    1. I n t r o d u c t i o nDistribution Incident Prevention Standard provides a valuable tool for reducing the numberof incidents during the distribution of products, from the time they leave the locationpremises until their arrival at the customer's premises. The Distribution process involvesthird party transportation these third party companies hired to carry companies' goods are

    expected to operate according to the principles of Responsible Care. Companies need toevaluate carriers of their materials on safety performance and programs, inspection andmaintenance procedures for equipment, and selection and training of drivers and supportstaff. Employees of third party carriers, and people living in communities along thetransportation route, should have access to the same health and safety information ascompany employees. Transportation routes should be chosen to minimize the exposure ofpeople and environmentally sensitive areas to the potential hazards caused by chemicalsand products. Each business location should have an up-to-date, operational transportationemergency response plan to deal with hazards, contain and clean up releases, providetechnical advisors at accident scenes, and assist local emergency response forces

    1.1. I n t e n t a n d P u r p o s eThe objective is to minimize the possibility for incidents to happen. Most distributionactivities are subcontracted and compliance with regulations is a necessity, but notsufficient condition to prevent accidents. There is a need for uniform safety &operations criteria against which distribution companies can be regularly monitoredfor continuous improvements.

    This Standard has been designed to ensure that products are transported in a way thatmitigates the risk of injury to people moving the goods, to people along thetransportation route, and to the environment.

    2. Scope an d f ie ld o f ap p l ica t ion2.1. Scope

    This standard defines the actions to be taken to prevent all distribution incidents fromhappening either at the business / location or during the distribution processregardless of the nature of the product.

    Businesses/Locations should be aware that local regulations might impose conditionsnot reflected in this standard. Additional information on regulations comes from anumber of sources, including Statutory/Regulatory Documents.

    While the intent of the Standards is to bring in homogeneity across all Businesses /locations in the implementation of the standards, certain provisions are kept to allowsome latitude to the implementing locations. However, those requirements in this

    standard which are noted in italics are mandatory. Any question regarding theinterpretation of the standards in respect of mandatory versus non mandatory shouldbe referred to the Centre for HSE Excellence for clarification.

    5. Def in i t ionsC a r g o t r a n s p o r t u n i t ( C T U ) an article of transport equipment that is of permanentcharacter and accordingly strong enough to be suitable for repeated use. CTUs arecommonly referred to as freight containers, truck, tankers, swap-body vehicles, railwaywagons, cargo tanks, or other similar names.

    D a n g e r o u s g o o d s / H a z a r d o u s m a t e r i a l s materials governed by statutory

    requirements in transportation by the Businesss / Locations business / location state /country. These materials are also called hazardous materials and hazardous substances.

    6.1.R is k M a n a g e m e n tResponsibility for risk management should be shared between the business / locations,carriers and the allied service operations. Businesses should identify the highest hazardmaterials received or shipped at their Businesses worldwide and prioritize them forattention.

    Business / location activities in transportation risk management are generallyqualitative in nature and involve identifying and responding to risks on business /location and in the business / locations local area.

    In the absence of country regulation s, the busin ess / loca tion m ust follow standa rds

    no less stringent than com m only accepted international standards.

    Commonly accepted international standards are defined in UN performance standards,or other equivalent national standards or standards of country of origin or destination.

    The shipping business / location m ust conduct an a nnua l evaluation of r isks to r eview

    additional risks due to changes in distribution patterns or the addition of new

    products by Busin esses an d w arehouses. See RIL HSE Standard Distribution RiskManagement for guidance in evaluating risk.

    6 .2 .Co m p l ia n c e r e vi e w a n d t r a i n i n gThe business / location m ust hav e a process to ensure that t he follow ing aspects of an

    effective distribution safety progra m are carried out. Businesses m ust:-

    Possess a trained, knowledgeable resource (generally referred to as thedistribution coordinators) for state, national, and international regulatory advice

    for the tra nsportation of dangerous goods received by or shipped from the busin ess

    / loca tion .

    Establish tra in ing policy and program s for busin ess / loca tion em ploy ees involv edin the distribution of dangerous goods.

    Dev elop a process to coord inate the com m unication an d dissem inat ion ofdistribution safety and regulatory requirements and related resources (e.g.,

    regulatory manuals, policy manuals, and compliance memorandums) to theappropriate personn el on business / location.

    Promptly investigate each distribution incident and ensure that a report with acorrective action plan is issued according to corporat e standards.

    Conduct an au dit of each area of operations ann ually, at a m inimum . Provide a clearly identified backup for the distribution coordinator. Businesses

    m ust comm unicate the backups identity to business / location personnel.

    Train the Distribution coordinator and the backup in all modes of shipment usedby the business / location.

    Depending on the amount and type of dangerous goods handled by the business /location, the coordinator may have a committee with membership from appropriateoperations areas or business units at the business / location. This committee should bea part of the business / locations central safety or Responsible Care committee.

    6.3 . Car r ie r s a fe ty fi tnes sThe region or country m ust have a process for qualifying and approving carriers. The

    business / location m ust use approved carriers or dem onstrate that alternative

    carriers meet the necessary qualifications.

    In India, carrier safety fitness report is as per CMVR, MV Act , SMPV act for hazardouscargo vehicles and also fitness certificate issued by the state owned Regional TransportAuthorities

    6 .4 . H a n d l in g a n d s t o r a g eThe following sections contain actions for distribution safety and the prevention of

    distribution incidents.

    6.4.1. Packag ing in spec t ionThe business / location m ust hav e a procedure to ensure that , before filling,

    containers and packaging they are inspected against specification

    requirem ents and for defects and integrity .

    Containers and packages must also be inspected for leakage before shipment.

    For dangerous goods, pre-shipment checklists must be used, signed, and kept

    on system / file. The checklists must be periodically rev iewed for comp liance and

    revised or updat ed to m eet regulatory or Com pany changes.

    6.4 .2 . I d e n t i fyi n g h a z a r d s o n t r a n s p o r t a t i o n c o n t a i n e r sTransportation containers, packages, and equipment containing dangerous

    goods must have the transportation hazard indicated on them at all times.

    Labels, m arkings, placards, or tags m ust be retained on con tainers until they

    have been sufficiently cleaned of residue (i.e. product remaining in the

    container after un loading) to rem ove potential hazards or until they n o longer

    contain dangerous goods.

    Businesses / Locations should have procedures to check that the hazard markingor labeling of incoming goods matches the information given in the relevantsections of the (vendor) safety information or the material safety data sheet

    (MSDS). See RIL HSE Standard for more information.

    6.4 .3 . Lo a d i n g a n d u n lo a d i n gBusin esses/ Location s m ust ha ve docum en ted procedu res for loading chem icals

    Busin esses / Location s m ust ha ve docum ented procedur es for unloading

    chem icals and/ or dangerous goods that:

    Specify the appropriate container or storage location for receiving theproduct.

    Define the appropriate protective clothing for personnel w ho are responsiblefor unloading.

    Establish com plete securem en t m ethods for r etur ning em pty con tainers. Require con tra ct personnel to be aw are of em ergency procedur es specific t o

    the area.

    Positive identification must be documented on the product containers to avoid

    the possibility of un loading into the w rong tan k or container.

    Positive identification may be achieved by one of the following methods (in orderof preference):

    1. A sample is taken at the unloading business / location and a confirmatorylaboratory test result is obtained before unloading.2. The supplier or consignor carries out a confirmatory laboratory test and

    issues a certificate stating the designated CTU identification number and thename or description of the product that has been loaded into the container.

    3. The product name, UN number, and CTU identification number on theshipping document are compared with the same information given on theCTU to determine if they match.

    Each busin ess / loca tion m ust ha ve a procedure for carr ier em ploy ees involv ed

    in loading or unloading. These procedures must include general safety rules

    and specific safety rules pertaining to the area of operations.

    Examples of recommended safety rules include rules for

    Smoking. The use of lighters and matches in the premises. . The use of safety glasses. Where to park. When and how to chock trailers. Vehicle Key control. Communication with plant personnel before loading and unloading.

    When loading or unloading flammable liquids, the receiving container, all

    pipelin es, the pum p, an d the storage con tainer m ust be gr ounded an d, if

    necessary, bonded to prevent a fire or explosion. Materials must be unloaded

    by grav ity or self- prim ing pum ps.

    Busin esses / Location s m ust have a process estab lished to ensure tha t loading

    and unloading hoses are inspected on receipt into the area and on a regular

    basis as long as they are in use. The inspection should include verification that

    the hose meets design specifications. A m ethod to iden tify the hose and theinspection due date m ust be a part of the established process.

    W hen a business / location perm its a carrier, including a v endor carrier, to

    unload any chemicals using its own hose(s), the carrier must meet the

    follow ing requirem en ts:

    Hoses m ust be identified w ith a perm an ent m arking indicating theequipm ent piece num ber.

    Hoses m ust be tagged w ith a perm an ent m arking indicating the last andnext inspection due dates.

    Vendors must provide a copy of their hose inspection and certificationprogra m .

    CTUs positioned for loading or unloading must be protected against

    unexpected m ovement to elim inate the potential for hose breakage t hat could

    result in employee injury, release to the environment, fire, or explosion during

    the transfer operation. Depending on the mode, appropriate securing devices,such as chocks, brakes, tie-offs, king-pin locks, derail devices, switch locks,mooring lines, anchors, and warning signage, are commonly used to prevent

    accidental movement.

    In the absence of regulat ory requ irem ents, attendants (hum an or electron ic)

    m ust be present during the loading/ unloading of explosive, flam m able, or

    poisonous-by -in ha lation m aterials, w orldw ide. The operator, either in

    attendance or using an electronic monitor, must be able to take immediate

    action to shut down the transfer operation in an emergency. Regional ornational regulations often specify higher levels of attendance. This applies tosolid product loading/ unloading also.

    6 .4 .4 .L o a d s e cu r i n gLoad securing against movement of the cargo in transit is important for incident

    prevention. Common sources of damage to contents of trailers are side sway,rough roads or roadbeds; friction generated between the lading and thesidewalls, excessive slack or voids in loads, and poorly blocked and braced loads.In some regions, truck trailers are soft-sided. Load securing against movementof the cargo in transit is an important part of distribution safety, not only for alltypes of packaged goods in CTUs in general but also for soft-sided truck trailers.

    7.4. S ta n d a r d R e n e w a l P r o c es sThis standard shall be reviewed and revised as necessary and, at a minimum, not

    later than five y ears from t he date of the last revision.

    7.5. Devia t ion P r oces sDev iation s from this standar d m ust be authorized by the Busin ess / loca tion Head forthe relevant business/ Location after consultation w ith the Center for HSE Excellence

    and Legal and no-objection from the Apex HSE Committee. Deviations must be

    documented, and documentation must include the relevant facts supporting the

    deviation decision. Deviation authorization must be renewed periodically and no less

    fr equently tha n every three y ears .

    7.6. Tr a i n i n g a n d c o m m u n i ca t io n r e q u ir e m e n t sEach busin ess or loca tion m ust be fa m iliar w ith this stan dard to carr y out its

    responsibilities for prevention of distribution incidents. Training is the responsibilityof each business or location.In the event tha t in terpretation or clarification is needed,

    questions shall be directed to the respective business / location HSE m anager or theCentre for HSE Excellence.
