He has vast exposure in project management for railway
infrastructure works, highways and bridges and played a
key role in the widening and upgrading of NH45 -
Tambaram to Tindivanam in India.

Mr. Matt Carter, Associate Director
ARUP Group Ltd, Hong Kong
Mr. Matt Carter, a Global Bridge Skills Leader in HK; has been in
the design field of bridges in Europe, North America, East Asia,
Africa and Australia for 15 years.
He holds MA MEng (First Class Hons) in Civil Engineering at
Cambridge University,
He has been involved in notable projects including three long
spanning cable-stayed bridges: the Forth Replacement Crossing
currently under construction in Scotland, Stonecutters Bridge in
Hong Kong and Incheon Bridge in Korea.
He has also been involved in major sea crossing viaducts
including the Hong Kongs Zhuhai to Macau Bridge.
He currently leads the independent checking works for the
Second Penang Bridge Project.
Energy Efficiency Program (BSEEP) - an international
collaboration project between United Nations Development
Program (UNDP) and Public Works Department of Malaysia,
with the objective to provide information and awareness
enhancement on energy efficiency in building.
He has many years of experience in energy efficiency in Tropical
climate having been involved in the design and completion of
several low energy building demonstration projects in Malaysia.
Since 2005, he has been writing technical guidelines on energy
efficiency in building for Malaysia as well as Vietnam.
He has also developed software for ACEM to estimate energy
consumption in buildings and developed a new and simple
methodology to measure infiltration rates in tropical buildings
to study its impact on energy efficiency.

Mr. Hamizol Ngah, Construction Director
Jambatan Kedua Sdn. Bhd.
Mr. Hamizol Ngah holds a B.Sc. Degree in Civil Engineering
fromUniversity of Salford, UK in 1982.
He has 30 years working in different roles in project
execution and control for bridge and road projects as well
as operation and maintenance of Federal and State road
network. He has also experience in the design, operation
and maintenance of water supply systems in his early years
as an engineer in the PublicWorks Department, Malaysia.
Prior to his appointment in JKSB, he is the Senior Principal
Assistant Director at Public Works Department, Malaysia in
which he was responsible for the maintenance of the
Federal road systems in the northern states of Malaysia.
Mr. Hamizol Ngah is currently JKSB Construction Director
with a strong focus on quality assurance and quality control
complying with the project specification for the Second
Penang Bridge Project.

Dr. Ir. Chiu Sing Lok, a geotechnical expert and Registered
Geotechnical Engineer (RGE), HK; has been in the field of
geotechnical engineering and academic research for more than
26 years.
He graduated in Civil Engineering at National Taiwan University
in 1978, MSc in soil mechanics at Imperial College in 1981 and
PhD at Sydney in 1997.
In recent years he has been actively involved in various sizable
foundation and basement construction works, and reclamation
and ground improvement works.
More recently, taking up a role as a specialist advisor for
