1. SCOPE

1.1 Scope. This specific?tion cove rs two types of high explosive designated as Composition B for use in ammunition.

3. REQUIREMENTS

3.1 Material . RDX complying with the requirements of Specification MIL-R- 398, except . for granulation, and desen­sitizing wax comply ing with the requirements of Spe cification MIL- W- 20553 shall be thoroughly and uniformly incorporated with molten trinitrotoluene (TNT) complying with the requirements

· for Type 1 of Speci fication MIL-T-2 48 . These shall be combined in the proportion specified in 3.2 to f orm a mixture free from gritty pa r ticles or other visible impurities • .

3. 2 Physical and chemical properties. ·Cornposi tion B shall comform to the l imits specified in Table I, when determined

. as speci fied in the applicable subparagraphs of 4.4.

3.3 First Article Testing. This specification makes · provisions for First Article Testing. Submission of First Article _Quantity by the contractor shall be as specified in the contract.

3.4 Norkrnanship. - The material furnished under this . specification shall -be free of dirt, chips and other foreign matter.

4. QUALITY ASSURANCE PROVISIONS

4.1 Responsibility for inspection. Unless otherwise specified in the contrac~ or purchase order , the supplier is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or order, the supplier may use his own or any other facilities s uitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are .deemed necessary to assure supplies and services conform to the prescribed requirements. Re ference shall be made to MIL- STD-109 to

· define terms used herein.

-i .1.1 Submigsion of p r oduct. At the time each completed lot of items delive rable under the contract is submitted to the Govc~nmcnt for acceptance , the contractor shall supply the following information accompanied by a certif­icate which attes t that the information provided is correc~ and applicable to the product being submitted:

a. A statement that the lot complies with all of the quality assur~nce provisions specified in this specification.

b. Specifica tion number and date, together with iden­tification und date of changes thereto.

c. Cer~ificates of analysis on all materials used directly by the contractor \vhen such material is controlled by Government specifications shall be made available upon request by the Contracting Officer.

d. Quantity o f product in the lot. c. Date submitted. ·

The certificate shall be signed by a responsible agent of· the certifying org~nization. The initial certificate s ubmitted shall be s ubs tantiated by evidence of the agent's authority to bind his principal. Substantiation of the agent's .:.uthori ty will not be required t.o~i th subsequent certificates unless, during the course of the contract, his authority is vested in another agent of the certifying organization.

4.1.2 Classification of Inspe c tions. The inspection requirements _specified herein are classified as follows:

1. First Article Inspection (see 4.2) 2. Quality Conformance Inspection (see 4. 3}

4.2 First Article Inspection

4.2.1 Submission. The contractor shall submit a first article sample consisting of 5 lb of composition B in accordance with instructions issued by the Contracting Officer for eval ­uation in accordance with paragraph 4.2.2. All samples submit­ted shal l have be en produced by the contractor using the same production processes, procedures, and equipment as will be used in fulfilling the contract. 'l'he sample shall be accompanied by ce~tificates of analysis. A first article quantity, or portion thereof, as directed by the Contracting Officer, s hal l also be s ubmitte d \rlhenever there is a lapse in production for a period in excess of 90 days, or v1henever a change occurs in manufacturing process, material used, dr~wing, specification or source of supply as to significru&tly affect product uniformity as deter­mined by t he Governmanta

Prior to ~ubmission, the co~tr~ctor shall inspect the sample to the degree necessary t.o nssure thnt it con f orms to the requir~mcnts of the contrnct nnd s ubmit a record of this inspection wi 'ch the sumple . A sample cont<:lining known defects will not be submitted unless specifically authorized by the Contracting Officer (see 6.1).

4 .2.2 Inspections to be performed. The sample will be subjcc·tcd by the Govcr::1ment to any or all of the examinations or tes·::s specified in 4 . 3 and 4. 4 of this spec ification and any or all requirements of the applicable drawings.

4.2.3 Rejection. If any sa~ple fails to comply with any o~ ~ne applicable requirements, the first artic le quant i ty shall be rejected. The Government reserves the r ight to terminate its inspection upon any failure of a sample to comply with any of the stated requirement s .

4.3 QUALITY CONFORHANCE INSPECTION

4 . 3.1 Lot Format.ion . A lot shall consist of that number o f batches of Composi tion B produced in a time interval not to exceed twenty- fou r hours by one manufacturer, in accordance tvith the same S?ecific ation or specification revision, under one continuous set of operating conditions. Each batch shall cons-ist of that quan'cit:y of Compo s ition B that has been sub-

. jected to the same unit chemical or physical mixing process intended to make t he final product homogeneous. In addition, each lot shall contain:

a . Type I TNT f~om one interfix lot number, from one manuf acturer.

b. RDX of one type only, f rom one manufacturer. c . Wax from one manufacturer.

The product shall be s ubmitted f or inspection in accordance with HIL-Sri'D- 105 unless othenvise specified. The criteria and procedures for t he assignment of lot numbers shall be in accordance with MIL- STD- 1168.

4 .3.2 Examin~tioa. Sampling plans and procedures for the following classifications of defects shall be in accordance with MIL- STD- 105 . (ABC-STD- 10 5). Cont~actor's sampling plans, if used, shall be approved by t he Government and shall provide as a mini mum , t he pro tection ufforded the Government by the sampling plans in MIL- STD-105 .
