Overstone Leys – reserved matters application due to be submitted for Phase 1a – changing part of the layout (not highways). The principal of development and detailed application have already been approved, this application is dealing with small changes in detail to update house styles. David Wilson happy to meet with the pc before submitting the application if required. Phase 1b changes have been approved but there may be more. DDC will deal with both of these applications at the same time. Marsh Spinney – planning permission received. Transfer of GP surgery land to MPC will take place shortly. Hallam Land - planning decision due in the next couple of weeks Redrow – 70% of open space now transferred to MPC. The remainder will be transferred across once site is complete later this year/early next. Taylor Wimpey, Sandy Hill – awaiting land transfer monies to be received this week. Land transfer in approximately 4 weeks.

Community Connector

NAME: Mary-Jane Brown

WEEK COMMENCING: 26/06/17

Duties undertaken:

Weekly surgery at the Community Centre – spoke to several local people about various issues such as healthy lifestyles and dealing with depression. I signposted someone who had recently moved to the area who has been quite anxious and depressed, to various organisations such as Learn2B, the Kelmarsh Meditation Centre, Sailibility, and First for Wellbeing. He was a musician so I also told him about various music events in Moulton and Northampton. I also spoke to a new volunteer who is interested in getting involved in Health & Wellbeing Events. I spoke to the organiser of the Health Walk and got his contact details to put into the Fit Plan

I organised for the volunteers to go to a training day ‘Keeping Adults Safe’ run by the county council free of charge

Visited one of the referrals who had just come out of hospital, as her befriender was unable to see her because of ill health

Organised the Games Morning and rearranged the refreshments to be served by the volunteers to reduce the expense

Meetings attended:

Met a new volunteer in her home and we discussed how she would like to get involved. She is very interested in helping at events and befriending people in the community

Monthly Volunteer meeting – I thanked the volunteers for all their hard work and we arranged a date to have a lunch together as a thank you to them. Past and future events discussed, and what we had learnt from the big Health & Wellbeing event. We learnt a lot of lessons for the future. I organised for at least two volunteers to come to each of the Games Mornings as well as speaking about upcoming events such as the Veterans Breakfast in November.

Attended a Women’s Wellbeing Event at the Parish Church where I spoke to a lot of people and made new contacts. I learnt a few new ideas which I may incorporate in my future Health & Wellbeing Events.

Organised and set up the Moving Forward After Cancer monthly meeting for the first time at the new Community Centre. There were a few new attendees and the group found the Laughter Yoga taster session very beneficial and lifted their mood. We had group discussions with the GP in the second half of the meeting. Afterwards, I discussed with the GP the future meetings that we will be organising alongside Northampton General Hospital. I showed her the larger function room and we discussed seating arrangements, the need for more volunteers and meeting with the Cancer Care Senior Nurse to discuss things further

WEEK COMMENCING: 03/07/17

Duties undertaken:

Weekly surgery at the community centre: I spoke to some of the new volunteers who had come to hand in their application and DBS forms. I showed a large group of elderly ladies from the Monday Club at Carey Baptist Church around the centre.

Answered emails and enquiries about Macmillan Support Training in October and confirmed with the two people from the Cancer Care group who will be attending with me.

An elderly lady came to see me about antisocial behaviour that she was suffering from a neighbour. She had told me about this before, but on this particular day she came to tell me that he had threatened her very aggressively. I reassured her and called 101 to make a police report (she is hard of hearing so was unable to do the call herself). I also called the local community police officer who went to visit her later that day

Went to visit someone who had approached me at the Health & Wellbeing Event about needing a little support and occasional breaks from caring for his father. I signposted him to Northamptonshire Carers and The Carer’s Trust. He had attended the volunteer meeting last week and one of the volunteers agreed to befriend his father and come to visit him occasionally. In our meeting we filled in the Good Neighbour Service User Application Form and discussed his father’s needs.

I checked IDs for several staff and volunteers to send their DBS forms off

I contacted Learn2B to see if they would like to hold their mental health/wellbeing courses at the community centre and whether they would like to attend one of the Cancer Care meetings

Discussed with one of the surgery staff about setting up the Veteran’s Breakfast in November

Organised volunteers and service users to come along to the Games Morning on the Friday. Many more people attended this week and Age UK also referred a couple who live very close to the Community Centre. I discussed with their daughter other activities in the area that may interest her mother and the Memory Café for her father.

Organised lifts for people without transport to the Games Morning

Meetings attended:

Attended the PPG meeting at the surgery where I let everyone know about my progress so far in the role and upcoming events and activities. We discussed the Family Safety stall that I would be setting up at the Primary School and one of the attendees said that she would give me some information on guidelines for protecting children from abuse. We also discussed the Veterans Breakfast and transport for this. I spoke to many of the people at the meeting about their concerns.

Met with my manager at the Community Centre. We discussed my work over the last few weeks and she gave me some new things to work on for the coming weeks.

I met the Cancer Care staff at the Information Centre in the Cancer Unit at Northampton General Hospital to discuss the future and how we would be working together from September with the rolling six month programme.

Events Organised

I had a stall on Family Safety in the playground at Moulton Primary School on the 05/07 to talk to parents and children about what they would like to see at the big event planned in October. One of my volunteers came to assist. I discussed this with the Wellbeing Staff at the school and we decided to make it an event about wellbeing as well as safety. We decided on a date and how we were going to organise it.

WEEK COMMENCING: 10th of July

Duties undertaken:

Monday morning surgery in the library, I spoke to several local residents including a lady who offers wellbeing talks and therapies to manage stress, self-esteem and anxiety. I also spoke to a local resident who is concerned that Moulton seems to be left out as far as door-to-door transport for the elderly. We looked at the DACT website together and door-to-door shopping and social trips are organised for the residents of Daventry but not beyond. She also said that the Northampton door-to-door service stops at a certain point in Moulton and so her mother isn’t able to access this either.

I spoke to a local lady who runs a local charity collecting essentials for babies to give to families in need and a befriending service in Northampton. We are meeting in a few weeks’ time to discuss how we can help and advise each other.

I was in touch with Changing Minds who emailed to offer support such as talks or workshops.

I started updating the Fit Plan to reflect the change of classes to the community centre

Games morning on Friday morning went well – more participants and refreshments served by the volunteers to reduce costs. Many participants expressed how it has lifted their spirits to come to the morning and socialise with others.

Took the volunteers for a ‘Thank You’ pub lunch to say thank you for all their hard work

Meetings attended:

I met with the director of Mouton Allotments on 10/07 to discuss many issues relating to the Health & Wellbeing Allotment, including expenses, what type of patients would be referred to it, and insurance cover. She showed me around the allotment and it is progressing well, with 2 sheds, tools and furniture already donated. They have a few volunteers from Men’s Sheds who are helping them set up, but we decided we needed to appeal for more volunteers in the community. We also discussed DBS checks with the volunteers.

Youth Initiatives Meeting 10/07 we discussed with a Parish Councillor the possible use of the Village Hall as a venue for the future Youth Club. A staff member from the NAYC (Northamptonshire Association of Youth Clubs) also attended. The volunteers nominated a Chair, Treasurer and Secretary and are setting up a bank account and set up a six week plan. We also discussed advertising for more volunteers.

Discussed the Youth Club plans with the head teacher of the Secondary School who was concerned about the use of the old village hall (as there had been some vandalism in the area). He asked to be kept updated about the plans so that he can discuss it with the school governors. He said that the school would like to work together with the volunteers to make this a success and advertise for volunteers among the parents.

Training attended:

On Tuesday the 11th of July I attended the full day course in Safeguarding with LGSS County Council called ‘Keeping Adults Safe’ This was very useful for my role as I have already come across several safeguarding issues.

Monday surgery in the library – spoke to a lady about hiring a mobility scooter which I said I would investigate and get back to her. Also spoke to the organiser of the Monday Club at Carey Baptist church about DACT transport and the shopping trips they do occasionally

Emailed a local resident (who is concerned about lack of transport for her elderly mother) about the different options regarding minibuses in the area and how we are going to trial using the Walgrave minibus on a monthly basis initially.

Emailed the Wellbeing Manager in Walgrave about the use of the minibus

Copied both the Moulton & Overstone Car Scheme and the leader of the choir into an email so that if the choir is cancelled in the future they can communicate with each other so the drivers don’t make wasted journeys.

Spoke to my manager about organising the Sewing Group as part of the Health & Wellbeing strategy

Emailed the leader of the Friend-Leys about advertising the Games Morning and other events

Spoke to someone from the WI about the Veteran’s Breakfast in November and a Sewing Group to combat depression.

Spoke to Learn2B about setting up some wellbeing courses at the Community Centre

Updated the Fitplan

2. Approval of Financial Statement Month 4

The financial statement up to the end of July 2017 (Month 4) was presented to council and the current financial position was reviewed against the annual budget.

3. Approve Additional Budget for Party in the Park

It was resolved to increase the budget to suggested budget of £3100 and an additional

sum to include bin provision and number of portable toilets as in previous years. EO

4. Confirm Budget for Christmas Extravaganza (Sunday December 10th)

It was resolved to organise the Extravaganza as last years and book Moulton 77 Band and

apply for a TEN. It was resolved for the Admin Team to be given delegated powers to

progress the event as last year.

146/17 Moulton Community Centre Action:

1. Financial Position

All councillors have received this information The RICS (Royal Institute of Chartered Surveyors) Code of Practice for Service Charges in Commercial Property has been followed to apportion recharge costs to the library and servery lessees. All councillors have received the attachment showing percentage recharge figures. It was resolved to use Steve Parkinson to double check workings to ensure accuracy. Lessees will then be formally notified of percentage recharge figures and procedure in the Code of Practice followed.

All councillors have received 2 emails from PWLB detailing effect of early repayment on bank loan (504717 for £1,000,000) for community centre i.e. Current annual repayment for this loan is £41,581.76 if £107,000 (Redrow S106 monies) was repaid it would reduce the annual payment by £3282.78, if £147,000 (Redrow and DW2 (£39,892.) S106 monies) was to be repaid it would result in an annual reduction of £4500.02 on PWLB loan repayments. It was resolved to delegate powers to the EO to research and determine an Investment Strategy

A donation of £20,000 has been received from the parish church – It was resolved to respond formally to this donation. Monies to be placed in ‘ear marked reserves’

All councillors have received a copy of the Community Centre Income and expenditure spreadsheet showing known/estimated annual running costs and regular hire revenue so far of the community centre. Noted

147/17 Health and Wellbeing Strategy Action:

.1. Progress Report on Youth Club

It was resolved to continue to support this venture in principal. It was resolved for the EO to research funding for a youth worker and report back in two months time. All councillors had received a copy of email correspondence from MSSC Headteacher.

All councillors have received a copy of a six month update from the Community Connector detailing initiatives and activities since January. It was resolved to allow M J Brown to book and attend a Risk Management training course.

148/17 Bob Eady Trust Matters Action:

1. Recruiting New Members to the Bob Eady Group

It was resolved for a further member of the Moulton History Group to be co-opted onto the sub-committee. Cllr Sheldon also requested another councillor to join the group.

2. Moving the Fire Proof filing cabinets from the Village Hall to the New Archive Room

It was resolved for the EO to investigate options for moving/selling the fire proof cabinets and purchasing new wooden ones for the archive room.

149/17 Feedback From Meeting with Police Commissioner and Recent Vandalism

All councillors had received a copy of the feedback from a meeting with the Police Commissioner and a copy of the recent vandalism incidents. Cllr Care suspended Standing Orders to allow a resident to speak. The Resident spoke of the increasing amount of vandalism in the village. Cllr Care stated that the parish council were very supportive of residents and were doing what they can. Article to be placed in the Moulton Scene
