Mei Manifesto - Towards an empathic contextualism
Mei Architecten is a Dutch firm that relates to the history of a site and of existing buildings
in an unusual, sensitive and distinctive manner. The preferred way of working and thinking
can best be described as a modern variant of empathic contextualism. It is a method that
is in a certain sense indebted to Postmodernism, but which is developed in the hands of
Mei Architecten to become a much more authentic, sincere and above all knowledge-
intensive stylistic form. Awareness and knowledge of the historical background are for Mei
Architecten an essential element of general and urban progress and development. This
design philosophy is the basis of the notion of the layered city and finds expression both in
the renovation and transformation of existing, old buildings and in the appropriate addition
of new buildings to existing situations.
Contextualism An important ingredient in the working method of Mei Architecten is the
meticulous attention to and recognition of local identities. It is almost always the case that a
number of historical components are hidden there that can then serve as the starting point
for a modern and up-to-date design. The spatial and historical context serves as a substrate
and source of inspiration for a process that is open to diverse (unexpected) influences.
Often the actual history and context suffice as a source of inspiration, but sometimes Mei
Architecten also resorts to constructing a fictitious history to support, reinforce or highlight
the actual history. Characteristic of the approach, but above all of the result, is that it does
not lead to uniformity or an explicitly identifiable style. It finds expression in the relation or
synergy between a design and the immediate surroundings and history of a location, as well
as in the architectural details of a building. Written & Materials by Mei Architecten

development of buildings and areas. We think in
programme, time, the temporary, economics and of
course the vision for the future.
Would you like to tell us about the project which is
coming up?
We have recently been selected for a regeneration
of an old paper factory in Norway. It’s a challenge of
160 hectares. The factory is out of use and a typical
example of a building that doesn’t respond anymore to
the demands of the time. It’s located at the coastline
and by re-programming this area the coastline becomes
accessible again for the inhabitants of the city. We
will be developing 2,500 apartments and regenerating
50,000m2 of existing buildings. In the course of time we
will be able to build 300 apartments per year. We are
working on a dynamic master plan which is flexible and
can incorporate changes that are inevitable. At the same
time we will create the conditions for the first phases of
these developments to ensure that the first inhabitants
feel at home. We do this by temporarily programming
the area so that it becomes a promising place to be.
Examples of this temporary planning are organizing
concerts of Toto and Sting, creating an urban beach,
making a floating swimming pool and an ice rink.
Mei
Why do you focus on the conservation and utiliza-
tion of modern buildings?
The industrialization in 1850 produced some special
building typologies, such as railway stations, education
institutes, factories, industrial harbors and offices. These
typologies are being used less and less and their use has
changed significantly. A good example for this change of
use is the station in Seoul, the harbor area’s in Gunsan,
Busan and Incheon.
There is a general thinking that these buildings should
disappear, but we belief it’s meaningful to invest in
the regeneration of these buildings, for the following
reasons:
- Maintaining and regenerating existing buildings
contributes to the layering of the city. You could compare
this to the growth rings of a tree. This layering will
contribute to the quality of living, sociability, make the
city more human and increases the economic value.
- The re-use of existing buildings is a catalyst for of
new developments. Schiecentrale, a former power plant
in the former industrial harbor area Lloydpier which
is developed by Mei architects also started with the
transformation of the 25kV building.
- The re-use of buildings requires a relatively small
investment and will be developed with the people’s
interest as a prime point. The bottom-up approach is
a typical design attitude of Mei architects. We put the
user, human being, first.
- By re-using existing buildings we preserve certain
typical details and building materials, which are currently
not being used anymore. This gives these buildings an
extra edge and makes them even more interesting.
Is there any originality of Mei Architecten’s own in
the direction and methods of renovating existing
buildings?
We start to love a building when we increase our
understanding of i ts existence. Even the most
unattractive buildings can suddenly reveal their beauty
through this process of understanding. The love for a
building is an important reason to re-use it and transform
it into a building that answers to the demands of the
time. Buildings which are initially neglected, will be
given a new life after a thorough cultural and historical
research reveals the reason of existence. Old buildings
have a certain imperfection. People are also not perfect,
therefore we find these buildings so charming. It allows
us to relate to them. This typical quality is often missing
with new buildings.
By dealing with the imperfection and using it to our
advantage we are able to strengthen the character and
allure of the building. Imperfection exists in various
levels. It’s like engaging in a marriage. By developing an
unambiguous concept, the interventions will strengthen
the readability of the building.
Considering such a project as Schiecentrale, is there
any sense of place as a port city that is particularly
reflected in the building? How was it expressed as a
design?
The sense of place in a port city is all about the scale of
containers, big cranes and for example ships in relation
to their surroundings. While regenerating a (former)
industrial harbor, such as Schiecentrale, we embrace
this scale. With the development of Schiecentrale we
re-introduced this scale of the industrial harbor and not
to forget the typical industrial materialization. Several
examples to illustrate this design attitude are the length
of Schiecentrale 4B which is 130m, like a big ship from
the last century. Furthermore industrial buildings like
warehouses have typical openings, which is being related
to with the facade design of Schiecentrale 4B. The facade
can be opened completely creating the same kind of
typical openings. We developed a wire mesh covering the
facade of Schiecentrale 4B together with storage boxes
stuck to this facade, further strengthening the relation with
this former industrial harbor area. Also we looked at the
process of the former coal electricity plant, and related to
this process in the design of the section of Schiecentrale.
To make people love a place and its buildings, you have
to tell the story. In the facade of Kraton 230 we created a
figuration in the iron casted panels which tells the story of
this former industrial harbor when boats went to and from
our Dutch colonies like Indonesia.
What do you think is the image of Rotterdam,
and what architectural role do you wish for your
buildings to play?
The city of Rotterdam has been disconnected from
the water for a long time, because the harbor on the
waterfront used to play a more important economic role.
In the course of time, the harbor moved to the West
freeing up the former harbor areas. By transforming
these former harbor area’s an important connection
is restored for the inhabitants of the city to enjoy the
water. To strengthen this relation and also to experience
the city from the water, Rotterdam city introduced for
example water taxis and ferry’s.
I see my role as an architect to restore the balance
between the scale and architectural choices, but also
to ensure a pleasant and high quality public space and
living. Buildings have the potential to play a significant
role in this process. It’s my responsibility to develop
buildings that answer to these qualities.
What is the recent architectural issue in The Ne-
therlands, and how do you reflect those issues in
your buildings?
Due to the financial crisis in Europe and the lack
of financial capacity, the demand for the re-use of
existing buildings such as schools and offices increases
significantly. The re-use of buildings ranging from 1900
to even 1980 is currently an important architectural
issue in the Netherlands. We take it as our responsibility
and challenge to work within the budget of the client.
Through our development of building components and
its technology we take great joy in creating beautiful
buildings by means of relatively few resources.
By doing this in the early stages of the design process,
we can guarantee the building quality with the given
budget. Examples of such building components are the
storage boxes of Schiecentrale 4B or the sliding doors
in the facade. Other examples are the perforated facade
panels of the Gnome Parking Garage or the facade of
Kraton 230.
Thanks to our expertise and creativity we are being
asked frequently to assist in the early stages of the

In the heart of the bustling Delfshaven on the banks of the river de Schie you find an
old characteristic industrial complex which lost lots of its luster and vibrancy over the
years. The agglomeration of characteristic buildings has grown together in time which
has become in an almost irreversible process of decline due to years of vacancy and
neglecting. The exterior of the former steam laundry has two distinctive faces. On the
street side, a series of traditional houses, and on the river-side a factory-look including
a big masonry chimney.
There was a close collaboration of involved parties that wanted to preserve this monu-
mental complex. The building needed a radical change to become a central place for
the creative industries, in which young small businesses and self-employed who have
outgrown their living room may establish themselves.
The strategic design of Mei is based on the preservation of the still existing aesthetic,
cultural, historical and constructive quality, whereas the collapsed and dilapidated
areas are replaced by an atrium adding spatial (light, air and space) and program-
matic quality. The atrium forms the ‘heart’ of the building as a meeting place for en-
trepreneurs, including collective elements as lounges, meeting places and pantries.
The leveled business units gather around the atrium and make use of the existing
characteristic facade openings around which are retained. The additions that are
made, such as the steel structure in the atrium, are minimalistic and possess a uni-
form color palette to maintain the spatial quality. Bronze facades, which fit into the
streetscape, reveal the new addition. The atrium is topped by an industrial roof light
to complete the pure renovation of <De Fabriek>. Written by Mei Architecten

The development of the <Gnome parking garage Almere> with 413 parking spaces is
part of the expansion of the city centre of Almere-Buiten. This expansion is character-
ized by lots of greenery and a clear urban structure. At the architectural level many
experiments have been made on innovative materialization and new constructions, as
also in the <Gnome Parking Garage>.
The unique facade of the garage contains natural elements, like integrated
plant containers with specific plants that are optimized for the orientation of each
facade.
Through using a thermoforming technique - commonly applied in the automotive
industry - the perforated facade panels show characteristic images of the province of
Flevoland: birds, windmills, garden gnomes and bird houses. The perforation supplies
natural ventilation in the parking garage and creates an open atmosphere, especially
at night. Written by Mei Architecten© Jeroen Musch

Housing <Four Worlds> is realized in the dike zone of Spijkenisse. It’s an out-of-the-ordinary apart-
ment complex located right next to the Old Meuse river. The building is visually divided into four sepa-
rate parts which refer to the typical neighbourhood structure of Spijkenisse. Each ‘neighbourhood’ or
‘world’ has its own unique identity, which is enhanced by the use of specific materials.
Meeting places are an important aspect within this design. The building has a recreational deck
that provides for example barbeque facilities, a petanque court, a tennis court and a large green-
house. Furthermore, the balconies that are positioned at random invite the residents to have
spontaneous encounters with their neighbours.
Word layers Artist Milou van Ham collected hundreds of words that represent the identity of Spi-
jkenisse. These words have been cast into the facade and balcony elements. There are two layers
of words that can be distinguished. The first layer is vertically legible at a distance of around
300m from the building. The second layer is legible from close proximity, for example from the
apartment balconies. Words have also been applied in a grid underneath the balconies.
Balcony slabs To realise the letters at the bottom side of the balconies, a special method of cast-
ing concrete was necessary. Normally the upper side of a concrete slab is the template side, but
with this project it was the other way around. The letter design on the template side will be cut out
with a rubber mat which is first put into the template before the casting of the concrete.
To create facilities like the drainage gutter on the upper side of the balcony slab, a stamp is made
and printed into the just casted concrete. Written by Mei Architecten

<The LOC (Local Education Centre) in Hardenberg> is a multifunctional complex of 30,000m2
that provides a full range of educational services. <The LOC> consists of five schools, a library, a
creative centre, a music centre, a so-called SUWI/BVG centre combined with the municipal social
services department, and a large parking garage.
The addition of this large public building to the small-scale urban context has resulted in a intri-
cately organised complex with a striking facade composition.
Intricate fabric The building of approximately 115 by 53m in footprint consists of four levels,
including the underground car park. There are four large atriums with 7.5m in width that intro-
duce daylight into the big volume. The spacious entrances on three sides provide access to the
building and lead to the connecting routes that adjust in width according to the extra functions
that are connected to it. By connecting the voids to the big interior street it creates an intricate
fabric of covered streets, alleys and squares. All spaces are arranged flexibly so that they can ac-
commodate to the changing needs of education. A separate building offers space for agricultural
education and contains accommodation and a workspace for animals.
From schoolyard to church Due to the village-like character of the existing situation the volume
is kept as compact as possible. The individual circulation spaces of the required programmatic
elements are combined with the public spaces. Both the voids and interior street feature a double
programme so that the users can meet one another and opportunities to collaborate are created.
The interior street widens in the centre of the building to become an inner square. As a result,
the weekday schoolyard has the possibility to transform during evenings into a space for events,
shows and, on Sunday, even a church.
From small to big The facade is executed with a block pattern that has a tactile and attractive
skin consisting of bricks that are specially developed for this project. Windows of different sizes
are incorporated into this block pattern, varying from small size windows for the generic spaces
and large size windows for certain specific spaces. The brickwork pattern and the alternation of
window openings add subtlety to the robust volume. By creating a fragmented facade there is a
natural transition towards to the scale of the existing built environment. Written by Mei Architecten
