    Chiefs Corner March 2013I wanted to update residents on some things going on in town, and remindyou of a few things that you can do to ensure the safety of yourselves andyour property. As many of you may have heard, we have beeninvestigating a series of break- ins in our town, (as well as several more

    just over the line in Sandisfield). Several of our officers have been working on these cases, including myself,Sgt. Dan Hamill, Officer Ken Pettibone, and Officer Dave Hamill. As a result of great police work done by these officers, aswell as assistance from the MA State Police, our department has made one arrest, and we will be proceeding with chargesinvolving two other individuals.Many times when residents purchase a new big ticket electronics item, for example, they keep the box around for a month ortwo to be sure that the item works, and then they dispose of the box. Often this is done without ever writing down the serialnumber of the item. When this is the case, it makes it difficult to report important details to police if the item is ever stolen. Inone of the cases that I mentioned above, Sgt. Hamill encouraged one of our victims to locate the box for a particular item,which eventually produced a serial number. Once we had this serial number, we were able to match this item to one pawnedat a pawn shop in Springfield. Please be sure to write your serial numbers down in a safe location. It could pay off!

    Another thing that I want to remind residents of is to be careful with your Social Media accounts. I cant tell you howmany people post vacation pictures on Facebook, only to announce to the world that they arent at their house. Yes,

    someone could be staying at your house, but there have also been documented instances in the country where the personstaying there is actually confronted by the bad guy in a situation that has now turned into a home invasion! Even if you arentchecking in at a location, if you are posting something from your phone, people often know your location. You could just beposting something as innocent as Good morning, I hope that everyone has a great day, but the small print could say 3hours ago near Miami, Florida. Even the dumbest of criminals can figure out that it would take you more than 3 hours to gethome from Miami. Think about it and be safe.

    East Otis MA Post Office to Remain OpenDuring November 2012, the United States Postal Service sent a survey

    to 542 East Otis MA postal box holders. The survey asked the recipients toselect one of four options for the type of service the recipients would prefer

    in the future. The East Otis MA post office (Zip 01029) has 692 boxes in-stalled, 542 of which are currently being utilized.On January 9, 2012, Carissa Surprise, Manager, Post Office Opera-

    tions for the Northeast Area, held a public meeting at the East Otis MApost office to report the results of the survey and explain proposedchanges to the hours of operation of the East Otis post office.

    Of the 514 box holders, 161 had responded to the survey prior to themeeting. An overwhelming majority (90%) voted in favor of a Realignmentof Hours. 6% voted for the home delivery option.

    Ms. Surprise announced that after reviewing the surveys that were re-turned and taking into account Postal Service operational needs, retailhours for this location will likely be Monday-Friday, 8AM to 4PM with lunch

    from 12PM to 2PM and Saturday 8AM to 11AM. The building will continueto remain open from 6AM until 8PM for box mail and locked bin pickup.

    Christine Dugas APR, from the Northeast Area also attended the meet-ing and helped answer patron questions regarding Postal Service opera-tions and procedures.

    On January 14, 2013, the USPS officially approved the proposed hoursfor the East Otis MA Post Office.

    Not Gone, Just Gone AheadOn Saturday, February 16

    th, the Brett Robert Peck Scholarship Dinner took

    place at the Knox Trail Inn in East Otis. The scholarship is named after Brett, an Otis

    resident who lost his life tragically while working at a construction job site in 2008. He

    was 20 years old. Brett was an avid snowmobiler and member of the Otis VolunteerFire Department. He loved the town of Otis and he adored his mom, according to those

    that knew him. After his death, the Scholarship Fund was created to honor his

    memory. Signs at the Fundraiser read Not gone, just gone ahead, and bracelets with

    the same saying were given out to all.

    Bretts mom, Dana MacKenzie, has donated proceeds from the yearly dinners

    to a wide variety of childrens and educational causes. She has awarded numerous

    college scholarships. At the dinner, she spoke of two recent awardees; one girl who was a single mom and whose

    dream was to take Criminal Justice courses and become a police officer. She spoke of a young man who wanted to

    go to truck driver school. She gave awards from the foundation to each, and said that both had graduated and

    secured jobs in their respective career fields.

    The foundation has donated to children at the Hartford Hospital and Yale Childrens center. Recently, theydonated toys to the children of Newtown, CT. Last year, when Dana heard that the Otis Police Departments Kops

    and Kids program was taking a trip to Boston and was planning to use school vans, she asked how many more kids

    could be included if she got us a bus. Next thing we knew, we had a bus. In the fall, she donated to the Kops, Kids

    and Costumes party, and her generous donation will allow us to get a bus for our Kops and Kids trip to Mystic

    Aquarium in April as well.

    Many attendees were wearing BRP sweatshirts. A special logo was designed by Luke Tonlino, one of

    Bretts best friends. Several local residents and businesses donated prizes for the raffles that were held. There was

    neither a parking space nor an open table at the Knox. It is very apparent that Bretts memory lives on in the lives

    gram. The Berkshire Soccer Academy is a unique overnight soccercamp for girls which infuses balance and fun into a world-class soccer camp experience. We strive to provide a funexperience where every girl can elevate her game. We feel that Heathers decision to affiliate with us and to join us

    at our soccer camp for girls validates our approach.I am really excited to be joining Berkshire Soccer Academys team, said OReilly. The Academys unique

    Hi everyone...Well, here it is March already and, as you can see, I couldhave done a better job at predicting when winter would end than PunxsutawneyPhil...think he might have messed up a bit. My friends (Big Head, White Boy and Tiger)

    did not come by much in February because they couldn't get near the window...too muchsnow. Mom put a bowl of dry food out for them and it had been working really well til the

    blizzard hit. The only problem was the birds (no problem for me...love the birds) kept eating all the catfood. At one point, there were about 4 or 5 of them sitting on the rim of the bowl. Funny thing was, a littlewhile later I saw the squirrels eating the bird food. Pops put a feeder and suet out for the birds. Guessthey got confused too much stimulation. The bowl is now in the driveway and "the boys" have been

    coming back. I have little or no desire to be out there.Watching through the window is enough for me. Ihave a nice warm, safe house and food almost everytime I ask and sometimes even when I don't ask.Pops likes to take me outside and walk aroundcarrying me ...truthfully, I love it! He shows me all the

    areas that I can't see from inside and I never try toget down. I bought Pops a special Valentine..hedeserves it! Well, I guess there is not much else toshare...my world is quite small in the winter, but Imake the best of it. Spring is not far off and I lookforward to it. When next we "chat", it WILL beSpring...see you in April (figuratively speaking) Meow

    Town of Otis Selectboard Meeting Minutes 1-8-13Respectfully Submitted, Lisa DOrazio, Selectmens Secretary

    Meeting called to order at 7:01 pm in the Town Hall

    conference room.

    Present: Select Board Chair Roberta Sarnacki,

    Selectman Don Hawley, Selectman Brian Crandall,Chris Morris, Terry Gould, Michael Ernst, Hank

    Wingate, Tom Ragusa, Jim Crandall, Larry Gould

    Approval of Minutes: Brian made the motion to

    accept the minutes as written for the December 11,

    2012 Select Board Meeting, Don seconded, and that

    motion passed unanimously.

    Request for Snow & Ice Removal on North Pine

    Street: The resident had asked to be put on the

    agenda, but no one was present for the meeting.

    Bypassed.

    Maintenance Department:Pickup Truck: The older Chevy truck no longer has

    reverse. This will cost approximately $2500 to

    diagnose and fix the problem. The truck is also due

    for inspection and may not pass, even with these

    repairs. The truck is used for basic every day work

    and both the plow and body have rust. It is a 2003

    with about 80,000 miles on it and has been used as

    the primary plow truck. Jim is looking to replace it

    with a three quarter ton diesel pickup. He currentlyhas a price of approximately $45,600 to replace this

    pickup with a new truck speced out with what he

    would like to have. Don Hawley noted that a new

    truck should be a capital expense presented for next

    years budget and the current truck should be fixed as

    soon as possible to get us through the winter. The

    new truck should be speced with all the amenities that

    Jim would like to have and then it will need to go out

    for bid if the capital expense is approved. Don Hawley

    noted that the Highway Dept. had requested a new

    pickup during last years budget season, and thatrequest had been put on hold to get the new Rescue

    truck this past fiscal year.

    Transfer Station: Jim is looking to change the

    wording for the holidays on the Transfer Station flyer

    that goes out with the compactor mailings. He

    presented what we used to have on the flyer and

    would like the wording changed back to that. Roberta

    suggested the observed holidays should still be listed

    and add the phrase following any holiday that was

    observed on a regularly scheduled day to indicate

    when the holidays would be covered. Jim also

    brought up the issue of contractors dumping

    construction debris, which they are not allowed to do.

    The Board unanimously agreed Jim and the crew

    should be able to enforce the No Contractor rule.

    Don Hawley suggested maybe we should change the

    fees to discourage contractors from dumping

    demolition debris at the Transfer Station. Jim was

    asked to present a new fee schedule to Chris Morris in

    a couple of days.

    WWTP Well: Paul had gotten some quotes for a

    point well at the WWT Plant and Chris presented

    them to the Board. Brian noted that point wells dont

    usually work well in the mountain areas because theyneed sand to function properly and the clay soil at the

    plant would clog up the well. Constructing a shallow

    well could hopefully prevent this.

    East Otis Church: The Congregational Church has

    their annual business meeting this coming Sunday and

    with the East Otis Church until they have a say on the

    building. Don reiterated that the building was in really

    bad shape, but the board was not planning on doing

    anything until winter weather was past us. So we

    could certainly wait to hear from the church. But he

    still wanted the Historical Commission to get the

    appraiser in to determine and value to what may still

    be left in the church. Hank also noted that the

    building should be properly referred to as the East Otis

    Chapel, not church.

    topic, Don Hawley wanted to state for the record that

    North Pine Street is a private road and it is not the

    towns job to maintain private roads within the towns

    limit. He asked Chris to draft a note to the residents.

    Other:Paul Abatayo: Chris noted that Paul had completed

    his probationary period and permits have been met

    each month. He has also been helping out the

    Maintenance Dept. Chris will draft a letter stating

    such. Don also noted Lawrences and Blackledges

    The meeting was called to order at 7:00 pm in the

    Town Hall Conference room. It was announced the

    meeting was being recorded.

    Present: Chair Don Hawley, Brian Crandall,Peter Kolodziej, Jim Wilusz, Larry Gould, Michael Ernst,

    Approval of Minutes: The December 11, 2012 Select

    Board Meeting minutes were unanimously approved.

    Brian Crandall made the motion to accept as

    presented and Don Hawley seconded.

    Board of Health: The abutter notification for the

    Twible residence on East Shore Road has not been

    completed with the new plan so Jim and Peter

    recommend this be tabled until the abutters have

    been notified.Due to the fallout with Berkshire

    Envirolabs, Peter suggested we get together with

    neighboring communities and businesses and see if we

    can get a quantity discount with another lab.

    Tannery Road Street Light: The town would like to

    install a street light at the end of Tannery Road for

    better visibility going into the Izaak Walton League.

    WMECo needs approval for the expenditure of

    $547.00 for the installation. Brian Moved that we

    approve the expenditure and take the money from theStreetlight account. Don Hawley said its approved if

    the money is available in the account, otherwise we

    can wait.

    Reinstalling the Drop Box: Several residents have

    requested the Drop Box get reinstalled at Town Hall.

    The Board decided to send a memo to Maintenance to

    find the drop box and reinstall it on the wall just

    outside of the front door.

    Other:

    East Otis Post Office: Walter Engel did a write up of

    the decision for the East Otis Post Office. Windowhours will be cut back a half hour for each day, but will

    remain open six days a week.

    WiredWest and the Town of Royalston: The Town of

    Royalston has complained that WiredWest is not

    conforming to the rules of the Open Meeting Law and

    WiredWest has rebutted that claim citing specific

    with any services they may need. Hopefully, this will

    get the resident hooked up with needed services or a

    new place to live. Don also suggested since he is

    asking for help, we should have Peter get back in touch

    with him.

    East Otis Chapel: The Congregational Church has no

    interest in what happens to this building.Cabinet Purchase Receipt: Don noted that he had

    recently seen a bill for $200.00 to remove a cabinet

    from a truck and questioned the expense for

    something the Maintenance Dept. could have done.

    Budgets: Don reminded everyone budgets are due

    soon.

    The Select Board meeting was adjourned at 7:49 pm.

    dieters were more likely to avoid colon cancer. Polyps aresmall growths on the lining of the intestinal tract that maydevelop into cancer. One of the reasons we have a

    colonoscopy is to remove any of these before they becomea problem. Another is to diagnose colon cancer at its earlieststage because survival rates are higher when this, as withall cancers, is treated early on.

    Now another study has come out to officially announcethat women who eat fish at least three times a week havefewer polyps. Since colorectal cancer is the second leadingcause of cancer related death in the US, this is big news.More than 5,300 participants were enrolled in this study andreceived colonoscopies. Women who ate the equivalent ofthree servings of fish per week had about a 33% reductionin the risk for colon polyps. They also had a lower level of ahormone called prostaglandin E2 which is linked toinflammation. Since inflammation leads to heart disease,chronic pain and other health issues, ie - cancer, this isanother piece of good news for fish eaters. The research,led by Harvey Murff, M.D., M.P.H., associate professor ofMedicine, was published online in the American Journal of

    had ended up on our calendars! Amongthe many this month are: Registered

    Dietician Day, Womens History Month, National NutritionMonth, Colorectal Cancer Awareness Month, NationalDoctors Day, National Reading Day and my favorite -National Goof Off Day We all need a break! (Oh yes, wedo!)

    I chose to write about Colorectal Cancer. I have a fewfriends and relatives that did not survive this nasty cancerand I would like to help make it a disease of the past! Themeans to that end is information speaking of NationalReading Day... The more informed we are about diet, testingand other factors, the less people well lose to this disease.

    When I had my first colonoscopy ten years ago, thedoctor who performed the test said that she had never seensuch a squeaky clean colon. She asked me if I ate red meatand, since I hadnt eaten it in 30 years, I said no. She toldme, even back then, she was finding that the people with themost polyps were meat eaters, and the fish or vegetarian

    effect, men who ate more fish did not have a reduced risk ofdeveloping colon polyps. Sorry guys! The differencebetween men and women may be linked to their backgrounddiet. Even though men are eating more omega-3 fatty acids

    they may also be eating more omega-6 fatty acids and thatmay be blunting the effect, said Murff. Omega 6s are foundin seeds and nuts, and the oils extracted from them. Refinedvegetable oils are used in most of the snack foods, cookies,crackers, and sweets in the American diet as well as in fastfoods. In fact, soybean oil is in so many fast and processedfoods that an astounding 20% of the calories in theAmerican diet are estimated to come from this singlesource. Guys (and gals), for a better omega-3/6 balance,use extra virgin olive oil in salad dressings and whencooking, take fish oil supplements, and eat more oily fish,walnuts and omega-3 fortified eggs. And stay away fromprocessed foods!

    Now remember ladies, not all types of fish contain highlevels of the protective omega-3 fatty acids. Tuna, salmonand sardines are high in omega-3 acids, while tilapia andcatfish have low levels.
