The Honorable Ciro D. RodriguezRepresentative 23^'^ District

Congressman Ciro D. Rodriguez was recendy elected to represent the 23rdCongressional District of Texas in 2006. However, his experience as a dedicatedpublic servant in Texas stretches back over 30 years.

A firm believer in the importance and power of education. CongressmanRodriguez began his career in public service as a board member of the HarlandaJeIndependent School District in 1974. At this time he was working as a social workerwith the Bexar County Department of Mental Health & Mental Retardation, butlater became a trainer for the Intercultural Development Research Association. Heserved in this capacity until he decided to launch his legislative career in the TexasState Legislature and began teaching for his alma mater. Our Lady of the LakeUniversity, in 1987.

While in the Texas House of Representatives, Representative Rodriguez drewfrom his experience as a social worker and educator to serr^e on the HigherEducation and Health Committees. In addition to fighting to increase Texas highschool graduation rates, he drafted the landmark Texas law guaranteeing acceptanceof the top ten percent of Texas high school graduates to any public four-year Texasuniversity. He was also responsible for the development of the "dual-credit"program, which allows high school students to earn college credit for advancedcourses. During his tenure in the Texas Legislature he also serried as the Chairmanof the Committee on Local & Consent Calendars.

In a special election in 1997, Congressman Rodriguez ran for a seat in the U.S.House of Representatives. After winning by a wide majority — receiving almost 70percent of the vote — Giro Rodriguez became a United States Congressman for the28th District of Texas. Once in office, Congressman Rodriguez set to work fightingunemployment along the border, providing access and opportunit)' to smallbusinesses, investing in programs for high-skill job training, and improving thehealth of minority communities. During the 108th Congress, CongressmanRodriguez was elected by his colleagues to serve as the Chairman of theCongressional Hispanic Caucus.

As a result of a redistricting scheme, that the U.S. Supreme Court later declaredunconstitutional. Congressman Rodriguez lost his seat in 2004. In 2006, he mounteda campaign in a new district and was successful, returning to Congress to representthe 23rd District of Texas in the U.S. House of Representatives.

The 23rd Congressional District is the largest district in the state, covering mostof South West Texas. It includes portions of Bexar (San Antonio), El Paso andSutton counties, as well as Brewster, Dimmit, Maverick, Presidio, Zavala, Crockett,Culberson, Edwards, Hudspeth, Jeff Davis, Kinney, Medina, Pecos, Reeves, TerreU,Uvalde and Val Verde Counties.

Today, Congressman Rodriguez serves on the powerful House Committee onAppropriations where he sits on the Homeland Security and Transportation,Housing & Urban Development & Related Agencies Subcommittees. He also serveson the House Committee on Veterans' Affairs in the Subcommittees on DisabilityAssistance & Memorial Affairs and Oversight & Investigations. CongressmanRodriguez's leadership is further exemplified in his involvement with theCongressional Hispanic Caucus (CHC) where he serves as the Chair of theTaskforce on Veterans Affairs.

Congressman Rodriguez was born in Piedras Negras, CoahuDa, Mexico raised andeducated in San Antonio, Texas. He graduated from Harlandale High School,received his B.A. at St. Mary's University, and earned his MSW from Our Lady ofthe Lake University in San Antonio.

Congressman Giro D. Rodriguez is also a devoted husband and loving father. Heand his wife, Carolina Pena, have been married for thirty-one years. Their daughterXochil is currently in law school.

ACADEMIC REGALIA

The academic costume worn at official functions today originated in the universitiesof the IVIiddle Ages, when a warm gown and hood were useful to the scholar and clericin unheated buildings. By modern times, the growth in the number of universitiescaused a great deal of confusion in academic regalia, and in 1894-95, a study commissionsought to establish some consistency in practice. The American Council on Educationsubsequently effected more improvements in 1959-60.

The mortarboard cap, which generally prevails in the United States, originated inOxford. Cambridge, European universities, and some Latin American universities useother t)'pes of caps, which are legitimate for wear in any American processional whenthe individual holds a degree from one of these institutions.

Gowns are generally black, although some universities depart from this practice. Thebachelor's gown is simple, with long pointed sleeves. The master's gown will have eitherlong sleeves with narrow wrist openings or long sleeves with the hand emerging fromthe sleeve at about elbow length. The doctor's gown is fullest in cut; it has velvet panelsdown the front and around the neck, as well as three bars of the same material on thebell-shaped sleeves.

The hood indicates the level of the degree, the faculty in which it was given, and theinstitution that granted it. Degree level is indicated by length: the master's hood is threeand a half feet long and the doctor's hood is four feet long. The velvet trim on theexposed edge of the hood is three inches wide for the master's degree and five incheswide for the doctor's degree. The color of the trim indicates the field of study. A color,or color pattern, between the trim indicates the university granting the degree.
