Research data constitute the essential basis for new knowledge.
A lack of access to research data is often an obstacle to inter-
disciplinary and international research.
The use of Digital Object Identifiers (DOI) is an important com-
ponent IN ENSURING LONG-TERM ACCESS TO SCIENTIFIC OBJECTS
(such as research data, publications, videos etc.). A DOI is used
for citation and linking purposes – it identifies a particular
object and is permanently assigned to it.
DIGITAL OBJECT IDENTIFIERDOIStructured metadata, including the web address
(URL), are assigned to the object via the DOI name.
If an object’s URL changes, only the entry in the
metadata needs to be updated.
Entering DOI names in publications is
a sophisticated way of linking a scienti-
fic article to the research data analysed
within it. By clicking on the registered
name in the document, the reader gains
access to the linked research data, and
vice versa.
If only the DOI name is available, it can
be resolved in any browser by entering
‘https://doi.org’ followed by the DOI
name – HTTPS : / /DO I .ORG/10 .1594/PAN-

The DOI Service at TIB is Germany’s
first port of call for registering rese-
arch data, ‘grey’ literature – that is not
commercially available – as well as for
articles in open access journals from
academic institutions. The service is
available to scientific institutions (such
as research institutes, libraries, univer-
sity faculties etc.) that have their own
infrastructure for storing digital objects.
The requirements placed on DOI Ser-
vice customers are laid down in a con-
tract. These include long-term archiving
and quality assurance, the supply of
metadata and the provision of landing
pages* for research data.
DataCite provides the technical infra-
structure for DOI registration at TIB.
Some of the objectives set by this in-
ternational consortium are to make it
easier for academics to gain access to
research data via the internet and to
increase acceptance of research data as
independent, citable scientific objects.
The DataCite Metadata Store (MDS) is
the central tool for DOI Service custo-
mers. The use of the mds enables DOIs
and their associated metadata to be regi-
stered in just a few steps.
THE DOI SERVICE FOR
SCIENCE AND TECHNOLOGY
* Landing pages offer users orientation. They contain
detailed information about the object connected to the
DOI such as its author, abstract, format, access rights,
scope etc.

WORKFLOW DOI REGISTR ATION
DOI registration makes it simple to clear-
ly reference research data, making them
easily accessible. The citability achieved
by this and the ability to link data to a
publication have a positive impact on
scientific reputation.*
Improved access to scientific data avoids
duplication and the unnecessary provi-
sion of resources for creating data that
already exist.
Thanks to DOI registration, unique data-
bases remain available for use in science
and research.
The enhanced visibility of research data
motivates scientists to conduct new rese-
arch, and promotes scientific collaborati-
on. In addition, theories can be substan-
tiated because they are transparent and
traceable.
* Publications containing a link to data are cited 20 %
more frequently (Henneken, E. A., Accomazzi, A. (2011):
Linking to Data – Effect on Citation Rates in Astronomy.

TIB is the German National Library for
all areas of engineering as well as ar-
chitecture, chemistry, information tech-
nology, mathematics and physics. Its
misson includes providing the national
and international research community
and industry with literature and infor-
mation. TIB was quick to recognise the
great importance of the availability and
publication of research data for science.
In 2005, it became the world’s first DOI
registration agency for research data and
‘grey’ literature – that is not commercially
available – in the fields of science and
technology.

THE GERMAN NATIONAL LIBRARY
OF SCIENCE AND TECHNOLOGY
The international consortium DataCite,
a pool of globally leading research libra-
ries and technical/scientific information
centres, was established in 2009, led by
TIB. DataCite is approved by the Inter-
national DOI Foundation (IDF) as a DOI
registration agency, and is the key part-

ner when it comes to allocating DOI for
research data. The managing agent of
DataCite is located at TIB in Hannover.
