    Swansea Additions, Remodeling, and Improvements  

    15‐BS‐2552  

    Q‐1.  Please provide a standard duration of months to assign General Conditions.  If proposers schedule is to be used, please add a duration field to the cost submission form.  A‐1.  For the basis of scoring proposals, we will assume a 15‐month duration from mobilization to de‐mobilization.  Contractors will be paid for only one mobilization and one de‐mobilization.  See the answer to question number 2.   Q‐2.  Based on your Pricing Template (Tab F), I am interpreting that you are asking for our LS General Conditions Cost based on Exhibit B‐1 For One Month Duration, that will eventually be extended once a schedule of construction activities is completed after design.  A‐2.  Your interpretation is correct.  See the answer to question number 1.   Q‐3.   Project requirements will require project staffing to vary by phase.  Please clarify how the lump sum monthly general conditions cost will work given inconsistent monthly costs.  A‐3.  General conditions will only be paid during the construction phase.  If you intend to vary staffing during the construction phase, enter the average amount in Tab F.  During the pre‐construction phase, contractors will not be paid for General Conditions.  They will instead be paid the Pre‐Construction fee proposed in Tab F.   Q‐4.   Preconstruction efforts require significant coordination with CDOT and adjacent entities.  Since these efforts will be under a lump sum agreement, please provide an expected number of meetings to standardize cost proposals.  Previous experience with CDOT has proven to require significant time investment.  A‐4.  At this time it is impossible to determine the number of meetings that will be required.   Q‐5.  We recommend the below costs be moved out of general conditions due to the lack of knowledge of their extent at this point.  These items will require more details on programming and final design:  Temporary power service, debris hauling / removal, dump permits and fees, trash chutes, and all permits required by an AHJ.  A‐5.  A revised Exhibit B‐1 has been provided as part of this addendum.   Q‐6.   Please confirm that all insurance items are considered a soft cost in accordance with the contract and not part of the lump sum general conditions as shown on the payment matrix.  A‐6.  A revised Exhibit B‐1 has been provided as part of this addendum.   

  • Q‐7.  Please refer to Exhibit B‐1, Permits and Special Fees:  Currently the matrix is asking to include in general conditions items 4 thru 16, and 19.  Can you please advise on how we should price this, as without having design we are not sure what we will need to cover?  A‐7.  A revised Exhibit B‐1 has been provided as part of this addendum.  Q‐8.  Will this project be permitted through the State or City and County of Denver?  A‐8.  The building permit will be acquired from the State.  Additional permitting may be necessary from the City and County of Denver.   Q‐9.  Will DPS require all workers to have a background check?  A‐9.  No.   Q‐10.Who will be doing the review & scoring of the proposals?  Will it be DPS only or a combination of CDOT and DPS?  A‐10.  CDOT will not participate in the review and scoring of proposals.  Review and scoring of proposals will be done by DPS staff only.   Q‐11.  Is there an environmental report available?  A‐11.  There is the basic AHERA plan (only in hard copy) for the school, as well as a lead report.  Once the scope of work is finalized and plans are developed, project specific testing can be done to identify areas for abatement.   Q‐12.  Will abatement be by owner or CM/GC?  If abatement is required, will it start on June 1st 2016, thereby compressing the schedule for remaining activities that are planned within the school the summer of 2016?  A‐12.  Some abatement may be required.  If so, the abatement will be accomplished by DPS as soon as possible.  Abatement may impact the CM/GC’s ability to have full access to the building on June 1st 2016.   Q‐13.  Please clarify the delineation between future site work improvements and improvements that will be part of this project.  Item #4 in the ‘I‐70 East Cover Alternative Site Plan’ provided in the RFP does not clearly define the work that will be completed by August 1, 2017 and the work that will occur after August 1, 2017.  Will any site work be required by the CM/GC after August 1, 2017 due to the timing of CDOT’s master plan for I‐70 (which extends to 2021)?  A‐13.  The exact delineation of work to be completed before and after August 1st, 2017, will be developed during the design phase, in coordination with CDOT.  It is expected that all site work to be completed by the DPS CM/GC will be substantially complete by August 1st, 2017.  The only site work required of the DPS CM/GC after August 1st 2017, will be to reach final completion of the work that should already have reached substantial completion by August 1st, 2017.  

  •  Q‐14.  Subpart V in the proposal references ‘CDOT Contractor completes work on DPS site and within I‐70 ROW’.  Please clarify the scope of work pertaining to the DPS site.  A‐14.  The exact delineation of work to be completed before and after August 1st, 2017, will be developed during the design phase, in coordination with CDOT.  Some of the site‐work completed before August 1st, 2017, will be considered temporary (left in‐place for 3‐5 years) until the CDOT contractor develops the “lid” over I‐70, which may result in the redevelopment of some of the site‐work completed by the DPS CM/GC.   Q‐15.  Subpart II.F references the CM/GC working with DPS and CDOT for the entire duration (4‐5 years) of the I‐70 improvement project.  Please clarify this in further detail; specifically the work / planning required from the CM/GC following Substantial Completion on August 1, 2017.  A‐15.  The CM/GC will not be expected to perform any significant work after August 1st, 2017.  Work after August 1st, 2017, will be limited to reaching final completion on the work that reached substantial completion before August 1st, 2017.  Subpart II.F references the development of “phasing, sequencing, and temporary construction plans” for the work that will be accomplished by the CDOT contractor after August 1st, 2017.   Q‐16.  With the exception of activities that will impact the school when it’s in operation, are there any other limitations to work that can occur during the school year?  Will it be acceptable to do work within the school outside of school hours during the school year?  A‐16.  There are no other specific limitations.  It will be acceptable to do work within the school outside of school hours during the school year, but this work will need to be coordinated with the school calendar and cannot impact school operations.   All after‐hours work must comply with all applicable City of Denver ordinances.   Q‐17.  Please confirm school access requirement during the 2016‐2017 school year.  Can we work in and around the site to make the major site changes that need to accomplished?  A‐17.  Work in and around the site will be possible, but must be coordinated with the DPS project manager.  Until the new main entrance is completed on the east side of the school, access to the school’s main entrance on Columbine St. must be maintained at all times.  Q‐18.  Subpart IV.B ‘Scope of Work’ in the proposal references a ‘Swansea ES Master Plan’.  Is this plan available for distribution?  A‐18.  The Swansea ES Master Plan has been provided as a part of this addendum.   Q‐19.  Will any drawings be produced for bid purposes? Or will we need to just budget from the scope of work sheets provided?   A‐19.  The only drawings to be provided before the proposal due date are included in the Swansea Master Plan that has been provided as a part of this addendum.  The selected CM/GC will be provided drawings prior to submission of their GMP.  

  •  Q‐20.  In regards to Tab B, Item 3 (identify which key subcontractors will be involved during the preconstruction phase and our MWBE inclusion commitment in Tab E), are we locked into using the subcontractors that we list in this section?  Once the project is ready to bid, we would still like to exercise the opportunity to bid the project to our extensive subcontractor base.  A‐20.  If subcontractors are named in the proposal as being involved during the preconstruction phase, then we will expect that those subcontractors will be involved during the preconstruction phase.  However, the CM/GC will not be “locked in” to using the same subcontractors during the construction phase.  However, if subcontractor changes result in the MWBE commitment not being achieved, penalties may be assessed in accordance with the contract documents.

    Neighborhood History

    SwanseaandElyriahavetheirownuniquehis-tories,yetthetwoneighborhoodssharecommonhistoricalfeatures.Inthemid-19thcentury,Denverwasaminers’town,andsettlementsbegantoformaroundit.TheSwansea-Elyriaareawasthesiteoftwooftheseearlysettlements.PeopleandindustrylikedtheareabecauseitwasclosetotheSouthPlatteRiveranditslandwasflat.Amongthoseattractedbytheexpandingeconomicop-portunitieswereSlavicimmigrantswhosettledinSwanseaandElyriainthemid-19thcentury,whenthetwoneighborhoodswerepartofArapahoeCounty.

    TheSwanseaneighborhoodwasapparentlynamedbyearlysettlersaftertheminingseaporttownofSwanseainWales.Swanseawases-tablishedaround1870,aftertheKansasPacificandUnionPacificRailroadswerecompleted.Atthattime,ademandforsmelterfacilitiesarose.Untilthen,goldhadbeenextractedfromoreatthesmelterinBlackHawk,Colorado.Tosatisfydemand,acompanywasorganizedandalargeparceloflandintheareanowcalledSwanseawasacquiredatthejunctionofthetworailroads.MismanagementclosedtheSwanseasmelterafterafewshortyears,andthefacilitywasaban-doned.

    About1875,theVillagegrantedH.G.Bonds,MeinFisher,andCharlesRuleraright-of-wayforasteamrailroadinSwansea.However,theproposedrailroadwasneverbuiltandtheright-of-waygrantwasrepealedbytheSwanseaTownCouncilin1881.AlthoughtheannexationsofthisareatoDenverarecomplicatedandinvolved,mostofpresent-daySwanseawasannexedin1883and1902.

    ElyriawasplattedonMarch29,1881,byA.C.FiskandC.F.Liner,PresidentandTreasureroftheDenverLandandImprovementCompany.ElyriawasnamedbyMr.FiskafterhishometownofElyria,Ohio.ElyriaresidentsvotedinfavorofincorporationasavillageonAugust2,1890.Elyria’sfocalpointwastheTownHall,builtin1894

    atthecornerofEast47thStreetandBrightonBoulevard.ElyriawasannexedtoDenverin1902.

    TherearethreestructuresinElyriathathavebeendeemedhistoricallysignificant.ThefirstistheChapelBuilding,constructedin1876atthecornerofEast52ndAvenueandRaceStreet.Itislo-catedintheRiversideCemetery,whichitselfwasfoundedin1870,approximately10yearsbeforetheVillageofElyriawasestablished.ThesecondstructureistheLivestockExchangeBuilding,builtin1916andlocatedat4701MarionStreet.ThisfacilityfollowedtheestablishmentoftheDenverUnionStockyards,whichopenedin1910.ThethirdstructureistheoldElyriaElementarySchoolat4705HighStreet,builtin1924

    Elyriademonstratedasubstantialamountofpoliticalsavvyinaddressingtheissuesoftheday.Leadersandresidentsdebated,amongotherthings,theenforcementofgamblingordinancesasopposedtothetaxingofearnings.Infact,fiveofthetavernsfrequentedbyDenveriteswerean-nexedintoElyriaboundariesbetween1898and1900.TheTownHallwasalsoaculturalcenter,wherebothnationally-knownandlocalartistsper-formed.Later,inFebruary,1940,theformerElyriaTownHallwasdemolished,afteritwasnolongerneededasafirestation.

    Demographiccharacteristicsthatcorrelatetohealthincludeincome,gender,education,raceandethnicity.“In the US, education and wealth are the strongest predictors of health. People with more education have better access to employ-ment, housing, childcare, recreational activities, nutrition, medical care, and safer and cleaner neighborhoods” (DPHandDEH2011).

    CensusdataindicatethatcomparedtoDenveroverall,manyresidentsoftheElyriaSwanseaneighborhoodsbelongtodemographicgroupsthataremorevulnerabletocertainhealthproblems.Themostvulnerableresidentsofthesecommuni-tiesarethechildrenfromfamiliesinpoverty.

    ResidentsofElyria-SwanseaneighborhoodsareyoungerandmorelikelytobeHispanicthanresidentsofDenveroverall.2010CensusdataindicatethatElyria-Swanseais84%Hispanic,comparedwiththeDenveraverageof32%.Elyria-SwanseahasoneofthehighestHispanicpopulationsofanyneighborhoodinDenver.

    ThePitonFoundationhasidentifiedtheElyria-SwanseaNeighborhoodasa“hub”inwhatitiscallingthe“Children’sCorridor:,a14-milelongarcofneighborhoodswhere54,000childrenlive,“roughly two-thirds of (whom) face the hardships of poverty, under-performing schools, under-educated parents, poor nutrition, unsafe neighbor-hoods, or some combination of these”.

    CurrentCommunityProjects

    Thereareanumberofplanningstudiesandproposedprojectsbeingplannedeithercontigu-oustotheElyria-Swanseaneighborhoodorwithincloseproximitytothiscommunity.Someofthesestudiesarepresentedbecauseoftheirpotentialforbecomingacatalystforchangewithinthesur-roundingcommunities.

    Asidefromitslargeamountofindustrialandcom-mercialdevelopment,thegreatestinfluenceontheElyria-SwanseaareaenvironmenthasbeenInterstate70,whichwasbuiltdirectlythroughbothneighborhoodsintheearly1960s,despitetheobjectionsofarearesidentsandbusinessowners.Theyopposedtheimposingviaductbecause,theysaid,itwasaneyesorethatwouldhurtpropertyvalues.

    ThissectionofI-70wasbuiltasanalternatetotheconversionofEast48thAvenueintoasixlane,groundlevelfreewaysimilartoWest6thAvenue.Thislatteralternativewouldhaverequiredthedemolitionofseveralhomestomakeroomforaninterchange.

    Despitetheencroachmentoftheinterstate,thephysicalcharacterofbothSwanseaandElyriahasremainedbasicallystablesincetheendofWorldWarII.Smallsectionsofwell-maintained,single-familyhomesareinterspersedwithlargerareasofcommercialandindustrialdevelopmentsuchasDenverUnionStockyards,CudahyMeat-packing,DenverPepsiColaBottlers,andnumer-ousotherfirms.

    CDOT I-70 EAST CORRIDOR PROJECT

    TheCDOTI-70EastCorridorprojectwillhavethemostsignificanteffectontheSwanseaElementarySchoolsiteandwillinfluencethefutureplanningfortheschoollayoutandtheentiresiteconfigura-tion.

    InitialstudiesexaminedthepotentialofreroutingI-70tothenorthofDenverusingI-70andI-76.In2004,thisalternativewasevaluatedandelimi-natedfromconsiderationduringthealternativescreeningprocess.

    Asaresultofthe2004alternativeplanningevalu-ationprocess,thepreferredprojectdirectionwastolowerthehighwayusingtheexistinghighwayalignment.

    Thisambitiousprojectcallsfortheremovalofthe60yearoldviaductthathassplittheElyria-Swanseaneighborhoodfordecades.Thesixlanehighwaywouldbeloweredandwillcreatean800footwidelandscapedcoverthatwillservetore-unitetheneighborhoodwithapublicparkoropenspace.

    TheproposedlandscapedcoverlocatedbetweenColumbineStreetandClaytonStreetwillinflu-encethefutureplanningforSwanseaElementarySchool.

    CDOThasnarrowedthedevelopmentofthecoverdowntotwooptions,withthepreferredoptionbe-ingtheModifiedOption.

    ThisModifiedOptionisthebasisoftheselectedpreferredplan.

    WHY WE NEED TO PLANNearly all the things that make Elyria a challenging place to live, work and grow up in come from other people’s plans that gave little thought to actual livability here. Today, Elyria must plan its future or be planned upon – and again, others are busy with their own initiatives that ignore our potential and quality of life. The plan to divide our neighborhood with another super highway is only one example.

    GENERAL DIRECTIONS NEEDEDThe specific ideas shown on this map reflect our vision of a healthy working community with greater density; more jobs; better transportation; good, safe connection with adjoining neighborhoods and the Platte River bike and park system; new recreational options; and an identity that gives us a real place in the greater Denver patchwork of life and land use. Anchored by T.O.D. stimulation, new mixed-use infill development of retail, commercial, light industrial and affordable housing will create a new future for existing lightly used property.

    ENCOURAGING THE VISIONThese positive directions require the kinds of appealing individual development projects illustrated. True, few lie within the power of the Elyria Neighborhood Association, but we can evaluate and encourage or oppose new land uses within our borders to pursue our general Vision. All development will benefit from a sustainable, concerted neighborhood-wide direction rather than piecemeal conflicting uses.

    LAND USE SHOULD NOT WASTE LAND – OR LIVESWhile specific current uses may prove valuable over time, the high percentage of open ground and open air storage indicates opportunities here for cleaner, safer, more valuable, higher density live-work-play applications – in keeping with principles now at work throughout Denver. While Elyria’s conditional acceptance of a nearby Commuter Rail maintenance facility site reflects our traditional focus on the workplace, heavy industry by definition is out of scale with mixed use. The underutilized space Elyria offers is best suited to the kind of job-intensive light industry that complements the other forms of desired development – residential, retail, recreation and open space.

    HOW PLANNING TRADE-OFFS CAN WORKThe noise and odor of the Purina plant comprise the most obviously damaging influence on Elyria’s everyday quality of life. A plan for relocating the plant but adding elevated (not tunnelized) I-70 lanes, if done well, would be a strong net improvement. Siting the Northside Commuter Rail Station as shown on the BNSF line would vastly improve access to the National Western facilities, greatly improving year-round access to the historic location and sparking new development and employment in a neighborhood that requires stimulus. Transit in this plan is shared by all three neighborhoods and stimulates develoment where its potential is greatest. Our Vision for Elyria depends on weighing and negotiating many trade-offs with many stakeholders over many years.

    CULTIVATING ELYRIA’S LEGACYBalancing this development direction, Elyria also enjoys great potential from its natural and open areas, parks, riverfront, historic homes and buildings, and the historic Riverside Cemetary. Enhancements of the National Western Complex and “Entertainment-Exhibition-Events Area” driven by public access from I-70 and transit shown in our plan can preserve a genuine piece of history. Our innovative proposal to use idled stock pens as a festive multicultural open-air market reflects the overall goal of cleaner, smarter people-friendly usability across the area. The proposed Northside Heritage Recreation Area is seen as a year-round agriculture industries education district, helping urban children and adults understand where food comes from and focusing the city on the unique remnants of pioneer history concentrated in Elyria.

    HARVESTING POTENTIAL AT LASTFor the people of Elyria, Globeville and Swansea, our longtime home is land both gifted by nature and blighted by use. Our proposals in this evolving Vision redress the sprawl and waste of the past and harvest our home’s opportunities for our children’s children – benefitting all of Denver. No one is better qualified to guide our way to the future than we who live and work here, and no one has more to gain.

    TheattainmentofthesenewpropertieswillallowSwanseatodevelopauniqueconnectiontotheneighborhood.ThisconceptofconnectivityandsiteaccesshasbeenrankedhighwiththeParentSteeringCommittee.ThisconceptdovetailsverywellwiththeworkaccomplishedbytheNorthDen-verCornerstoneCollaborative.Thisincludesthe

    TheRoybalCorporationPlanningTeammetonaregularbasiswithaSwanseaParentSteeringcommittee.Ourteampresentedthevariousplan-ningissuesthatweremanifestedbythestudiesandprojectssurroundingtheSwanseaElemen-tarySchoolSite.

    InJuly2003,theColoradoDepartmentofTrans-portation(CDOT)andDenver’sRegionalTrans-portationDistrict(RTD),beganajointstudyeffortcalledtheI-70EastCorridorEnvironmentalImpactStatement(EIS).ThepurposeoftheI-70EastCorridorEISwastoimprovetransportationalongtheI-70highwaycorridorfromI-25toTowerRoadandtoexplorepotentialrapidtransitoptionsfromDowntownDenvertoDenverInternationalAirport.

    In2006,thehighwayandtransitelementsoftheI-70EastCorridorwereseparatedintotwoinde-pendentprojects,reflectingthattheyservediffer-enttravelmarkets,arelocatedindifferentcorri-dors,andhavedifferentfundingsources.

    Theintentoftheseparatedhighwayenvironmen-talstudy,theI-70EastEIS,istoidentifyhighwayimprovementsalongI-70betweenI-25andTowerRoadthatwouldimprovesafety,access,andmo-bilityandaddresscongestion.

    AportionoftheI-70EastEISprojectislocatedadjacenttoSwanseaElementarySchoolandwill

    influenceboththeoperationsandfutureplanningopportunitiesfortheschool.

    TheI-70EastEISrecommendationistolowerI-70alongitsapproximatecurrentalignment.TheplanproposesalandscapedcoverovertheloweredI-70highwaylocatedbetweenColumbineStreetandClaytonStreet.InitialstudiesgeneratedbyCDOTillustratedaBasicOptionandaModifiedOptiontoaccommodatethiscoveredparklidconcept.

    ThemasterplanforSwanseaElementarySchoolisintegratedintotheconceptthattheI-70coverisafocalpointthatfulfillstheneedforconnectivitywithinthecommunity.

    Thebusdrop-offalsooccursalongColumbineStreetandworsensthecongestion.Someoftheresidentshavebeenconcernedabouttheuseoftheirparkingspaceslocatedinfrontoftheirhouses.AdministrativeofficesarelocatednearthisColumbineentrance,whilestaffparkingislocatedontheoppositesideofthebuildingwithinaparkinglotontheeastsideofElizabethStreet.

    EarlyChildhoodEducation(ECE)parentsthatarerequiredtoparkandwalktheirchildrenintotheschooleitherparkonthestreetwherespacescanbefound,orparkinanunpavedarealocatedtothesouthofthecurrentstaffparkingarea.Fromhere,theywalktheirchildrenacrossElizabethStreetandentertheschoolthroughasecondaryentrancelocatedontheeastsideoftheschooloffElizabethStreet.

    ThenewSwanseaMasterPlanre-organizestheschoolentranceanddrop-off,pick-upandstaffparkingtotheeastsideoftheschool.Inaddi-tion,theadministrativeofficespaceisre-locatedtotheeastsideoftheschool.Thelayoutofthedrop-offandpickupareasprovidesasaferenvi-ronmentforparentsandinternalizestrafficcircula-tiontoon-siteaccommodations.ThemasterplanalsoprovidescloseindedicatedparkingforECEparentsthatparkandwalktheirchildrenintotheschool.Staffparkingisalsolocatedontheeastsideofthebuilding.Busdrop-offandpick-upislocatedonthenorthsideoftheschoolalongEast47thAvenueandalongColumbineStreet.
