of the Regional Committee.

Article 27. Those in charge of the Commissions, Sub-commissions or Task Forces

established by the Regional Committee will be able to take part in the

meetings of this organ with right ofto voice, when such participation is related to the respective Commission, Sub-commission or Task ForcesWorking Group.

Article 28. The Regional Committee will present annually to the World Scout Committee,

directly or through the Regional Office, a budget project and a financial plan for its approval, which will be prepared, in accordance with the administrative norms established by the World Scout Committee and by the World Scout Bureau.

Article 29. The Regional Committee is responsible for the policies of financial development focused on extraordinary funds. The Regional Committee will raise funds from public or private organizations, as well as, from individuals and corporations. Likewise, it can accept donations, legacies and benefits of any nature.

In all the cases, it must give preference to sources of funding in line with the definition, purpose and principles of the World Organization of the Scout Movement.

Article 30. The Regional Committee shall appoint a Regional Treasurer, at the beginning of each term who must be endorsed by the by the Treasurer of the World Scout Committee. None of the Committee members or staff of the Regional Office can fulfill this role.

Article 31. The Regional Treasurer shall submit annually to the approval of the Regional Committee, within ninety days at the end of the respective fiscal year, a report which includes the audited balance and the account statements of the funds administered by the Regional Office. When this report has been approved by the Regional Committee, it will be sent to the World Scout Committee for its approval and then distributed to the member organizations of the Region.

Article 32. All the funds administered by the Region must be deposited in bank accounts inon name of the Regional Office or such other accounts as the Regional Committee shall consider necessary. Such bank accounts shall be operated by the Regional Director and supervised by the Regional Treasurer, in accordance with the budget approved by the Regional Committee and the World Scout Committee for each fiscal year. Any modification to the budget must be approved by the Regional Committee.

CHAPTER IV The Regional Office

Article 33. The Regional Office is the executive organ of the Region. It is a branchan arm of the World Scout Bureau and represents it in the Interamerican Region.

Article 34. The Regional Office works under the responsibility and management of the

Regional Director, who is appointed by the Secretary-General of the World Organization of the Scout Movement in agreement with the Regional Committee. His or her services are paid by the World Scout Bureau and he or

she reports to the Regional Committee and to the Secretary- General, to whom he or she is responsible.

Article 35. The functions of the Regional Office are the following:

a. To comply with the instructions and guidelines of the World Scout Bureau for the Interamerican Region.

b. To serve as Secretariat of the Region and of the Regional Committee

implementing and ensuring implementation of its agreements. c. To lead the process of preparation of the Regional Plan in accordance with

the objectives, policies and lines of action established and submit it for the approval of the Regional Committee.

d. To coordinate and implement the actions foreseen in the Regional Plan,

evaluate its results, inform on the progressabout breakthroughs, prepare the required publications and formulate proposalitions to the Regional Committee and its Commissions, Sub-Ccommissions and Task Forces.

e. To support and provide technical assistance to the member National Scout

Organizations of the Region, in common agreement with them. f. To lead, organize and/or supervise Regional and/or Sub-Regional events

and regional and/or sub-regional activities. g. To identify and trainto form leaders at Rregional level for them tothat

contribute in the management of the Region, promoting Youth InvolvementParticipation.

h. To contribute in the capacity-building of leaders in the National Scout

Organizations of the Region supporting the consolidation and renewal of its teams while promoting Youth InvolvementParticipation.

i. To implement actions geared towards financial development that

generates extraordinary funds, for the funding of the Region.

j. To promote that the National Scouts Organizations of the Region raise additional funds to their ordinary income, thus contributing to their management, growth and development and to advise them in this matter.

k. To maintain the National Scouts Organizations well informed. l. To advise, to support and provideto give technical assistance to the

National Scouts Organizations of the Region that are responsible for the organization of events and/or activities.

m. To produce and to distribute the publications that it deems necessary,

making them available to the National Scout Organizations of the Region. n. To distribute the technical information that it produces or compiles, as

well as information produced by the World Scout Bureau and from other organizations of the Region.

o. To build networks between the Region and other regional, public and

private organizations related to the objectives and actions of the Scout Movement, in accordance with established policies.

p. To advise, in common agreement with the World Scout Bureau, the

National Scout Organizations of those countries that are potential members of the World Organization of the Scouts Movement, offering them technical assistance for compliance with the minimum requirements established for obtaining membership status.

q. To comply with any other task or function that is entrusted to it by the

Regional Committee, by the World Committee and/or by the Secretary-General of the World Organization of the Scout Movement.

Article 36. The Regional Director has the following responsibilities:

a. To direct and manage the Regional Office. b. To serve as Executive Secretary of the Regional Committee. c. To manage the staff of the Regional Office, in agreement with the

Secretary-General of the World Organization of the Scout Movement, recruiting and contracting the staff the Regional Office requires. The Regional Director will seek at all times that the staff hiring is asare diverse and inclusive as possible.

d. To adopt such measures as may be necessary to promote and to

safeguard the interests of the Scout Movement in the Region, informing the Secretary-General and the Regional Committee of the actions undertaken to fulfill his or her role.

e. To exercise such other functions as may be assigned to him or her by the Secretary-General or the Regional Committee.

CHAPTER V Obligations and rights of the member National Scouts Organizations members of the Region

Article 37. The rights of the member National Scout Organizations members of the

Region defined in the article 3 paragraph a. of this Constitution are:

a. To attend, participate and vote at the Regional Conference. b. To formulate, propose, second and vote resolutions and recommendations

at the Regional Conference. c. To nominate members for election to the Regional Committee and second

nominations. d. To participate in the events and activities of the Region.

e. To bidpropose to host Regional activities and events. f. To request and receive assistance of the Regional organs. g. To receive information generated by the Regional and World levels.

h. To participate through its volunteers and/or professionals in the different

Commissions, Sub-commissions and Task Forces of the Region.

Article 38. The rights of the member National Scout Organizations members of the Region, as defined in article 3 paragraph b. of this Constitution are:

a. To attend and participate at the Regional Conference. b. To participate in the events and activities of the Region. c. To bidpropose to host Regional activities. d. To request and receive assistance of the Regional organs. e. To receive information generated by the Regional and World levels.

f. To participate through its volunteers and/or professionals in the different

Commissions, Sub-commissions and Task Forces of the Region.

Article 39. The obligations of the member National Scout Organizations members of the Region defined in article 3 paragraph a. of this Constitution are:

a. To continually accept and comply with Continued acceptance and

compliance with the requirements of the Regional Constitution, with the resolutions of the Regional Conference, with the Constitution of the World Organization of the Scout Movement, with the resolutions of the World Conference and with the Regional and World policies.

b. To attend, to participate and vote at the Regional Conference. c. To financially contribute to the Region through the payment of the annual

fee as determined triennially by the Regional Committee. d. To report its contribution to the implementation of the Regional Plan. e. To disseminate among its members, the information generated by the

Regional and World levels. f. To contribute with volunteers and/or professionals to different

Commissions, Sub-commissions and Task Forces of the Region. Article 40. The obligations of the member National Scout Organizations members of the

Region defined in article 3 paragraph b. of this Constitution are:

a. a. CHAPTER VI Supplementary and final articles

Article 41. The official languages of the Region are Spanish and English.

Article 42. In the event of a conflict arising out of the interpretation of this Constitution, the conflict must be resolved by the Interamerican Scout Committee in consultation with the World Scout Committee.

In the event of a conflict between this Constitution and the Constitution of the World Organization of the Scout Movement, the WOSM Constitution will prevail.

Article 43. This Constitution can be fully or partially reviewed. Total or partial revision of the Constitution of the Interamerican Scout Organization shall be effected by decision of the Interamerican Scout Conference at the proposal of the Interamerican Scout Committee or at least one third of the members defined in paragraph a. of article 3.

The procedure for the revision of the Constitution is the following:

a. The amendments with explanatory comments shall be circulated among

member National Scout Organizations, at least, a hundred and twenty calendar days before the meeting of the Regional Conference, in which, they will be submitted for approval.

b. The member National Scout Organizations can propose observations and

present counterproposals or amendments, dully substantiated and reasoned, in writing, up to sixty calendar days before the respective meeting of the Regional Conference, in which, they will be submitted for

approval. Amendments proposed after the sixty days’ deadline will not be accepted.

c. It shall be expressly stated in the agenda of the Regional Conference that

the revision of the Constitution is to be considered and submitted for approval.

d. The adoption of amendments to the Constitution by the Regional

Conference shall require a majority of two thirds of the votes cast by the member National Scout Organizations defined in article 3, paragraph a. of this Constitution, present at the Regional Conference.

e. Such amendments as shall be made to this Constitution shall be approved

by the World Scout Committee before entering into force in accordance to the Constitution of the World Organization of the Scout Movement.

Article 44. The Interamerican Scout Region can be dissolved by a resolution adopted at

the Regional Conference by, at least, four fifths of the votes of the member National Scout Organizations members defined in the article 3, paragraph a. of this Constitution. The Conference resolution regarding the dissolution will follow the same procedure established in the previous article for Constitutional amendments.

In the event of the dissolution of the Interamerican Scout Organization, or of any of its bodies established in this Constitution, the totality of its assets will become the property of the World Organization of the Scout Movement.

If at the time of the dissolution, the World Organization of the Scout Movement, or the legal entity under the name of which it legally acts, is not being operationalorganized or incapable of receivingis not operating so as to be qualified for tax-exempt status, or is not in a position to receive the assets of the Interamerican Region or of any of its bodies, then such assets shall be placed at the disposal of one or more organizations which operate exclusively for charitable, educational or scientific purposes, as deemed appropriate by the Conference which resolves the dissolution.

Transitional dispositions to the Regional Constitution approved at the XXVI Regional Conference 2016 and in force until 2021.

1st. With the purpose of synching the periods of the Region to the periods of the Worldworld level, giving preeminence to the Wworld level over the Rregional, and therefore, the World Scout Conference is the highest government organ of the World Organization of the Scout Movement, and the resolutions that it generates have a binding character over the whole Organization, its members and its organs, the Region included, agrees to create the following exceptional period that will last only two years covered between 2016 and 2018. This exceptional period, will allow that all the World Scout Conferences willthat take place, from the entry in force of this Constitution, will happen in the year that precedes the Regional Conferences, allowing these, to adopt and to adapt to the resolutions of the world level.

This exceptional period, together with the changes carried out to the form in

which the members of the Regional Committee can be reelected, presented in the articles 12 and 17 in this Constitution, require the creation of a transitional period of five years starting in 2016 and ending in 2021.

2nd. The transitional period, referred to in the previous article, refers to the elections and reelections of the members of the Regional Committee will be affected as follows:

a. Regional Conference of the year 2016. The Regional Committee will

continue formed by ten members. In this conference, five of them will be elected for a five years’ term that ends at the Regional Conference of the year 2021 and cannot be reelected for the following period. Each member National Scout Organization defined in article 3, paragraph a. of this Constitution, can issue a maximum of five votes for the election of members to the Regional Committee, in accordance with customary practices. By virtue of the present constitutional reform, the term of the members of the Regional Committee who were elected in 2013, is reduced to five years, finishing in 2018.

b. Regional Conference of the year 2018. The Regional Committee, for single

time, will be formed by nine members. At this conference four members will be elected for a three years’ term, which culminates in the Regional Conference of the year 2021. Each member National Scout Organization defined in the article 3, paragraph a. of this Constitution, it will be able to issue a maximum of three votes for the election of members of the Regional Committee, and thus ensure proportional representation.

c. Regional Conference of the year 2021. The Regional Committee will be

formed by eight members in accordance with the article 10 of the present Constitution. At this conference, eight members will be elected, of whom, the four elected at the Regional Conference of the year 2018, can be reelected, in accordance with article 17. Each member National Scout Organization defined in the article 3, paragraph a. of this Constitution can issue a maximum of five votes for the election of members of the Regional Committee, in accordance with article 12 paragraph e. of this Constitution. At this Regional Conference, the transitional period established here ends, and the new election system is fully implemented.

3rd. Considering the exceptional period that has been created in the 1st

transitional disposition which will occur between 2016 and 2018, and that article 39, paragraph c of the Regional Constitution foresees the triennial establishment of the annual fees in common agreement with the Regional Committee; the period for the following establishment of this amount is also reduced to two years for the single time, as the following opportunity to adjust the annual fee will be the year 2018.
